Every 5 years over 500 million people in the EU have the power

to choose who will represent them in the European Parliament,

the world's most open and only directly elected international

parliament.

Our mission is to raise awareness of its role and powers, of how

political differences within it are played out and of how

decisions taken by its Members affect the UK.

These decisions have a huge impact on everyday life and it makes a big difference who decides

on our behalf. Since journalists and the media in the UK play a key role in informing citizens about how the

work of the European Parliament affects them, we hope that you will find this guide useful.

The European Parliament Information Office in the UK

Our Role:

We do our best to reach as broad a spectrum of society as we can – both face to face, online and

in print. Our dedicated media team is there to answer your enquiries, direct you to information

sources and arrange interviews with MEPs or the spokesperson's team. We organise media

seminars on EU policy topics and thematic visits for journalists to Strasbourg and Brussels.

More generally, our outreach includes lots of events here at Europe House, in our office in

Edinburgh and nationwide, bringing stakeholders and the public together with their MEPs,

academics and think-tanks. Journalists are welcome to attend these. The team builds links with

trade bodies, professions, organisations, NGOs and anyone else interested in European affairs

and the role of the EP. We work closely with teachers, educationalists and bodies involved in

active citizenship to produce free and neutral resources about the EP and EU, and each year, we

answer thousands of enquiries and distribute publications.

We welcome interaction from the media and the public through our digital channels and are very

active on Twitter, Facebook and Youtube. Our comprehensive website provides you with

information about what the EP does, how it works and who's who, including contact details of

UK MEPs.

Press visits to the European Parliament

Journalists are welcome to visit MEPs at work in committee or plenary sessions to keep citizens

and taxpayers informed about the work of their elected representatives.

We have a journalist visitors' programme which helps cover the cost of travel and

accommodation for journalists visiting the Parliament when it meets in session in Brussels or

Strasbourg.

Journalists are also invited to visit the European Parliament Audio visual studios whose services

include:

What do the EU institutions do?

In the EU’s unique institutional set-up:

the EU’s broad priorities are set by the European Council, which brings together national

and EU-level leaders;

directly elected MEPs represent European citizens in the European Parliament;

the interests of the EU as a whole are promoted by the European Commission, whose

members are approved by the European Parliament;

governments defend their own country’s national interests in the Council of the

European Union.

Setting the agenda:

The European Council sets the EU’s overall political direction — but has no powers to pass

laws. Led by its President and comprising national Heads of State or Government and the

President of the Commission, it meets for a few days at a time at least every 6 months.

Law-making:

There are three main institutions involved in EU legislation:

the European Parliament, which represents the EU’s citizens and is directly elected by

them.

the Council of the European Union, which represents the governments of the individual

member countries. The Presidency of the Council is shared by the Member States on a

rotating basis.

the European Commission, which represents the interests of the Union as a whole.

Together, these three institutions produce the policies and laws that apply throughout the EU. In

principle, the Commission proposes new laws, and the Parliament and Council adopt them. The

Commission and the Member States then implement them, and the Commission ensures that the

laws are properly applied.

European Parliament — Powers and procedures

Directly elected by EU voters every 5 years, Members of the European Parliament (MEPs)

represent the people. The European Parliament is one of the EU’s main law-making institutions,

along with the Council of the European Union.

The European Parliament has three main roles:

debating and passing European laws, with the Council;

scrutinising other EU institutions, particularly the Commission, to make sure they are

working democratically;

debating and adopting the EU’s budget, with the Council.

Beyond these official powers the Parliament also works closely with national parliaments of EU

countries. Regular joint parliamentary assemblies allow for a better inclusion of national

perspectives into the Parliament’s deliberations.

European Parliament — FAQs

What is the budget of the European Parliament?

The budget for the European Parliament in 2014 is €1.756 billion. This covers staff costs,

buildings, MEP travel allowances and expenses, and includes the costs of translating documents

into the EU’s 24 working languages. It also includes the cost of moving MEPs and staff between

Brussels and Strasbourg.

Why does the EP have three homes?

The EU Treaty — unanimously agreed by all Member States — stipulates that the European

Parliament shall meet in Strasbourg. With parliamentary committees — and some sessions of

the full parliament — meeting in Brussels, and with part of its staff working in Luxembourg,

Parliament currently has three homes. Most MEPs oppose this situation but unless there is a

change to the Treaty, there is nothing MEPs can do about it.

What are MEPs’ salaries and expenses?

A new Statute for Members of the European Parliament came into effect following the European

Parliament elections in June 2009. The Statute sets the monthly salary for all MEPs at 38.5 % of

the basic salary of a Judge in the European Court of Justice (May 2014: €8 020.53), ending the

pay disparities between Members, who previously received the same salaries as members of

their national parliaments.

Under the new system, MEPs’ salaries are paid by the EU. They pay income tax to the EU

budget plus, in the case of UK MEPs, additional taxation to HMRC so that they pay the same

level of taxation overall as any other UK resident on that pay scale.

When the new Statute was introduced, MEPs had the option to stay on the old system, whereby

MEPs earn the same basic salary as a backbench member of the House of Commons (£67 060

per annum in April 2014). A number of MEPs from the UK chose to retain the former salary

system.

As well as travel expenses for attending official meetings of the Parliament and its committees,

MEPs are entitled to a number of allowances to cover the costs of office administration and

support staff. Under a reform of the Parliament’s expenses system in 2009, MEPs’ travel

expenses are no longer refunded on a flat-rate basis. Instead, all MEPs now have their expenses

reimbursed on the basis of actual costs incurred.

How many languages are spoken in the EP?

The EU recognises 24 official languages: Bulgarian, Czech, Croatian, Danish, Dutch, English,

Estonian, Finnish, French, German, Greek, Hungarian, Irish, Italian, Latvian, Lithuanian,

Maltese, Polish, Portuguese, Romanian, Slovak, Slovenian, Spanish and Swedish.

The 24 official languages make a total of 552 possible combinations, since each language can be

translated into 23 others.

How many translators and how many interpreters work for the EP and at what cost?

The European Parliament at present employs around 700 full-time translators and 430 staff

interpreters.

MEPs have the right to speak, listen, read or write in any of the EU’s 24 official languages. This

policy of multilingualism costs about one quarter of the Parliament’s total expenditure.

How many people does the EP employ as a whole? (not including MEP assistants)

7 065, including both permanent officials and temporary staff (May 2014 figures).

How many parties are represented in the EP — how many from the UK?

There are over 200 political parties represented in the European Parliament, from 28 Member

States.

From the UK, 10 parties are represented: Conservatives; Labour; Liberal Democrats; UK

Independence Party; Green Party; Scottish National Party; Plaid Cymru; Sinn Féin; Ulster

Unionist Party; and Democratic Unionist Party.

Ashley Fox MEP leads the Conservative MEPs from the UK.

Glenis Willmott MEP is leader of the Labour MEPs.

Roger Helmer MEP (UKIP) leads the UKIP MEPs.

Diane Dodds MEP from the Democratic Unionist Party does not belong to any of the political

Summary of the electoral system in the UK for the European Parliament elections

In England, Scotland and Wales the voting system for the European elections is the d’Hondt

system of proportional representation — regional closed list. In Northern Ireland the system is

the single transferable vote.

There are 12 regional constituencies, which return from 3 to 10 MEPs.

Ballot papers contain the names of all candidates, listed by party.

Seats are allocated to parties in accordance with their share of the total vote in the

constituency (with the exception of Northern Ireland — see below: How to become an

MEP).

Within the parties, seats are allocated in the order shown on the list.

How to become an MEP

For England, Scotland and Wales, the nomination of candidates and placing them in order on the

list is a matter for the political party concerned. This is known as the closed-list system; an

open-list, or preferential, system allows the voter a say over the order of candidates within each

list. Each party has its own internal selection procedure.

Northern Ireland, like the Republic of Ireland, uses the single transferable vote system.

Anyone wishing to form a new party (which must be registered with the Electoral Commission),

or to stand as an independent candidate, needs to contact the electoral office of the local council.

Nominations have to be accompanied by a deposit of £5 000 (per list, or per individual

candidate). This deposit is refundable to those polling at least 2.5 % of the vote in that region.

Where an MEP resigns or dies in mid-term, the next person on that political party’s list from

that electoral region is invited to take up the seat. For Northern Ireland a new Statutory

Instrument was published in March 2010 (Number 1175) to clarify when a political party can

nominate the replacement MEP and when a by-election would be needed.

It is not possible to be a member of a national parliament at the same time as being an

MEP — so when Caroline Lucas was elected to the House of Commons in May 2010,

she automatically gave up her seat in the European Parliament.

It is illegal to stand for the European Parliament in more than one Member State

(although it is possible for a UK citizen to stand in another EU Member State and for a

non-UK EU citizen to stand in the UK).

EU citizens who are disqualified from standing under their own national rules may not

stand in the UK (this applies, for example, to police officers in Hungary, to TV directors

in Spain, and bank directors in Austria, but does not apply to Ireland or Commonwealth

countries).

Can anybody from the EU vote in the UK at European/local/general elections?

European elections: Citizens of all European Union countries are entitled to vote in

European elections in another EU country provided they are resident in that country.

This applies to UK citizens living in another EU country and vice versa. Citizens may

only vote once, however.

Local elections: For local elections, the same rules apply — an EU national resident in

the UK who applies to go on the electoral register may vote in UK local elections; a UK

national, resident in another EU country, can register to vote in local elections in that

country.
