NC Operational Planning & Scheduling: Amending the NC OPS
Motivations for a second Edition of OPS
ACER issued its Opinion on OPS first edition, on June 19th
Despite that “the NC is broadly in line with the Framework Guidelines”
ACER stated that improvements were required before the Agency could
recommend its adoption to the Commission
ENTSO-E has informed ACER that it will resubmit a second Edition for ACER Opinion
Objectives
Improve (i) clarity, (ii) readability of the NC
Improve (iii) consistency with other NCs
Without changing fundamental choices (principles and processes) described
in edition 1 of the NC

The Network Code only applies for Relevant Assets:
- Direct impact of the Availability Status on cross-border power flows
- (Small) subset of Significant Grid Users
- Methodology & thresholds to be approved by NRAs
- For Elia:
– Small subset of all Power Generating Modules with CIPU contract;
– probably no Demand Facilities;
– no DSO or CDSO grid elements;
– no non-TSO owned interconnectors.

Outage Coordination – Link with CIPU
Outage Planning Agent (NC) = Access Responsible Party (Elia)
Availability Plans:
- Only treats the Availability Status CIPU treats status, Pmin/max, prices, …
- Three statuses: Available – Unavailable – Testing
- Granularity: Hourly & per Power Generating Module (but aggregation is allowed)
- Consistent granularity if Schedules are also provided
- Consistency between provided & published information is enforced
Coordination Process:
- OPA proposal before August 1st ARP proposal before Tue W33 (August 13th);
- Updates can be initiated up to real-time CIPU procedures RV, SB, RTR, NOM;
- All CIPU financial compensation rules are compatible with the Network Code;
- Detailed test plan to be submitted 1 month in advance;
- Forced Outages: TSO can inform ARP of potential Operational Security issues,
ARP has to inform TSO if it cannot adhere to the provided timeframe.
