1. PROJECT CHARTER
1.1 Project purpose:
In 2005, Vietnam has a ‘mini’ population explosion because people think
that the baby born under the auspices of a pig (12 animal designations) will
have good fate. Therefore, in 2008 demand of kinder garden increase
rapidly. The same situation will happen in 2011, so 2012 will be the “golden
time” to join this market. That is the reason why the project has been
undertaken.
- High profit investment in education industry.
- Respond demand of preschool children in local.
1.2 Measurable project object and related success criteria:
- Building a kinder garden has capacity server for 100 children.
- Set up operating process.
- Set up specialized program for kinder garden.
- Recruit and training staff.
Objectives of project are build up a kinder garden has good facilities,
advanced program and bring good feeling to parent and children. These
elements will attract customer to develop business.
Above all, education is a human field, so the principles of this project
and this business is create good environment to develop children.
Each and every child is a unique miracle of nature, as special and
individual as clouds and snowflakes, but all members of the human
family. We will acknowledge and respect the singular character of each
child, while gently guiding each child in a general direction toward fun
and fulfillment, gradually reinforcing the sameness in all of us. The
Kinder Garden will reach into the child to evaluate special skills of
music, imagination, physical, and other abilities, allowing personality and

spirit to germinate in a loving, caring way. It is our fervent, sacred duty
to work hand in hand with parent and child to build further structure upon
the solid foundation we will establish, and enhance the gifts each child
holds within. The Kinder Garden School will lovingly care and cultivate
each child as a flower in our Garden, to realize as fully as possible the
potential that resides in each and every one.
As the purpose of project, it has high requirement in training to
achieve the goal, such as service training, equipment training, and
curriculum training…
1.3 Requirement:
Establish a kindergarden has good curriculum and facilities for children
develop their body and mind in the age of 3 to 6.
Requirement in detail:
- Constructing supplier: guarantee the building is suitable and safety to
be use as a kinder garden.
- Program: science and suitable, modern to meet the need of children
development.
- Operating process and staffs: appropriate with the strategy of kinder
garden.

2. SCOPE MANAGEMENT PLAN
2.1 Project scope management
2.1.1 Product scope description:
Children attend kinder garden to learn to communicate, play, and
interact with others appropriately. A teacher provides various materials and
activities to motivate these children to learn the language and vocabulary of
reading, mathematics, and science, as well as that of music, art, and social
behaviors. For children who previously have spent most of their time at
home, kindergarten may serve the purpose of helping them adjust to being
apart from their parents without anxiety. It is their first opportunity to play
and interact with a consistent group of children on a regular basis.

Facility:
Completed construction has large classrooms, each measuring over 700
sq. ft. The attractive colors and numerous windows in each classroom
provide a bright and cheerful environment in which children can play and
learn. The hallway has been widened to allow more room for parents and
children at drop off and pick up time. The glass windows in the director's
office give a clear view of the entrance and hallway at all times. During
school hours, the education wing is used solely for the kindergarten, and is
safely secured from the rest of the building.
Outside It has a large playground area where the children can use riding
toys such as wagons, scooters and tricycles. It also has a climbing
structure, pails, shovels, and construction type trucks are available for the
children to use in the sand area.
Curriculum:
The goal of curriculum foster the cognitive and creative potential of
every child in a stimulating environment. It provide a developmentally
appropriate curriculum in an academic setting following the Department of
Early Education and Care Curriculum Guidelines. The program's curriculum
and teaching methods are grounded principles of child development.
Goals for 3-4 age Classes are:
- To provide opportunities for child to lead in activities and carry out
simple experiments.
- To give children the ability to articulate and express their emotions and
understanding on various topics.
Goals for 4-5 age Classes are:
- To provide a range of learning experiences catering to each child’s own
strengths
Goals for 5-6 age Classes are:
- To allow children to explore and learn through group assignments and
activities

Staff:
Staff is deeply committed to children and to providing a nurturing and
comfortable environment. All staff meet monthly to plan and coordinate
curriculum. The staff also participates in Early Childhood conferences and
workshops. All teachers meet or exceed the Early Education and Care
Department requirements for teacher certification. The kindergarten
teachers have certification from the Department of Education. Staff also is
able to draw upon their own experiences as parents themselves.
As the staff feels communication is of utmost importance, parents are
welcome to meet at any time with the teachers and/or the Director about
any concerns or questions they may have.
2.1.2 Project exclusion
This project launching base on demand of investor, all items of project
perform according researches of expertise that investor approved. This
project does not take responsibility for success of business after finish
(example: quantity of pupil, parents’ satisfaction degree, aesthetic of
building …)
2.1.3 Project constraints
- The budget of project limited in 8.5 billion VND.
- The milestone schedule in project charter has to obey by all
stakeholders.
- Breaches of contracts relevant have to treat base on each contract
items.

At any time during the project, any risk factors or events should be
brought to the attention project manager using Email or some other form of
written communication to document the item. The project manager is form
