  • CONG Family Programs Office Yellow Ribbon Reintegration Program 12200 E Briarwood Avenue #160 CENTENNIAL, COLORADO 80112-6709 11 October 2012 The Colorado National Guards Department of Defense Yellow Ribbon Reintegration Programs goal is to provide nearly 5,000 Soldiers, Airmen and their families the tools necessary to ease the hardships of a deployment. Since 2004 Family Programs has been conducting post-deployment retreats for the service member and their family at the 90-day mark. They worked with the Veterans Administration Hospital to provide the resources needed to achieve that goal. In 2008 this became a requirement and it was named the Yellow Ribbon Reintegration Program. Section 582 of the National Defense Authorization Act mandates each state to provide a reintegration program for returning service members and their families. Colorado took this one step further. We are providing pre-deployment events for service members and their families 30 days prior to deployment. Service member participation is mandatory and is not held during scheduled drill periods prior to the deployment. During the entire deployment cycle, family programs staff members provide the proactive continuum of care needed to ensure service members and their families receive the care and services needed to support a normal life. We also offer our spouses a Sustainment event midway through the deployment as well as a Pre-Return/Reunion event 30 days prior to the return of the service member. The Sustainment focuses on providing the spouses more coping skills while in a relaxing environment while the Pre-Return/Reunion event focuses on reintegration and what the family can expect upon homecoming. Once the service member returns, our program offers 30, 60 and 90 day post-deployment events. Again, these events that are required for our service members and highly recommended for the families offer the tools necessary for a successful reintegration. The Yellow Ribbon program places special emphasis on the children and youth of the deployed service members. During every event there are special programs available for the youth to address their needs. We work very closely with Operation Military Kids to offer a fun and exciting program. We have designed our program so that it can be applied to any military component. We have invited returning service members from the Air National Guard as well as the Army Reserves. We work closely with the Air National Guard and the Army Reserves to ensure these air men and reservists have the opportunity to attend our Yellow Ribbon deployment events. The Yellow Ribbon funding has allowed us to provide a robust, preventative, and proactive support program for service members and their families. The funding has also allowed us to provide an exceptional level and quality of service to over 3000 service members and their spouses. Our youth program has also provided training and support to more than 600 children. Due to the current deployment cycle Colorado is now facing, there are 17 events scheduled for the year 2012-2013. With the return of over 500 service members this year and the projected deployment of over 900 service members in the next 12 months, the need for a robust Yellow Ribbon program is more important than ever. Service Members called or ordered to active duty or full-time operation support flying unmanned aircraft missions not separated from their Family are required to attend YRRP events. National Guard and Reserve Component Members shall receive appropriate pay and allowance for attending YRRP events. Family Members : Family participation in YRRP Pre-deployment, Deployment, Post-30, and Post-60 events is strongly encouraged. For the purpose of funding at YRRP events, the JFTR defines Family Member and designated individual. Service Members may invite their legal dependants or two designated individuals per event. Overall attendance at YRRP events shall not exceed a 2 to 1 ratio attendee to Service Member without an exception to policy approved by the service component. All funding is subject to availabili ty. Designated Individuals : A designated individual, as defined by the JFTR, is a person designated by the Service Member whose presence at the YRRP event may contribute to the purpose of the event for the Member. The Service Members must designate individuals in writing with their unit and may change any or all of the designated individuals at anytime. However, only two designated individuals may attend each separate trip event unless the Service Component has approved an exception to policy for more than two. Overall attendance at YRRP events shall not exceed a 2 to 1 ratio attendee to Service Member without an exception to policy approved by the service component. Unit commander approval is required for Service Members choosing to have designated individuals attend a YRRP event in lieu of a dependent. Invitational Travel Authorizations (ITAs ): Family Members and designated individuals, as defined by JFTR, will be placed on Invitational Travel Authorizations (ITAs) when attending YRRP events. Dependants under the age of 12 receive 50% of authorized per diem reimbursement.

Up to two dependents or designated individuals per Service Member are authorized to get reimbursed for travel expenses. For mileage reimbursement, the travel must be more than 50 miles one-way from the event. Attendees outside the normal commuting distance of 50 miles one way from an event are authorized an overnight stay subject to availability of funds. Additional days ITA for Service Members or their Family who are over 150 miles one way from an event must be submitted to the appropriate Service component for approval. However, the start and end time of the event should allow for travel time on the first and last day of an event, thus mitigating the need for an additional nights stay prior to or post event. Additionally, airfare for attendees with unique circumstances is an exception to policy and may be considered by the Service component. Travel and transportation authority includes per diem or in kind transportation and meals. One-Day Events: Reimbursement for mileage is authorized for travel beyond 50 miles one-way and no overnight stay is authorized except for those over 150 miles one-way from the event. Two-Day Events: Reimbursement for mileage and an overnight stay is authorized for travel beyond 50 miles one-way from the event. An additional overnight stay is only authorized for those over 150 miles one-way from the event. Out-of-State Travel: The intent of the YRRP is to introduce Service Members and their Families to resources in their local area. For this reason, attendees should not travel outside their state to attend YRRP events. Unit fillers should attend YRRP events in their state of residency and not the state of the mobilizing unit. Additionally, airfare for attendees with unique circumstances is an exception to policy and may be considered by the Service component.
