Extremely fragmented market with more than 2,000 different distributors: only 218 with more than 100k customers (9%) ; a dozen major players, including Enedis.
Various activities related to electric network infrastructures. Occasional exercise of other network activities (street lighting, gas, ICT, water).
The levels of fixed and variable shares of tariffs applied by distribution network widely vary depending on the countries and on the types of customers.
Metering and data management mainly provided by the DSOs, but not under the
same conditions in the Member States.
Modernization of the distribution network is underway in Western Europe with some countries leading the way in smart metering (IT, S) and flexibility (HR, S).

DSO ENTITY Supports the creation of this entity enabling the DSOs to play a role in the
governance of the Energy Union.
DSOs-TSOs
COOPERATION
Encourages such cooperation necessary to achieve the energy transition, while
delivering results at both economic and environmental levels.
TARIFFS Promotes cost-reflecting tariffs but doubts about the principle of a single European
tariff methodology.
LOCAL ENERGY
COMMUNITIES
Believes the LECs might jeopardise social and territorial cohesion, and favours
instead forward looking experiments in self-consumption.
NETWORK
REINFORCEMENT
Welcomes this disposition, but sees the submission of a network development
plans as an unnecessary constraint.
EnR INTEGRATION Welcomes the principle of a simple notification procedures, however worries about
potential breaches in grid security requirements.
STORAGE Agrees with storage defined as a market activity, and asks for clarifications as well
as exempting provisions.
DATA MANAGEMENT Welcomes this article confirming the DSOs’ role as data managers.
SMART METERS Questions the relevance of the “near real time” principle, whose implementation
could prove very costly.
EV Agrees with these dispositions and believes that charging points operation should
be fully left to market participants.

Proposals for the European energy system*
Encourage cross-border cooperation between distribution system operators.
Interconnect the pioneers of local energy governance. Create a European Forum of the territories.
Pool the European efforts of R&D with respect to smart grids.
Create a European energy data platform.
Map out European corridors for innovative mobility.
Establish a Europe Energy College.
