Stella Flores and Cathy Horn highlight the individual, demographic/geographic and federal, state and institutional policies that are associated with Latinos gaining access to college in different states. Among their key findings are that: (1) undocumented Latinos are more likely to attend college in states with an in-state resident tuition policy, and (2) multiple policies (i.e., tuition, affirmative action, immigration, financial aid, admissions, etc.) come into play as students seek to enter higher education, making the college choice and enrollment process quite complicated.
