Descriptive Annex

1 INTRODUCTION This instrument is designated the QTLTSC Forklift Scale System consisting of an electronic indicator (FLI-225 ANALOG or FLI-425 ANALOG), connected to a QTLTSC Analogue Scale Carriage and Summing / Angle Box assembly to create a Class III or IIII, self-indicating non-automatic weighing instrument.

The instrument shall not be used for direct sales to the public. 2 DESCRIPTION 2.1 Construction 2.1.1 Indicator (Figure 1) 2.1.1.1 FLI-225 ANALOG The indicator enclosure is manufactured from a composite plastic front section, with a stainless steel rear cover. The LCD display and the operator function keys are located on the front of the enclosure. The rear cover houses the power and interface connectors.

Main features:

− Backlit dot matrix LCD display – 19 mm high weight display, with multiple lines of additional data

− Nine hard Keys – STANDBY, ZERO, PRINT, SELECT, TARE, F1-F4

− Two RS232 serial ports – allow data transmission and peripheral connection, including optional Wi-Fi module.

− Load cell and inclinometer conditioning and digitising electronics. The FLI-225 ANALOG Indicator may only be connected to a QTLTSC Analogue Forklift Scale Carriage and Summing / Angle Box as detailed in 2.1.2 below.

2.1.1.2 FLI-425 ANALOG The indicator enclosure is manufactured from a cast aluminium front section with a stainless steel rear cover. The LCD display and the operator function keys are located on the front of the enclosure. The rear cover houses the power and interface connectors. A foam rubber cushioned case surround is provided to prevent injuries from accidental head contact. Main features:

− 7” Touchscreen TFT colour LCD display – displays up to 19 different data fields simultaneously.

− Four hard keys – STANDBY, ZERO, STORE, F1

− Windows CE.NET® Platform – compatible with existing Information Systems infrastructure

− Flexible Data Transmission – stored data can be transmitted via serial ports, USB (e.g. memory stick, portable storage device), Ethernet or optional Wi-Fi module.

− Load cell and inclinometer conditioning and digitising electronics.

The FLI-425 ANALOG Indicator may only be connected to a QTLTSC Analogue Forklift Scale Carriage and Summing / Angle Box as detailed in 2.1.2 below.

2.1.2 QTLTSC Analogue Forklift Scale Carriage and Summing / Angle Box (Figure 2)

The QTLTSC Forklift Scale System load receptor consists of a weigh carriage, which is fitted with a load cell assembly of four load cells as described in 2.1.3 below. This carriage fits onto the existing forklift truck carriage. The forks of the truck are placed onto the weigh carriage. The front and back plates of the weigh carriage are coupled together by the load cell assembly, thus eliminating flexures.

The system is fitted with a junction box containing the load-cell summing circuitry along with transverse and longitudinal angle sensing devices. The output from the junction box is transmitted to the attached indicator for filtering, digitising, processing and display.

The indicator compensates for up to 8° longitudinal (forward or back) tilt and up to 4° transverse (left or right) tilt. When these angles are exceeded, the display will show an error code consisting of a line of dashes with the word ‘Over Angle’ across the top of the display.

2.1.3 Load cells

The load cells used in the QTLTSC carriage assembly described in 2.1.2 are as follows:

2.2 FLI-225 ANALOG Operation

2.2.1 Switch-on

At switch-on, the instrument will show an information screen while completing the boot sequence, and will then start in standard operating mode.

2.2.2 Display test

A test routine is initiated on power-up, and additionally a diagnostic routine may be initiated that exercises all display pixels.

2.2.3 Zero-tracking

Zero tracking will operate when the indication is at zero, or at a negative Net value equivalent to Gross Zero; and when the display is stable and at a rate of ≤ 0.5 d/s within 4% of maximum capacity.

2.2.4 Semi-automatic zero setting

The zero button operates provided the instrument is within a range of not more than 4% of maximum capacity and the weight value is stable.

2.2.5 Over- and under-range

Any loads greater than maximum capacity + 9 e will display an error code shown as a line of dashes with the word ‘Overload’ across the top of the display. Loads below zero, will display an error code shown as a line of dashes with the word ‘Underload’ across the top of the display.

2.2.6 Semi-automatic tare

A semi-automatic subtractive tare device is provided. This is set by pressing the TARE key once the weight is stable. The instrument display returns to zero, and the annunciator changes from Gross to Net. The tare will remain active until it is cleared.

2.2.7 Net/Gross indication

Once a valid tare has been stored, switching between Gross, Tare and Net indication can be achieved by pressing the SELECT key. The state of function is shown by annunciators in the display.

2.2.8 Printing

Printers can connect to the indicator via peripheral interfaces. The indicator may be programmed for printing combinations of Gross, Net, Tare (semi-automatic), date and time of printing and transaction number. Reports such as accumulated total weight, and transaction summaries may be produced. Pressing the PRINT key will start a printing operation.

Printing will only take place if the weight is stable.

2.2.9 Identification number

An Installation Identification Number, Forklift Identification number and Scale Identification number may be stored in the FLI-225 ANALOG instrument. These numbers may be used for the identification of printouts.

2.2.10 Date and time

The date and time of transactions may be shown on printouts. The date and time may be altered via the password protected user management menu.

2.2.11 FLI-225 ANALOG Software and Verification Information

Software

The software is held on the Flash Memory and cannot be modified without gaining access to the internal PCB.

The current software information is displayed in the ‘About FLI 225’ screen which can be navigated to from the password protected User Management menu. To access the menu, follow the following steps:- Press and hold the SELECT key for approximately 5 seconds, then release the key when the display starts flashing… The password entry screen shown below is displayed:

Enter the password for the User Management menu (111 is the default password), using the Up or Down Arrow softkey to scroll up and down from zero as necessary. Press the ZERO key to move to the right, then repeat these steps until all the digits have been entered. Press the Enter softkey… The User Management screen is now displayed. To access the About FLI 225 screen, press the Down Arrow softkey as necessary to highlight About FLI 225 and press the Enter softkey.

The instrument briefly shows the current software version and then the part number, similar to below:

The software identification shall be as follows for verification purposes:

Part number AWT30-500046

Software version (Revision) 1.x.x.x (Where “x.x.x” refers to the identification of legally non-relevant software which may be modified by the manufacturer).

Verification information Access to the legally relevant parameters (configuration and calibration) is possible via the user interface after entering a password. Any changes to the legally relevant parameters will cause a non-resettable Audit Trail counter to increment.

The current value of the Audit Trail counter can be displayed by using the arrow keys to highlight Audit Trail Counter and press the Enter key.

2.3 FLI-425 ANALOG Operation

2.3.1 Switch-on

At switch-on, a red LED is illuminated near the STANDBY key. The instrument will show an informational screen while the application is loading, followed by the main operations screen.

2.3.2 Display test

2.3.6.2 Preset Tare

A Preset tare value (up to maximum capacity) can be manually entered by using the touchscreen, and can be associated with a specific identification. When a Preset tare is in use the value is displayed in the separate ‘Tare’ field of the display.

2.3.7 Net/Gross indication

Once a valid tare has been stored or selected, the Tare weight is displayed in the ‘Tare’ field, while the Net weight is shown in the main weight display. Switching between Gross and Net indication may be implemented by pressing the optional SELECT softkey. The state of function is shown by annunciators on the display.

2.3.8 Printing

Printers can connect to the indicator via peripheral interfaces. The indicator may be programmed for printing combinations of Gross, Net, Tare (semi-automatic), Preset tare, date and time of printing and transaction number. Reports such as accumulated total weight, and transaction summaries may be produced. Pressing the ‘Print’ key will start a printing operation.

2.3.9 Identification number

4 PERIPHERAL DEVICES AND INTERFACES

4.1 Peripheral devices

The instrument may be connected to any peripheral device that has been issued with Parts (Test) Certificate by a Notified Body responsible for Module B under Directive 2014/31/EU and bears the CE marking of conformity to the relevant directives; or A peripheral device without a Parts (Test) certificate may be connected under the following conditions:

− it bears the CE marking for conformity to the EMC Directive;

− it is not capable of transmitting any data or instruction into the weighing instrument, other than to release a printout, checking for correct data transmission or validation;

− it prints weighing results and other data as received from the weighing instrument without any modification or further processing; and

− it complies with the applicable requirements of EN45501, i.e. 4.2, 4.4, 4.6 and 4.7.

A printing device may print additional information such as date or number to identify the printed weighing result(s) or sets of weighing results. 4.2 Data storage device A data storage device (DSD) issued with a Parts (Test) certificate by a Notified Body responsible for Module B under Directive 2014/31/EU and bearing the CE marking of conformity to the relevant directives may be connected to the weighing system. The DSD must have a sufficient capacity to meet national requirements and the needs of the user. 4.3 Internal DSD (electronic tally roll) – FLI-425 ANALOG only A database stores in non-volatile memory data for each transaction and shall include the date, time, Gross, Tare and Net weights. There is storage capacity to hold a minimum of 3 months’ data (30,000 transaction records @ > 300 transactions per day). For each trade weight that is taken, the following is recorded:

− Weight, units of weight, G/T/N identification

− Time and date

− Forklift ID The user is able to search for the transaction log or print the transaction record.

4.4 Remote display (see Figure 4) An FLR-100 remote display may be connected to the indicator. In addition to the weight display; F1, PRINT and ZERO buttons are provided that duplicate these indicator functions.

5 APPROVAL CONDITIONS

This certificate is issued subject to the following conditions:

5.1 Inscriptions

5.1.1 The instrument shall bear the following inscriptions on or near the display:

− Max

− Min

− e = 5.1.2 The instrument shall bear the following inscriptions:

− CE marking

− Supplementary metrology marking

− Identification number of the notified body

− Number of the EU-type examination certificate

− Manufacturer’s name, registered trade name or registered trade mark and postal address

− Accuracy class

− Type, batch or serial number

and, when applicable:

− for instruments consisting of separate but associated units: identification mark on each unit;

− scale interval if it is different from e, in the form d = …;

− maximum additive tare effect, in the form T = + …;

− maximum subtractive tare effect if it is different from Max, in the form T = – …;

− tare interval if it is different from d, in the form dT = …;

− maximum safe load if it is different from Max, in the form Lim …;

− the special temperature limits, in the form … oC/… oC;

− ratio between load receptor and load.

The markings and inscriptions shall fulfil the requirements of Article 6, Article 16, Article 17 and Point 1 of Annex III of Directive 2014/31/EU.

5.2 In the case that the instrument is powered by a vehicle battery connected to an internal combustion engine (e.g. diesel or propane powered forklift truck), a Low Voltage Disconnect Device must be fitted in-line with the power supply.

6 LOCATION OF SEALS AND VERIFICATION MARKS

6.1 The indicator shall be sealed to the QTLTSC Analogue Forklift Scale Carriage and Summing / Angle Box. A complete re-calibration shall be undertaken in the event of the indicator being replaced.

6.2 Access to the electronics, load cell connection, and junction box is prevented by the use of wire and lead type seals or tamper evident labels.

The sealings must bear an official mark, which may be either:

− a mark of the manufacturer and/or manufacturer’s representative, or

− an official mark of a verification officer.

6.3 The value of the Audit Trail counter described in section 2.2.11 or 2.3.11 must be written on a tamper-evident label on or near the rating plate.

7 ALTERNATIVES

7.1 There are currently no authorised alternatives.
