An official letter is a letter written in a formal, official capacity to discuss
something with a colleague, a superior or with anybody else in the business
circle. Official letters are typically written to carry forward an alliance or discuss
some details of a deal.
They’re mostly written to and from people who know each other well in an
official capacity and wish to take some deal or agreement further. Official letters
may concern deliveries of goods, parcels or shipments, or even meetings and
conferences or budgets.

• Since most official letters are written to a person who’s known to the writer, the
tone of the letter need not be exceedingly polite. Instead, it should be practical
and concise, so that the objective of the letter is established quickly.
• Official letters rely a lot on past details, such as conversations or meetings or
receipts. Therefore it is important to mention these and also attach the relevant
documents if necessary.
• Official letters will also include plans for the future. The writer may ask the
receiver of the letter if he/she approves of so-and-so development or if he/she
is willing to go ahead with so-and-so plan.

is requestfog evacuation scjieme for the project to 66/llkV Kogali substation at.,., 6.6kV
voltage class.

respect of the request made by the finn duly furnishing the details as per the Annexure

Anent to the above, provisional interconnection approval for 50MW solar power plant near
Telekhan, Yerdoddi & Baggalagudda Villages, Lingasugur Taluk, Raichur district was communicated
vide T.O letter cited under ref (4) with validity up to 19.07.2017 with a condition to furnish work
completion report & CEIG approval of plant end to the Chief Engineer, Transmission Zone,
KPTCL, Kalaburagi before interconnecting the plant with the Grid. Now, you are requesting to
issue extension of time period for provisional interconnection approval and have furnished CEIG
approval for 25MW out of 50MW capacity vide letter cited under ref (3). In this context, I am
directed to obtain the CEIG approval before considering your request for extension of time period for
provisional interconnection approval. Further, you are requested to comply all the conditions
stipulated in provisional interconnection approval communicated vide letter cited under ref (4) in case
of seeking regular interconnection approval.

Ref: 1. Your Letter No. EN 13 VSC 2015, dated 2nd May 2015 addressed to the Secretary, MoP, Go! with a copy to this office.
2 . Your Letter No. EN 66 VSC 2013, dated 30th June 2014 addressed to this office.
Anent to the above, KPTCL had proposed seven projects costing
Rs.90619 Lakhs to be taken up under "Green Energy Corridor" wherein, the
funding pattern would be in the ratio of 40:40:20 with 40% to be sourced as
loan from KfW', Germany, 40% to be released as grant from 'National Clean
Energy Fund' from Govt. of India through Ministry of New and Renewable
Energy (MNRE) and the remaining 20% being equity contribution from the
Government of Karnataka.
0 In this context, in the letter no. cited under reference, a request has been placed from your office to the Secretary to Government, Govt. of India,
Ministry of Power, New Delhi, to lend the loan from KfW, Germany directly to . .
KPTCL. It is learnt that the said request has not been accepted by Ministry of
MNRE.
Further, in your office letter no. cited under ref (2), it has been informed
that the equity portion of 20%. of the project cost has to be made by KPTCL
itself.

These projects are to be taken up on top priority considering the
Renewable Generation projects that would be coming up in the near future
and for augmenting the existing network capacity for smooth evacuation of
Renewable Power. And as such, tendering of works has to happen in the next
two months.
Since the State Government is not inclined to give its concurrence for
availing loan from KfW, Germany, the KPTCL is intending to go ahead with
these projects by borrowing loan from financial institutions/ commercial
Bank~. Under these circumstances, KPTCL expects that the below appended
proposals be approved / taken up with the Ministry concerned as. the case
may be, in order to provide much needed comfort on KPTCL's investment
considering the volume of the project cost. This would help to expedite taking .
up of the identified projects under 'Green Energy Corridor" without further
delay.
a) Allotment and release of Rs.18200Lakhs by the Govt. of Karnataka towards 20% of the project cost as equity contribution instead of KPTCL bearing the equity.
b) Release of 40% of the project cost amounting to Rs.362.4 76crores as grant directly to KPTCL by Ministry of MNRE. Government of India,may be requested to delink the grant portion from the KfW loan and pass it on to KPTCL.
c) AlsoMinistry of power may be requested to permit KPTCL to go ahead with tendering activities in anticipation of grant from MNRE and execute the works as approved by CEA.
Early action in the matter is kindly solicited.
