• Cross-border MS funding structures - key for advancing with priorities of the Strategic Energy Technology Plan.

• EU research funding helped to get many of them off the ground.

• 2018 review showed a very good "return on investment". Up to 7€ of national and industry funding for 1€ from EU.

• Common denominator for all successful ERA-NETs: leaders with long-standing commitment.

• Boarders between clean energy R&I strands disappear => ERA-NETs working closer together – welcome trend

What is possible today with numerous ERA-NETs, should be possible also in future. In addition, new approach should enable:

• More R&I and a better coordination of research agendas - also across different SET-Plan actions

• Stable framework, which can motivate Member States to align budget cycles and funding rules/procedures

• Broad scope allowing for thematic flexibility and tackling emerging issues

• Involvement of representatives from all Member States and Associated Countries

Key-messages from

Christoph Hünnekes (PtJ)

• Feedback from the partners of the transnational projects shows that SOLAR-ERA.NET allows for real added value, namely transnational cooperation with complementary skills, equipment and facilities, along the value chain from research to industry and better reaching out to the different markets in Europe and beyond.

• Topics of SOLAR-ERA.NET projects show that there are significant players from industry and research all over Europe covering the whole solar value chain, namely from material research to power plant operation.

• Results and impact of SOLAR-ERA.NET projects demonstrate that research, development and innovation of European industry and research facilities are world leading in almost any disciplines.

The Swedish Energy Agency has:

• Annual budget approx. 160 million €

• Equal amount of industrial co-funding (tot. 320 m€)

• ~ 90 programmes and 1200 projects running

• Scientific advisory boards, systematic evaluation and long term governing thematic strategies

• Closed the gaps from basic research to demonstration, implementation and commercialisation

• Increased cooperation/co-creation with others

• Utilization of the common existing knowledge structures (not duplication): JRC, Bridge, JPP-Expera,

JPI-Urban Europe-Agora…

• General coordination driven by SET Plan Implementation Group (EC, Member States). Simple and

effective governance structure.

• Utilization of existing evaluation/monitoring structures: EC + member states.

• In reporting and communication activities. Focused in projects results.

• Better synchronization between funding agencies and time to project time

• Good practices in national project governing procedures to be shared between national agencies and

with EC. Common shared set of governing procedures, as possible close to the H2020 ones.

• Convergence of administrative requirements for the different funding agencies

• Similar financing condition for local agencies than H2020, covering all TRLs (ie. demonstration and

dissemination activities)

• Wider co-funds thematic, within SET Plan, will help to increase collaboration between energy

stakholders.

• Botton-up budget allocation per projects in national agencies => quality selection of projects

• The core must be based on the technology (RTDI). If others non R&D activities are foreseen to be

included, a more flexible legal framework would be required.

• Co-funds maximize the local R&D needs while H2020 focuses in global European common needs

• Co-funds maximize funding agency contacts for participants (closer, frequent)

• Within the projects, activities addressing local needs with activities of collaboration between different

member state participants (technology transfer).
