THE NATIONALLY ACCLAIMED FOOD CHAINBREAKS GROUND

After a false start a few years ago, Whole Foods is set to

open this Fall as the ninth Whole Foods location in Oregon.Construction on 33,750 square foot market began in Junefollowing demolition of the buildings previously located atthe corner of Broadway and Franklin Boulevard. The storewill employ 150 people and feature a full line of groceries,deli counter, bakery and a wide range of organic and locallysourced foods. One key feature of this project is its centrallocation which is certain to be a draw for employees workingdowntown, University of Oregon students and those whouse Franklin Boulevard as a thoroughfare between north andsouth Eugene.

Whole Foods joins a diverse range of specialty food storesfrom the locally-owned Sundance, Kiva and Market of Choiceto the national chains like Trader Joe’s and Natural Grocers.

THE EUGENE CITY HALL PROJECT

In September of 2014, the Eugene City Council reafrmedits decision to build a new, four-story City Hall on thewestern half of the existing site. The deconstruction phaseis done and design is nearly complete. The Eugene City Hallproject team has set a goal of reusing or recycling 95% ofthe existing building’s materials. The design and constructionof the City Hall rebuild are being led by local rms RowellBrokaw Architects and McKenzie Commercial Contractorsand are expected to take a little more than two years with amove-in targeted for 2017. In preparation for a long-awaitedtransformation, Eugene City Hall was vacated in late 2012.The total budget for the project is $15 million.

The new year marked an extraordinary period ofgrowth for Eugene: Several high-prole constructionprojects were completed, while others are well underway; innovative learning programs are ushering-in anew wave of students, and unprecedented support forentrepreneurial development has made the WillametteValley an attractive place to start a company. If investmentis the key to economic recovery, Eugene has doubled-down in recent years for building a brighter future .

REVITALIZATION HAS BREATHED NEW LIFE INTODOWNTOWN EUGENE IN RECENT YEARS, ANDBUSINESS OWNERS AND COMMUNITY LEADERSSAY THEY ARE OPTIMISTIC ABOUT THE FUTURE.

The Downtown District encompasses more than 17 cityblocks, or 70 acres, dened by jig jagging lines that stretchfrom 6th to 11th Avenues and Lincoln to Pearl Streets. TheDowntown District is one of two Urban Renewal Districts inEugene, the second being the Riverfront District.

Urban renewal supports economic development and civic

improvement by promoting redevelopment within thedistricts. It provides nancing needed for infrastructure, landacquisition, renovation and façade improvements, as well asupgrades to open spaces, plazas and parking garages.

Redevelopment, made possible through public and pri-vate partnerships, has attracted businesses to downtownlike bees to blooms, bringing a bustle and buzz to our citystreets that didn’t exist a decade ago. Many of the city’siconic civic spaces and downtown businesses, such as the

Hult Center for the Performing Arts, Hilton Eugene Hoteland Eugene Community Conference Center are examplesof public and private partnerships.

More recent examples include the new BroadwayCommerce Center, a once vacant and blighted structure,that was made possible through a combination of local andfederal funds. It is home to a mix of high-tech softwarecompanies, a creative design agency, a comedy radiostation, architecture and law rms, a martial arts studio, an

organization that supports start-ups and entrepreneurs,

and several restaurants, including The Barn Light, SizzlePie and Killer Burger. Across the street, the First onBroadway Building has also been redeveloped featur-

ing 19 apartments, and ground-oor commercial spacethat was quickly lled by Starbucks. Perhaps the biggestproject beneting from urban renewal, however, has beenthe new $55 million Lane Community College DowntownCampus which includes a LEED Platinum education build-ing and LEED Gold student housing.

Looking ahead, one of the goals of the current DowntownUrban Renewal Plan is to improve the function, conditionand appearance of the downtown plan area through an

improved site for the Lane County Farmers Market, whichrecently celebrated 100 years. Approximately $500,000in urban renewal funds have been set aside for improve-ments to the Park Blocks along 8th Avenue to make thelocation more attractive and functional for the FarmersMarket with a possible expansion up for consideration.




In May 2013, voters in Eugene School District 4J approveda $170 million bond measure, of which $133 will be spentto rebuild four aging school buildings: Roosevelt Middle

School, Jefferson Middle School/Arts & TechnologyAcademy, Howard Elementary School and River RoadElementary. The bond measure also is paying forimprovements at every 4J school, including new studenttechnology, updated instructional materials, securityupgrades, building repairs and more.

The current Roosevelt Middle School was built in 1950,replacing the original 1925 facility. Mahlum Architects ofPortland and Robertson Sherwood Architects of Eugene

designed the new Roosevelt Middle School, scheduled toopen fall 2016. The new school will feature a central open-air courtyard, inside commons and classroom clusters.

Jefferson Middle School was originally constructed in1957 and is situated on 18 acres near the WestmorelandCommunity Park. Opsis Architecture of Portland, inassociation with Rowell Brokaw Architects of Eugene,are working with the Eugene School District to design a55,000 sf Science, Technology, Engineering, and Math

(STEM) classroom addition and to renovate three existinggymnasiums, one of which will be converted and split intoa Theatre Classroom and Band Room. Jefferson MiddleSchool is estimated to be completed in 2017.

In 2015 PIVOT Architecture of Eugene, in partnershipwith the DOWA/IBI Group completed design for HowardElementary. The current Howard Elementary Schoolbuilding was built in 1949, the new building will be moresustainable, cost-efcient, more secure and a better

Developing the Minds of Eugene learning environment for students. Its construction isnear complete and will open in the fall of 2016. Thecurrent River Road/El Camino del Río Elementary Schoolwas built in 1953. The new school building will provide

a 21st century learning environment for teachers andtheir students, who learn to read, write and speak inboth English and Spanish. River Road/El Camino del RíoElementary is scheduled to open in fall of 2017.

The University of Oregonrenovated StudentRecreation Center wascomplete in 2015. The maadditions and renovationsincluded 110,000 sf of newspace, an 12 lane Olympicsize aquatic center as wellas improvements to everyaspect of the space.
