weaknesses
This shifting toward high scores could have two different meanings:
• the “model” (e.g. as far as technology is concerned) embedded into SDI-
SAF, at this stage, is more or less stabilized and implemented in most
cases; or
• indicators are not sensitive and capable of capturing phenomena.
For future developments, some revision and update of SDI-SAF is needed

Main questions posed to all participating
SDIs
• similarities and differences among various SDIs are identifiable: what
typologies of SDIs could be single out?
• the same as far as the development trajectories are concerned: what forces for or against this development could be recognized (in our
opinion: these forces are not described by any of current indicators)?
