The original modeling used the new emission limits proposed by this regulation. The project will maintain the right to use diesel fuel after October 1, 2007 with less than 500 ppm of sulfur until October 1, 2010 when the sulfur content will be dropped to less than 15 ppm. Question: A clear definition is needed for equipment to be installed as part of this project vs the Unit 5 project. Response Three spreadsheets entitled “Material Handling Equipment Index” are included as Attachment 1. The equipment to be installed in this project is clearly indicated. Question: An application form for the limestone ball mill is needed. Response An application form for the LSBM-3 to be installed with this project is included in the Appendix A forms. Question: A tonnage capacity for the limestone storage bins (LS13-3) needs to be provided. Response: The capacity of each limestone silo is 1,100 tons. Two silos will be installed in the Unit 5 application. A third silo (LS13-3) and transfer conveyor (LS15) will be installed in the Unit 6 & 7 project. Application forms are included in the Appendix A submittal. Question: Individual D application forms for the diesel engines associated with the emergency generator, the fire water pump and the two quench water pumps need to be provided. Response: Application forms for the emergency diesel engines are provided in the Appendix A submittal. The emission rates for the new engines are in accordance with the new NSPS Subpart IIII rules. Question: A description of how the new NSPS Subpart Da and Db regulations apply to this project is needed. Response A description of how the new NSPS regulations are anticipated to be applied to this project will be provided under separate cover. In addition to the questions and responses provided above, ENSR is presenting the following additional information with this submittal:
• ENSR has provided for your review, revised application forms for several emission sources not documented above. Changes to the sources are based on material throughput changes that have been noted by the design engineers for the project.
• Please note opacity limits for limestone handling and storage equipment subject to NSPS OOO should be as indicated in the application document (Section four) and not as indicated in previously submitted application forms. Visible emission limits are as follows for these emission sources: 10 percent opacity for fugitive emissions from conveyors and 7 percent opacity from silos controlled by baghouses/bin vents.
• Duke recognizes the new BACT particulate limit for sources subject to 40 CFR Part 60 Subpart IIII is 0.15 g/hp-hr vs. 0.19 g/hp/hr as originally outlined in Section five of the application. Duke has also corrected emissions for subject units to fire a maximum of 100 hours per the finalized rule.

The ammonia injection grid has multiple zones for injecting ammonia across the flue gas path. Each injection pipe has numerous injection orifices for optimim ammonia-flue gas mixing.
Steam coil air heaters are designed to preheat the combustion air during initial firing. Ammonia is injected once the catalst bed temperature has been elevated above the estimated minimum injection temperature of 600 F. Temp. to be confirmed by SCR supplier.
NOx emissions from the boiler will be controlled using a combination of low-NOx burners, over-fire air and a selective catalytic reduction (SCR) system. The combustion system applies air-staging in combination with low-NOx burners to minimize NOx formation in the furnace to minimze the amount of SCR catalyst required and reduce the consumption of reagent.
The Selective Catalytic Reduction (SCR) system catalytically reduces boiler flue gas nitrogen oxide (NOx) emissions to nitrogen and water using anydrous ammonia (NH3) as a reducing agent. Flue gas exiting the ecomonizer outlet flows through two flow paths prior to entering the ammonia / air injection zone. Each flue has a dedicated ammonia injection grid fed by a manifold valve station. Following the ammonia injection the gas enters the SCR reactor were the NOx reacts with the ammonia and is converted to nitrogen and water. The flue gas exiting the reactor is directed into the air heater.

DESCRIBE CONTROL SYSTEM:
The proposed flue gas desulfurization (FGD) system is a wet limestone, forced oxidation, system with a vertical, countercurrent, spray tower absorber. The flue gas enters the spray tower near the bottom through the absorber inlet nozzle. Once in the absorber, the hot flue gas is immediately quenched as it travels upward countercurrent to a continuous spray of process/recycle slurry produced by multiple spray banks. The recycle slurry extracts the sulfur dioxide from the flue gas and collects it in the bottom of the absorber where it is oxidized to calcium sulfate. The proposed system will treat 100% of the flue gas from the unit. The unit will be designed for 99% removal efficiency.

The ammonia injection grid has multiple zones for injecting ammonia across the flue gas path. Each injection pipe has numerous injection orifices for optimim ammonia-flue gas mixing.
NOx emissions from the boiler will be controlled using a combination of low-NOx burners, over-fire air and a selective catalytic reduction (SCR) system. The combustion system applies air-staging in combination with low-NOx burners to minimize NOx formation in the furnace to minimze the amount of SCR catalyst required and reduce the consumption of reagent.

The Selective Catalytic Reduction (SCR) system catalytically reduces boiler flue gas nitrogen oxide (NOx) emissions to nitrogen and water using anydrous ammonia (NH3) as a reducing agent. Flue gas exiting the ecomonizer outlet flows through two flow paths prior to entering the ammonia / air injection zone. Each flue has a dedicated ammonia injection grid fed by a manifold valve station. Following the ammonia injection the gas enters the SCR reactor were the NOx reacts with the ammonia and is converted to nitrogen and water. The flue gas exiting the reactor is directed into the air heater.
