MOSCOW, 28 May—Russia hassigned a contract with the US Army todeliver 21 MI-17 helicopters toAfghanistan, new agencies quoted thedefence ministry’s arms oversightservice as saying Friday.

Aussie student finds universe’s‘missing mass’
SYDNEY, 28 May—A 22-year-oldAustralian university student hassolved a problem which has puzzledastrophysicists for decades,discovering part of the so-called“missing mass” of the universe duringher summer break.
Undergraduate Amelia Fraser-McKelvie made the breakthroughduring a holiday internship with ateam at Monash University’s Schoolof Physics, locating the mysterymaterial within vast structures called“filaments of galaxies”.
Monash astrophysicist Dr KevinPimbblet explained that scientists hadpreviously detected matter that waspresent in the early history of theuniverse but that could not now belocated. “There is missing mass,ordinary mass not dark mass . It’smissing to the present day,” Pimbblettold AFP.
“We don’t know where it went.Now we do know where it wentbecause that’s what Amelia found.”Fraser-McKelvie, an aerospaceengineering and science student, wasable to confirm after a targeted X-raysearch for the mystery mass that it hadmoved to the “filaments of galaxies”,which stretch across enormousexpanses of space.
Pimbblet’s earlier work hadsuggested the filaments as a possiblelocation for the “missing” matter,thought to be low in density but highin temperature. Pimbblet said astro-physicists had known about the“missing” mass for the past twodecades, but the technology neededto pinpoint its location had onlybecome available in recent years.

NEW YORK, 28 May—Internet phone serviceSkype says a small percentage of its 170 millionusers have been unable to sign in to its service, aproblem that it expects to fix with a softwareupdate.
Skype said on its website the trouble stemmedfrom corrupted data affecting computers usingWindows, Linux or Macintosh operating systems.The company, which is based in Luxembourg,said it released a new version of Skype for Windowslate Thursday to deal with issue. President U Thein Sein of the Republic of the Unionof Myanmar by Chinese President Mr Hu Jintao washeld at Northern section of the Great Hall of thePeople in Beijing at 5.15 pm yesterday.
President Mr Hu Jintao of the People’s Republicof China extended a warm welcome to the MyanmarPresident on the visiting side’s arrival at the hall by car.
The Chinese President introduced members ofthe welcoming party to his Myanmar counterpart whothen presented his entourages to Mr Hu Jintao.

Since the establishment of diplomatic ties over 60years ago, the two countries have coexisted peace-fully with equality, consideration and mutual under-standing.
On behalf of the people and the government, heinvited the Chinese President to visit Myanmar when it isopportune to preserve the fine tradition of exchangingvisits of leaders of the two countries, which is a salientcharacter of reciprocal relationship, and to improvebilateral relationship into a higher level.
Having designated as partners for multi-strategiccooperation Myanmar-China relations have reacheda new chapter as well as the highest level in China’sforeign relations.
Both two countries have to work hard at all levelsfor maintaining multi-strategic cooperationpartnership relations.
Bilateral relations are indispensable for stabilityof borders and peace of the two countries. Therefore,the two countries and peoples have to work togetherfor the rule of law, stability and peace of the borderareas.

He again thanked China for cooperation andassistance from 1988 onwards for Myanmar’s eco-nomic growth which makes significant contributiontowards Myanmar’s development.
On their visit to Myanmar, Vice PresidentMr Xi Jinping, Premier Mr Wen Jiabao and Chairmanof Chinese People’s Political Consultative ConferenceMr Jia Qinglin signed 36 MoUs with Myanmar forbilateral cooperation for mutual interest andMyanmar’s economic development.
Myanmar has proposed projects to be imple-mented with bilateral cooperation, so Myanmar wouldlike China to continue providing funds and renderingassistance for other projects. Last April, the Ministryof Rail Transportation of Myanmar and RailroadEngineering Cooperation of China signed an MoUfor Muse-Kyaukpyu Railroad Project. Myanmar willprovide necessary assistance for the project which isdue to be completed in five years.
Moreover, bilateral cooperation will be scaledup for Kyaukpyu Economic and Technological De-velopment Zone, deep-sea port and railroad projects.
He expressed thanks for the agreements to besigned for financial assistance, interest-free loansand economic loans.
China gained experiences of 2008 Beijing Ol-ympics and Guangzhou Asian Games 2010 andinternational conferences.
Myanmar will host SEA Games in 2013 and
ASEAN Summit in 2014, so Myanmar would likeChina to render assistance.
In relation to bilateral trade, China is the largesttrade partner of Myanmar. In 2010-2011 financialyear, the trade value between the two countries reachedclose to 5.3 billion US dollars, and it is expected to hit6 billion US dollars in 2011-2012 financial year.
Regarding investment, China is the largest for-eign investor in Myanmar, investing 15.8 billion USdollars in 72 projects.
Myanmar is planning to issue laws on specialzones and particular zones. As the law on Daweispecial zone, thriving companies and investors fromChina are invited to invest in Myanmar. When itcomes to the new government’s foreign policy,Myanmar will continue to practise the independentand active non-alligned foreign policy and remainthe relations with all global countries in accord withthe five principles of peaceful coexistence.
As a UN member, Myanmar will continue toactively cooperate with regional and internationalorganizations including UN. The foreign policy ofMyanmar to have friendly relations with the neigh-bouring nations is a fundamental and importantpoint. So, Myanmar will remain friendly relationswith her neighbours. The historical Paukphawrelationship developed and it has reached a strategiclevel. And efforts will be made to further consoli-date the friendship between the two countries.

Moreover,Myanmar will make sure that the work plans of theUnion government and State and Region govern-ments have transparency and accountability and arein conformity with the constitution and existing laws.
At the same time, the new government willmake its tasks and duties effective and expeditiousgiving priority to public wishes. The President wishedmore friendship and cooperation between the twocountries; Chinese President and people health andhappiness and more progress and prosperity.
The Chinese President expressed thanks forrecognizing the relations between the two countries.Diplomatic ties between the two countries have beenmore than 60 years old. Two countries have beendealing with each other in accordance with the fiveprinciples of peaceful coexistence, under whichbilateral relationship developed. Chinese presidentpraised and thanked Myanmar for giving strongsupport for One China Policy China has struck to andTaiwan, Tibet and Xinjiang Uyghur AutonomousRegion issues.

Based on Myanmar President's discussion,the Chinese President gave some suggestions. First,relations between the two countries is to be promoted.Mr Hu Jintao also said that bilateral relationship hasreached a strategic level. Now, it has reachedcomprehensive strategic cooperative partnership.Secondly, through bilateral cooperation, strategicsupports have to be promoted.
As developing countries, Myanmar andChina have international and regional commoninterests. China will protect Myanmar’s interest.China welcomes Myanmar to host SEA Games andMyanmar’s alternative chairmanship of ASEAN in2013 and 2014 respectively. As said MyanmarPresident, assistance will be rendered if necessary. Inaddition, China supports holding of GMS meeting inMyanmar. The third point is to make pragmaticcooperation.
China will plan to purchase more exportitems of Myanmar and push her into developingstable trade in the long run. This year, measures areto be taken to see volume of bilateral trade reach 6billion. The fourth point is more cooperation are to bemade in energy, electricity, transport and agriculturesectors. Now, China is cooperating with Myanmar inAyeyawady Myitsone hydropower project, oil andgas pipeline project, general commodity productionprojects in Sagaing Region and Kachin State.
China places much emphasis on constructionof Myanmar-China road and China’s suggestion is tobuild communication roads including Muse-Lashiowith the use of China’s assistance. Another thing theChinese President’s discussion is peace and stabilityof border region. With over 2000 kilometer longborder, peace and stability of border region is veryimportant. China places much emphasis on Myanmarand the integrity of its sovereignty. For the Myanmarpeople and the government, national consolidationis of utmost importance and China understands andsupports its efforts for national consolidation.
Myanmar has opened a new chapter in historyas it accomplished the last of the seven-step RoadMap and was able to form a new government. As agood neighbourly nation, China praises and supportsMyanmar for her political system compatible withthe Myanmar people. China wishes the Myanmargovernment and the people success in the nationaldevelopment drive.

on Establishing a Comprehensive StrategicCooperative Partnership
At the invitation of President Mr. Hu Jintao ofthe People’s Republic of China, President U TheinSein the Republic of the Union of Myanmar paid astate visit to the People’s Republic of China from 26 to28 May 2011.
During the visit, President Mr Hu Jintao held talkswith President U Thein Sein. Premier Wen Jiabao of theState Council and Chairman Mr Jia Qinglin of theNational Committee of the Chinese People’s PoliticalConsultative Conference met with President U TheinSein.The two sides had in-depth exchange of views onbilateral relations and international and regional issuesof common interest in a friendly atmosphere.
The two sides agreed that since the establishmentof diplomatic relations on 8 June 1950, the good-neighborly friendship and cooperation between Chinaand Myanmar have been developing smoothly.Especially since the beginning of the new century, theleaders of the two sides have maintained close contact,friendly cooperation in political, economic, cultural,scientific, and technological areas have kept expanding,and the traditional Paukphaw friendship between thetwo peoples has been growing from strength to strength.The two sides are satisfied with the development of thebilateral relations.
The two sides stressed that China-Myanmarrelations, which are based on the Five Principles ofPeaceful Coexistence jointly initiated by the two sides,have stood the tests of the changes in the internationalsituation and in the respective domestic situation andenjoy broad prospects for development.
The two sides agreed that the world today isundergoing great development, great changes andgreat adjustment, and the trend towards multipolarityand economic globalization have gained momentum.Countries have become more interdependent. Peace,development and cooperation not only represent thetrend of the times, but also serve the common interests
of the countries and peoples in the region. Under thenew circumstances, further promoting China-Myanmarrelations on the basis of the existing friendly cooperationmeets the need of the two countries to realize commondevelopment, serves the fundamental interests of thetwo countries and their people, and is conducive topeace, stability and prosperity of the region. On thebasis of the above-mentioned common political will, thetwo sides agree to establish China-Myanmarcomprehensive strategic cooperative partnership andreached the following agreement:
1. The two sides will maintain close high-levelcontacts, continue to promote strategic mutualtrust and further enhance friendly exchangesand cooperation between the parliaments,governments, judicial departments and politicalparties of the two countries.
2. The two sides will continue to carry outconsultations between the foreign ministries ofthe two countries on an irregular basis, havetimely exchange of views on bilateral relationsand international and regional hotspot issues,and hold regular meetings on bilateral andmultilateral occasions to strengthen strategiccommunication.
3. The two sides will follow the principles of equality,mutual benefit, drawing upon each other’sstrengths and emphasizing practical results,further enhance the size and level of the economiccooperation and trade between the two countries,work to strengthen healthy, stable and sustainablebusiness ties, make joint efforts to create afavourable environment for trade and investmentcooperation, enhance the closer economic andtrade exchanges between the two countries inaccordance with their economic and tradepolicies.
4. The two sides will continue to conduct friendlycooperation in such areas as education, culture,science, and technology, health, agriculture andtourism on the basis of mutual benefit, strengthenpeople-to-people and cultural exchanges, increasemutual visits, and deepen mutual understandingand friendship between the two peoples.
5. The two sides will strengthen border managementcooperation, conduct timely communication onborder management affairs, and strive tomaintain peace, tranquility and stability in borderareas.
6. The Chinese side reaffirms its respect forMyanmar’s independence, sovereignty, andterritorial integrity and its support for Myanmar’spursuit of its development path suited to itsnational conditions. Myanmar reiterates that itsadheres to one China policy, recognizes that thePeople’s Republic of China is the sole legalgovernment representing the whole of Chinaand that Taiwan is unalienable part of the Chineseterritory, will continue to support the peacefuldevelopment of cross-Strait relations and China’scause of peaceful reunification.
7. The two sides will further enhance coordinationand cooperation in the United Nations and othermultilateral areas, jointly safeguard the interestsof developing countries, strengthen cooperationin such mechanisms as the ASEAN Plus China,Japan and the ROK, ASEAN plus China andGreater Mekong Sub regional Economiccooperation, and promote common developmentand prosperity of the region.

Brazil’s GDP growthto slow down
RIO DE JANEIRO, 28 May —Brazilian FinanceMinister Guido Mantega said on Friday that thecountry would see a slowdown in gross domesticgrowth (GDP) starting in the second quarter. “Wewill not stop growing, (and) we will growmoderately,” he said during a lunch withbusinessmen in Sao Paulo. WASHINGTON, 28 May— Raising the blood levelsof good cholesterol does nothing to reduce the riskof cardiovascular disease in patients already takingstatins to lower their bad cholesterol, a federally-funded study has determined.
Scientists at the National Heart, Lung, andBlood Institute (NHLBI), which led the study ofsome 3,400 Canadians and Americans, saidThursday they had prematurely terminated thetrials after the results became clear.
During the 32-month study, half the patientstook extra doses of niacin, also known as vitaminB3, to raise their levels of good cholesterol, as wellas a statin to lower their levels of bad cholesteroland triglycerides.
The other half took a placebo instead of theniacin, while continuing with the statin treatment.
While it is well known that lowering the level ofbad cholesterol with statins like Lipitor or Zocorreduces the risk of cardiovascular disease,researchers were surprised to find that when patientsalso took high dose, extended-release niacin, therewas no additional drop in heart disease or stroke.
