Automated Mobile Data Collection and Analysis Using Corridor Constraints Analyst

Streamlining environmental data collection and spatial analysis of corridor planning projects for NEPA compliance is accomplished with integration of custom handheld ArcPad/GPS applications and the Corridor Constraints Analyst (CCA) ArcGIS exten-sion. Custom ArcPad forms and drop-down menus combined with GPS give the user a simple data collection environment and enforce full attribute collection in the field. Field-verified data is then imported directly into the CCA tool to be analyzed, mea-sured, inventoried, and cataloged.

Documentation of constraints is accomplished through an automated process and pro-vides a detailed report describing the type of constraint and unique ID, precise size and location of each constraint, bearing and distance from the corridor, area impacted, and whether mitigation will be required. A summary report provides a list of impact areas; lengths; and counts by feature, class, and corridor. Currently CCA is being used to quantify environmental impacts to many proposed highways and pipelines.

Northeast States Emergency Consortium

Perot Systems Government Services (PSGS) has developed and implemented an Inter-net mapping site for Northeast States Emergency Consortium (NESEC), the only mul-tihazard consortium of its kind in the country and funded by the Federal Emergency Management Agency (FEMA). The application maps natural hazards affecting the Northeast such as hurricane tracks and zones, tornado density, wind exposure, and annual snowfall. Hazard maps can be plotted for every town in the eight-state NESEC area, which includes the six New England states, New York, and New Jersey. The appli-cation was developed using ESRI’s ArcIMS, and it can be viewed at www.nesec.org.

Tucson Water Department

PSGS has provided a public access Web site to view water quality information and allevi-ate public concern during the switchover from groundwater to an aqueduct water supply. The Web site uses a map inter-face down to the parcel level, with links to water quality information specific to residen-tial locations. PSGS is currently completing an update of the system. The application was developed using Oracle, Java™, and ESRI’s ArcView.

U.S. Geological Survey

PSGS has developed a Digital Shoreline Analysis System for the USGS Coastal and Marine Geology Program. The system extends the normal functionality of ESRI’s ArcView to include historic shoreline change analysis. The extension contains three primary components:

• Defines a landward baseline

• Generates orthogonal transects at a user-defined separation

• Calculates rates of change

The shoreline “rate of change” statistic reflects a cumulative summary of the processes that altered the shoreline for the time periods analyzed.

Perot Systems Government Services, Inc., is a worldwide provider of full-service con-sulting and technology-based business process solutions for the defense, intelligence, homeland security, environmental, and other civilian communities. Founded in 1981, PSGS is a wholly owned subsidiary of Perot Systems Corporation, a $1.3 billion com-pany with more than 10,500 associates located in offices throughout North America, Europe, and Asia. The company’s technological expertise includes geographic informa-tion systems, statistical analysis, and sample management. In the environmental arena, the PSGS focus is on land-based and coastal environmental information systems for fed-eral programs and the drinking water industry. PSGS customers include many federal, state, and local government agencies. The PSGS GIS team has significant experience working with the ESRI suite of products including ArcGIS, ArcSDE, MapObjects, and ArcIMS. The GIS group combines information technology professionals, such as data-base analysts and applications programmers, with analysts who are expert in the applica-tion of GIS software. Given that key organizational requirements for GIS now involve integration with relational database management software and GIS data dissemination through the Web, the PSGS staffing formula for GIS consulting is well positioned to assist in implementing today’s technologies.

An unnamed facility potentially had lead contamination in surface soil over 500 acres of hilly and wooded terrain. To minimize costs and maximize efficiency, Shaw Envi-ronmental, Inc., used ArcGIS 8.3 with the Geostatistical Analyst extension to model screening data collected in the field. Coupled with confirmatory samples to verify the lead concentration data, the information generated by Geostatistical Analyst gave inves-tigators insight into which areas had lead concentration levels that exceeded applicable regulatory levels. This allowed for the overall scope of the investigation to be greatly reduced, saving time and money without compromising the quality of the investigation or cleanup.

Shaw Environmental, Inc., was contracted to provide sampling, oversight, and demoli-tion and decontamination services at a former refinery in Oklahoma. A GIS database and tracking system were developed to manage and document the activities of the demolition and decontamination portion of the project.

Nearly 400 features, such as buildings, towers, storage tanks, and piping, were included in the database. Project personnel needed to be able to quickly and easily access the information and display it on maps. To meet that need, a custom interface was designed to query the database and focus the power of ArcGIS, simplifying the process of creat-ing “for information” maps usable by personnel in the field. This ready access to per-tinent information helped managers deal with the dynamic nature of demolition and decontamination projects.

Shaw Environmental, Inc., designed an interface that would allow nontechnical users to easily query information in an Oracle database and generate an ArcIMS map. The inter-face was designed to prompt the user for all the information needed to return all the relevant matching records. The records consist of analytical information derived from field investigations.

The interface prompts users for such parameters as sample medium, chemical com-pound, and level of concern (LOC). Multiple LOCs can be specified. The results are displayed as a table showing location ID, detected concentration, and LOCs exceeded. The user then clicks a button and an ArcIMS map is produced. Locations in the table are hyperlinked so that by selecting a sample location, ArcIMS will zoom to that loca-tion and produce a new map. This is an adaptable application that makes the power of GIS accessible to casual users.

Shaw Environmental, Inc., was tasked by the U.S. Environmental Protection Agency to evaluate trends in air quality data resulting from the World Trade Center Disaster of September 11, 2001. Data from more than 374,000 samples and 913 analytes collected by state and local agencies was stored in a single database. As part of the data analysis, Shaw Environmental, Inc., evaluated select analytes for geographic and spatial trends using statistical software coupled with ESRI’s ArcView 3.2.

A statistical model of the selected analytes was first generated. The analyte concentration contours were then superimposed on New York City vector plots using ArcView. Once the contour maps were completed, the analyte data could easily be analyzed for spatial trends over time. The visual representation of the data allowed for a more accurate analy-sis and a more comprehensive understanding of the overwhelmingly large data set.

Shaw Environmental, Inc., one of the nation’s largest full-service contractors, provides innovative solutions for environmental and infrastructure projects worldwide. It sup-ports its clients throughout all phases of a project, from planning and permitting through design, construction, operation, demolition, restoration, and redevelopment. The EGIS application combines the power and versatility of a relational database man-agement system with the visual/spatial interface of GIS. Through the user-friendly GIS interface, the system’s intuitive query tools can be used to obtain specific environmental sampling results, analytical chemistry data, or any other facility information as needed. This allows the end user to run multiple “what if ” scenarios to help determine optimal management and/or remediation strategies. The query results are displayed on selected facility map layers, and the built-in graphics tools can be used to generate full-color maps and tables. This can be done without specialized GIS training or skills.

The EGIS application has significantly enhanced the decision making and productivity of the project teams faced with tight budgets, limited resources, and cleanup and prop-erty transfer schedule constraints.

US Positioning Group’s Rhino® Rover for ArcPad offers the user the accu-racy of postprocessed differential global positioning system (DGPS) using

low-cost Garmin GPS receivers. In the field, ArcPad and Rhino Rover for ArcPad work together to record positional data in shapefile format, ready for immediate upload to

the GIS, and simultaneously record carrier phase and pseudorange data in RINEX format for post-processing.

After returning from the field, the data is processed using Rhino Post-Processor PLUS. Differentially corrected shapefiles are then uploaded to the GIS. In addition to a shapefile converter, Rhino Post-Processor PLUS includes an integrated coordinate system conversion engine (GeoCalc by Blue Marble Geographics). The conversion engine permits input and output of any coordinate system, datum, or projection.

Precision in the GIS is often critical to being able to differentiate between and among nearby features on a map layer. Using uncorrected GPS data, the relative positions of two or more archaeological sites,

for example, can appear quite different on a map layer than they would in the real world. Differentially corrected positional information would very accurately show the relative positions of these sites.

Variable Wetland Boundary Analysis

Based on a set of Vanasse Hangen Brustlin, Inc. (VHB), customized batch interpolation scripts and algorithms, surveyed topography and years of monitored well data can be transformed into images clearly showing the variable wetland boundaries and wetland mitigation sites that meet the USACE hydrologic criteria of having water within 12 inches of the surface for a continuous 12.5 percent of the growing season. By combining model results with field verification, precipitation, and watershed information, VHB draws meaningful conclusions from the data and suggests the most efficient manner of remedia-tion. Snapshots of the data are compiled into an interactive Web-driven dynamic model that is useful to both environmental analysts and in presentations to the public or client. Finally, the lag times between precipitation and wetland response allow researchers to fur-ther evaluate dominant hydrologic influences on the site.

RainVieux: A suite of radar rainfall services delivering data ready for use in ArcIMS or ArcGIS applications

Vflo™: Physics-based distributed hydrologic modeling using GIS data, ArcView/ArcGIS preprocessing, and now offering an ArcGIS model interface

Vieux & Associates, Inc., specializes in advanced hydrologic modeling and quantita-tive applications of radar rainfall. GIS format in real time or for event reconstruction aids analysis and information dissemination. High-precision rainfall data is provided at user-selected time intervals and spatial resolution for water/watershed studies and wet weather flow modeling (NEXRAD Level II data).

Knowing how much runoff is occurring at any location in a watershed requires the inte-gration of hydrologic prediction and accurate rainfall estimates along with information systems for hydrologic information dissemination. Using Vflo, a distributed, physics-based hydrologic model, Vieux & Associates provides runoff modeling for management of water from catchments to river basin scales. Using a finite element solution to the kinematic wave equations is an efficient solution allowing large drainage system problems to be solved quickly. Vflo may be operated in event-based or continuous mode.

Vflo for ArcGIS integrates data preprocessing, Arc Hydro model access, and hydrologic simulation within the powerful ArcGIS interface.

For government agency and private sector organizations that use high-resolution imag-ery to support GIS applications, Feature Analyst® is a software extension for ArcGIS 8.x and ArcView 3.x that allows users to extract features from imagery cheaper, faster, and more accurately than existing image processing solutions. Unlike commercial image processing software systems, the product uses machine learning technology to learn from simple shapefiles how to recognize and extract natural features such as vegetation, roads and trails, land cover and hydrologic features. Feature Analyst has a simple work flow that can be used by a GIS analyst or technician with little or no image processing experience. The software runs seamlessly in the ArcGIS and ArcView environments and is currently used by organizations such as the U.S. Forest Service, BLM, USGS, USDA, and several state and local natural resource departments.
