Global Education Network
of Young Europeans (GLEN)
A European network for learning in the field of development anddevelopment education.
Strengthening capacity for work in development co-operation,among students, young professionals - potentially future decision-makers.
Anon-profit initiative and politically independent.
Created in 2003 as a project by the ASA-Program and partners in7 NMS.
Since 2004 around 200 young Europeans have gained uniqueexperience.
In 2005 World Aware Education Award by the North-SouthCentre (CoE).
Fast growing - until now the network is composed of 12 partnerorganisations from Austria, Czech Republic, Estonia, France,Germany, Hungary, Latvia, Lithuania, Malta,
Poland, Slovakia and Slovenia.

128 students and young professionals.
Tandems or groups of 3 interact during 3 months inprojects (one from Germany and one from a NMS).
In 3 different groups: EnglishSpeakingAfrica, EnglishSpeakingAsia, FrenchSpeakingAfrica/GeCo; each
2 preparation seminars, 1 evaluation and follow upseminar.
Ongoing engagement in development co-operation and in
global education.

Co-operation (historical background)
No tradition of relations with developing countries.
No colonial past. Low influx of refugees and immigrants.
Difficulties in travelling in communists times to and
from. Instrumental relations with developing countries
during Cold War.
Lacking intercultural or developmental component in
all levels of formal education. Low awareness on interdependencies between
North and South.

Co-operation (post-transition reality)
Governments face budgetary constrains.
EU enlargement and obligations to get involve indevelopment co-operation.
Administrative adjustments rather slow.
No legal act concerning development co-operation.
ODA targets 0,17% of GNI in 2010 and 0,33% GNI by2015.
Read more in TRIALOG publications.
Therefore development is low on poli tical agenda.
No political climate for politicians to address it.

Progress in Poland in Development
Co-operation (transition from recipientto donor 1989-2007)
NGOs as a driving force for change. 1992 first PHO convoy to
Sarajevo. High emphasis on global education, promotion campaigns, PHO
Humanitarian Education.
2004 First GLEN participants, EU enlargement.
Growing number of NGOs, visible by following the development ofGrupa Zagranica since establishment - group of NGOs workingabroad.
Support from ODACE.
2005 UNDP poll asking if Poland should help in other countries -
69%yes. 2006 MFA opens Department for Development Co-operation, also
starts www.polskapomoc.gov.pl. (Polish Aid).
2006 First academic program on Devt issues in Poland.
2006 ECHO campaign, causing however some controversies. 2006 NOHA enlargement seminar on humanitarian assistance.

NMS and Engagement in Development
Co-operation (framework for civil society)
Notion of solidarity. Focus on civil and political rights, democracy, based
on transition experience.
Region priority Eastern Europe.
NGDO platforms - recent development.
2003/2004 no Fair Trade shop in Poland, still no inLatvia, etc.
NGOs are the only alternative to get involved indevelopment issues.
Dynamic progress.

Difficulties & Challenges for NGOs
Low awareness related to development issues,interdependencies (among volunteers, employees, but also
target groups in European society). Low knowledge in organisations, also often mentioned
lacking basic knowledge about the developing countries.
Low capacity and resources, low financial status, no
professional tools, no access to technical ormethodological resources.
Frequent staff rotation, also leaving to private sector.
No specialisations, no emphasis on distinction between
humanitarian aid and development projects. External pressure.
Opening field missions - humanitarian assistance andmissions.

Diff iculties & Challenges
for Volunteers
Weak educational structures, weak resources/materials,limited access to resource persons.
No transparency in governmental structures, no cleardistinction between development aid and humanitarianrelief.
Rare opportunities to become volunteer, no governmental
structures to support it. Low capacity of organisations to integrate volunteers,
mainly due to lacking resources.
No training opportunities, now time for training in NGOs.
Lacking financial resources to cover high costs ofvolunteer stays or internships in internationalorganisations.
Limited access to international volunteering
system including UNandEU.

Potential in NMS
Young people, students and young professionalists.
High motivation for engagement due to cultural beliefs,often related to Christian values.
Promotion of volunteering as a very satisfactoryengagement for young people.
Attractive topic raising interests of young people, 150applicants for 8 places in 2005 in Poland.
Great chance not only to get experience or enhance CV.
Getting active in different movements, NGOs, often relatedto personal experience and ties with stories from Africa,Asia.
Often interest by well educated, competent people withgood language skills, potentially future decision-makers.
Important promoters of development co-operation.
Multipliers of experiences from South bringingthe global development close to the lifeof people living around them.

Strengthens human resources from NMS.

Enables dynamics, encourage creativity of the peopleinvolved, both during preparation phase and follow-upactivities.
Creates conditions for them also in terms of practicalsupport scholarship, covering costs for travels.
