Mouza-Ikrah P.O. Nandi, Dist-Burdwan, West Bengal at Latitude: 23°41’34.89” N”,
Longitude: 87°06’21.24 E, ASML 389 m for production of production of Sponge Iron
from 117,000 to 177,000 TPA, Billet production from 192,000 to 318,000 TPA and
production of 12,00,000 TPA Pellets by installation of DRI kilns (1x200 TPD), Induction
Caster and Pellet plant (2x0.6 MTPA) along with Captive Power Plant (1x15 MW)
respectively The company was set up in the year 2008 initially after obtaining CTE from
West Bengal Pollution Control Board on 15.05.2008 for setting up of steel plant for
production of 57,000 TPA Sponge Iron through 2x95 TPD DRI Kiln. The existing plant
area is 16.18 Ha. Environmental Clearance for installation of the above Units were not
required as the projects were installed prior to EIA Notification, 2006 and
environmental clearance as per EIA Notification 1994 was not required as the project
costs were less than 100 / 50 Crs.
The company is now seeking environment clearance for for installation of 1x200 TPD
DRI Kiln for production of 60,000 TPA Sponge Iron, 2x20 T Induction furnaces along
with 1x20 TPD Ladle Refining Furnace and 1x15 Ton AOD with Billet casters (6/11mm)

The land use is Industrial. Existing land of the plant is 16.18 Ha. Additional 14.58 ha.
land shall be acquired for the proposed expansion. Land is partly acquired by the project

Water requirement
The requirement of makeup water for industrial and domestic purposes after the
proposed will be 1830 KLD. The requirement will be met from Ajay River. Permission
for the same shall be obtained from concerned department. Existing permission for
water requirement is permitted from Asansol Durgapur Development Authority.

Power Requirement
The plant at present requires 24.5 MW power which is provided from the existing Captive
power plant and state electric board. It is now proposed to install a Captive Power Plant of
15 MW to produce electricity more economically by utilizing waste heat of gases from

Executive Summary
four Sponge Iron Kilns and also utilizing the solid waste produced as Char in the making
of Sponge Iron, along with cheap low quality coal. The aim is to reduce the cost of
electricity and improve the viability of the plant. The total power requirement after
proposed expansion will be 50.3 MW which will be sourced through captive power plant
of 27 MW and balance power will be sourced from state electricity board after due
permission.

Sponge iron Plant
Proven technology of Coal based Rotary Kiln process- Solid reduction is being used in
the existing Sponge Iron kilns of 2x95 & 2x200 and comprise the following major
facilities:

Two numbers of 95 TPD and one 200 TPD rotary kilns producing 117,000 metric tons of
sponge iron annually considering 300 working days. It has been proposed to enhance
the sponge iron production from 117,000 to 177,000 TPA by installing the additional
kiln of 1x200 TPD which will be operated for 300 days. The raw materials required for
sponge iron production are high grade ores/pellets and non-coking coal. Iron grade

limestone in small quantities is also required. The annual requirement of raw material
for the production of 177000 MT of sponge iron is as below. Sponge iron is presently
being used in-house for production of liquid steel in steel melting shop.
Steel Melting Shop - Induction Furnace:
Induction Furnaces are meant for use of Sponge Iron as major raw material to produce
mild steel. These furnaces work on the principal of electromagnetic induction. High
Tension power supply is transferred to the converter through step down transformers
where power is converted from AC to DC. 605 KVA (132, 33, 440KVA) Furnace
Transformer has been provided with each furnace and 220 KVA Auxiliary Transformer.
The three phases Oil Immersed Transformer is rugged designed to meet the
requirement of lad redefining operation. It will be of continuous duty. The selection of
secondary voltage is effected by means of triple pole remote operated on load, tap
changer. The transformer is designed for forced cooling and the oil is circulated in the
heat exchanger (mounted on tank) by means of an oil pump, and is cooled by water. In
the water circuit, a flow meter with electrical contacts is provided which gives an alarm
in case the cooling water rate falls below the set value. The primary terminals of the
transformer are terminated on top of the tank into HV bushings and the secondary
terminals in heavy sectional copper bars.
Continuous Casting Machine
The ladle containing liquid steel is placed on the turret and brought over the tundish.
The tundish act as a buffer and enable the liquid steel to move homogeneously down
through nozzles, provided at the bottom of the tundish into moulds. The automatic
mould level controller controls the steel level in the mould. The subsequent primary and
secondary cooling transform the liquid steel into billets of the required dimensions and
is drawn out with the help of a withdrawal and straightener unit and cut into required
length by the online shear provided in each strand. Once a ladle is emptied another ladle
is brought into the casting position and the casting continues. The billets are mostly
shifted continuously with the help of conveyer to slow speed rolling as well as high
speed rolling mills.
Present production capacity of MS Billet is 192,000 TPA and after proposed expansion
there will be feasibility to produce 318,000 TPA Mild Steel Billets. It is used for making
TMT Bars in the Rolling Mill and sold in the market as such.
Rolling Mill
The billets produced in CCM (Size-100x100, 150X150 mm and 125x125 mm) will be fed
directly to existing Hot Rolling Mill complex of 550 TPD Capacity.
It is envisaged that hot billets coming out from billet caster at 950-10000C will be
directly rolled without re-heating. Billets which will not be rolled directly due to mill
being down or any other reason will be sold in the market.
Captive Power Plant

Executive Summary
It has been proposed to expand the capacity of the Captive Power Plant from 12 to 27
MW using Steam Turbine Generator set. Steam required for generation of 27 MW shall
be approx. 150 TPH proposed from following sources.
Installation of One WHRB (Waste Heat Recovery Boiler) for proposed expansion
and existing three WHRB are capable of producing 9T/h of steam corresponding
to 2 MW each (total 12 MW) from the hot flue gases produced by 95 and 200 TPD
capacity DRI Rotary Kilns.
Installation of AFBC (Atmospheric Fluidized Bed Combustion) type boiler for
steam generation using waste char as fuel supplemented by coal firing to the
extent required. Capacity of the three boilers combined is proposed as 90 T/h of
steam corresponding to 15 MW to ensure production of total 27 MW power.
Impact on Air Environment and Mitigation Measures
During operational phase air pollution shall be from Induction Furnaces, CCM, DRI Kiln,
Pellet Plant, Captive Power Plant and Material Handling areas. Dust and gaseous
emission are expected during transportation of raw materials, dust generated during
loading and unloading and transportation of material, charging of raw materials in DRI
Kiln, Induction Furnace, Pellet Plant, Operation of DRI Kiln, melting operation in
Induction Furnaces and Grinding operation in Pellet Plant. Fugitive emission is also
generated due to vehicular movement in the premises.
Impact on Water Environment and Mitigation Measures
Total water requirement for complete unit after expansion shall be 1830 KLD. This
requirement will be met through Ajay River. Waste water generation from the proposed
operations will be due to blow downs from cooling towers, DM unit regeneration
wastewater, back wash from Softening Plant, CT Blow down from Rolling Mill ETP and
Softening Plant back wash, DM plant wastewater will be collected and utilized
quantitatively for slag cooling. The sewage & sanitary wastewater from toilets,
washrooms and canteen shall be treated in septic tank and waste water, if any shall be
used for horticulture
The plant has been designed based on maximum recycling and zero liquid effluent
discharge and will have less impact on ground water as well as surface water hydrology
in this region. Rainwater harvesting will be taken up as a measure to conserve water.

viii. Baseline environmental data– air quality, surface and ground water quality, soil
Characteristic, flora and fauna, socio-economic condition of the nearby population
To predict the impact of the proposed activities on the surrounding environment, the
current baseline environmental status was studied by collecting the data and carrying
out monitoring for the period of 1st October to 31st December 2020. The baseline data
for ambient air quality, surface and ground water quality, noise and soil quality was
collected and analyzed for various parameters are as per norms.

Hazardous Waste: No Hazardous waste shall be generated from the project, except
Used Oil (50 KL) and shall be sold to the registered recycler. All solid and hazardous
wastes shall be disposed as per Hazardous and Other Wastes (Management &
Transboundary Movement) Rules, 2016 and Solid Wastes Management Rules, 2016.
Workers will be informed, kept aware and trained about occupational health hazards,
due to such activities. Workers health related problem if any, will be properly addressed.
x. Emergency preparedness plan in case of natural or in plant emergencies:
On-site and Off-site Emergency Preparedness Plan has been developed to control
emergency situations. The emergency control room and Assembly area shall be set up at
a safe location and marked on the site plan and will be manned round the clock. The
control room will be activated in case of an emergency to direct and co-ordinate the
operations to handle the emergency. It will be furnished with external and internal
telephone connections etc; list of essential telephone numbers; list of key personnel and
their address; fire fighting system and site plan. Depending upon site requirements,
additional control room will be considered.
xi. Issues raised during public hearing and response given
Public hearing issues will be incorporated after the public hearing conducted by WBPCB.
The social activities will be undertaken based on the issues raised during the public
hearing
xii. Occupational Health Measures:
The project proponent strongly believes in the safety and health of the workers.
Suitable Mitigation Measures will be taken by M/s Maan Steel & Power Ltd. to ensure
complete workplace safety. In the event of disaster onsite, offsite and all the emergency
planning procedures will be followed so as to minimize the impact on working
personnel, plant surrounding and environment. The company will conduct regular
medical checkup of the worker and on the safer side there will always be a rotation of
the job for the worker who are exposed to dust and high noise. M/s Maan Steel &

Executive Summary
Power Ltd. shall establish procedures and systems for reporting and recording of
Occupational accidents and diseases and dangerous occurrences and incidents. All
reported occupational accidents, occupational diseases, dangerous occurrences, and
incidents together with near misses shall be investigated with the assistance of a person
knowledgeable/competent in occupational safety. A capital budget of Rs. 40 Lakhs has
been earmarked for OH&S.
xiii. Greenbelt Development
Green Belt will be developed over 33% of the plant area. Indigenous trees will be
planted in 10.145 Ha. out of the total area of 30.76 Ha. Tree density of 2500 trees per
hectare will be planted. Existing green belt is developed in the area of 5.33 Ha. (33% of
16.18 Ha.) with 8500 no. of trees planted till date. The green belt for the proposed
expansion will be developed in 4.81 Ha. area (33% of 14.58 Ha.).
