The Pesticide and Environmental Programs Division, within the Office of Agricultural and Environmental Sciences, inspects, enforces and regu- lates the registration, distribu- tion, sale, offering for sale, and application of pesticides. The division regulates, trains and certifies private and commer- cial pesticide applicators, structural pest control applica- tors, restricted use pesticide (RUP) salespersons, agricul- tural consultants and Worker Protection Standards (WPS) trainers, as well as regulates and licenses or permits respec- tive businesses. The division also monitors the state's water resources for pesticides and participates in affiliated federal programs such as endangered species, worker protection and USDA food safety. Wofford has served the department for 21 years, including 13 years as manager of our Monroe district. During this time, Kevin has worked closely with the department’s pesticide programs. He will also continue to oversee the operations of the Seed Programs Division. Sweet potato farmers are busy getting this year’s crop out of the ground. LSU AgCenter sweet potato specialist Mavis Finger said the yield so far is average, and the quality is good. “A cool wet spring delayed planting statewide, but we saw ideal weather conditions during planting and the early growing season,” Finger said. Because of the delay, the potatoes are smaller. Finger says growers are harvesting a lot of No. 1 potatoes, which is the premium grade, but not as many jumbo potatoes used for processing. “For the fresh market that is ideal,” Finger said. “The processing sector would like bigger sweet potatoes, but the fresh mar- ket will be very happy this year.” Finger said the variety Beauregard is still the main sweet potato grown in Louisiana. Acreage also includes two new varieties, Orleans and LA 07-146. And the latter is out-producing Beauregard. “With LA 07-146, on average, we see about a 15-20 percent increase in yield as compared to Beauregard, which is the industry standard.” Finger said LA 07-146 will go to the processing sector because of the red color of the potato skin. The industry is con- cerned that consumers won’t buy the red- skinned sweet potatoes in the supermarket, even though the flesh is sweet- er than Beauregard. Finger said it may take time for consumers to accept a different type of sweet potato. Louisiana has about 7,500 acres of sweet potatoes. This is a 25 percent reduction in acreage from last year. Baton Rouge, La (October 24,2013) – The Louisiana Departmentof Agriculture and Forestry BrandCommission is reporting thearrests of four St. Martin Parishmen in connection with the theft ofa horse, saddles, tack, feed and atrailer.
On Sept. 26, the St. MartinParish Sheriff’s Office located thehorse trailer in Arnaudville whichwas reported stolen from LafayetteParish on July 18.
After a lengthy investigation, the
Brand Commission, with assis-tance from Breaux Bridge PoliceDepartment detectives, recoveredone quarter horse mare, two sad-dles, and assorted tack valued atapproximately $7,100. Also recov-ered were three saddles that werein the tack room of the stolen trail-er. The approximate value of thehorse trailer and three saddles is$6,000.
“This is a significant amount ofproperty stolen worth thousands ofdollars. Once it’s reported to
authorities, we work closely andvigilantly to recover whatever wecan and bring criminals to justice,”said Agriculture and ForestryCommissioner Mike Strain,D.V.M.

Drunken Sweet Potato Bread1/2 cup flour 1/2 tsp. salt1 cup sugar1 tsp. baking soda1 cup sweet potatoes, mashed1/2 cup olive oil6 oz. peach preserves1/2 nip Jack Daniels whiskey
2 eggs, beaten1/4 cup water1/2 tsp. nutmeg1/2 tsp. cinnamon1/2 tsp. allspice1/2 cup chopped pecans optional toping1 block cream cheese1 cup powdered sugar
Preheat oven to 350 degrees, sift together the flour, salt, sugar, and bak-ing soda. Mix the sweet potatoes, oil, eggs, 1/4 cup water, Jack Danielswhiskey, peach preserves and spices together. Combine with the dryingredients, but do not mix too thoroughly, Stir in the nuts. Pour into awell-buttered 9x5x3 inch loaf pan, Bake 50 -60 minutes until a thinskewer poked in the very center of the loaf comes out clean. Turn out ofthe pan and let cool on a rack.In a small pot, melt the cream cheese anddrizzle on the bread. Sprinkle the powdered sugar on top and serve.
Yam Cornbread Stuffing2 cups fresh sweet potatoes (yams),peeled and chopped1 cup chopped onions1 cup sliced celery2 tbsp. light margarine
1/4 cup chopped parsley1 tsp. ground ginger5 cups crumbled cornbread1/4 cup pecansChicken broth
In a large skillet, cook sweet potatoes, onion and celery in margarinefor 5 to 7 minutes or until just tender. Spoon mixture into a large mix-ing bowl. Stir in parsley and ginger. Add cornbread and pecans. Tossgently to coat. Add enough chicken broth to moisten. Place stuffingin a casserole dish. Bake uncovered at 375 degrees for 45 minutes oruntil heated through. Makes about 6 cups (10 servings).
Sweet Potato Pear Soup1 cup chopped onion1/2 cup sliced celery2 tsp. vegetable oil3 cups pared, cubed sweet potatoes2 cups pared, cubed Anjou or Boscpears4 cups reduced-sodium, defattedchicken broth
1/2 cup vermouth1 cinnamon stick1/2 tsp. dried thyme leaves1/4 tsp. ground nutmeg1/4 to 1/2 tsp. salt1/4 tsp. pepper1 cup low-fat yogurt1 Anjou or Bosc pear, cored
Sauté onion and celery in oil in 5-quart saucepan over medium heat for10 minutes or until tender but not browned. Add sweet potatoes, pears,chicken broth, vermouth, cinnamon stick and thyme. Bring to boil,reduce heat and simmer, covered, 35-45 minutes or until sweet potatois tender. Remove cinnamon stick and puree in several batches in foodprocessor or blender until smooth. Return to saucepan; season withnutmeg, salt and pepper. Serve hot with dollop of yogurt on top. Slicepear into 12 thin slices and garnigh each portion with 2 slices.
Cranberry Yam Bread
2 large eggs, slightly beaten1 1/3 cups sugar1/3 cup canola oil1 cup fresh sweet potatoes,cooked and mashed 1 tsp. vanilla extract
Preheat oven to 350 degrees. Coat 9x5x3-inch loaf pan with nonstickcooking spray and dust with flour. In large bowl, combine eggs, sugar,oil, yams, and vanilla. In separate bowl, combine flour, cinnamon, all-spice, and baking soda. Make a well in the center. Pour yam mixtureinto well. Mix just until moistened. Stir in cranberries. Spoon batterinto prepared loaf pan. Bake for 1 hour or until toothpick inserted incenter comes out clean. Makes 16 slices.
Pecan Praline Glazed Sweet Potato
1 cup heavy cream1 Tbl vanilla extract1 cup pecan pieces
For glaze:1 pound butter, cubed1/2 pound light brown sugar1/2 pound dark brown sugar
In a heavy bottomed sauce pan, slowly warm the cream. When aheavy simmer is reached, add the butter. When butter is melted addsugars and vanilla extract. Turn heat up slightly and heat until allsugar is incorporated. Stir in pecan pieces. Bake a sweet potato in theoven until cooked throughout. Cut sweet potato in half and rub withthe glaze. Place back in oven until sugar is caramelized. Serve imme-diately.

CROWLEY, La. – TheLouisiana Rice Research Boardreviewed a number of proposalsfrom LSU AgCenter scientistsand agreed Tuesday, Oct. 29 toprovide $1.29 million for nextyear’s projects to help Louisianarice farmers.
Research projects totaling $1.67million had been requested by theLSU AgCenter, but the boarddecided to fund existing projectsat 10 percent less than the 2013total and to fund only two newprojects.
This money came from fundsgenerated by an annual checkoffprogram in existence for morethan 40 years. Projects supportedwith this funding have resulted inthe development of new varieties,improved production practices,pest management strategies, and
marketing information.“The success of the Louisiana
rice industry is directly related tothe efforts of those scientists whohave been supported with thesecheckoff funds by the stakehold-ers for many years,” said RogersLeonard, associate vice chancel-lor and program leader for plantand soil sciences with the LSUAgCenter.
Recently, some of the statutesthat dictate the conduct of the ricecheckoff process have been ruledunconstitutional as the result oflitigation by a small group offarmers.
Under the long-standingprocess, farmers had been paying5 cents for every 100 pounds ofrice they sold to fund research,and 3 cents for promotion. Nowthe board is appealing to farmers
to continue paying the assess-ments under a voluntary program.
Board members said they areconfident that most farmers willcontinue to pay the assessmentsthat will be tax deductible.
“I think the support is there inthe countryside,” said boardmember Richard Fontenot, anEvangeline Parish farmer.
“The conservative nature of thisboard may help keep this stationoperating,” Leonard said. “Thesefunds are critically important tomaintaining the intensive opera-tions that are involved in riceresearch.”
Leonard also said BillRichardson, LSU vice presidentfor agriculture, has agreed to ded-icate additional intellectual prop-erty funds to support Louisianarice research, with the members
of the Rice Research Board serv-ing on an advisory committee toprovide input on how the fundsshould be spent.
These funds are generated fromroyalties on the sale of Clearfieldrice, a technology developed byscientists at the Rice ResearchStation.
Board member Brian Wild, afarmer from Jefferson DavisParish, said he appreciates thevital role the Rice ResearchStation and its dedicated person-nel have played in the rice indus-try. “We know this isn’t just a jobfor you all.”
Steve Linscombe, director ofthe Rice Research Station, said heand other rice researchers areappreciative of the funds providedby the board. The research sup-ported by these funds will contin-
ue to pay dividends in the future.Among the major projects fund-
ed are variety development,genetic research into improvingrice disease resistance, optimumfertilizer management, hybrid ricedevelopment, identificationgenetic markers to assist in vari-ety development, development ofherbicide-resistant rice, plantbreeding to develop salt-tolerantrice lines, communications, ricegrain quality enhancement, andwork on pests, including weeds,insects and disease.
The two new projects are astudy of the effects of differentwater management systems onarsenic concentrations in rice,milling quality and crop yield,and work to improve calibrationof aerial applications of fertilizerand rice seed.
