Council  Recommenda-on  

What  do  we  mean?  

•   Council  recommendaRon  of  2012:  

Valida-on  means   a   process   of   confirmaRon   by   an   authorised  body   that   an   individual   has   acquired   learning   outcomes  measured   against   a   relevant   standard   and   consists   of   the  following   four   disRnct   phases:   1/   idenRficaRon   2/  documentaRon  3/  assessment  4/  cerRficaRon.

•   4  steps:  iden-fica-on,  documenta-on,  assessment  &  cer-fica-on  of  LO  

•   coherence  with  EQF  and  NQFs  •   synergies  with  EU  transparency  tools  &  credit  systems  

•   disadvantaged  groups  and  unemployed  individuals

Important  element  =  it  should  be  based  on  the  same  standards  as  in  the  formal  system  

LimitaRons  =  Respects  the  diversity  of  models:  does  not  say  how  the  systems  should  work  or  its  scope

What  does  EUCIS-­‐LLL  recommends?  

•   ValidaRon  as  an  individual  right  •   Mechanisms  that  cover  all  sectors  of  E&T  

•   That  can  lead  to  the  full  recogniRon  of  a  diploma  (flexible  and  individualised  pathways)  

•   with  qualificaRons  that  are  equal  to  the  “tradiRonal”  ones  •   Targeted  measures  to  reach  out  to  disadvantaged  groups
