Bharat petroleum is planning to setup a lignocellulosic biomass to ethanol biorefinery, exploring
business opportunities with potential stakeholders. Expression of Intererst (EOI) is invited from potential
Technology Providers/Licensors for setting-up the “Proposed Lignocellulosic Ethanol Biorefinery”
BPCL, CPO(R) invites Expression of Interest (EOI) for “Technology Provider / Licensor for the proposed

1 Background
Bharat Petroleum Corporation Limited (BPCL) is a Fortune 500 company and a leading Navratna Public
Sector Company with an all India presence, engaged in Refining, Marketing and Distribution of
Petroleum products. BPCL is also diversified into exploration of oil and gas. BPCL as a responsible energy
company has made first big strides towards harnessing renewable energy like Solar and wind. Moving
one more step forward in the area of renewable energy, Bharat petroleum is planning to setup a
lignocellulosic biomass to ethanol Biorefinery, exploring business opportunities with potential
stakeholders.
The purpose of inviting this EOI is to explore the availability of potential technology providers/licensors
for setting up the “Proposed Lignocellulosic Ethanol Biorefinery”
2 Introduction
Bharat Petroleum Corporation Limited is planning to setup a “Lignocellulosic Ethanol Biorefinery” for
production of ethanol and other chemicals, if any, from potential biomass feedstocks including but not
limited to Sugarcane Baggasse/Rice Straw/Wheat Straw/Corn cobs/Cotton stalks. For this purpose,
Bharat Petroleum proposes to execute the project with biomass supplier (s) and a technology provider
(s) wherein.
I. Biomass Supplier would be responsible for aggregation, storage & regular supply of quality
biomass feedstock (Sugarcane Baggasse/Rice Straw/Wheat Straw/Corn cobs/Cotton stalks etc.)
to the Biorefinery.
II. Technology provider would be responsible for providing end-to-end process technology,
preparation of detail engineering & design of the plant, supply of other raw material (including
Enzyme, if any), maintaining the product quality and provide corresponding performance
guarantee.
III. Bharat Petroleum would use ethanol produced at the biorefinery.
The minimum capacity of the proposed biorefinery would be ~15,000 tonnes of ethanol per annum.
Correspondingly, the biomass supplier is expected to supply a minimum of 75,000 – 80,000 tonnes dry
biomass per annum (minimum 220 tonnes dry biomass per day).
It may be noted that BPCL has also floated a separate EOI for biomass supplier. The proposed mode of
execution of the project is tentative and would be finalized after thorough discussions with all the
stakeholders.

3 Role of Technology Provider/Licensor
Following is envisaged role that the Technology Provider/Licensor shall play:
1. Providing end-to-end process technology, including utilization of lignin, generation of power
for internal use, effluent treatment, recycling of water & other by-products etc
2. Engineering (Basic, detailed, integration, piping, static etc.)
3. Relevant Equipment Supply
4. EPC Project Management
5. Supply of raw materials, including Enzymes
6. Maintaining the product quality and provide corresponding performance guarantee
7. After Sales support for ensuring smooth operations, maintenance & tech-up-gradation
(whenever necessary)
The bidder must perform all the above mentioned roles. In case, the bidder is not able to meet these
qualification criteria, the EOI may be submitted jointly. For joint submissions, wherever necessary,
please provide the requested information for all the associated companies to be involved in the project
with relationship and role.
4 Other aspects • The location of the project shall be in the vicinity of the operations of selected biomass supplier
and would be finalized in discussions with all the project stakeholders.
• Technology providers are encouraged to sign non-disclosure agreements, wherever applicable,
as soon as possible so that they could disclose necessary technical information as part of EOI’s
response within stipulated time.

7 General Terms & Conditions
Bharat Petroleum Corporation Limited (BPCL) hereby invites Expression of Interest (EOI) from potential
technology provider(s)/licensor(s) to the “Proposed Lignocellulosic Ethanol Biorefinery” in line with the
EOI documents herewith.
All revisions, clarifications, corrigenda, addenda, time extensions etc, to the EOI will be hosted only on
BPCL website www.bharatpetroleum.in/ Central Public Procurement Portal:
http://eprocure.gov.in/cppp . BIDDERs should regularly visit this website to keep themselves updated.
The BIDDER shall also furnish complete audited annual financial statements for last three financial years
including balance sheets, profit & loss account statement and all other schedules, self-certification of
being not under liquidation, court receivership or similar proceeding in support of their fulfilling the
eligibility criteria. The same to be provided for all the partners, wherever applicable.
Exchange rate for foreign currency conversion to Indian rupees shall be considered as per the TT selling
rate published by The State Bank of India on the previous working day of opening of the EOI offers for
evaluation.
Vendor/Bidder shall not be on the Holiday List of BPCL/ EIL/ Any Other PSU or government Organization
in India. Bidder shall provide declaration of holiday listing as per Annexure – III.
EOI shall be submitted in hard copy at the address given below. EOI received through Fax / E-mail shall
not be accepted.

The EOI must be complete in all respects leaving no scope for ambiguity. It is in the interest of the
BIDDER to submit complete and comprehensive proposal leaving no scope for BPCL to raise any further
questionnaire. BPCL may evaluate the BIDDER on the basis of documents submitted in the first instance
in order to adhere with project schedule requirement.
BPCL will not be responsible for any cost or expenses incurred by the BIDDER in connection with
preparation or delivery of EOI.
The BIDDER is required to furnish all information and documents as called for in this EOI in English
language. Any printed literature furnished regarding this EOI may be in another language, provided that
the literature is accompanied by an authentic English translation, in which case, for the purpose of
interpretation of the document, the English version will govern.
BPCL reserves the right to call the BIDDER for presentation and may visit the sites of the BIDDER. The
BIDDER shall have no objection whatsoever in this regards and shall facilitate BPCL to obtain the same.
BPCL will not be responsible for any cost or expenses incurred by the BIDDER for visiting its office for
presentation.
8 SUBMISSION OF EOI
The BIDDER must provide a Cover letter on his official stationery (letter head) along with his proposal
containing all the information asked for in the EOI along with all relevant documents in support of the
same. The BIDDER is required to drop the sealed envelope super-scribing:
