Groups were invited to consider the proposal of the Portuguese Parliament (the Action Plan for the implementation of the European Pillar of Social Rights) and to submit proposals by 9 December noon for:

Coordinators were informed about the meeting slots which have been requested until March 2021
Coordinators were invited to note that the concrete EMPL meeting dates will be subject to availability of resources (the logistical capacities are limited to twelve two hour Interactio meeting slots parallel).
Coordinators asked more specifically:o That no meeting takes place during week 14 (Easter Break) (S&D)o That no meeting takes place immediately after the week 7 (Green week)
(GUE/NGL)o That when setting future dates, travels/delegations are duly taken into
account (EPP; GUE/NGL)
The Secretariat took note of the requests and will try to accommodate them to the extent possible. In particular, no meeting is scheduled on 22/02/2021 (Monday following turquoise week 7).
4. Update on the current workload, staffing situation of the EMPL [EC/JK]
Decision
The Coordinators took note of the current workload and staffing situation.
They welcomed the 3 new administrators in the Secretariat: Christa Kammerhofer [CK] (seconded national expert) Saulius Milius [SM] (official) Andres Bellmont-Roldan [ABR] (contractual agent)
5. Working hours/working conditions [EC]

The Coordinators: held an extensive exchange of views on number of meetings, working hours and
working conditions of staff, including APAs and political group advisors:o highlighted in particular that the EP still operates under exceptional
circumstances and that the workload on the staff (advisors, APAs, Secretariat) is excessive;
o emphasized that the situation has an impact on the parliamentary work (e.g. lack of interpretation resources, of rooms equipped with Interactio....) and on its quality;
o highlighted that saving have been made since March 2020 (in travel costs, interpretation costs...);
o agreed to find pragmatic solutions in EMPL to endeavour and limit the workload (e.g. informal opinions in forms of letters whenever possible, to limit to minimum opinions under rule 56);
agreed, moreover that the matter should be brought to the attention to the CCC so that horizontal solutions reflecting the business continuity mode can be decided upon and implemented in all Committees;
entrusted the secretariat with the task of drawing a list of possible concrete proposals to be submitted to CCC;
agreed that, should there be no improvement in the short-term, the matter should be discussed in plenary.
6. Commission work programme 2021
Decision
The Coordinators took note of the Commission WP2021 and of a possible invitation of Commissioner Schmit, as well as Commissioner Dalli (to discuss the forthcoming proposal for a Directive on Pay Transparency) in early 2021 for an exchange of views in EMPL on the forthcoming Commission initiatives.
7. Allocation of reports and opinions

The Coordinators: took note of the recent or imminent adoption of:

7.2.2 Possible launch of new own-initiative reports [MP]
Decision
The Coordinators hold an exchange of views on INIs;
Taking account in particular:o the staffing and resource issues (point 4), and the decision taken for point
5;o the upcoming launch of the INL on Work Council Directive (estimated
date: 2nd semester);o the Commission WP2021;
the Coordinators decided:o to launch in early 20210 one INI from the reserve list (according to the
reserve rolling list: Democracy at work: A European framework for employees' participation rights and the revision of the European Works Council Directive; Rapporteur: Gabriele Bischoff (Coordinators decision of 17.10.2019)
o that the request for authorisation for the other INIs would be submitted to the CCC in late January/early February, after the adoption of one ongoing INI (S&D), and with the agreement that work on those INIS would start later (Greens/EFA)

migration and employment issues (working conditions, working rights....), the Chair will write to the CCC and Chair of LIBE to request that LIBE report does not touch upon EMPL competences and that, should this be the case, EMPL is duly involved.

Decision:The Coordinators held an extensive exchange of views and mandated the Chair to:
write to the REGI Chair to: acknowledge that according to the decision taken by REGI coordinators,
EMPL Rapporteurs for opinions can not take the floor during trilogues; request therefore that their views can be expressed and duly taken into
accound during preparatory meeting and during the trilogues, regarless of their modality of participation (physical or remote) in order to avoid the unpleasant situations reported by Ms Jongerius and Mr Satouri; [MM]
write to the CCC Chair to: suggest that a “code of conduct” (=set of guidelines) for trilogues with
remote participation (especially as regards internal consultations of EP negotiating teams) is established;
highlight in particular the need for new digital tools for hybrid trilogue meetings (with both physical attendance and remote participation). Parallel online meetings and chat platforms, in particular, should enable members of the EP negotiating team to express ther views and contribute to the consolidation of the EP negotiating team position, both before and during trilogues. 10. Possible exchange of views on Brexit [EC]
Decision
Coordinators entrusted the Secretariat with the task to identify a suitable slot in December for an exchange of views between the Coordinators, the Members who were in charge of the EMPL opinion on brexit and representatives of the UKTF.
Cordinators were informed that, in view of the current shortage of room/interpretation resources, this exchange might take place in EN only.

0 Rule 143 - Motions for resolutions1. Any Member may table a motion for a resolution on a matter falling within the spheres of activity of the European Union. That motion may not be more than 200 words long.2. Such a motion may not:- contain any decision on matters for which other specific procedures and competences are laid down in these Rules of Procedure, in particular Rule 47, or- deal with the subject of ongoing proceedings in Parliament.3. Each Member may table no more than one such motion per month.4. The motion for a resolution shall be submitted to the President, who shall verify whether it fulfils the applicable criteria. If the President declares the motion to be admissible, he or she shall announce it in plenary and refer it to the committee responsible.5.
