Dear Citizens,Spring is here and how beautiful it is with all the colors of

green and the lovely wildflowers. Having a cold, rainy winterreally makes us appreciate the sunshine of spring days.

If spring is here, can Arbor Daze be far behind? Yes, we aregoing to have another Arbor Daze celebration this year but itwill be a different size and of course in a different place. We willbe celebrating our trees and our families.

We want to return to a community festival for all ages at ourCity Hall Complex. We will even have a family walking event. Do reserve the date andplan to attend.

We truly appreciate all of you that attended our Town Hall meetings in January. Weheard some really good ideas for cleaning up the city, good ideas for improving onactivities and good ideas that show you care. A big topic was some clean up in southEuless. We heard you loud and clear. Just know that we will be enforcing our codesand policing efforts as well as encouraging our citizens to do their part in revitalizingthe neighborhood. Euless is a great city to live and work in. We need to keep up ourhomes and yards and the city will do it's best to keep up the streets and sidewalks. Letsall join together in every neighborhood to do a spring clean-up.

Municipal and school elections will take place in May. The city has two council seatsup for the three-year regular term and one seat that was vacated in January for a two-year term. Please check the calendar for early voting and the regular election date aswell as election locations.

Congratulations to our employee of the year, David Allen. David not only makes usproud in Euless but is well known throughout Tarrant County for his talents inGeographic Information Systems.

And congratulations to our new Police Chief, Michael Brown. Mike is a long timeEuless resident and former police officer in Euless. Mike is committed to ourcommunity and to community policing. Welcome, Mike.

The Fire Department has formed an Honor Guard unit and participates incommunity events. What a proud moment it is to watch them perform with suchdignity and honor. Thank you to those who spent so much time and talent in formingthe Honor Guard. We have had a police Honor Guard for some time and they make usproud too.

Our Public Works Service Center should be completed shortly and it is a building weare proud of. It is located on south Westpark Way next to the fire station and animalshelter.

We have several new businesses in Euless and more opening in late spring. Wecontinue to have new housing units going up around the city. Did you know that Eulessis the fourth largest city in Tarrant County? Did you know there are thirty nine citiesin Tarrant County? Euless continues to be well represented in many facets ofgovernment and community activities. There is so much going on in our city. Welcomeif you are a new neighbor and come meet your other neighbors at our many events.

Our city volunteers are always on call and spring time is no different. Please checkout all the activities listed inside and you should know we have volunteers at everyevent. Thank you, thank you.

Please take advantage of all the activities the city provides from the library to theparks and recreation centers to Open House tours for the Heritage Park and even toattend the city council meetings. And watch for our new spring Healthy Walks.

The Employee of the Year program began in 1993 by City ofEuless employees. This award is highly revered and is given toan employee by their peers for their vision and leadership. GISManager David Allen is the 2006 recipient of the City of EulessEmployee of the Year award and exemplifies vision andleadership not only on the job, but outside of work as well.

David Allen has worked in the digitalmapping field for 23 years, eighteenof those with the City of Euless. He iswell known in his field not only as amentor and teacher, but also for hismany strides in developinginteresting applications withinmunicipal government. He holds aBachelor’s degree in Architectureand is the Program Coordinator forthe GIS Program at Tarrant County College southeast. He hastaught all levels of GIS since 1999. He also consults withTCC’s Fire Center Training Academy on digital mappingissues.

So what the heck is GIS anyway?Geographic Information Systems is a technological field thatincorporates geographical features with tabular data toassess real-world problems. It was discovered in the 60s withthe discovery that maps could be programmed using simplecode and stored in a computer. From that evolved theconcept of overlaying mapped features for analysis andmodeling. Today, GIS is an effective problem solving tool andoperates on many levels, the most basic of which is mapping.

GIS Emergency ApplicationsDavid was the manager of a project team that recentlyreceived an award for his efforts on a regional emergencyresponse database. This database will allow a shared MobileCommand Center to locate an address, view houses orbuildings from all sides, see hydrant locations and identifystreet names. David coordinated the data collection anddistribution to emergency response agencies with no budget.

Euless City Manager Joe Hennig announced in January that Michael Brown has accepted theposition of Chief of Police for the City of Euless.

Brown has served as Chief of Police for UNT HealthScience Center since 2003. Prior to that, he workedin the Euless Police Department for 25 years, wherehe began as Patrol Officer. He was then promotedthrough the ranks to Lieutenant and retired in

2002. Prior to his tenure with the City of Euless, heworked for the City of Richland Hills.

“Mike Brown has lived in Euless nearly all his lifeand will be serving a city he dearly loves. He will bea great chief for the employees and a great chief forthe community,” said City Manager Joe Hennig.“We are pleased to have him as an integral memberof our staff.”

Brown graduated from Trinity High School inEuless in 1973. He holds an Associates Degree inLaw Enforcement from Tarrant County JuniorCollege and a Bachelors degree of Applied Arts andScience from UNT. He was awarded the MasterPeace Officer Certification in 1997. Brown and hiswife Anicia live in Euless. They have three children:Clint, Aja and Leland.

Euless has contracted withAllied Waste Services forgarbage collection andCommunity Waste Disposal(CWD) for recycling pickup. The Allied WasteServices contract will expirein February 2008 and theCity of Euless is in theprocess of revising a Request for Proposal (RFP)for solid waste and recycling collection in Euless.

The city is exploring competitive opportunitiesand has been interviewing possible vendors tomake sure we are aware of every service aspectthat may be available to our citizens. In addition,staff is currently conducting rate comparisonsand analysis directly aligned with service levels inother area cities.

“We want to ensure no stone has been leftunturned so that we may come up with the mostcost effective solid waste/recycling rate for ourcitizens,” said Economic Development DirectorBill Ridgway. “Service will be the main criteriathat will be stressed in the RFP.”

The RFP will be sent out this summer. Thisprocess will take several months and the providerwill be chosen four months in advance of theexpiration date. Should a new provider be chosen,this will allow for transition to the new routes.The solid waste and recycling will be bid together,but may be awarded to two carriers.

Spring is a great time of year to start a compost bin!When the weather turns warmer, we tend to get out inour yards and “clean-up” from the winter months.Between the mowing, raking and pruning that takesplace, that will provide more than enough ingredients fora healthy compost pile. Just add the ingredients, bake andout comes rich, earthy soil for spring flower beds.

Recipe for CompostingIngredients:

CARBON ITEMS

Pruned shrubs, tree limbs, rose branches

Cardboard

Tree leaves

Shredded newspaper

NITROGEN ITEMS

Grass clippings, weeds (w/o seeds)

Cottonseed meal

Uncooked fruit and vegetable scraps

Egg shells, peanut shells

Used coffee grounds, filters, tea bags

Water

Sun

Directions:As you are spring cleaning your yard, place those greatingredients in a compost bin. One can be made byvisiting a home improvement store (in Euless!) andpurchase items. You can determine the best bin for youby visiting www.euless.org/composting.

Place your mixing bin out of direct sunlight if possible.Alternate layers of carbon and nitrogen until you are outof ingredients and moisten as they are added. Mix thelayers with a garden fork or a rake and moisten any dryingredients. After about a week, use a garden fork and stirthe ingredients up to aerate the pile. Keep the pile moist,but not soaking wet. Repeat for about four weeks and letthe pile cure for two weeks before using. Enjoy!

The Euless Police Department is a member ofthe Child Safety Task Force and has severalofficers certified in the Child Safety Seatrestraint system. The Task Force determines ifthe seat is installed securely in the car,inspects the seat size in relation to the child,installs child safety seats and will replaceunsafe child safety seats free of charge toparents who need financial assistance.

Members of the Child Safety Seat Task Forcewill be in Euless from 10 a.m. - 2 p.m. onThursday, April 12 in the SuperTarget parkinglot, 1201 W. Glade Rd.

Euless’ great neighborhoods,nice climate and friendlyatmosphere make it a greatplace to call home. However,just like anything else in life, things get olderand need a little facelift now and again. TheCity of Euless is working with a committee tocreate Pride in our Neighborhoods, Pride inour Community and Pride in Euless. TheEuless Pride campaign aims to create acatalyst for change in the neighborhoods thatmay need a little botox here and there. Dog Daze will take place from 9 a.m. - 1 p.m. onSaturday, May 12, 2007 at the Euless AnimalShelter, 1517 Westpark Way. Veterinarian Gayla J.Maas will be onsite to administer low-costvaccinations for Euless dogs. Groomers will also beavailable to give your pet a summer shave. The first Arbor Day was proclaimed in the State of

Nebraska on April 10, 1872 through the effort of J.

Sterling Morton. It is estimated that one million trees

were planted in Nebraska on that first Arbor Day. Mr.

Morton believed that trees brought value as windbreaks

to prevent soil erosion, shade from the hot sun, and a

renewable source of fuel and building materials. Today,

Arbor Day is celebrated throughout the United States

and in many other countries around the world.

The roots of the City of Euless celebration of Arbor Day

can be traced to a Home and Garden Expo held in 1988

in the old gymnasium of what is now City Hall.

Attended by some 1,500 residents, the event was

declared a success and plans made to hold an annual

event emphasizing trees and beautification. The

following year, the “How to Grow Lawn and Garden

Show” was held at the newly constructed Midway

Recreation Center. The featured entertainment was a

group of local senior citizens known as the Spice of Life

Band. Instruments included spoons and a washboard.

The small festival grew in the ensuing years and in 1992

was moved to the grounds of City Hall with name of

“Leisure Fair presents Arbor Daze of City Hall.” The

festival began to experience exceptional growth as the

attractions increased and big name musical acts were

featured. The Dixie Chicks, Mamas and the Papas,

Chubby Checker, and Little Richard were among the

acts offered for the free concerts of City Hall. By 1998,

Arbor Daze had evolved from a small community event

to a major regional event attracting over 100,000

people. The overwhelming attendance to hear Three

Dog Night, The Four Tops, Martha and the Vandellas

and The Association signaled the end of Arbor Daze at

City Hall.

In 1999, Arbor Daze was moved to a 200-acre site on

Airport Freeway at Highway 360 to better accommodate

Arbor Day Becomes Arbor Daze the crowd. The larger venue allowed acts such as The

Beach Boys, (2000 and 2003), The Righteous Brothers

(2002) and The Four Tops (2001) to be offered. The crowd

continued to grow to over 200,000.

During the years of Arbor Daze on the Airport Freeway at

Highway 360 site, many local residents expressed the

opinion that the festival had grown much too large. Many

wished for the “Good Ole’ Days” when Arbor Daze was at

City Hall. In response to these other concerns, city

officials used 2006 as a year to consider what the Arbor

Daze of the future should be.

The 2007 Arbor Daze Festival will return to its "roots"

with an event for the Euless community. It has moved

back to the City Hall Complex and will be a festival to

remember. For the complete details, please see pages 14

Due to recent improvements in technology called

hydrofracture technology, gas drilling has become more

of a reality for oil and gas operators. Barnett Shale is a

massive natural gas deposit that occurs naturally deep

under approximately seven counties in North Central

Texas and including northeast Tarrant County. The

Barnett field stretches from Dallas west approximately

5,000 square miles and produces about 1.2 billion cubic

feet of natural gas a day according to some industry

reports.

Many residents in Euless may have gas reserves

underneath their homes. If mineral rights to the home

you own were obtained at the time of purchase, you may

be contacted by a drilling company for a drilling lease

option. In anticipation of the gas drilling, the City of

Euless created a Gas Drilling and Production Ordinance

with safety and quality of life at the forefront.

Euless is working towards a complete conversionof traffic signals from incandescent to LED typefixtures. Currently all pedestrian crossing lightsand 98% of the city's signals have beenconverted. This will reduce the average dollarcost and energy consumption by 75%.Incandescent fixtures use 150 watts of electricitycompared to LED fixtures that use 8 watts.

Euless was the first city in Texas to provideapartments with a recycling alternative. Eulessresidential structure is made up of approximately45% apartments. This accounts for nearly half ofthe population and an even larger percentage ofpotential waste to be sent directly to landfills.Euless residents who live in apartments areoffered the opportunity to recycle the samematerials accepted in the single family curbsideprogram as well as the hazardous wastecollections twice a year.

TIPS for Saving Energy and Money at Home1. Add a new item to your recycle bag such assteel cans, plastic bottles or junk mail.2. Replace light bulbs with compact fluorescentbulbs. The corkscrew-shaped bulbs are a bit moreexpensive up front, but use 75% less electricity.3. Add 4-6 inches of mulch around your plants,which can cut water use by about 25%. 4. Maintain your vehicle. Properly inflated tiresand well-tuned engines will save gas and curbexcessive emissions.5. Shorten your shower by one minute. A familyof four, each showering for five minutes a day,uses 700 gallons a week; this is enough for athree-year supply of drinking water for oneperson.

With the ever increasing population and influx of cars,highways and flights from DFW Airport, the challenge to keepEuless green is increasing daily. The City of Euless is meetingthat challenge through innovative programs, policies andprocedures that not only save valuable tax dollars, they makeEuless a more sustainable place to work and live. We wantedto share a few of our green features with you.

Euless has earned recognition for being environmentally tree-friendly as a White House Millennium Community and is theonly nation to be recognized twice by the National Arbor DayFoundation for its Arbor Day celebration.

In 2006 over 100 pounds of red wiggler worms were given toEuless residents. This was not an attempt to send themrunning and screaming the other direction. It was part of aneducation opportunity called Compost-ology, The Science andFun of Backyard Composting. Euless provided hands-onlearning opportunities in order to reduce the amount of yardwaste put in local landfills. The result was a decrease ingarbage collected and yard waste returned to the earth asnutrient rich mulch.

City of Euless fleet currently operates 37 vehicles on LiquefiedPetroleum Gas as an alternative fuel source. These units aredriven on propane in daily usage 70% of the time. This fuelalternative results in kinder emissions to the environment.Policies have been implemented that city vehicles will be of aLow Emissions Vehicle, Ultra Low Emissions Vehicle or a ZeroEmissions Vehicle type. Approximately 95% of the fleet meetsthis mandate.

The summer Food Service Program providesfree meals to all children age 18 and younger.These meals provide essential nutrients foractive growing kids. Campers should bring theirown lunch, snacks, water bottle, change of clothes, swimsuit,towel and sunscreen in a backpack everyday. SUMMER TRACK PROGRAMThe City of Euless Parks and Community ServicesDepartment sponsors a SUMMER TRACK PROGRAM forstudents age 6 through High School.

PRACTICE SESSIONS will be offered on weekdays 3 to 4times a week at Central Junior High School. Practice willbegin the week of May 21.

COMPETITIVE MEETS are scheduled throughout the areaon weekends. All qualifying meets are sanctioned bythe Texas Amateur Athletic Federation (TAAF), whichoffers tracksters the opportunity to advance from local toregional and then to State competition at the 2007 AT&TTAAF GAMES OF TEXAS to be held in Williamson County,July 26 – 29.

PRE-REGISTRATION will be held at Midway RecreationCenter, 300 West Midway Drive, from April 17 –May 26.Cost for the program is $10 per participant. After May 26the fee will be $15 per participant. The fee includes TAAFregistration, a City of Euless Track Team Shirt, andprofessional instruction. Specific workout and meetinformation will be made available at registration.

Midway Park is one of the first parks that the City of Eulesshad in its park system. The twenty-two acre park hastransitioned from a neighborhood park with few amenitiesto a community park with many recreational opportunities.Home of the Midway Recreation Center and pool, this parkis rich with history. Midway Park was home of boys baseballand girls softball for Euless citizens for nearly forty years.In fact, Midway Park was the home of the very first boysbaseball state tournament ever played in Euless.

We've recently added new play equipment to theplayground as well as the tot lot and we're currentlyworking with our Engineering Department on a new trailsystem that will connect on the east end with the MainStreet greenbelt trail and on the west side to Milam Driveand with connection points to the north that will create amuch safer route into the park from the Midway Parkneighborhood.
