Open Science

• A systemic change in the modus operandi of science and research

• Affecting the whole research cycle and its stakeholders

• Commissioner Carlos Moedas Open Science Presidency Conference

Amsterdam, 4 April 2016

A new approach to the scientific process based on

• * cooperative work and

• * new ways of diffusing knowledge

• by using digital technologies and new collaborative tools

Open Science: a new approach to the research process

A new approach to the scientific process based on

• * cooperative work and

• * new ways of diffusing knowledge

• by using digital technologies and new collaborative tools

It affects virtually all components of doing science and research, from conceptual work to publishing, from empirical research to data-analysis.

Shifting focus from publishing as fast as possible to sharing knowledge as early as possible"

EC Open Science Agenda

Fostering and creating incentives for Open Science Open Science in education programmes and best practices Extending the input of knowledge producers in an open environment It is also about the quality, impact and research integrity of science

Removing barriers for Open Science includes a review of researchers' careers with a view on creating incentives and awarding researchers for engagement with Open Science

Developing research infrastructures for Open Science Improve data hosting, access and governance

Mainstreaming and further promoting

Open Access policies to research data and publications

Embedding Open Science in society as a soc-ec driver Open Science becomes instrumental in making science more responsive to societal and economic expectations.

Key Issues of the Open Science Agenda

Page 8: European Stakeholder Round Table Berlin, Museum für ...ecsa.citizen-science.net/sites/default/files/dekker_ron_-_open_scienc… · Open Science becomes instrumental in making science

Open Science Policy Platform

• May 2016 Competitiveness Council:

• NOTES the establishment of the Open Science Policy Platform by the Commission,

• which aims at supporting the further development of the European Open Science policy and promoting the uptake by stakeholders of best practices …

Page 9: European Stakeholder Round Table Berlin, Museum für ...ecsa.citizen-science.net/sites/default/files/dekker_ron_-_open_scienc… · Open Science becomes instrumental in making science

OSPP Goals

• EC: Advance Open Science in order to radically increase the quality and impact of European science

• OSPP

• Catalyse the transition towards Open Science

• Identify the issues

• Work along the 8 priorities of the Open Science Agenda

Harvest & connect what's happening ' outside' (RDA, ECSA, …)

Make use of the expert groups; our network, outside expertise & reports, best practices, …

Right of initiative: set up/work on new ideas

• Connect the issues,

Have a system approach / overarching view

9

OSPP Mandate

1. Function as a dynamic, stakeholder-driven mechanism

a. identify the issues to be addressed

b. bring up and address issues of concern for the science and research

community

2. Advise the Commission

a. on how to further develop and practically implement open science policy

b. recommendations on the policy actions required and any cross-cutting

issue affecting Open Science

3. Support policy implementation

a. contribute to reviewing best practices, drawing policy guidelines and

encouraging their active uptake by stakeholders

10

How to work at OSPP?

• Function as a team • Integral discussion

– every member can participate in every subject

• Organise ourselves in order to work efficiently

• Be Open • Communicate on our activities (web, blog, …)

• Set up a second ring, incl. involving 'our' experts

• Have Open/Public Consultations

• Outcomes/Results • Reach consensus: will be a very strong (not to be

neglected) advise to EC

• Set options: EC may choose a solution from these options 11

• Copyright - TDM • Data Protection • Free Flow of Data • …

ERA & framework conditions for actors:

• European Charter for researchers

• Code of conduct for Research Integrity

• Charter for Access to Research Infra

• …

Open Science Policy Platform

Wide input from stakeholders:

• ad-hoc meetings and workshops • e-platform with wider community • reports and independent experts

Links (personal thoughts)

• Ecosystem implies an Inclusive Approach [Diversity makes us stronger; We need innovation ourselves – and game changers]

Make use of expertise, infrastructures, etc. from other stakeholders

Join forces, also outside Europe (science is global, knowledge transfer also)

Essential for solving today’s complex societal & grand challenges

• It’s about Data More data than all researchers could ever analyse

• It’s about Impact Funders want more return

Impact is currently limited to scientific impact (= among peers)

and further limited by taking the Journal Impact Factor as the main indicator

Real Impact deals with science, innovation, society and education

• Open as a Principle We need to better connect science with innovation and to the world (new users)

Open Science, Open Innovation, Open to the World

And more data to become available
