I LEGAL BASES AND GENERAL CONDITIONS
1 - This European Technical Approval is issued by the Centre Scientifique et Technique du Bâtiment (CSTB) in accordance with:
- Council Directive 89/106/EEC of 21 December 1988 on the approximation of laws, regulations and administrative provisions of Member States relating to construction products
1, modified by the Council Directive 93/68/EEC of 22 July 1993
2;
- Décret n° 92-647 of July 8 19923 concerning the aptitude for the use of the products
of construction;
- Common Procedural Rules for Requesting, Preparing and the Granting of European Technical Approvals set out in the Annex of Commission Decision 94/23/EC
4;
- CUAP 04.04/36 Glazing guardrail kit applications May 2009.
2 - The Centre Scientifique et Technique du Bâtiment is authorised to check whether the provisions of this European Technical Approval are met. Checking may take place in the manufacturing plant (for example concerning the fulfilment of assumptions made in this European Technical Approval with regard to manufacturing). Nevertheless, the responsibility for the conformity of the products with the European Technical Approval and for their fitness for the intended use remains with the holder of the European Technical Approval.
3 - This European Technical Approval is not to be transferred to manufacturers or agents of manufacturer other than those laid down in the contact of the European Technical Approval ; or manufacturing plants other than those announced to the Centre Scientifique et Technique du Bâtiment.
4 - This European Technical Approval may be withdrawn by the Centre Scientifique et Technique du Bâtiment pursuant to Article 5 (1) of the Council Directive 89/106/EEC.
5 - Reproduction of this European Technical Approval including transmission by electronic means shall be in full. However, partial reproduction can be made with the written consent of the Centre Scientifique et Technique du Bâtiment. In this case, partial reproduction has to be designated as such. Texts and drawings of advertising brochures shall not contradict or misuse the European Technical Approval.

II SPECIFIC CONDITIONS OF THE EUROPEAN TECHNICAL APPROVAL
1. Definition of product and intended use
1.1 Definition of product
The Glazing Guardrail Kit is composed of a glass pane, which is linked to the metallic members of the guardrail by glass clamps.
The definition of the kit includes a guardrail with handrail , a glass with or without holes and glass clamps.
Relevant to ETA: glass clamps and glazing.
NOT relevant to ETA: Handrail, posts and all metallic members of the guardrail except the glass clamps.
1.2 Intended use
This ETA covers a Glazing Guardrail Kit for use as a protective barrier for internal or external application.
The provisions, verifications and assessment methods included or referred to in this European Technical Approval have been written based upon the assumed working life of the Glazing Guardrail Kit for the intended use of 25 years when installed in the works (provided that the Glazing Guardrail Kit is subject to appropriate installation, use and maintenance). These provisions are based upon the current state of the art and the available knowledge and experience.
2. Characteristics of product and methods of verification
2.1 Characteristics of the product
2.1.1 Glazing Guardrail Kit
The storage of the glass pane takes place by clamping it between the EPDM-pads between the metallic upper and lower parts of clamps. An additional locking against sliding of the glass pane (fastener at corner or clamp with pin) is possible.

There are three kinds of installation:
• Installation type 1: at least one clamp with security pin in drilling of the glass pane (diameter of drilling d = 8 mm)

The different types of installation are not possible for all groups of glass clamps. The glazing of the guardrail kit can be mounted in front of the floor panel, if the glass clamps have additional locking against sliding of the glass pane. Without locking against sliding the glass pane has to be assembled over floor panel.

3. Evaluation of Conformity and CE marking
3.1 Attestation of conformity system
The systems of attestation of conformity specified by the European Commission detailed in the Commission decision 96/579/CE:

3.2.2 Tasks of notified bodies
The corner stones of the actions to be undertaken by the notified body in the procedure of attestation of conformity for the Glazing Guardrail Kit are laid down in the following table.
The manufacturer shall exercise permanent internal control of production. All the elements, requirements and provisions adopted by the manufacturer shall be documented in a systematic production control system shall ensure that the product is in conformity with the ETA.
Manufacturers having a FPC system complying with EN ISO 9001: 2000 and addressing the requirements of an ETA are recognized as satisfying the FPC requirements of the Directive (according to CPD – Guidance Paper B).

According to Council Directive 93/68/EEC the CE marking consists of the letters "CE" in the form laid down in the Directive, followed by the identification number of the notified certification body, where applicable. 4. Assumptions under which the fitness of the product for the intended use was favourably assessed
4.1 Packaging, transport, storage of the product
Packing, storage and transport must ensure the protection of the glass clamps against damage, e.g. breakage, scratching, spalling or contamination. On the arrival at the construction site, the glass clamps have to be intact.
Glass panes are to be moved using adequate transportation aids. The edges have to be protected at any time. When storing the glass panes, suitable supports have to be provided in order to protect the glass pane edges and surfaces. The glass pane surfaces are to be protected against scratching during transport and storage.
4.2 Design
The design of the Glazing Guardrail Kit has to follow all national provisions for the intended field of application concerning e.g. glass type, end use conditions and type of breakage.
This European Technical Approval is applicable to the glass panes and clamps specified in chapter 2 and their intended use declared in chapter 1. In addition, the members of the Glazing Guardrail Kit (glass pane and clamps) are to be verified according to Annex B, Annex C and Annex D taking into consideration the specific national provisions.
All members not included in this ETA, as specified in chapter 1, have to be verified separately according to European and national standards.
The design of the substructure as well as the handrail has to secure a restraint-free support of the glass pane. No additional loads are to be applied on the glazing pane due to e.g. deformations of the substructure.
4.3 Installation of the product in the works
The application has to be carried out according to the manufacturer’s instructions. The manufacturer has to hand over the assembly instruction to the assembler. From the assembly instructions it is followed that, prior to installation, all components of the Glazing Guardrail Kit have to be checked for their perfect condition. Damaged components are not to be used. The conformity of the installed Glazing Guardrail Kit with the provisions of the ETA is attested by the executing assembler.
The design of the substructure as well as the handrail has to secure a restraint-free support of the glass pane. Glass/glass-contact and/or steel/glass-contact is to be avoided permanently.

4.4 Use, maintenance, repair
Damaged glass panes or damaged clamps have to be replaced immediately. The accessibility of the glass panes and clamps for maintenance and repair has to be secured. During the repair or replacement of the glass pane or clamps the surrounding area has to be safeguarded and suitable measures are to be taken to maintain the guardrail effect of the Glazing Guardrail Kit.

The verification for the glass panes has to be done separately for each application in consideration of the specific conditions and national provisions.

The principal stress and the deflection of the glass panes of the Glazing Guardrail Kit of SWS are calculated for
rectangular and parallelogram-shaped (0 < α ≤ 38°) formats under an area load of 1,0 kN/m².
The results for the glass panes of different angles of inclination are merged for two fixed ranges of angles:
0°≤ α < 28° and 28°≤ α ≤ 38°.
