To whom it may concern,
This is a letter of intent to perform a Preliminary Assessment 10,000 USD grant for the purpose of developing a functional business plan to build Community Learning Centers in Zambia in partnership with Environmental Bio Fuels International Ltd (EFBI). The Preliminary Assessment for Chrysalis Community Learning Centers will provide a solid financial and operational model for the development of multiple Chrysalis Community Learning Centers in Zambia and Lesotho.
In entering this study, we already have verbal commitment of land, labor and management guidance for the building of the first Chrysalis Community Learning Center with the help of Environmental Bio Fuels International Ltd. along with other parties in Lesotho.
This document is a brief outline of the information to be covered in the Preliminary Analysis.
Phase one. Grant of a Preliminary Assessment would create a functional specification/business plan of building, cost and operations. Develop real costs for full build, staffing and revenue model for three centers.
Phase two. A full build out of a primary and remote Chrysalis Community Learning Centers (estimated six in Zambia and two in Lesotho.
The purpose of Chrysalis Community Learning Centers:
Safe place for Adult Learning program and community development training
Safe single location were all NGOs, Gov. Agencies and organizations can work collaboratively
A central way to handle country wide adult learning programs with consistent quality
Import over 10,000 free educational web sites from around the world into a K‐12 children library portal.
Provide central logistical location for emergency services
Small group meeting place for activities such a micro‐economics, agriculture and health
Provide full UN Life Skills and literacy education for free
Co‐ordinate business development events and education
The phase one grant is to fund the Chrysalis Campaign to achieve the following goals:
Functional development project plan and budget (four weeks of consulting services)
Functional design of web library, collaborative lesson building and filter system from www.bascom.com for one year
Strategic partnership with National University of Lesotho and other NGOs for analysis of community needs, educational content and internship training programs
Documentation and presentations of the Chrysalis Community Learning Centers
The following pages describe brief outlines on the topics of the Preliminary Analysis that will be used as functional specifications for the launch of these Learning Centers.
We feel confident that these centers will strengthen the country as a whole in small business creation, workforce competence, community development and healthier family relations.

PELIMINAR ANALYSIS OBJECTIVES
The purpose of the Chrysalis Community Learning
Centers ™ Preliminary Analysis is to address the
strategies outlined in the strategic plan with a line item
business plan that illustrates the following about

Field Learning Center operational costs
Field Learning Center revenue plan
Define startup costs and launch plan
Define Community Relations

PROJECT SCOPE
To eliminate risks and test the scalability of Chrysalis Community Learning Centers across Africa, the Preliminary Analysis will be done in two countries (Zambia and Lesotho) where partners are on the ground. Once completed, it will be also shared with partners in Southern Sudan, Kenya and the Nigeria Delta.
This PA will deliver the following plans:
Business plan
Community development plan
Construction specifications and budget
Education technology plan
Basic operations manual
Prototype Web Education-Library System
The project will involve eight weeks of research with on-the-ground interviews in Zambia and Lesotho. During this time planning will be taking place with leaders in education, businesses, community leaders and chiefs.
PROJECT METHODS
Methods of the study are interviews on the ground and research to develop community learning centers. Expert advice will be from both local, US and international experts such as:
Local Chiefs and community leaders
Country education ministry and schools
Architects and ICTs
Urban and poverty adult educators
Local NGOs, businesses and organizations

CCLC PA OUTLINE
Over two years of research and advice have already gone into the current strategic plan. The PA will address open issues,
pin down budgets, and either prove, revise or disprove current assumptions. The intent of the PA is not a theoretical
paper, it will be used as a functional specification for the build and development of Chrysalis Community Learning Centers
in Zambia and Lesotho.
Several key strategic issues have already been historically researched and tested such as collaborative learning, adult
learning, and the collaborative Web Education System. The tutorial programs for local people, interns and volunteer
training have also been tested and proven to work. Presentations with community leadership and chiefs have already
been approved at a local level.
The final PA document will be working plans for physical builds, community relations and learning programs.
The following outline covers the topics of the Preliminary Analysis and plan.

FIELD LEARNING CENTER OPERATIONAL COSTS
The Chrysalis Learning Center will replicate identical infrastructure between sites for consistency of processes,
maintenance, learning methods and a consistent experience for those who use the centers. An NGO or government
agency should be able to book a program and travel around the country training in the identical reliable environments.
This drive for consistency will drive quality up the same way it does for a franchise. On the other hand the types of small
groups that meet and use the facility can vary infinitely.

FIELD LEARNING CENTER REVENUE
The financial model for the community learning center is that compound rentals from NGOs, logistic and food companies
along with classroom rentals would pay for free access for the public. In remote locations, this will not be the case and
require supplemental funds or donor funds. For remote center donor sponsorship, we will need to estimated turnkey
budget. It is possible that we can drive the cost to build a CCLC down to a point that companies, NGOs, missions and
governments can purchase turnkey centers with comprehensive training and support systems.

DEFINE STARTUP COSTS
Two estimated budgets will need to be established. A CLCC plant construction and training start up, and the monthly
running costs of the center. There are four types and sizes of CCLCs, city, village, remote and mobile. The following costs

The true success of the Community Learning Center is in its ability to solve community problem and facilitate ethical

LEARNING METHODS AND SYSTEMS
The core methods of this program are in Democratic Education, Adult Learning, and Life Skills theories. By leveraging
small group dynamics that the village will use in the centers. CyberGuides and industry experts will be there to help solve
problems and build their economy. Unlike a structured curriculum on literacy, which will also be available, local villagers
will tap into a global library with over 10,000 free educational web sites. This amount of educational sites will rapidly
grow and be shared between towns as the library of agriculture and business web sites grow within the Learning Centers.
The Web Education System is developed and will be prototyped during this phase for demonstration purposes.

CHRYSALIS COMMUNITY LEARNING CENTERS ™ MANAGEMENT SUMMARY
EBFI offers prospective stakeholders, investors and sponsors - a window of opportunity long term to invest in our various projects in Zambia which is a developing stable country with huge potential. The investment package has good securities with long term investment returns. Zambia shall become one of the driving forces with merging economies in the near future with the correct mechanisms in place.
Green Technology Investments
Green Technology is a trend the way the Financial world is moving forward. The Bio Alternative Energy is an urgent need for Zambia as a cost effective long term sustainable energy source, Investors truly need to exercise innovation for this Development.
Commercial Development Investments
The Fatal Accident Rate between the Livingstone border post and Lusaka is main highway is indeed staggering. The cause of this is the lack of a trucking stop for motorists to stop, eat and rest. To meet this need, EBFI has developed its
Commercial Centre carefully designed as a high-tech, solar energy powered facility to accommodate an urgent need for the commercial trucking companies throughout the African bordering countries passing through Zambia. We thus invite serious stakeholders to invest long term to create the infrastructure needed for the developing economy. As the Walvis Bay Corridor commented, they would like EBFI to build 4 Commercial Centers along the corridor route, the project would certainly help reduce inflated commodities as the transport sector can move cost effectively.
Food Security Programs
EBFI owns a 412 hectare farm for its commercial agricultural programs for growing various crops such as maize, soya beans, and vegetables. This is a food security mitigation program in response to the global food crisis. Donors and sponsors are hereby given a chance to get fully involved in this project. EBFI would really appreciate donors and sponsors to support us in machinery, expertise and funds, they are very welcome to visit and stay on the farm.
Concerns and Charity Programs
EBFI recognizes that children are the future of our world and deserve strategic support for child development. Standing against vices such as child abuse, child labor and child illiteracy, EBFI seeks to offer support and funding for orphaned and vulnerable children (OVCs) involving feeding programs, clothing, education, water & sanitation and sporting events.
