As part of Urban&Civic’s commitment to minimise the impacts and maximise the benefits of the Alconbury Weald development, the design team have worked up a scheme of environmental enhancements along Ermine Street.

The scheme, co-designed with the Parish Council and local partners, was developed through a working group and the local community was consulted in 2016 and 2017 to finalise the design. Since then the scheme has been through an extensive Road Safety Audit assessment by Cambridgeshire County Council and has now been cleared for implementation.

It was agreed that the works would go into a legally binding agreement as part of the S106 Agreement for the development, with a commitment for the scheme to be in place by the time the 250th home is occupied at Alconbury Weald. So far, the development has residents in about 130 homes – and while the scheme is being delivered later than we had hoped – we are still pleased to be delivering it ahead of schedule.

This booklet sets out the principles, approach and detail of the final approved scheme and the planned programme of works for its implementation.

The principlesThe aim of the scheme is to reduce the number of vehicles on Ermine Street passing through the Stukeleys and to control any increase along this route as a result of the new development. It does this by:

● Reducing the attraction of Ermine Street as a quicker short cut for cars;

● Reducing speeds within the Stukeleys and improving residents’ priority to the

roads through the villages; and

● Enhancing the village feel and making it safer and more attractive for residents,

and for those walking and cycling about.

The plansThe details of the plans are shown over the following pages and include:

● Narrowing the width of the Ermine Street carriageway.

● Changing the priority of key junctions through the village.

● Reducing the existing 40mph speed limit at the south end of Great Stukeley

to 30mph.

Additional measures will form part of a second phase of works later in the development, including:

● Cycle connection running the length of Ermine Street from Alconbury Weald,

through the Stukeleys to Huntingdon.

● Additional pedestrian crossings and cycle crossings at key points.

● A review and potential implementation of additional speed restrictions.

Wider context and future plansThis scheme has been developed in the context of a number of other wider developments, including:

● The A14 upgrade, which will see a whole new strategic route upgrade from

Alconbury through to Cambridge.

● The existing A14 will become a local road to Huntingdon, renamed the A1307.

● The Southern Gateway entrance will connect Alconbury Weald directly to

the A141. The application for this connection has been submitted to the District Council.

The access is the first part of a future transport hub at Alconbury Weald,

which will include a Rail Station and prioritised bus connection as part of Guided Busway Route B.

Delivery programmeWe have been working with local contractor, Breheny Civil Engineering, on delivery plans that minimise disruption whilst the work is being carried out.

The work will be carried out in phases, starting this September at the north end of Little Stukeley. It will be completed during March 2019. There will be a break from all works over Christmas and New Year.

Phase one● Running from the start of September

to the middle of November, Mondays to Fridays.

● With works starting from the chicane end of Little Stukeley through to the

Baptist Church by the USAF entrance.

● Traffic signals will commence Monday mornings at 9:30am and be off by 4pm

on each Friday afternoon.

● On weekdays work will be from 8am till 7pm where possible to shorten the

programme of works.

● Work will be undertaken using two way and three way traffic signals, as required,

first at Mill Road Junction, then Sanders Close, then Church Way.

● The access to all homes will remain open and unrestricted. If a short period

of restriction is required, this will be prearranged with the house occupier prior to work commencing.

As each phase of work is delivered, each home along the affected area will receive an update and contact numbers for the work teams.
