Punjab Cities Governance Improvement Project

• Government of Punjab with the financial assistance of the World Bank is implementing Punjab Cities Governance Improvement Project (PCGIP) in 5 cities of Punjab.

• Under PCGIP Environmental and Social Management Framework (ESMF) is prepared by the Government of Punjab to ensure that the development schemes implemented by the CDGs/City entities are environmentally sound and socially acceptable.

• The CDG/ city entity will conduct environmental and social screening and categorize each scheme on the basis of nature and size.

BACKGORUND

• Capacity constraints exist regarding integration of environmental and social safeguards in the Urban Planning process

• No generalized concepts were present regarding environmental regulatory framework and its implications

• Contractors were unaware and not bother to cater the environmental& social attributes tobe followed during execution of schemes

• No formulation of separate guidelines for contractors• No concepts was found to train workforce working at site• Environmental baseline data and it monitoring was ignored

• Only Economic benefit are considered. Evironment was totally ignored factor.

• Due to exclusion of Environmental Factors in Development Schemes, the public complaints have been increased tremendously

• Each Development Project had several problems as:o Emission of Dust particles o No alternative routes during road constructiono No safety signs, guide signs etco No Personal Protective Equipments (PPEs) to workerso No Sprinkling of water on construction siteo No maintenance / check on construction vehicles

ENVIRONMENTAL AND SOCIAL MANAGEMENT FRAMEWORK (ESMF)

Serves as a guiding document to address the social and environmental issues during projects implementation covering following phases at: • Planning and design• Construction and rehabilitation• Operation and maintenance• Decommissioning and closure phases.

OBJECTIVES VERSES ACHEIVEMENTSObjective Achievements

To provide a screening process that will identify and assess the potential environmental and social impacts of the project

Prior to scheme execution, Environmental & social screening was carried out with safeguards team.

To frame guidelines and procedures to deal with environmental and social impacts associated with the implementation of this project.

Environmental & social Management Plan was formulated as per defined scope of work and was implemented

To ensure that schemes to be designed and implemented are environmentally sound and socially acceptable

Consecutive monitoring was imparted during scheme execution

To ensure that the schemes that come under PCGIP comply with the national regulatory and WB policy frameworks; and

Documentation and formulation of ESMPs was conducted under light of WB policy. At the same time, approval procedure was followed a per national regulatory framework

To internalize and integrate the environmental and social management procedures and processes in the routine projects of CDGs and city entities.

Environmental & social attributes were integrated in outsourcing projects for E-1 category

To build capacity regarding environmental & social context

Capacity building sessions were arranged in different forms: one to one session, group discussion, contractors and labors training

S-2 Schemes that will impact less than 40 households and are expected to cause significant negative social consequences affecting local inhabitants

Preparation of Social and Environmental Management of all the schemes

• For each scheme with E2 category, The Environmental and Social Management Plan (ESMP) was prepared according to the World Bank Policy Guidelines; environmental and social laws; and policies of Government of Punjab (GoPb).

• There were 22 no. of schemes for which ESMPs were prepared and categorized as E-2. All ESMPs were enclosed in bidding documents.E:\letters\ESMP APPROVAL.pdf

Third Party Validation TPV of ESMF was held in Lahore on 11-14 Aug 2014

Nine schemes were validated against defined objectives of ESMF and to monitor the environmental& social compliance of the projects

ESMF Committee Under PCGIP a committee has been prepared for the effective implementation of

ESMF with due promotion of sustainable development and to generate the cohesion among city entities regarding development & non development schemes

Functions of ESMF Committee

• Conduct site visits of schemes under PCGIP and ADP.

• Environmental & Social Screening of schemes as per ESMF guidelines.

• Facilitation in preparation of IEE/EIA/ESMP document.

• Monitoring of Environmental and Social factors of schemes.

• Participation of training / workshops conducted under umbrella of ESMF.

• To ensure the compliance of environmental laws and regulations.

Screening, Monitoring & Public Consultation of Projects

• To check in which category a project falls a screening form has been prepared

• A comprehensive checklist has been prepared to evaluate environmental parameters.

• A public consultation form has been prepared to get the opinion of public about the project

MOJOR DIFFERENCE

• Constitution of ESMF Committee notified by DCO Lahore

• Environmental & Social Screening of Development Schemes

• Preparation of Environmental Documents (IEE, EIA & ESMPs)

• Review of Environmental Assessment Reports and submission to DG EPA for issuance of NOC

• Implementation of national regulatory framework and inclusion in development schemes

• Monitoring & evaluation of schemes as per defined objectives of ESMF

• Third party validations of schemes to evaluate the environmental & social compliance

• Public Involvements to address the grievances and to avoid conflicts during scheme execution
