When solving pollution and waste problems, the following hierarchy can help :
Prevent • Use different
methods to eliminate some kinds of waste.
Reduce • Improve
efficiency and use less packaging.
Reuse• Some
materials are reusable, so don't discard them e.g. Electronic components of computers etc.
Recover• Recycling
paper, using combustible waste as fuel.

adverse effects of the release. If the incident
presents an immediate threat to human health or
