European Union Military Staff Providing Military Capabilities to the EU ''We, the EU Military Staff (EUMS), are the source of military expertise within the EEAS. We work under the direction of the Military Committee of the Member States Chiefs of Defence who deliver the military capabilities and under the direct authority of the High Representative who heads the EEAS and chairs the Foreign Affairs Council (both Foreign Affairs and Defence). The EEAS coordinates the external actions of the EU. As the EU's diplomatic service it is also responsible for the development and execution of the Common Security and Defence Policy. We are proud to be the military component of this team. We strengthen the diplomatic leverage of the EU, because together with Member States we ensure that the EU can act militarily being one of its instruments of power. We ensure that our preparations and actions always fit within the political goals of the EU. As an integral element of the EU's Comprehensive Approach − to crisis management, we coordinate military action. We do so with a focus on operations and the creation of future military capabilities. For this, we coordinate the military dimensions with the Member State Defence Staffs, the European Defence Agency, the European Commission, NATO, UN, AU and strategic partner countries. We do so in full concert with all our partners within the EEAS and specifically the Crisis Management Planning Directorate, the Civilian Planning and Conduct Capability and our partners for crisis response. The military can be used across the full spectrum of crisis prevention, response and management; ranging from support to Humanitarian Assistance, Civil Protection, Security Sector Reform, stabilization and evacuation of citizens, to more complex military operations such as peace keeping and peace enforcement. We have been established to ensure the availability of the military instrument with all its domains as one integrated military organization. If called upon, we will support our civilian colleagues with our broad range of expertise, for instance: planning, intelligence, medical, engineering, infrastructure, transport (land, sea, air), other logistic support, communication, IT, security, cyber, education, exercises, and lessons learned. Still, we will not forget that the raison d'être for the military, is the ability to act quickly as one integrated entity for the broad range of military options, including complex Combined Joint Operations. In concert with the EU Military Committee and EEAS-partners, we create the circumstances in which military can conduct their missions and operations together with their civilian partners in the field. If security reasons deny others the ability to operate, the military will stand and act as necessary, accepting the related risks. This gives us a special responsibility." t-The Intelligence (INT) Directorate mission is "to provide intelligence input to early warning and situation assessment. To contribute to the EUMS planning through the provision of intelligence and intelligence planning expertise. To provide the intelligence input to crisis response planning and assessment for operations and exercises".

The Operations (OPS) Directorate mission is "to plan EU-led military crisis management operations, including post-launch strategic crisis response planning, develop strategic advance and crisis response planning, including early military assessment and planning in support of informed decision making; to monitor all CSDP operations and to generate the capacity to plan and run an autonomous operation".

The Logistics (LOG) Directorate mission is "to serve as a focal point for all matters in the functional areas of logistics, to contribute to the EUMS Planning through the provision of logistic planning expertise, to be responsible for logistic concepts and doctrine, to provide the logistic element of crisis response plan-ning and assessment for operations and exercises and to provide administrative support to the EUMS".

The Concepts and Capabilities (CON/CAP) Directorate mission is to be responsible for EUMS concepts, doctrine, force planning and capability development including crisis management exercises, training, analysis and lessons learned, and for cooperation with the European Defence Agency. Vis-à-vis EUMS planning, to ensure coherency between the EU military concepts and the crisis management procedures.

The Executive Office (EXO) mission is ''to assist the Chief of Staff in the coordination of the EUMS internal processes and information flow and to act as the EUMS primary interface for, and to coordinate the military interaction with, all external institutions, international organisations and strategic partners''.

The Chairman Military Committee Support (CMC SPT) mission is "to serve as the focal point for supporting the CEUMC and CEUMCWG in the preparation, execution and evaluation of EUMC/EUMCWG meetings and acts as the interface/liaison between CEUMC office and the EUMS. In this context, it looks after all the secretariat's tasks for the benefit of the EUMC and EUMCWG".

The EUMS structure and organisation is fully multinational, as depicted on the chart which shows the flag officer and branch chief posts.

S T R U C T U R E O F T H E E U M S

The EUMS - working under the direction of the EUMC and under the authority of the HRVP - is the source of collective (multi-disciplinary) military expertise within the EEAS.

As an integral component of the EEAS’s Comprehensive Approach, the EUMS coordinates the military instrument, with particular foci on operations/missions (both military and those

requiring military support) and the creation of military capability. Enabling activity in support of this output includes: early warning (via the Single Intelligence Analysis Capacity - SIAC), situation assessment, strategic planning, Communications and Information Systems (CIS),

concept development, training and education, and support of partnerships through mil-mil relationships. Concurrently the EUMS is charged with sustaining the EU OPSCEN

and providing its core staff when activated.

The EUMS transferred from the Council General Secretariat to the European Ex ternal Ac tion Ser vice (EEAS) on 1 Januar y 2011.

Established on 11 June 2001, the EU Militar y Staff receives taskings from the EU Militar y Committee (which represents the Chiefs of Defence of all the Member States).
