➔ The labour market

across the EU has trended

lower amid continued

economic problems in the

major economies and renewed

efforts to curtail business

costs through job layoffs.

The news has been pretty

sobering as all the leading

economies experience

flat or negative growth,

and generally worsening

unemployment.

There have been just a

few bright spots. Perhaps

most surprising is the

bounce in some areas of

manufacturing, including

automotive and aeronautical.

Across the board, conditions

in the EU economy and labour

market have been weak. GDP

in the EU fell by 0.1% in the

first quarter of 2013, following

a 0.5% fall in the previous

quarter. Year-on-year GDP is

down by 0.7% in the EU.

Across the region, annual

GDP is down 0.6% in

Germany, 0.4% in France,

2.0% in Spain, 2.3% in Italy,

and 5.3% in Greece. Only

in the UK has GDP seen an

annual increase of 0.6%.

The unemployment rate in

the EU stands at 10.9% and in

the euro area at 12.1%. The

unemployment rate in the

EU is forecast to rise further

during 2013 to above 11%.

The varying impacts of

austerity and local economic

circumstances are reflected

in the unemployment rates

among member countries in

the EU – 5.4% in Germany,

7.2% in Denmark, 11% in

France, 11.5% in Italy and

Cyprus, and close to 27%

in Greece and Spain.

The tough economic

conditions in the EU still have

some way to run. There is no

sign of a turnaround this year.

Economic growth is being

maintained in the US under

its ongoing monetary stimulus

program, while the Japanese

economy is emerging from

a decade-long slumber.

The global economy remains

significantly unbalanced

– the US is experiencing

positive recovery while the

EU is stuck in a rut. China’s

output is strong but shows

signs of softening, while

Japan’s efforts to re-inflate

remain a work-in-progress.

economic growth is being maintained in the us under its

➔ The labour market

remained in a parlous state

in the early part of 2013

as significant numbers

of jobs were lost due to

layoffs, and creation of

new positions was weak.

There were just over 100,000

announced job losses

in the March quarter – a

level that has been largely

consistent over the past three

quarters and about 15,000

more than a year earlier.

Job gains totalled slightly

more than 34,000, leaving

a net loss of some 66,000

positions, one of the widest

gaps in recent years.

The worrying sign is that job

creation seems stuck in a

declining trend, reflecting the

lack of business confidence

in any near-term recovery.

Putting this in perspective,

new hirings reached a peak

of some 180,000 a quarter

prior to the global economic

crisis. Immediately following

the worst of the economic

recession, new hirings

slumped to just 20,000 a

quarter. Now, some four years

later, hiring activity is still just

34,000 in the March quarter.

➔ The pain of job losses

was spread across the biggest

economies in the EU bloc –

15,076 in France, 14,029 in

Germany, 13,288 in Spain,

12,143 in the UK, 8,570 in Italy,

and 7,625 in the Netherlands.

In France, almost half of the

total losses were accounted

for by car maker Renault,

which announced plans for

7,500 job cuts by 2016.

The latest regional snapshot

across the EU by Eurostat

makes for a fascinating

economic jigsaw. Jobless

rates vary from a low of 2.5%

in parts of Austria to 38% in

parts of Spain. Unemployment

rates for young people

range from 4% to 72%.

In almost one-fifth of

the regions, half of the

unemployed had been out of

work for more than a year.

The largest cases of job

creation were in France, UK

and Germany. France will

see approximately 8,500

new positions, with a large

share – approximately 2,000

– made up of hirings by the

public sector employment

service, Pole Emploi.

In Germany, the auto sector

will benefit from 1,500

new jobs created at Audi

by the end of the year.

Elsewhere in Europe, there

were sizeable reductions in

employment in a number

of financial institutions,

including Commerzbank in

Germany, and Rabobank

in the Netherlands.

In Spain, which is already

suffering under a 27%

unemployment rate, there

were almost 6,000 jobs

lost in the financial and

business services sectors.

➔ The major casualties

by industry sector were

automotive, administrative

and support services,

and financial services.

The Renault retrenchments

in France was the biggest

single case of layoffs, but

there was good news in the

manufacturing sector to

offset this.

The ERM reports an

upturn in auto and aircraft

manufacturing activity, due

in part to an expansion into

the Asian market. Aircraft

manufacturer Airbus has

seen an increase in demand

from China, the Asia Pacific

and the Middle East, and will

add about 1,800 positions

during 2013. Around

half will be in France.

There is also brighter news

in auto manufacturing out

of Germany, where Audi

is expanding and where

BMW is recruiting ahead of

production of its new minivan.

Jaguar Land Rover in the UK

is seeing an increase in sales

– the highest ever in March

2013 – fuelled by demand

from China. It is recruiting

about 700 positions for its

new plant in the Midlands.

But while one sector is

up, another is down. The

construction sector is going

through a wretched patch,

with all areas of construction

feeling the pinch from

cutbacks in government-

funded infrastructure

projects and weak private-

sector investment.

Construction across both civil

engineering and building

construction has never

really recovered from the

global economic downturn

and is down 7% over the

last year across the EU.

Over the year, construction

activity was down 11% in

Germany, 7.5% in France and

5.6% in the UK. It was up 16%

in Spain and 10% in Hungary.

over the year,

construction

activity is down 11%

➔ Labour conditions

in the EU are forecast to

remain difficult for coming

months, with no immediate

prospects of a rebound

in economic activity that

would stimulate hiring.

The major economies

are facing a period of

incremental emergence

into positive growth, while

wrestling with the process

of structural adjustment

and spending restraint.

The de-coupling of Europe

from the recovery in the US

is now stark, while within the

EU, the contrast between the

economy of Germany and

those of the Mediterranean

is equally troubling.

The US recovery is certainly

not eye-catching, but it is

quite broadly based, and

there are now firm signs

that the Federal Reserve is

thinking of withdrawing its

monetary stimulus which has

underpinned the upswing.

The Fed has signalled that

an unemployment rate of

6.5% is the level at which

it would likely end its

quantitative easing program.

Currently the rate is 7.5%.

At the same time Japan is

beginning to make a positive

contribution to global growth

as a result of the monetary

expansion being unleashed

there. The OECD predicts

that the G7 group of big

economies will grow at an

annual rate of about 2% in

the second half of 2013.

The OECD is also predicting

that the combined economies

of Germany, France and Italy

will grow at an annual rate

of 1% in the second half of

this year. That is a pretty

sobering outlook for the

region’s three big economies,

and even if realized, it still

means subdued activity and

higher unemployment.

On the positive side, the

actions to avoid the fiscal cliff

in the US and the European

Central Bank’s measures to

prevent a sovereign debt

crisis or banking default have

been successful, to date, in

preventing a new flash point.

There is more optimism

in financial markets across

the board, and business

confidence, in the US in

particular, is stronger, judging

by forward indicators of

investment intentions.

The hard reality is that the

main stimulus to global

economic activity for the

immediate future will come

from the US, China and

possibly Japan. Europe will be

sitting on the sidelines as this

phase of the recovery unfolds.
