    ItisapleasuretointroducethisAnnualReportofthe

    EuropeanScoutCommitteesworkcoveringtheperiodJuly

    2010toJuly2011.Inthereport,welookbackattheprogress

    madesincethe20thEuropeanScoutConferenceinBrussels,

    Belgium,coveringboththesuccessesandchallenges.

    AswellasprovidingperspectivesfromtheEuropeanScout

    Committee,theEuropeanRegionalOfficeandtheEuropean

    ScoutFoundation,forthefirsttimewearealsoincluding

    updatesfromourfiveWorkingGroupsandthreeCore

    Groups.

    Theyearunderreviewhasseensteadyprogressinthe

    implementationoftheRegionalScoutPlan,whichwas

    presentedatthefirstRegionalMeetingduringthe39th

    WorldScoutConferenceinCuritiba,Brazil.

    DuringthislastyeartheEuropeanScoutCommitteehas

    agreedtoimplementadditionalmeasurestoimprove

    transparencyandreporting,bysharingwithNSOs/NSAs,the

    reportsreceivedbytheEuropeanScoutCommitteefromits

    fiveWorkingGroupsandthreeCoreGroups.Thishas

    allowedforthepublicationofanupdatedversionofthe

    RegionalScoutPlanfollowingeachmeetingoftheEuropean

    ScoutCommittee.

    Wetrustthatthesemeasures,alongsideinitiativeslike

    euroscoutinfo.comandeuropakonline.net,areofinterestto

    NSOs/NSAs.HopefullythemeasuresallowNSOs/NSAsto

    followmorecloselywhatyourEuropeanScoutCommitteeisdoing,andhowtheimplementationoftheRegionalScout

    PlanisimpactingonthedevelopmentandgrowthofScouting

    acrossEurope.

    Ourmostrecentanalysisofmembershipdatahasindicated

    thatwearecloseto1.7millionmembers,whichisadramatic

    increasefromthelowpointin2006of1.39millionmembers.

    Thismembershipinformation,togetherwiththeanalysisof

    theNeedsandStrengthsexercisethatwasinitiated

    followingthe20thEuropeanScoutConference,hasprovided

    valuabledataonwherebesttotargetsupportand

    consultancytoNSOs/NSAs.Theconsultancymodel,basedon

    ourpreviousexperienceswithtailoredsupport,hasbeen

    expanded,withallWorkingGroupsandCoreGroupsnow

    empoweredtosupportNSOs/NSAsontheareasofworkthat

    theycover.Wecontinuetoplayourpartinensuringthatour

    effortsinEuropecancontributetotheGlobalSupport

    offeringthatisbeingrolledoutatworldlevel.

    Asyouwillrecall,2011hasbeenparticularlybusyinrelation

    tothevolunteeringagendawithWOSMworkingclosely

    withWAGGGSintheEuropeanYearofVolunteeringAlliance.

    Astheyeardrawstoaclose,considerationisalreadybeing

    giventohowwecapitaliseonwhathasbeenachieved.Much

    moreonthis,andourotherstrategicobjectives,canbefound

    laterinthisreport.

    During2010/2011wehavealsohadseveralimportantworld

    eventsincludingtheWorldScoutMoot,WorldScoutYouth

    ForumandWorldScoutConference,aswellasthe22ndWorldScoutJamboree.Allofthemhavebeenwellsupported

    byNSOs/NSAsfromEurope.

    Turningtofinance,despiteourbesteffortstoprotect

    ourselvesfromtheimpactoftheglobaleconomicdownturn,

    ourresourceshavebeenimpactedconsiderably.Weforecast

    thatthecomingyearswillbechallenging.Nevertheless,we

    aredoingourbesttomaintainstronglevelsofserviceand

    supporttowardsNSOs/NSAswhilstatthesametime

    continuingoureffortstodiversifyincome,particularlyby

    partneringwithNSOs/NSAstosecureexternalfunding.

    IspeakfortheentireEuropeanScoutCommitteewhenIsaythatwearealldeeplyappreciativeofyoursupportsincethe

    20thEuropeanScoutConferenceinBrussels.Itisonlyby

    workinginpartnershipwithNSOs/NSAsacrossEuropethat

    wecanachieveourambitionofsupportinggrowthin

    changingtimes.

    Ashasbeennotedelsewhereinthisreport,themembersof

    theEuropeanScoutCommitteeparticipatedintheWorld

    ScoutConferenceinCuritiba,Brazil,January2011.

    Thisprovedavaluableopportunityforfacetofacemeetings

    withamajorityoftheNSOsintheRegion.

    TwoRegionalmeetingswerefacilitated,thefirstatthe

    beginningoftheconferenceandthesecondattheend.While

    shortintime,alotwasaccomplished.Therewasthe

    importantlaunchoftheRegionalScoutPlanatthefirst

    meeting,whichenabledadirectpresentationofthe

    Objectives,ActionsandKeyPerformanceIndicatorsofthe

    planandtheschedulingoftheactionsacrossthetriennium.

    EmphasisingtheinvolvementofAssociations,shortinputs

    weremadetoensurethatthePlanisnotjustaplanforthe

    Committee,butaPlanfortheentireRegion.

    Atthesamemeeting,euroscoutinfo.comwasofficially

    launchedtopromotemoredirectcommunicationwithinthe

    Region.

    TwosuccessfulcontactmeetingswiththeAfricaRegionand

    theEurasiaRegionwerereportedfullyoneuroscoutinfo.com

    andscout.org/europe.

    Followingthesecontactmeetingsandaplanningmeeting

    withtheArabRegion,thefollowinghasbeenachieved:

    ProgressonadatabaseofprojectsbetweenNSOsinEuropeandAfrica

    ContactpointsbetweentheEuropeanRegionWorkingGroupsandtheEurasiaRegionestablished

    ProgressontheUnguvuProjectbetweenNSOsinEuropeandAfrica

    Acontactmeetingheldduringthe22ndWorldScoutJamboreeonfutureinitiativesbetweenEuropeand

    Africa

    ProgressonadatabaseofprojectsbetweenNSOsinEuropeandEurasia

    AstudysessionsponsoredbytheCouncilofEuropeonTellingthestoryfortheEurasiaRegionandanumberofEuropeanNSOs

    Planningforthe2ndEuropeEurasiaMeeting,scheduledforPrague,2527November

    Successfulstagingofthe6thEuroArabMeetinginAlgiersinMay.

    WehavepreviouslyadvisedonhowtheRegionandNSOs

    couldrespondtotheResolutionsofthe39thWorldScout

    Conferenceandincludehereabriefupdate:

    havedeclaredalltheirmembershiptoWOSM.

    Resolution4/11BePrepared:LeadershipforLife a

    numberofNSOswillbesupportedinProgrammerenewalin

    thecomingmonths.

    andCoreGroupsarereadytoacceptconsultancyrequests

    andsomeactionshavealreadytakenplace.

    Resolution7/11EducationalMethods thefocusonYouth

    ProgrammeandAdultResourcesissupportedbytheEducationalMethodsCoreGroupoftheRegion.

    Resolution8/11YouthInvolvementindecisionmakingin

    NSOswithinWOSMresearchbeingundertakenand

    actionsproposedintheRegionalScoutPlan,implementedby

    theYouthEmpowermentWorkingGroup.

    Resolution10/11AdvocacyforWorldScoutingthe

    Regioniseffectivelyrepresentedinmajorforabyyoung

    representatives.

    Resolution15/11PartnershipsbetweenWOSMandother

    groupsthisisafeatureofourworkwiththeEuropeanYouthForum,theEYVAllianceandotherpartners.

    WecontinuetoremindNSOsthattheResolutionsoftenurge

    actionattheirlevelandwelcomereportsofwhatisbeing

    done,possiblytoshareoneuroscoutinfo.com.

    IlovebeingaScouttheyoungpeople,thelaughingofthe

    kids,thecamping,mychildhoodmemories,thesenseof

    socialpurposeandourneedtoleavethisworldalittlebetter

    thanwefoundit.

    AndIfullysharethepurposeoftheScoutMovement:to

    contributetothedevelopmentofyoungpeopleinachieving

    theirfullphysical,intellectual,socialendspiritualpotentialsas

    individuals,asresponsiblecitizensandasmembersoftheir

    local,nationalandinternationalcommunities. (Art.1ofthe

    WOSMConstitution)

    Thissaid,ithasbeenarealexperiencetoparticipateinthe

    functionsoftheEuropeanScoutCommitteeinthis,myfirst

    year.

    Itwasarealandemotionalopportunitytoofferand

    particularlytolearnanditwasareallygoodoccasionto

    supportthepurposeofourMovement.

    Wearelucky:thereisarealmutualunderstanding,respect,

    cooperationandScoutspiritbetweentheCommittee

    members.Imconfidentthatwewillworkhardandwith

    continuousenthusiasmtoimplementasfullyaspossibleour

    triennialRegionalScoutPlan.

    Ourfocusremainsthemembershipgrowth,notbecauseof

    numbercrunchingbutbecauseoftheneedofanimpactof

    ourScoutvisionandourScouteducationalmethodologyonthissocietyshatteredbyinsecurity,financialproblemsand

    socialchallenges.

    Thereis(yet)alotofworktodo!

    TheEuropeanNSOsareblessedwithcommittedandcapable

    people,alleagertoseeScoutingcontinuetodevelop,grow

    andenrichthelivesofouryoungpeople:sotheaimofthe

    EuropeanScoutRegionistosupportandtostrengthenthe

    NSAsandNSOs,forexamplebygivingthem,onrequest,high

    qualitytailoredsupport.

    AsignificantamountofmytimeandcommitmenthasbeendevotedtothedirectcontactandsupporttoNSOs.Thiswas

    donethroughvisits,emailexchange,skypechatsanddirect

    contactinevents(particularlyintheAcademyandinthe

    Jamboree).Acloserelationshipwasestablishedwithallmy

    contactcountriesandIbelievethatIhavebeenableto

    guaranteeapermanentcommunicationchannelwiththe

    EuropeanScoutCommittee.

    Finally,IhopethatmycolleaguesandIareabletoplayour

    ownsmallpartinhelpingtodeliverpositiveimpulsesthat,

    somewheredowntheline,willhaveapositiveimpactonthe

    qualityoftheScoutingoffered.

    Lookingbackintime,itseemsincrediblethatonlyoneyear

    haspassedafterourelectionasnewCommitteeMembersinBrussels,Belgium,inJuly2010.

    365daysofactivity,learning,newexperiences,new

    responsibilitiestobeexercised,alotoftravellingaroundthe

    OldContinent,hundredsofpeopleformeetings,newfaces,

    problemstobesolved,support,...breakfast,lunch,dinner...a

    triptoBraziltoattendtheWorldScoutConference....andlast,

    butnotleast,thediscoverythat,finally,tobeaMemberof

    theEuropeanScoutCommitteeisanexcitingtask,

    complicatedandforwhichitisnecessarytohavepatience,

    energyandvaluableassistanceofmynewteammates,

    constantsupportfromtheOfficeandofcourse,thewarm

    welcomeoftheNationalScoutAssociations.

    Throughoutthisfirstyear,wesoonlearnedthesecretsof

    howtheRegioncanhelpthedevelopmentofScoutinginthe

    NationalAssociationsthatmakeuptheScoutMovementin

    Europe.ThanksforthattoCraigandHenrik,andexperienced

    seniormembers,aswellasinfallibleDavidandStaff

    membersoftheEuropeanRegionalOfficewhohavecaredfor

    usatalltimes!

    Icouldsummarisetheworkofthisfirstyearof

    implementationinthreemajordomains:firstofall,the

    makingofourRegionalScoutPlan20102013,includingmy

    participationintheWorkingGrouponVolunteeringandthe

    CoreGroupofEducationalMethods;second,supporting

    contactsandfieldvisitstotheNationalScoutOrganizations

    whichIamservingasContactMember;andthirdly,

    representingtheEuropeanScoutCommitteeinthe

    KanderstegCommitteeandFoundation.

    ThelaunchingoftheRegionalScoutPlanwasourfirst

    challenge,butthankstothecontributionsofmanyvolunteers

    andstaffbutespeciallythankstothefertilepreviousworkof

    allNationalScoutOrganisationsduringtheRegional

    Conference,theresulthasbeenveryencouragingandwill

    allowustoseeourMovementgrowinquantityandqualityin

    thisperiod.

    Volunteeringhasbeenespeciallythemostdevelopedareain

    whichIhavebeeninvolved,inayearasuniqueas2011

    wheretheEuropeanYearofVolunteeringwasheld.

    CitizensinActionheldinIstanbulprovidedtonational

    Scoutassociationsaspacefordiscussingandsharing

    experiencesonthatdomain.Iwouldliketocongratulate

    PavelandalltheVolunteeringWorkingGroupfortheir

    efficientwork.TheEducationalMethodsCoreGroupis

    alreadystartingitsjourneytoestablishmorepractical

    strategiesinregardtoYouthProgrammeandAdult

    ResourceswithinScouting.

    AstherepresentativeoftheCommitteeinKandersteg,this

    hasallowedmeatasteofitsmagicandIvebeenableto

    contributetothedevelopmentofitsnewstrategy.Quality

    servicesforalargernumberofSoutsfromaroundtheWorld,

    inthispermanentJamboree!

    ButifIweretohighlightthemostexcitingandsatisfying

    work,ImustspeakstronglyaboutsupportingNationalScout

    Organizations,throughtheCommitteeContactSystem.In

    thisfirstyearithasbeentough,butIhadtheopportunityto

    makesomefieldvisits,andtomaintaincontactswhich

    allowedmetoinitiatestrategiestoidentifyneedsand

    facilitatetheresolutionoftheirmosturgentornecessary

    problems.

    Everynewbeginningcomesfromsomeotherbeginning'send

    (LuciusAnnaeusSeneca)

    Indeeditwasanewbeginningafteratrienniumwitha

    differentEuropeanScoutCommittee,whichfulfilledits

    missioninimplementingtheRegionalScoutPlanaswellas

    theResolutionsofthe19thEuropeanScoutConference.It

    wasnowour,theCommitteemembers,turnthathadto

    succeedinimplementingthenewPlan.Thisstressedmebut

    atthesametimeempoweredmeindoingmybest,working

    hard,andtryingtogotheextramile.

    TheRegionalScoutPlanhadsetthestrategicobjectives

    basedonwhichIhadtowork.EmbracingChangeismy

    WorkingGroupandExternalRelationsandFundingismy

    CoreGroup.Itwaschallenginglookingintowhathadtobe

    done.Theteamsweresetup,theactionplanidentified,

    responsibilitiesdefined,andnowworkisbeingcoordinated

    andsupported.

    Weareaimingtoreachourfinalgoals;fortheExternal

    RelationsandFundingCoreGroup,enhancethe

    communication,fosterrelationshipsbetweentheMovement

    andotherinstitutions,partners,stakeholders,reviewand

    developpoliciesrelevanttoneedsofyoungpeopleand

    representtheMovementonvariousplatforms.Forthe

    EmbracingChangeWorkingGrouptoadapttonewdemands,

    adjuststructurestothechangingtrends,takingintoaccount

    demographicchangesandmigration,diversecommunities,

    andnewtechnologies.

    TheimportancetounderstandthestatusoftheNSOs/NSAs,

    theirneedsandstrengths,ledtothetightening/updatingof

    theNeedsandStrengthsAnalysisFormwhichwasthen

    usedbytheRegiontohelpindetifywhatkindoftailored

    supportNSOsmightrequireandtheareaswheretheycould

    assist.InordertocompletethistaskIcloselycooperated

    withMaeliosaDeBuitlear(Ireland)andPetrPermiVanek.

    Manycommonareasofworkrequiredclosecooperationwith

    ourcolleaguesfromWAGGGS;settingjointobjectivesforthe

    EmbracingChangeWorkingGroup,aligningonissues

    regardingexternalrelations,aswellasprovidingsupport

    andadvisingthehostcountryforourJointevent,Roverway

    2012.TheJointWorkallowsustobenefitfromeachothers

    strengthsandtheexperienceswehaveineacharea;italso

    allowsustoshareresourcesand,mostimportantly,thespirit

    ofGuidingandScouting.

    Significanttimeandenergywasneededforthepreparation

    fortheWorldScoutConference.Regionalmeetingstook

    placetopresenttheRegionalScoutPlanaswellasthe

    operationalframework.AndIwasgiventheopportunityto

    havemeetingswithallmycontactcountries.

    AnotherveryimportantmeetinglastyearwastheEuroArab

    Meeting.Beingtheliaisoncommitteememberfortheeventgavemethepleasuretoliveauniqueexperiencewitha

    grandefinaleaDeclaration,whichseekstocapturethe

    essenceofthemeeting,committingtocooperationtoachieve

    thevaluesofpeace,socialadvanceandincreasebilateral

    dialogue.

    LastbutnotleastIshouldstressthecloserelationship,which

    isalsomaintainedwiththecontactcountries.Ihavenotyet

    completedallthefieldvisits,neverthelessIhaveemail

    exchangesorsometimesphonecommunication,inorderto

    informaboutregionalevents,supportopportunities,aswell

    aspossibleassistancefromtheRegion,andtheWorkingand

    CoreGroups.Thingshavestarted,thingsareprogressingbut

    wehavealongjourneyyettotravel.Wehaveourgoalsand

    wewontstopuntilwegetthere!

    Thefirstweeksandmonthsafterthe20thEuropeanScout

    Conferencewereparticularlybusy.Aswellasassistingwiththeinductionandcoachingoffournewlyelectedmembers,

    muchofmytimewasspentinrefiningtheObjectivesand

    ActionsfortheRegionalScoutPlan,helpingtodesignthe

    OperationalFrameworktosupportitsimplementationand

    recruitingthevolunteersneededtogettheworkunderway.

    AswellassomenewexperiencesliketheICCSSeminarin

    LuxembourgandtheISGFEuropeanConferenceinCyprus,

    timehasalsobeenspentwithmycontactcountries,

    particularlyLatviaandSpain.Moreattentionwillbegivento

    Hungaryinthecomingyear.Effortsareongoingtosupport

    thedevelopmentofanassociationinAndorraandwe

    continuetooffersomesupporttolocalgroupsinKosovo.

    ThepreparationsfortheWorldScoutConferencewere

    considerable,bothinpreparingfortheregionalmeetings,as

    wellasthebilateralmeetingswiththeEurasiaScoutRegion

    andAfricaScoutRegion.Severalitemsontheagendaofthe

    Conferenceandoutcomesarisingfromtheeventwereand

    remainofcloseinteresttotheEuropeanScoutCommittee,

    andasever,wearedoingwhatwecantoensurethatthe

    RegionandNSOs/NSAsinEuropeplaytheirpartin

    implementingtheResolutionsfromtheWorldScout

    Conference.

    WithClaudioBurkhardstandingdownasTreasurerafterten

    yearsofexcellentservicetotheEuropeanScoutRegion,time

    wasspentreviewinghisexperiencesandtherole.Through

    anopenprocess,weendedupelectingandappointingMarios

    ChristounostrangertotheEuropeanScoutRegion.Inthe

    currenteconomicclimatewehavebeenfollowingthe

    situationcloselytotryandensurethatwecontinuetodeliver

    thesamelevelsofservicetoNSOs/NSAs.

    Itsclearthatin2011/2012thereismuchtodoandIlook

    forwardtoplayingmypartinhelpingtoimplementthe

    RegionalScoutPlanandtheResolutionsadoptedatthe

    20thEuropeanScoutConference.

    WorkingwiththeNSOsrevealsthediversityofchallenges

    ScoutingisfacingindifferentpartsofEurope.

    TheconfirmationbytheWorldScoutConferenceinJanuary

    ofthepresentroleoftheregionsgivesastablebasisforthe

    future.Byincreasinglyengagingwithotherregions,weare

    makingapositivecontributiontotheMovementasawhole.

    Genderandcoeducation

    InlinewiththeevolvingScoutinglandscape,andconsideringthatallour41NSOsarecoeducational,WOSM'sroleinthe

    fieldofcoeducationhasbeenhighlightedinthecourseofthe

    year.Inlinewiththeworldpolicy"GirlsandBoys,Women

    andMenwithintheScoutMovement(WorldScout

    Conference1999),theRegionstaskistosupportNSOsto

    ensurethattheScoutingisadaptedtobothgirlsandboys.

    Genderisalsoanissueformanagementandgovernance.We

    needtoremainactivetoremoveanyremainingobstaclesto

    thefullparticipationofbothgendersinScouting.

    Financialcrisisandexternalfunding

    Thefinancialcrisisishavinganegativeimpactonour

    classicalrevenues.Onewaytotacklethisistosystematically

    seekexternalfunding.Eventhoughwecannotbesuccessful

    witheveryapplication,theresultshavebeenpositive:inthe

    yearsinceJuly2010wehavereceivedoverEUR250,000in

    externalgrants,andthetotalamountobtainedsince2008is

    aboveEUR500,000.Thismoneyisnotontheaccountsofthe

    Region;ithasbenefitedtheNSOsintheformoftravelgrants

    toregionaleventsandourpartnershipswithotherRegions

    havebenefitedtoo.Asanadditionalbenefit,application

    deadlinesencourageearlierplanningofseminarsandevents.

    FutureoftheEUbudget

    TheEUscurrentbudgetframeworkexpiresin2013andthenextonewillbedecidedinthecomingmonthsbythe

    MemberstatesandtheEuropeanParliament.Duetothe

    crisis,eachpartofthebudgetisunderstrictreassessment.

    Thisisacriticalperiodforouradvocacy:successorfailure

    nowwillhaveanimpactuntil2020.Togetherwithother

    youthorganizationsandtheEuropeanYouthForum,weare

    workingtoensurethatfundingisavailableforScoutingalso

    inthefuture.

    andchallengingone.Iamsurethetwoyearstofollowwillbenolessbusyandchallenging,howeverinsomeaspectsthe

    businessandcharacterofchallengemightdifferintheclose

    future.Forme,asanewmemberontheEuropeanScout

    CommitteethisyearmeantgettingtogripswithwhatI

    expectofmyselfandwhatothersexpectofme.Luckily,these

    weremostlythesamethings.

    OnlyafewweeksaftertheConferenceinBrussels,Igot

    struckbythenumbersofmotivatedvolunteersfromallover

    EuropethatofferedtheirservicestosupportScouting

    throughtheRegion.Thisstronglydemonstrateshowwefeel

    Regionnotbeinghereforusbutbeingsimplyus.

    BeingintouchwithNSOsshowsthatorganizationswantto

    contributetothePlanoftheRegionandnotonlybenefit

    fromit.IperceivearisingdeterminationonthesideofNSOs

    toshowcasetheirexamplesofgoodpractice(andthereare

    many!)andarisingdeterminationtohelpotherNSOsto

    growinbothqualityofScoutingandnumbers.Itisrewarding

    tostandinaplacewherewecansupporttheseeffortsandit

    isamazingtoseethatalotofthisishappeningonaNSOto

    NSObasis.BeinghereforNSOshasbeenaveryrewarding

    partofmyagendaasaCommitteemember.

    Togetherwehaveestablishedanewsupportstructurefor

    theworkoftheRegionandithasalreadyproveduseful.With

    moretimespentbyindividualvolunteersonworkingand

    coregroupsIbelievewewillbenefitfromtheoverlapof

    individualinvolvementsevenmore.

    Thiswasastartingyear.Wedohavethingsthatshouldbe

    improvedandimprovedtheywillbe.Thereisanamazing

    potentialinScouting(andforScouting)inEurope.Iam

    lookingforwardtothetimethatisleftuntilweallmeetnext

    timeinBerlininlessthantwoyearstime.Iampositivewe

    willhaveachievedthegoalwesetourselvesatthebeginning

    ofthetriennium.Andevensomewewillsetourselvesalong

    maximisetheirexperienceinvolunteering,aswellasto

    associationsacrossEurope.ScoutingNetherlandgained

    supportfromtheYouthinActionprogrammetoleada

    projectthatinvolvesassociationsfromBelgium,Czech

    Republic,Denmark,France,Netherlands,Portugal,Slovenia

    andSpain.WOSMandWAGGGSEuropeanRegionsare

    definitionforwhatismeantbyYouthEmpowermentinaScoutingcontextandtodocumentamodel,whichcouldbe

    usedasareferenceforworkinthisarea.

    Accordingtoourview,YouthEmpowermentrefersto

    promotingandgivingtoolstoempoweryoungpeopleforlife,

    throughbothyouthparticipationandyouthinvolvement,to

    preparingandgivingtoolstoadultsinScoutingsothatthey

    canachievethemission,andtoinvolving(givingroomand

    enabling)bothadultsandyoungadultsinthegovernanceof

    theMovement.

    YouthEmpowermentis,though,transversaltoallwedoin

    Scouting,anditispresentandimportantinthefollowing

    areas:

    - YouthProgramme- AdultResources- OrganisationalDevelopmentAEuroScoutDoconyouthempowerment,definingthe

    conceptandexplainingitsrelevanceandourapproachis

    Aspecificquestionnaireonyouthempowerment,onhowitis

    viewedwithineachNSOandonhowNSOsimplementit,is

    underpreparation,inordertogetanoverviewofthetheme

    atregionallevelandcollectgoodpractices.

    Wearepreparingareferenceonlinelibraryonyouth

    empowermentwhererelevantdocumentsandtoolswillbeavailable,aswellasexamplesofgoodpracticesatcountry

    level.Itishopedthatthefirstversionofthisreferencelibrary

    willbeavailableinthenextfewmonths.

    Concerningcommunicationanddissemination,weare

    currentlyworkingtoimprovetheyouthempowermentarea

    onEuroScoutInfo.

    TocontributetotheconclusionoftheAgoramanualisoneof

    ourcurrenttasks.

    MeetinginAlgiersandfacilitatedtwoworkshops:one

    ontheWorldScoutEnvironmentProgrammeand

    anotheronGuidelinesforYouthExchange.Thiswasagoodopportunitytoidentifyandenhanceknowledgeof

    themainexistingpartnershipsbetweentheEuropean

    andArabRegions.

    InNovember2011,the2ndEuropeEurasiaMeeting

    willtakeplaceandagain,theWorkingGroupis

    involvedintheplanningprocessinanefforttobring

    stronginputsonpartnershipsandyouthexchanges.

    - AdecisionwastakentoreinforcetheNorthSouthNetworkoftheEuropeanRegionandtomakeitreally

    theplacewheretheEuropeanRegionanditsNSOscan

    notonlyshareexperiencesofexistingpartnerships,but

    alsodevelopnew,biormultilateralpartnerships.Subsequently,theWorkingGroupwillnowplaya

    leadingroleintheplanningandorganisationofthe

    NetworksSpringMeeting,whiletheAutumnMeeting

    remainstheresponsibilityoftheNetwork.Thismodel

    wasputinplaceandthefirstnewSpringMeetingtook

    placeinRome,Italy,inMarch2011.

    Duringthatmeeting,theroleoftheWorkingGroup

    withintheNetworkandspecificobjectiveswere

    discussedandidentified.ThepositionofEuropeAfrica

    liaisonofficerwaspresented,whointroducedthe

    RegionsUNGUVUproject;objectivesofapotential

    followupapplicationwerealsodiscussed.

    toachieveinourwork.Ingeneral,theyemphasisethetwofoldnatureoftheresponsibilityputontheCoreGroup:on

    theonehand,torepresenttheMovementtowardsrelevant

    institutions,partners,stakeholdersandateventsonthe

    - thedropinthevaluesofthefinancialassetsand- theweakeningoftheexchangerateoftheUSD(the

    currencyofourmainsourceofincome)againsttheCHF

    (mainly)andtheEUR(theoperatingexpenditure

    currenciesofoursetup).

    Whatweneedthereforeisastrategy:

    - tomaintain(andevenimprove)ouractivitylevelwithobviousbudgetconstrainsand

    - tostrengthenthediversificationofourincomesourcesdevelopingstrategiesandexploitingopportunitiesin

    Europe.

    Itisimportantofcoursetomaintainandimproveour

    financialmanagementsystemsandcontrols,byintroducing

    andoperatingcloselymonitoredcashbudgetstoensurethat

    thecurrentvolatilityofthemarketshaveaminimumimpact

    onourperformanceindeliveringtheRegionsserviceto

    NSOsandNSAs.Thishastobewithinthemoralandethical

    parametersofourMovementandofcoursewithinthecareful

    theFriendsofScoutinginEurope(FOSE)isthemost

    successfulofouractivities.Some400personalitiesareFOSE

    (1/3forlifeand2/3onanannualbasis),andcloseto

    CHF700,000havebeenraisedovertheyearswithinthis

    programme.TheFriendsorganiseanannualgathering,

    wherejustover10%ofthemmeetforalongweekendina

    CentralorEasternEuropeanmembercountry.

    OursuccesswithintheFOSEframeworkismainlyduetoa

    FriendsorientedpolicyofNationalandInternational

    gatherings!Wealsohaveahandfulofveryskilledandgood

    workingSuperFriends,whowithintheirowncountryare

    keypromotersoftheFriendsofScoutinginEurope.

    TheFriendsandotherpersonalitiesarealsoactiveas

    salesmenforthesmallprojects.Smallprojectsarehands

    onprojects,confinancedbytheFoundationwithamaximum

    amountofEUR3,000perproject.Eligibleprojectsareusually

    implementedatgrouplevelandwillhavebeenacceptedby

    theInternationalCommissioner,aswellastheRegional

    DirectoroftheEuropeanScoutRegion.Webelievethereis

    roomformoresmallprojects,andwelcomeapplicationsfor

    projectsinordertofurthercontributetothegrowingof

    OtherwiseintheBrusselsOffice,ourrelationswiththe

    CouncilofEurope,EuropeanCommission,European
