I . I n t r o d u c t i o n
Economic c o n s i d e r a t i o n s an d r e q u i r e m e n t s have been th e
s t r o n g e s t d r i v e m o t i v a t i n g European S t a t e s to work more c l o s e l y
t o g e t h e r .
European c o o p e r a t i o n r e a l l y s t a r t e d i n t h e c o a l and s t e e l
s e c t o r s when s ix European S t a t e s dec ided to e s t a b l i s h a common
m a r k e t i n th e framework of th e Schuman p l a n . In my view i t i s
s i g n i f i c a n t t h a t th e p o l i t i c a l w i l l to work j o i n t l y f i r s t
m a n i f e s t e d i t s e l f in t h e s e two s e c t o r s which were t r a d i t i o n a l l y
c o n s i d e r e d t he ve ry backbone of European I n d u s t r y.
The n e x t s t ep was th e e s t a b l i s h m e n t of c o o p e r a t i o n in th e most
advanced i n d u s t r i a l f i e l d . namely the e x p l o i t ~ t i o n of n u c l e a r
energy th rough EURATOM. However, th e c o o p e r a t i o n wi t h in Euratom
d id n o t i n v o l v e t h e t e c h n i c a l deve lopment s o f n u c l e a r power
p l a n t s , s i n c e t h i s wa s r e s e r v e d to p r i v a t e i n d u s t r y w i t h i n
n a t i o n a l programmes.

N e v e r t h e l e s s . a t t h a t t ime European c o u n t r i e s were n o t cons id
e r i n g c o o p e r a t i n g i n th e f i e l d of t e c h n o l o g y. T h i s i s becausernill
vgovernments a s such were no t invo lved in t e c h n o l o g i c a l deve lop
ment a t a l l . But i n th e 19605. when th e g e n e r a l t e c h n o l o g i c a l
gap between t h e i r c o n t i n e n t and the Uni ted S t a t e s wa s s t a t e d .
t echno logy became a p o l i t i c a l i s s u e . But be fo re r e a l measures
were t aken a c o n s i d e r a b l e amount of t ime e l a p s e d . For i n s t a n c e
Germany e s t a b l i s h e d an independen t r e s e a r c h and t e c h n o l o g y
m i n i s t r y only a t the beg inn ing of th e s e v e n t i e s .
Cons ider ing th e o r g a n i s a t i o n of th e European c o o p e r a t i v e
e f f o r t s . i t i s i m p o r t a n t to r e a l i z e t h a t Europe i s made up of
i n d e p e n d e n t s o v e r e i g n S t a t e s whose governments a re e x c l u s i v e l y
r e s p o n s i b l e to n a t i o n a l p a r l i a m e n t s e l e c t e d by th e c i t i z e n s of
i n d i v i d u a l S t a t e s . Th e re fo r e . i t i s a b s o l u t e l y n e c e s s a r y f o r an
i n t e r n a t i o n a l o r g a n i s a t i o n to be s u c c e s s f u l to fo l low th ecommon i n t e r e s t s and g o a l s an d to t r y and harmonize n a t i o n a l
aims and a s p i r a t i o n s . True c o l l a b o r a t i o n i s only p o s s i b l e when
a consensus between t h e s o v e r e i g n p a r t n e r s can be r e a c h e d .
Space has aroused i n t e r e s t in p r a c t i c a l l y a l l European
c o u n t r i e s . Although t h e m o t i v a t i o n might d i f f e r from S t a t e to
S t a t e i t was always p o s s i b l e to i d e n t i f y common i n t e r e s t s and
common g o a l s fo r J o i n t space a c t i v i t i e s . From th e o u t s e t i t
became c l e a r t h a t th e s t a k e s were such t h a t t h i s was a m a t t e r
fo r governments and cou ld no t be l e f t to th e p r i v a t e s e c t o r .

The v e r y d i v e r s i t y o f th e European c o n t e x t e x p l a i n s th e r e q u e s t
f o r f l e x i b i l i t y in a European i n t e r n a t i o n a l o r g a n i s a t i o n . For
some S t a t e s th e d r i v i n g f o r c e a t th e b e g i n n i n g was b a s i c
s c i e n c e , an d space r e s e a r c h in p a r t i c u l a r ; f o r o t h e r s th e
a p p l i c a t i o n s were more i m p o r t a n t , such as w e a t h e r f o r e c a s t i n g ,
e a r t h o b s e r v a t i o n o r t e l e c o m m u n i c a t i o n s . Some c o u n t r i e s were
a l s o i n t e r e s t e d i n th e c o n n e c t i o n between space t e c h n o l o g y and
t h e i r defence o r s e c u r i t y r e q u i r e m e n t s .
A s t r o n g m o t i v a t i o n f o r European c o l l a b o r a t i o n i n space i s th e
f a c t t h a t no European S t a t e can c o v e ~ a l l space a c t i v i t i e s by
i t s e l f due t o l i m i t e d r e s o u r c e s and th e r e l a t i v e l y h igh
f i n a n c i a l r e q u i r e m e n t s f o r a c o m p e t i t i v e and u s e f u l space
programme. In t h i s r e s p e c t the s m a l l e r S t a t e s depend even more
on European c o l l a b o r a t i o n s i n c e l a r g e r S t a t e s a r e more a b l e to
c a r r y ou t some n a t i o n a l programmes i n d e p e n d e n t l y and a p a r t from
a j o i n t European programme.
S m a l l e r S t a t e s a r e u n d e r s t a n d a b l y a l s o s e n s i t i v e to th e f a c t
t h a t l a r g e r S t a t e s have more p o t e n t i a l i n r e s e a r c h and d e v e l o p
ment f a c i l i t i e s : t h i s i s p a r t i c u l a r l y t r u e when th e s i z e o f a
t e c h n o l o g i c a l r e s e a r c h programme has t o be agreed upon. Indeedl a r g e r S t a t e s have t h e i r own f a c i l i t i e s , whi le s m a l l e r S t a t e s
depend on t h o s e o f j o i n t o r g a n i z a t i o n s , such as th e European
Space Agency, ESA.

A very i m p o r t a n t motive f o r s e t t i n g up ESA was th e f a c t t h a t
European s t a t e s d id no t want to l e a v e space e n t i r e l y to th e
Americans and th e R u s s i a n s . The p r ide and p r e s t i g e o f Europeangovernments was a t s t a k e , but more wa s r e q u i r e d : a l l Member
S t a t e s had the promise o f s u b s t a n t i a l g a i n s th rough advanc ing
t e c h n o l o g y.
I w i l l now t r y to o u t l i n e how th e Europeans have deve loped
t h e i r j o i n t a c t i v i t i e s and wh y they have succeeded i n some
c a s e s b e t t e r t han i n o t h e r s . In the second p a r t o f m
p r e s e n t a t i o n I w i l l desc r i be ESA's i n i t i a t i v e i n t e c h n o l o g i c a l
deve lopment s fo r th e f u t u r e of th e European space a c t i v i t i e s .
Th e European Cent re f o r Nuclea r Resea rch i n Geneva, CERN, i s
very o f t e n ment ioned as the b e s t example o f a s u c c e s s f u l
European O rg a n i s a t i o n and t h i s i s c e r t a i n l y t r u e . But one
shou ld no t f o r g e t t h a t CERN i s invo lved i n b a s i c s c i e n c e
e x c l u s i v e l y. Commercial a s p e c t s never came i n t o p l a y,
s i g n i f i c a n t l y n o t even when th e i n d u s t r i a l c o n t r a c t s f o r the
deve lopment o f th e l a r g e n u c l e a r a c c e l e r i l t o r s were placed i n
i n d u s t r y .
T h i s i s i n c o n t r a s t to Space a c t i v i t i e s which from th e
b e g i n n i n g n e v e r r e l a t e d e x c l u s i v e l y to b a s i c s c i e n c e . Tech
no l o g i c a l advancement , c o m p e t i t i o n between i n d u s t r i e s and
commercia l a s p e c t s were always o f i m p o r t a n c e .

Governments were i n c r e a s i n g l y i n t e r e s t e d i n th e wide s o c i a l and
economic b e n e f i t , which i t wa s f e l t would come from th e
development of a p p l i c a t i o n s s a t e l l i t e s . At th e same t imei n d u s t r y s t a r t e d to e x h i b i t a r e a l i n t e r e s t . They were proved
r i g h t : Th e r e cep t i on by th e u s e r communi t ies of th e meteoro
l o g i c a l s a t e l l i t e s an d th e o r b i t a l communicat ion t e s t s a t e l l i t e
w i t h i t s mar i t ime and communicat ion s ucce s s o r s was c l e a r
ev idence t h a t we were in a growing and commerc ia l ly promis ing
marke t .
Two e v e n t s gu ided E u r o p e ' s nex t s t e p : t h e a c c e p t a n c e by th e USA
t h a t Europe had emerged as a space power. l e a d i n g to an o f f e r
to p a r t i c i p a t e i n the p o s t - A p o l l o programme, an d a f t e r th e
demise of th e European Launcher Development O rg a n i s a t i o n (ELDOl
th e demand from some Member S t a t e s t h a t Europe should s t i l l
seek autonomy i n the l a u n c h e r market as a p r e r e q u i s i t e to a
s t r o n g , independen t European space p o l i c y . This i s why th e
European Space Agency was c r e a t e d .
At p r e s e n t ESA has t h i r t e e n Member S t a t e s : A u s t r i a , ' Belgium,
Denmark, F r a n c e , Germany, I r e l a n d , I t a l y , N e t h e r l a n d s , Norway,
S p a i n , Sweden, Swi tze r land an d the Uni ted Kingdom. F i n l a n d i s
an A ssoc i a t e Member, and Canada i s what we c a l l a Coopera t ing
S t a t e .

of ESA programmes were conce ived : th e Mandatory Programme to
which a l l Member S t a t e s p a r t i c i p a t e a c c o r d i n g to t h e i r GNP, and
a whole s e r i e s o f O p t i o n a l Programmes f i n a n c e d by Member S t a t e s
a c c o r d i n g t o t h e i r i n t e r e s t in each p a r t i c u l a r programme.
The Mandatory Programme i n c l udes th e s c i e n t i f i c programme and
th e b a s i c a c t i v i t i e s n e c e s s a r y f o r th e g e n e r a l o p e r a t i o n of the
o r g a n i s a t i o n and i n c lu des c o s t s f o r r e s e a r c h c a r r i e d ou t a t th e

I t was a g a i n s t t h i s background t h a t ESA developed Space1ab, th e
f i r s t space l a b o r a t o r y. Spacelab a l so opened th e door to
European manned s p a c e f l i g h t - th e f i r s t miss ion wa s f lown i n
November 1983 on a US S h u t t l e with th e European a s t r o n a u t
U lf Herbo ld on board .
The f i r s t Space lab miss ion accomodated 72 s c i e n t i f i c
e x p e r i m e n t s from a v a r i e t y of f i e l d s . Hare than 120 s c i e n t i s t s
from many p a r t s of the world were invo lved in the e x p e r i m e n t s .
Some o f th e exper iments were des igned to be execu ted f u l l y
a u t o m a t i c a l l y , whi le o t h e r s r eq u i r ed th e p a r t i c i p a t i o n of th e
o n - b o a r d pay load s p e c i a l i s t s .
S i n c e t h e n Space lab has been used on t h r e e o t h e r occas ions
t w i c e f o r NASA miss ions and once fo r the F ed e ra l Republ ic o f
Germany ' s D1 m i s s i o n . f lown in October/November 1985. The D
m i s s i o n a t t r a c t e d widespread a t t e n t i o n . 75 exper iments were on

S t a t e s . The programme i s marked by i t s c o h e r e n c e . i t s comple te
n e s s and i t s b a l a n c e . I t i s c o h e r e n t w i t h r e g a r d to th e d i f f
e r e n t programme e lements in s c i e n c e , a p p l i c a t i o n and th e
ne c e s sa ry i n f r a s t r u c t u r e i n space and on th e ground . I t i s
comple te i n the sense t h a t a l l major space d i s c i p l i n e s a r e
r e p r e s e n t e d and th e s p e c i a l i s a t i o n s w i t h i n t h e s e d i s c i p l i n e s

The Minda de Gunzburg Center for European Studies
The Minda de Gunzburg Center for European Studies is an interdisciplinary programorganized within the Harvard Faculty of Arts and Sciences and designed to promote thestudy of Europe. The Center's governing committees represent the major social sciencedepartments at Harvard and the Massachusetts Institute of Technology.
Since its establishment in 1969, the Center has tried to orient students towards questionsthat have been neglected both about past developments in eighteenth- and nineteenthcentury European societies and about the present. The Center's approach is comparativeand interdisciplinary, with a strong emphasis on the historical and cultural sources whichshape a country's political and economic policies and social structures. Major interests ofCenter members include elements common to industrial societies: the role of the state inthe political economy of each country, political behavior, social movements, parties andelections, trade unions, intellectuals, labor markets and the crisis of industrialization,science policy, and the interconnections between a country's culture and politics.
