EV  introduc0on  in  Latvia  Ø  Electric  vehicles  in  Latvia  introduced  rela0vely  late  Ø  E-­‐mobility  mostly  developed  by  private  and  NGO  sectors  

Ø  First   charging   sta0on   installed   in   Riga   in   2010   by   local   charging   sta0on  manufacturer  (ELTUS).  

Ø  Several  NGOs  are  ac0ve  in  this  field  such  as  Zero  Emission  Mobility  Support  

Society,  Green  energy  technology  cluster  (Kurzeme  Business  Incubator)  represen0ng  –  60  companies.    

Ø  Pilot  projects  in  municipali0es  (Riga,  Liepaja)  and  state  owned  companies  (Latvenergo,  Rigas  Sa0ksme)  

Ø  In  2012  Latvian  Centre  for  Excellence  in  E-­‐mobility  was  created.    

Ø  First  state  support  program  expected  in  2013.

• +  small  distances.  Makes  it  suitable    for  implemen0ng  current  e-­‐mobility  technology  

• -­‐  Cold  climate  

Environmental  

• +  Reduce  pollu0on  –  CO2  emissions.  “Green”  electricity  mix.

EV  policies  and  regula0on  Ø   Currently  minimal  exis0ng  na0onal  policies  

Ø No  EV  charging  policies,  no  non-­‐financial  incen0ves  on  na0onal  level    

Ø Financial  incen0ves  Ø Some  exis0ng  tax  reliefs    

Ø  Car  tax  (one  0me)  –  depending  on  CO2  emission  level  –  0  LVL  for  EVs  

Ø  Vehicle  opera0on  tax  (annually)  –  EVs  are  exempt.    

Ø Disincen0ves  Ø ICE  car  conversion  to  EVs  –  each  converted  vehicle  has  to  be  approved  individually

Ø Riga  sustainable  energy  plan    Ø Expressed  support  for  introduc0on  of  EV’s.    

Ø EV  charging  infrastructure  not  included  un0l  2014.  

Ø Support  for  free  EV  parking  on  Riga  city  streets  and  municipal  car  parks    

Ø Support  for  free  EV  entrance  in  Jūrmala  City  and  Riga  Old  

Town.

Ø  Proposed  grant  programme  for  new  EV  vehicle  purchases:  

Ø   50%  grant    (up  to  18000  EUR)  –  financed  by  sales  of  CO2  emission  

Ø  One-­‐0me  support,  individual  applica0ons  on  project  basis
