Cada 22 de marzo gentealrededor del mundo cele-bra el Día Mundial del

Agua. La celebración de este recurso devalor vital, medioambiental, social,económico e incluso político es impor-tante en todos los sitios. En la árida Cal-ifornia, este día será celebradoreafirmando nuestra resolución de tenercuidado de este caro recurso y jurandohacer de su conservación una parte denuestra forma de vivir.

El agua es una parte integral denuestra forma de vivir. La usamos paraactividades como el baño, cocinar, jar-dinería, deportes acuáticos, agricultura,producción industrial, y empresas com-erciales. Sin suficiente agua, todos losaspectos de nuestra existencia pasaran aser dificultosos y nuestro bienestareconómico será puesto en peligro.Aparte de nuestras necesidades más in-mediatas, precisamos agua para conser-var nuestro medioambiente y las otrasespecies que lo comparten con nosotros.El agua forma tanto parte de nuestrasvidas diarias, que difícilmente nos

damos cuenta del valor que tiene y de-safortunadamente la usamos sin pensaren su escasez. Esto es algo que necesi-tamos cambiar. No podemos seguirusándola sin pensar en ello, pero debe-mos aprender a conservarla y usarlasabiamente por nuestro bien y por elbien del medio ambiente en el cual vivi-mos.

La celebración de este año del DíaMundial del Agua da principal impor-tancia a compartir este recurso junto aotras necesidades, especialmente enestos tiempos de creciente escasez. Estoviene verdaderamente a tiempo para lascomunidades de Santa Clara Valley. !No hemos tenido mucha lluvia por tresaños! Este es nuestro tercer consecutivoaño de esquía. Nuestras reservas deagua locales están bajas. Normalmenteimportamos un 50% del agua de tresfuentes distintas, el State Water Project(SWP), el Federal Central Valley Project(CVP) y Hetch Hetchy. De todosmodos, el agua de los proyectos es-tatales y federales viene hasta nosotros através del Delta, el cual también requiereagua para que se mantenga o no serácapaz de proveer la misma cantidad de

agua como antes. El único recurso quenos queda es el camino de la conser-vación. En el último par de anos,nosotros en el condado de Santa Clarahemos estado pidiendo la reducción vol-untaria del agua consumida hasta un10%, peor de momento solamentehemos alcanzado una reducción del 6,5%.

El desafió que encaramos es simple:Cubrir las necesidades de una poblacióncreciente con un descenso del sumin-istro de agua, mientras que al mismotiempo adjudicamos suficiente cantidadpara conservar el medio ambiente quenos provee esa agua. Esto solo puedehacerse si todos nosotros nos retracta-mos juntos y usamos nuestro agua de laforma mas eficiente posible.

Hay unas cuentas cosas quenosotros podemos hacer. Un diseñoapropiado de nuestros céspedes y jar-dines basado en plantas nativas califor-nianas y que toleren la sequía puedenhacer mucho de acuerdo a nuestro uso.Las plantas nativas necesitan muchomenos agua. La misma idea puede serusada en el sector agrícola. Cultivandoplantaciones que pertenecen de forma

natural a nuestro clima, y que además,no requieren abusiva irrigación, grandescantidades de agua pueden ser ahor-radas.

Hay muchas acciones que puedenser implantadas a nivel individual y fa-miliar. Usando cabezas de ducha de bajoflujo, retretes y lavadoras de alta efi-ciencia, tomar duchas mas cortas, mini-mizar el uso de agua en actividadescomo lavarse las manos o cepillarse losdientes son solo algunas de las ideas.

Simplemente siendo mas con-sciente de como usamos el agua es, porsi mismo, un gran paso hacia su conser-vación. Educándonos a nosotros mis-mos y a nuestros hijos a apreciar el valorde este recurso, compartiendo nuestrasideas con otros en nuestras comunidadesy usando foros como el Día Mundial delAgua 2009 para discusiones de grupomás amplias, son formas fáciles de in-crementar nuestra atención sobre lanecesidad sobre el uso del agua sabia-mente.

El agua reciclada es otro método deconservación del agua. En California, elagua esta en demasiado corto suministropara ser usado solo una vez. Nuestra

meta es usar el agua una vez parabeber y al menos una vez mas pararegar nuestros céspedes y planta-ciones. De hecho, muchas de lasfresas y plantas de ensalada que unocome crecen ahora gracias al aguareciclada. Algunos de los parques ycampos de fútbol en los que jug-

amos son regados con agua recicladatambién. Así que, da la bienvenida alagua reciclada dentro de la conservacióny por favor, obliga a tus representantesen el Gobierno a expandir el uso delagua reciclada de una forma más agre-siva.

The basic thrust of Supervi-sor George Shirakawa’s ap-proach regarding the

development of the Santa Clara CountyFairground is to be commended be-cause it addresses directly the need totransform this real estate asset from anout of date county fairground to an ath-letic facility which would generate rev-enues. Imagine the county planningstaff being directed to think of how toconvert that land from, what it is todayto what it could be tomorrow, with adevelopmental plan that results in a fa-cility that creates jobs and generatesrevenues on county owned property.

What could be developed there isan athletic park having a professionalbasketball arena, as well as a footballstadium, with some land devoted tosoccer fields and open space that couldbe used as a park by local county resi-dents. This approach would create jobsfor many in that neighborhood, whichhas a sizable ethnic resident commu-nity, that needs every opportunity pos-sible to allow its best and brightest topersonally aspire to develop intoskilled labor or trained professionals.

The prior developmental planningdevoted itself towards creating afford-able housing, a retail mall of sorts, and

left some open space for athletic fieldsand parks. The problem with this ap-proach was that The City of San Josewould be the source of utilities (sewersand water lines) as well as communitysafety (police and fire protective serv-ices). These urban oriented develop-ments would have resulted in providinga gift of developed property whichcould be incorporated by the City ofSan Jose without any consideration forproperty whose estimated value is $3million per acre. That piece of openland, all 150 acres of it, represents areal estate asset worth $450 million. Itmakes sense to have the County ofSanta Clara retain ownership of thatproperty while benefiting from devel-opments which generate needed rev-enues to help mitigate the structuraldeficit of current county operations.

It will not be long before the hor-rendous county budget process for fis-cal year 09/10. The Board ofSupervisors has just received recom-mendations regarding the midyearcounty budget adjustments for fiscalyear 08/09. Mental health services, so-cial services and health care serviceswill present major challenges to the Su-pervisor because the recent budgetadopted by the State Assembly and the

Governor contains reductions whichwill require the electorate to approve(or disapprove) this coming May 19th.

An example of the current direbudget situation (fiscal year 08/09) isthe preparation and submittal of theDepartment of Mental Health (Ms.Nancy Peña, Chair) which must planfor the first real reduction in staff by118 full time positions in order to re-duce expenditures by $22.5 millionThis Mental Health Department’sbudget now at $280 million, was about$340 million per year a few years ago.This coming year it must reduce staffand service levels simply because ofthe lack of funding at needed levels.And the ‘one-time ‘ reserves whichhave been used to slow down these re-ductions are approaching critically lowlevels.

This is the time when the county iswell advised not to sell off its assetssuch as the land at the Fairgrounds.Rather, it is the time to really considerhow to make its assets earn revenues.It is this approach by SupervisorGeorge Shirakawa, Jr., representingDistrict 2, that is not only refreshingbut essential if the structural deficit isto be addressed and hopefully miti-gated.Δ

Santa Clara County FairgroundDevelopmental Possibilities

It was the best of times, when everybody wanted to be a millionaire, andmany certainly were, even with more than a few billionaires here in Sili-con Valley. But suddenly at the end of last summer, an ill wind blew out

the confidence of the American Dream-that each generation of children wouldhave a better life than their parents: more education, higher pay, bigger home,faster cars, exciting vacations, longer and healthier lives, and lucrative invest-ments with adequate Social Security to pay for a leisurely retirement. This wasthe American Dream and not a bad dream at all.

But last September our nation suffered a rude awakening not seen for 79years, coincidentally, also a September in 1929. Back then, the Stock Marketfell as the exuberance of the Roaring 20s tumbled down with stock values ofU.S. corporations all but worthless, initiating more than a decade of millions ofworkers locked out of factories, farmers evicted from their land, homes fore-closed, half mile soup lines, workers seeking any job, at any wage, under anyconditions. That generation’s American Dream died along with trust in banks,big business, government regulators, and Herbert Hoover’s Republican Party.Democratic President Roosevelt promised a New Deal of actual, non-apologeticgovernment management our nation’s economy to ensure a social safety net foreveryone. The Social Security Act of 1935 created that safety net with the majorstrand being Social Security retirement income for all workers who henceforthwould contribute a portion of their income throughout their years of labor in orderto have a modest income for the rest of their lives after retirement at age 65 orearlier if disabled.

Those contributions are deducted under the Federal Insurance Contribu-tions Act (FICA) to pay for Social Security Retirement and Medicare, at a rate of7.65%, with employers contributing an equal amount on wages capped at$106,800 in 2009. However, this is limited to wages from labor of any type, whileincome from “passive” non-labor activities such as investments, interest, capitalgains, and dividends is excluded from FICA deductions. Thus the wealthiest,who make their money from financial transactions, are spared this tax that all oth-ers who earn their income from the sweat of their labor must pay for every dol-lar they earn up to the cap. High-income earners pay up to the cap, with incomeafter is untaxed for FICA. A sweet deal for the professional and executive class,who benefit in many other ways in our class-based society.

But as banks, stock brokers and other financial manipulators are beingbailed out of their self-created meltdown by Congress and President, a stealthplan is being proposed by so-called conservative think tank operatives to use theSocial Security fund, presently $2.5 trillion of accumulated workers’ and em-ployers’ contributions, to pay for the bailouts that continue to be enacted. But thisplan is actually what has occurred since the so-called Reagan revolution, thatcombined tax cuts for the wealthy with higher spending on military adventuresin Central American and Star Wars. Bush II took this path to an exponential de-gree by entering two wars paid for “off the books,” while granting an even highertax cut for the wealthiest class. After eight years of un-reality accounting in thefederal budget, along with un-reality in the private financial sector, the expectedfiscal crisis is here! The trillion-dollar war and the trillion-dollar Wall Street melt-down is the perfect storm that hit our nation. As we wallow in underwater homemortgages, deadly quagmires in Iraq and Afghanistan, business failures andfactory closing resulting in 10% unemployment, we may see ourselves in thesame leaky boat called America.

But the super-wealthy, Bernard Madoff and Henry Paulson and their class,eagerly pursue one more roll of the dice in our casino economy: they want topay for the bailouts with the American workers’ Social Security trust fund. Con-gressional and White House lobbing for this stealth campaign is in full swing.. Arewe going to let them financially rape us yet again?

The city of San Jose has metits goal of being a leader in“green innovation” by re-

ceiving the top certification from the US

Green Building Council. The LEED-EBPlatinum award certification is awardedto cities whose buildings demonstrateenergy, water and natural resource sav-ings.

“It’s about leading by example,”

said San Jose Mayor Chuck Reed. “Wehope other cities throughout the worldwill follow our example.”

In order for city buildings to receiveLEED-EB (The Leadership in Energyand Environmental Design) Platinumcertification from the US Green Build-ing Council, it must lower operatingcosts and increase asset value, reducewaste sent to landfills and conserve en-ergy and water. It must also provide ahealthier and safer environment for oc-cupants, reduce harmful greenhouse gas

emissions and qual-ify for tax rebates,zoning allowances

and other incentives.“Everyone had a hand in this ef-

fort,” said San Jose City Manager DebraFigone. “We are all working with greensupplies as well as new computers.”

Figone added that CityHall conserves energy by installing en-ergy efficient lighting and windows.“We also recycle 90 percent of all of ourwaste including electronics,” Figonesaid.

Dan Geiger, executive director ofthe US Green Building Council-North-ern California Chapter said that world-wide, buildings are responsible fornearly 40 percent of air emissions.

“If we had more buildings like thisone we would cut down on air pollu-tion,” Geiger said.

Geiger also praised the environmentthat the City Hall buildings provide forits employees. “This building is full offresh air,” Geiger said. “It makes peoplejust want to come work here.”

San Jose City Hall joins three officetowers owned by Adobe as downtownSan Jose’s only Platinum-rated greenbuildings.

“We are truly proud of this achieve-ment,” said Mayor Reed. “It is now timefor other cities to play catch up.”

San Jose, CA - SupervisorCortese has proposed thatthe county develop major

solar power plants and other solar fa-cilities on county lands.

Citing interest and fundingavailable on the state and federallevels and in the private sector,Cortese has asked for the identifica-tion of county owned properties thatcould be suitable to housing majorsolar plants, for the purposes of gen-erating energy for self use, possiblesale to other entities, and to create astream of commerce for the county.

Cortese says that a 50 MW plantcould generate enough power to off-set the county’s $20 million annualpower cost—diverting money savedback into essential services like Val-ley Medical Center and publicsafety. In addition, under new stateand federal mandates, the countymay be able to produce solar powerfor the grid in exchange for millionsin cash compensation through jointventures with utilities and others.

“The County has unique andplentiful assets that could be com-patible with the world of renewable

energy” said District 3 SupervisorCortese, adding, “at least 10,000acres of county lands are already tra-versed by major electrical facilities”.He further added that “the potentialsavings to our own electricity billscoupled with the possibility of beinga market participant for new revenueis very exciting and warrants a com-prehensive review.” The Board ofSupervisors will consider Cortese’srequest at their March 24th meeting.Δ

Supervisor Cortese proposes locating majorsolar energy plants on county lands

SAN JOSÉ - Echoing thePresident’s ongoing mes-sage to support struggling

Americans during the current reces-sion, it has been announced that theCity of San José will receive$4,128,763 in funding to supportlocal homelessness prevention serv-ices.

As part of the $787 billionAmerican Recovery and Reinvest-ment Act of 2009 signed by Presi-dent Obama on February 17, thefunding for San José will be coupled

with an additional $717,484 grantedto programs from Santa ClaraCounty that address homelessness.

The majority of funding will bededicated to providing permanenthousing for homeless families andcontinuing services that assist themin maintaining their current housing.Funds will also be used to providesupport services to homeless indi-viduals, mentally ill clients, and vet-erans who are homeless or needassistance in being re-trained for per-manent jobs. In the tune of nursery rhymes and musicals, vet-eran director Pam Walton (Liberty: 3 StoriesAbout Life and Death, Call to Witness) pre-

sented Raging Grannies, a group who uses quirkystreet theater to protest causes dear to them. Fromwomen’s rights to anti-military recruiting, the antics ofthese grannies were presented in a 20min.film atCinequest Festival.

Initiated to protest the use of nuclear submarinesin 1987, the Raging Grannies quickly became a viralspectacle in the media. Thanks to their non-threateningappearance and outrageous costumes, the women inthis group have progressed myriad social issues that itseemed no ordinary group could.

Even though they dress in spectacular hats andeye-catching attire, this is-at heart-an organization ofwomen with a mission, using the street as their stage tofight for what they believe in. ∆

Desgarradores testimonios de familias víctimas de las redadas fueron expuestos ante el Congresista Luis Gutierrez y la Vo-cera de la Casa de Representantes de los Estados Unidos, Nancy Pelosi en la ciudad de San Francisco el pasado 7 demarzo.

En un evento auspiciado por el Congreso Hispano Caucus, esta presentación forma parte de una gira nacional titulada FamiliasUnidas 2009 a la que sorpresivamente Nancy Pelosi apareció y sorprendió a la prensa y público asistente.

“Estamos trabajando con los miembros del Congreso y el Presidente Barack Obama a lo largo de todo el país para ver qué es posi-ble hacer en el Congreso”, dijo a EO Nancy Pelosi.

Pelosi dijo a su vez que se deben parar las redadas, son anti-estadounidenses. “Tan solo de escuchar casos de familias donde lospadres han sido deportados en medio de la noche esto es anti-estadounidense. Nos urge una reforma migratoria comprensiva y nostenemos que sentar a conversar de este asunto. Espero que sea este año”, explica Pelosi.

“Ninguna ciudad en Estados Unidos se ha salvado de los efectos devastadores de este desquebrajado sistema. El sistema de in-migración de los Estados Unidos está roto y somos testigos de este desastrozo resultado y tragedia que han causado a las familias deGuadalupe, José y Lucía”, dijo el Congresista Luis Gutiérez ante una multitud de casi 400 personas en la Iglesia San Antono alreferirse a los testimonios de familias que están sufriendo las consecuencias de las redadas quienes expusieron su caso durante la gira

As a part of the 2009 “Family Unity” NationalTour sponsored by the Congressional Hispanic Cau-cus, the audience and the media were surprised andpleased that Nancy Pelosi showed up March 7th at theSan Antonio Church.

“Members of Congress are working across thecountry and then with the President to see what is pos-sible in this Congress,” said House Speaker Pelosi.

Pelosi stated: “We must stop the raids. They areun-American. Just the idea of the stories we heard ofpeople kicking in doors in the middle of the night, de-porting fathers, and separating them from their chil-dren, is un-American. We need something bigger. Weneed to stop the raids. We need to have comprehensiveimmigration reform, and we have to set the time tablefor how we can get that done. I hope it will be thisyear.”

“No city in America has been spared the devastat-ing effects of our broken system,” said Rep. Gutierrez.“As a nation —as citizens —we cannot wait any longerfor fair and just immigration reform. America’s immi-gration system is broken, and we are all witness to thedisastrous results and tragedy this has caused toGuadalupe’s family, Jose’s family and Lucia’s family.”Around 400 people attended this important event.

Goals of the Obama administration “The Obama administration is about justice and

fairness. He knows that we cannot go on in the situa-tion where we are separating families, not unitingthem. Family reunification has always been a principleof our immigration policy and now this policy is sep-arating families under the Bush administration. WithPresident Obama we are really blessed to have some ofhis intellectual vision, strategy and eloquence,” saidPelosi.

She added: “I know that President Obama wantsfamily unification. He wants people to straighten outthe situation and he and the Congressional HispanicCaucus will be discussing what the best way is to dothat. But we have certain principles: We want familyunification. We want fairness. We want respect forevery person.”

Tour comes to San Jose on April 18thOn April 18th the tour will arrive in San Jose at

6pm at St. Victor’s Parish located at 3108 Sierra Rd.The Family Unity Tour began on February 27th in

Providence, Rhode Island and later continued in At-lanta, Ontario, San Francisco, El Paso, Los Angeles,Dallas, Chicago, Milwaukee, Orlando,Philadelphia,and Salinas. The tour will end on April26th in Nashville,Tennessee.

El día 17 de marzo se celebra en el mundo, el díade San Patricio, fiesta de origen irlandés quehonra al Santo, quien fuera el misionero que

evangelizo y llevó el Cristianismo a la Isla en el siglo 400DC.

San Patricio nació alrededor del año 389 en Escocia, sunombre real era Maewyn Succat, fue un joven ejemplar,cuando llegó a la edad de 16 años fue secuestrado por unoscorsarios, quienes lo vendieron como esclavo. Durante susseis años de cautiverio, él encontró su fortaleza para seguiradelante, en la fe religiosa. Después que escapó, San Patri-cio estudió religión en Europa occidental y viajo a Irlandapara llevar la palabra de Cristo a la isla. Él se acostumbró ausar el trébol de tres hojas, como una metáfora para explicarel concepto de la Trinidad (padre, hijo y espíritu santo.) Entiempos modernos, el trébol también se usa como símbolode prosperidad y anuncio de tiempos mejores.

Una antigua leyenda, relata que San Patricio, condujo atodas las serpientes fuera de Irlanda, llevándolas hasta elmar en donde perecieron ahogadas. La serpiente era un sím-bolo pagano venerado en Irlanda, hasta que el cristianismosurgió en el año 444 de nuestra era.

Durante la semana que se conmemora a San Patricio,los creyentes suelen vestir prendas de color verde, ya que élha sido por decreto popular, declarado como el Santo pa-trono de la prosperidad.

Fieles de muchas partes del mundo, aseguran haber sidoreceptores de grandes milagros, cuando han acudido con feal patrocinio de San Patricio. La primera vez que se celebróen el continente Americano la conmemoración en honor aSan Patricio, fue en 1773 en Boston, Massachussets.
