Esteemed Guests, It is an honor to be here today, at the World Water Week in Stockholm, to speak to you about the role of public sector for the development of the water industry. My name is Myoungsil Han, and I am the Head of the Task Force for Water Cluster, at the Ministry of Environment of the Republic of Korea. Globally 2.1 billion people lack access to safe drinking water and more than twice as many lack access to safe sanitation. It has been estimated that 25% of humanity will experience significant water shortage by 2050. Due to these worries, the international society is emphasizing the importance of water management, so much so as to select water and sanitation as one of the 17 Sustainable Development Goals. As the threat of climate change increases, the value of clean and safe water will also rise, and with the ensuing emphasis of water security, the potential for the water industry will also become greater. Accordingly, the Korean Government is laying the institutional and legal groundwork for systematically developing water technologies and fostering the water industry.

Firstly, the Korean Government strengthened its water management by unifying separate functions across ministries into the single Ministry of Environment. Beforehand, the water management system in Korea was largely divided between the Ministry of Land, Infrastructure and Transport managing water quantity, and the Ministry of Environment managing water quality. However, since June of 2018, the responsibility to manage water quantity was transferred to the Ministry of Environment, creating a basis for integrated water management encompassing water quantity, quality, and ecology.

With these changes, the enactment of Water Management Technology and Industry Act is strongly supporting the development of the water industry. This Act reflects the Government’s policy for promoting the water industry, through introducing an advanced procurement system for various water enterprises to bid with a reasonable price.

This slide shows some of the examples. Firstly, outstanding products are selected based on impartial evaluation according to a standard process and criteria. The selected products are then adopted for use by regional governments. Regional governments with high performance with using many of these products can receive higher rates of government subsidies or be offered priority when selecting government-subsidized projects. Furthermore, a legal basis has been established to give financial support to regional governments or public organizations which participate in pilot projects utilizing innovative water technologies. Particularly, outstanding small and medium enterprises with high rates of investment in Research and Development, overseas exports or certification, are designated as “Water Innovation Company.” These enterprises can receive support for researching and developing new technologies and new products, or for improving their research facilities. Furthermore, the Korean Government has invested roughly 60 million dollars a year in R&D of the water industry, and utilized funds of about 75 million dollars to provide loans for water-related SMEs at low interest rates.

Korea Water Cluster is a centralized hub for supporting the entire process of development, certification and verification of water industry technology, as well as its commercialization and export. The Cluster is scheduled to open on September 4th, beginning its official operation. The Water Cluster is largely composed of promoting facilities and demonstration facilities. The promoting facilities are (1) the integrated water research center, which supports the complete process of water-related R&D, (2) the water campus, which helps with the production of prototypes, marketing strategies, and professional development, (3) the global business center, which promotes outstanding products from within and outside of Korea through strengthened global networks.

The demonstration facilities include a Pilot Plant with actual scaled facilities of drinking water treatment, wastewater treatment, and wastewater reuse, as well as a User-customized Zone at which enterprises can install and test their products, and finally a Pipe Network Testing Zone where enterprises can test the operation and maintenance of the pipe network. This test-bed is highly useful to SMEs(Small and Medium Enterprises) that cannot afford to install their own test-bed facilities. Upon performance tests of international standards of their products, the enterprises can move beyond commercialization to overseas expansion. (click) In association with the demonstration facilities of the Water Cluster, we have also established a legal basis for local governments and water-related public organizations to construct and operate test-beds. Through this Decentralized Test-bed, additional verification of products and technologies can be performed at larger facilities prior to commercialization.

As you can see, the Korean Government has created a full cycle support process for water industries on the basis of an institutional and legal framework. The increased competitiveness of our water industry, in turn, is a strong backbone to the nation’s endeavors to secure water security worldwide, such as diverse ODA projects and investment projects including establishment of Master Plans for water management, improvement of aged waterworks, construction of hydroelectric dams and so on.

• MCB invested LKR.87 million to rehabilitate 19 irrigation and eco-systems covering hundred of productive lands directly promoting the economic growth especially on account of increasing emphasis on social sectors and fiscal consolidation.

Development of Low-cost Advanced Water Treatment System

CHALLENGE The WHO reports that 3.4 million people are dying of water-borne diseases every yearacross the globe. Of this number, 842,000 people corresponding to 58% lose their lives because of unsafedrinking water and poor sanitation. 361,000 of them are children aged under 5. This problem isparticularly serious in Laos where the number of under 5 children dying of diarrhea is the 2nd highest inthe world.

SOULUTION ‘Tubular Ozone Dissolver (TOD) System’ is a sophisticated water purification technologythat eliminates contaminants by spraying ozone bubble into contaminated water to cause oxidationprocess. With 99.8% of ozone dissolution rate, pathogens and other contaminants such as heavy metalcan be effectively eliminated. By delivering this technology to people in the water stressed areas of Laosto ensure their access to safe drinking water, water-borne diseases such as diarrhea can be effectivelytackled, which will promote the sustainable social and economic development of Laos.

IMPACTEnsuring access to safe drinking water : With a powerful oxidation and durable equipment,‘TOD System’ can significantly improve people’s access to safe drinking water. It ensures thesustainability of the improvement by making a long lasting change.Drinking clean and affordable water without any worry : People’s access to drinking waterhave been limited because of the absence of safe water sources and economic downturns.The introduction of ‘TOD System’ can ensure the sufficient supply of safe drinking water. Byproviding education on basic health and equipment, people can maintain healthyenvironment for their communities.

Development Distribution of Gravity-drivenMembrane based Household Water Treatment System

CHALLENGE Water-borne diseases claim the lives of 3.4 million every year, according to the WHO.Affecting 3 billion people globally, the main culprit of waterborne diseases is contaminated water sourcesthat make water unsafe to drink. Thus, most of water-borne disease cases can be prevented with thesupply of clean and safe drinking water. However, it is difficult to distribute home water purificationdevice to households in developing countries because of maintenance issues and high cost of replacingfilters regularly.

SOULUTION Water & Life developed a water purifier using gravity-driven membrane to prevent the clogging of membrane and extend the lifespan of water purifier. Water & Life’s water purifier suits the conditions of developing countries because it supplies clean drinking water at all time without the need for changing filter regularly or requiring special maintenance personnel.

IMPACTSupplying safe drinking water and reducing water-borne diseases : Water & Life preventswater-borne diseases and reduces the death of children aged under 5 by tackling thecontamination at the point of use.Going to school without falling ill : Water & Life can reduce social costs of water-bornediseases by addressing absenteeism and reducing hospital and treatment costs. (Inadequatewater and sanitation costs the global economy USD 260 billion a year, WHO 2012)
