My dear friends

Independence and interdependence

The independence of a country is the acquisition of its complete political sovereignty in contrast to being under a colonial authority. It is a long and arduous journey that is filled with hope and sometimes with despair. It is for this purpose that our journalist Alain, brings you a timeline of Ghana 54 years post independence.

Why independence and interdependence? Because whatever the situation, we cannot achieve anything without external influence. We are part of the world and we depend on it just as much as it does us.

If we bring the concepts of independence to a personal level we realise that we are dependent on each other to achieve our goals thus the need to live together in peace and harmony with one another.

As a celebration of Independence Day our hugely talented graphic designer, Karen, brings you our No Comment page illustrating some of the people you may see around town. Do you appear?

Alliance Francaise once again marks Francophone week, March 11 to 30, with cinema, art, fashion and music festivals.

Enjoy is a cultural symbol of the country and we give you a look at some of the things that are happening in the country which in February included the launch of the Swiss Business Club, a golf tournament organised by Total and the work of young talents from the arts, and fashion worlds. Not forgetting those who participated in the Gold Coast Star Party to help the under privileged in the society.

March 6, 1957: Ghana is the first of the colonies in sub-Saharan Africa to gain independence. Africa and the rest of the world follow the creation of the new state with great anticipation. economy experiences a downturn and Ghana's debt rises at high speed. Nkrumah starts a number of projects which lead to the expansion of the economy.

1962: Foreign investors and industry are forced by law to re-invest at least 60 percent of their profit within Ghana.

August 27th 1963:William Edward Burghardt Du Bois dies in Accra. The African-American W.E.B Du Bois was born in Massachusetts (1868) and became one of the most important contributors to the Pan-African movement, which again influenced Kwame

Nkrumah and the history of Ghana. Du Bois was invited by Nkrumah to settle in Ghana after independence.

1964: Ghana officially becomes a one-party state. Criticised by the West, Nkrumah now turns to the Soviet Union and other communist countries.

Nkrumah is no longer a popular leader as he hits hard against demonstrations and arrests anyone in opposition.

ThefirstcoupFebruary 1966: 21 Feb.1966, Kwame Nkrumah flies out of Accra to Hanoi, Democratic Republic of North Vietnam at the invitation of President Ho Chi Minh. Nkrumah was to offer his Vietnam War solution. Ghana was left in the hands of a three man Presidential Commission, consisting of a traditional Chief and 2 politicians.

In the early morning hours of 24 February 1966, Ghana's armed forces, with the cooperation of the National Police, take over government in "Operation Cold Chop", a coup led by Lt. Gen. Afrifa and Lt. Col. Kotoka of 2nd Infantry Brigade.

Nkrumah seeks asylum with his personal friend President Sékou Touré in Guinea. In the following weeks all Nkrumah statues in Accra are taken down by the crowds.

The new military government calls itself the National Liberation Council (NLC).

Major General J. A. Ankrah, is elected to be head of the NLC and declares that the aim of the coup is to end corruption and change the constitution in order to get Ghana back on a democratic line. All connections to the Soviet Union are broken and technicians from USSR and China are expelled. The West sees this as a new direction in Ghanaian politics and economics.

May 1969: NLC aims to be a provisional government until a new election. Political parties are once again legalised.

TheSecondrepublic

September1969: Multi-party elections are held in Ghana and a new civilian government is formed by Dr. Kofi Busia and the Progress Party. High prices on the cocoa market gives Busia a good start, but in 1971 the prices drop again and the economic situation in Ghana worsens.

The government devalues the Cedi leading to increased prices and general unrest in the population.

1972: Kwame Nkrumah dies in Conakry, Guinea. His body is later moved and buried in Accra.

SecondJunta

January 13, 1972:Ghana suffers a second military intervention. The National Redemption Council appoints Colonel Ignatius Acheampong as Head of State. But Acheampong lacks experience and economic-and political vision. The result is a growth of corruption in all levels of government and society.

1974: The population shows its dissatisfaction with the government through strikes – mostly arranged by students. The unions gets increasing support.

1975: The economy is close to collapse and it is no longer possible to come to agreement within the NRC-government. Acheampong decides to get rid of the government and forms the Supreme Military Council (SMC) with only seven hand-picked members. The opposition is far from happy with the situation, but the only answer from SMC is harassment and jailing of critics without sentence.

July5,1978: Acheampong is forced to resign as general William Akuffo takes control of the "Supreme Military Council II". He promises to reinstate a civilian government. Political parties are once again allowed

in Ghana and a date for election is set. No other major changes happens in the following year and the discontent continues.

Rawlings

May 15, 1979: The young Flight Lieutenant Jerry John Rawlings heads an uprising within the army. The coup attempt is unsuccessful as Rawlings is arrested.

June 4, 1979: On the day of his execution Rawlings is freed by soldiers loyal to him. The Armed Forces Revolutionary Council (AFRC) seizes power and promises free elections and to put an end to the corruption and economic chaos. But it is also to prevent the SMC generals from retiring to a life of luxury after having run down the country.

June 18, 1979: Dr. Hilla Limann and his People's National Party wins the election, but it is a close call: PNP gets 71 of the 140 seats in parliament.

Rawlings supports the AFRC in its determination to end corruption and restore order and justice before returning Ghana to democracy. The former leaders from the SMC government are tried and

executed together with the three former chief of states: Acheampong, Akuffo and Afrifa. Several hundred government officials and businessmen are sent to prison.

The third republic

September 1979: AFRC turns over power to Hilla Limann. Rawlings and his soldiers return to the baracks.

The new government tries, but not hard enough. It is not able to solve the economic stagnation of Ghana. Necessary, but unpopular economic reforms are given up in fear of unrest and a new coup.

Rawlings again

1980: Jerry Rawlings is not forgotten. He gains more and more popularity as he continues to demand an end to corruption. But Limann seems to have forgot the lessons learned from his predecessors. The corruption returns to society and internal conflicts finally breaks up the ruling party.

December 31, 1981: Jerry Rawlings once again takes power through a military coup. The Provisional National Defence Council (PNDC) is

established with Rawlings as Chairman. The Parliament is dissolved and all political parties forbidden, but Rawlings insists that the (long-term) goal is restoring democracy to Ghana.

In all parts of the country local committees are established to build democracy at all levels, inspire public participation and fight corruption. While the committee work gives many Ghanaians a better feeling of responsibility and influence, all political opposition is strictly forbidden.

1982 and 1983: Several coup attempts are made by dissatisfied sections of the army. None of the coups are successful. Opposition groups operating from Togo almost succeed in a take over. Relations between Togo and Ghana worsens.

1984: The Ghanaian economy is finally showing signs of improvement, and even though Rawlings has a tough grip on Ghana, he maintains his popularity (first of all among workers and rural population). Rawlings has strong connections to Libya, Cuba and Eastern Europe, but his efforts to improve economy

Patriotic Party also has strong representation. The opposition and all observers approve the elections. The West continues to be content and optimistic about the situation in Ghana, even though economic progress is stalling.

Late1990's: Popularity for NDC is fading as the opposition puts forward accusations of corruption within the government. Rawlings remains

May 1995: The parliament approves VAT at 17%, resulting in some riots. As a result the government cancels the unpopular VAT.

1996: Rawlings is re-elected with 57% of the vote. NDC remains the biggest party in parliament, but John Kufuor's New

1994: A land conflict between the ethnic groups of Konkombas and Nunumbas results in the "Guinea Fowl War" in north-eastern Ghana. Ancient conflicts are ignited after a discussion in a market place. Up to 2000 are killed and 150,000 are displaced. A peace treaty is signed, but violence breaks out again several times in the following years.

are rewarded with new loans by the IMF. For the following years Ghana continues to have the highest growth rate in Africa. Rawlings speaks strongly against economic globalisation which allows the market prices of cocoa to determine the future of a developing country like Ghana.

1985: The Preventive Custody Law allows the government to imprison opponents for the sake of "state security". The prisons are crowded with political prisoners.

Major Courage Qarshigah and other officers make an attempt on Rawlings life. They are sentenced and one is found hanged in his prison cell. Amnesty International and the Western donor countries begins to criticise lack of human rights in Ghana.

1990: Rawlings forms the National Commission for Democracy to work out plans for the political future of Ghana.

1992: A new democratic constitution is passed. Political prisoners are freed and parties are allowed. Free press and human rights organisations emerge in Ghana.

The Fourth Republic November 1992: Multi-party elections in Ghana. Rawlings wins the presidential election with nearly 60% of the vote. The opposition accuses Rawlings of fraud and boycotts the election for parliament. As a result of the boycott. The National Democratic Congress and its smaller coalition partners, win all seats. Independent observers

approve the elections as being free and fair. Rawlings now has a democratic base to continue the work he started during the long period with a military junta.

During the 90's the political climate between government and opposition slowly improves. Economic growth continues in Ghana, which is still praised by the IMF.

a Palm Casino and Saigon celebrated the Chinese New Year festival with all the usual pomp and pageantry. New Year

is a very important festival on the Chinese calendar. The most significant part of the festival is that each year animals are used as symbols of the occasion. This year the rabbit was chosen. La Palm casino shared in the belief of the importance of the symbol and placed a live white rabbit at the entrance.

The casino was decorated in the Chinese colour of red, a red tent was mounted at the entrance transforming the entrance into a Chinese temple. Delicious Chinese dishes where served by Tip Top Chinese restaurant.

La Palm Casino gave away $5000 in its special lucky balloon promotion, adding further thrills and excitements to the night.

Chinese New Year starts with the New Moon on the first day of the New Year and ends on the full moon 15 days later. The fifteenth day of the New Year is called the Lantern Festival, which is celebrated at night with lantern displays and children carrying lanterns in a parade.

The Chinese calendar is based on a combination of lunar and solar movements. The lunar cycle is about 29.5 days. In order to "catch up" with the solar calendar the Chinese insert an extra month once every few years (seven years out of a 19-yearcycle). This is why the Chinese New Year falls on a different date each year.

The celebration was traditionally highlighted with a religious ceremony given in honour of Heaven and Earth, the gods of the household and the family ancestors. The sacrifice to the ancestors, the most vital of all the rituals, united the living members with those who had passed away.

La Palm Casino has 64 state of the arts slots machines including the touch screen multi roulette machine which allows 8 players at a time.

Also available are the casino’s live game which includes 3 American Roulette, and 5 cards tables, including the Texas Hold em, Black Jack, and Caribbean Stud poker and Baccarat.

In association with Ladbrokes.com Computer work stations are available to bet on your favorite sports.

La Palm Casino is located at the La Palm Royal Beach Hotel in Labadi near the Homowo Conference Centre.

he Gold Coast Star Party that was held on the 19th January raised money to support the Under Privileged Children’s

Centre (UCC) in Teshie.

The UCC is a centre for disadvantaged children who do not have access to formal education. It is run by Billa Mamud and started life under a mango tree in Labone. Today he provides education and shelter to over 175 children.

Citizen Kofi in Osu hosted this year’s event and guests were treated to a champagne reception in the Sky bar, overlooking Accra.

Dinner was held in the Hollywood Lounge and Jenevieve Barnett, chief organiser of this event gave an eloquent speech and this was followed by a raffle to raise funds for the UCC.

Prizes included generous donations from the Stellar Group and airline tickets from Virgin Atlantic. Other prizes included a Zepto television and a laptop. The Holiday Inn Hotel not only donated several dinner vouchers but a two night stay in the luxurious Presidential suite.

Music from the amazing DJ Tamzin Williams of Ghana Play Events company rounded off a great evening.

Ingredients

Syrup:• 1 cup orange juice• 1/2 cup sugar

Tea:• 2 cups water• 7 black tea bags (recommended: Red Rose)• 3 cups sparkling water, chilled• 1/2 small orange, thinly sliced• Ice• Fresh mint or basil sprigs, to garnish

Directions

Prepare the grill or barbecue (medium-high heat). Sprinkle the steaks with salt and pepper and drizzle with the 3 tablespoons of olive oil. Grill to desired doneness, about 5 minutes per side for medium-rare. Transfer the steaks to a cutting board. Tent with foil and let stand 10 minutes.

Meanwhile, melt 2 tablespoons of butter in a large heavy saucepan over medium-high heat. Add the onions and saute until tender, about 5 minutes. Season with salt. Add the garlic and oregano and saute until fragrant, about 30 seconds. Stir in the tomato paste and cook for 2 minutes, stirring constantly. Whisk in the wine. Simmer until the sauce reduces by half, stirring occasionally, about 10 minutes.

Ingredients

• 2 (1-pound) flat iron steaks or tri-tip steaks • Salt and freshly ground black pepper • 3 tablespoons extra-virgin olive oil, plus extra for garnish • 6 tablespoons cold unsalted butter • 1 onion, thinly sliced • 1 tablespoon minced garlic • 1 teaspoon dried oregano • 1/4 cup tomato paste • 2 1/2 cups dry red wine

Orange ICe Tea

FLAt IROn StEAk wITh red wIne SauCe & Peas

Directions

Special equipment: a 60-ounce (7 1/2 cups) pitcher

For the syrup: In a small saucepan, bring the orange juice and sugar to a boil over medium-high heat. Simmer, stirring occasionally, until the sugar has dissolved, about 5 minutes. Remove from the heat and cool for 20 minutes.

For the tea: In a small saucepan, bring the water to a boil. Add the tea bags and remove the pan from the heat. Allow the tea to steep and cool to room temperature, about 20 minutes. Remove the tea bags and discard. Pour the tea and syrup into a pitcher and refrigerate until ready to serve.

To serve: Pour the sparkling water into the pitcher and add the orange slices. Pour the tea into 4 ice-filled glasses. Garnish with fresh mint, or basil, and serve.

Remove the skillet from the heat. Strain the sauce into a small bowl, pressing on the solids to extract as much liquid as possible. Discard the solids in the strainer and return the sauce to the saucepan and bring back to a slow simmer. Cut the remaining 4 tablespoons of butter into small 1/2-inch chunks and whisk in the sauce a little at a time. Season the sauce, to taste, with salt and pepper.

Thinly slice the steaks across the grain. Divide the steak slices among 6 plates. Drizzle the sauce over the steak, drizzle a little more extra-virgin olive oil and serve.

he world’s best schools offer important lessons about what works. All over the world, your chances of success in

school and life depends more on your family circumstances than any other factor. By age three, children with professional parents are already a full year ahead of their poorer peers. They know twice as many words and score higher on tests. By age 10, the gap is three years but by then, some poorer children have not mastered basic reading and maths skills, and many never will. This is the age at which failure starts to become irreversible.

A few school systems seem to have figured out how to address these gaps. Finland, United States, and Singapore have provided evidence and implemented changes. The veracity of the research is undeniable and it offers critically important lessons for the rest of us.

First, get children into school early. High-quality pre-schooling does more for a child’s chances in school and in life than any other educational intervention.

One study, in the United States which began in the 1960’s tracked two groups of students from disadvantaged backgrounds. Some were given the opportunity to attend a high-quality preschool; others were not. Thirty-five years later, the children who went to pre-school were earning more, had better jobs, and were less likely to have been in prison or divorced.

Again, HIGH QUALITY PRE-SCHOOLING!!!Second, recognize that the average child spends about half his waking hours up until the age of 18 outside the schools so do not ignore that time. In Finland students spent 60% more time in school than other average students in developed countries. They arrive earlier, leave later, attend more regularly, and even go to school every other Saturday. This added two more years of schooling before 18. Again, TIME MAXIMIZED, NOT WASTED!!!

Third, develop, train, and equip teachers. Studies in Singapore have shown that children with the most effective teachers learn three times as much as those with the least effective. Again, SUPPORT, and EMPOWERTEACHERS!!!

Fourth, recognize the value of individual attention. There are learning theories about how children learn, here are four prominent ways: behaviorism, social learning, social constructivism, and constructivism. (Behaviorism suggests learning and development

are shaped by environment, primarily through reward and punishment; Social learning suggests that learning and development is rooted in actively observing the people around; Social constructivism is where the child’s learning and development is through active play or interaction with others; Constructivism is when children actively construct their own understanding and model of the world for themselves according to their surroundings.) In

addition, concentrating on emotional intelligence has greater impact in child development than factual based learning. Children who struggle and do not

receive one-on-one support from their teachers; have less learning growth relative to their potential. Again, KNOW YOUR CHILDS LEARNING HABITS!!!

Finally, These factors increase the tendency to lead more fulfilled lives as adults. Again, BE A PROACTIVE PARENT!!!

Aries21/3-20/04

Taurus21/4-21/05

While it's the end of the solar year for you (until March 20th), dear Aries, and this generally signals a period in which you are in the relative backwoods and possibly dealing with endings in your life, there is nevertheless much to be excited about in March. Uranus gets you all riled up and itching to make radical changes. The 10th is strong for romance and friendship. You can charm the birds out of the trees on the 17th, and you'll be filled with wonderful (and possibly marketable) ideas. The 24th brings the gumption to jump-start the changes you've only been dreaming about. Life is certainly looking up! However, you may struggle with people or situations from your past around the 2-3.

March begins with strong energy for social activity, dear Taurus, and as it progresses, you begin to enjoy more time away from demanding or competitive situations. You're coming across especially well on the job, and your reputation is improving considerably in March. You're in high demand this month, with several people vying for your attention. The 3-6th brings the possibility of new or improved friendships. Past good deeds bear fruit on the 9-10th, and opportunities to advance emerge as a result. The 18-20th can bring romantic revelations.

March Others tend to be following your lead in March, dear Gemini. You can't seem to escape

attention, as others are especially aware of what you have or haven't done. While at times this can feel a little uncomfortable, your best strategy right now will be to act with as much authority and competence you can muster up. Be brave and look for new directions or improved ways of doing things in your career from the 3-8th, when you're given the chance to make a fresh start. Avoid excessive emotionalism on the 18-19th, when family and career matters can bring pressures. You enter a more pleasant and sociable phase in the last week of March, when friends are especially interesting and helpful.

Libra24/9-23/10

Capricorn22/12-20/01

Cancer22/6-23/07

Your professional life is beginning to really take a turn, dear Cancer, as is your reputation. While pressures on the home front continue, you're likely to find much to enjoy in your career. New challenges present themselves, and they're stimulating rather than unsettling ones. March brings a restless energy to your life that can only be sated with experiences that take you out of the usual routine. The New Moon on the 4th can stimulate your desire to expand your horizons. Adventures, big or small, are in order. Family or shared income increases in March.

March is a strong month for connecting with a partner, dear Leo. Your conciliatory, warm attitude helps to win you support or favor from others. However, watch for conflicts over money and resources, as the consequences of poor spending habits have a way of emerging. Aim to save more. You have great energy this month for reinventing yourself through letting go of bad attitudes and starting fresh. The desire to take a new course or to travel can come up suddenly in March, especially around the 20-21st, as you are becoming very hungry for new experiences.

Close relationships with others are lively this month, dear Virgo, and while you may not feel that you're calling the shots, you have wonderful opportunities before you to improve your interactions and connections. Be ready and willing to take a new approach to relating starting on the 3-4th. Keep an open mind and look for new opportunities to attract or enhance a relationship. Work brings special rewards and possibly social opportunities in March. Your efforts to smooth over differences pay off. This month, putting others' agendas ahead of your own is the best strategy.

You have great energy for work and self-care programs in March, dear Libra. It's an excellent period for scratching off most items on your to-do list, and for initiating new programs and projects. Your love life is not suffering, even with all of the attention you're pouring into managing your daily routines, especially around the 9-10th. The kinds of people you attract, as well as relationship dynamics in general, will be changing dramatically over the coming years, starting this month. The 18-21 can bring big surprises from a significant other. Do your best not to dig in your heels. Instead, accept that change is necessary right now.

You're willing to take risks this month, dear Scorpio, with your heart and with self-expression. For the most part, March is a time for strutting your stuff, getting creative, and enjoying yourself. A jumpstart to your creative juices occurs on the 3-4, when starting a new creative project can be especially fruitful, and the 9-10 brings sweet, loving energy into your life. The 18-19 might require you to come to the aid of a friend. Your working life can bring startling surprises around the 20-21, and you'll need a little time to adjust to the changes in routine.

You're bringing much charm to your communications in March, dear Sagittarius. You'll find it especially easy to approach others and make new contacts. Ever since your ruler, Jupiter, entered Aries in January, you've been a real self-starter and very eager to march to the beat of your own drum. This month, some of your new plans could hit some snags as you must do a reality check before moving forward. Home life is especially animated in March. It's a good period for channeling excess energy through projects around the home. The 20-21 brings exciting and unexpected energy to a romance or creative project.

The month ahead is likely to be a busy and largely successful one for communications and learning, dear Capricorn. The pace of your life quickens, and there are likely to be times when you feel pressured and stressed. This is especially the case when it comes to the balancing act that is required of you between your home and personal life and your professional life. Domestic matters in particular require changes, and although life may not feel as secure as it used to be, the changes will stimulate you and propel you forward. There is much to learn from others through casual conversation, and through networking connections this month.

An excellent month for attracting appreciation and support from others is in store for you in March, dear Aquarius. It's also a strong period for new learning programs and travel opportunities. You are highly motivated to increase your earnings and to acquire new personal possessions in March, and you could come up with some original money-making ideas. While your social life is highly stimulating, there are times when you are so caught up with communications that other areas of life seem to suffer. Set time aside for self-improvement projects and more serious study.

The ball is in your court this month, dear Pisces. If there's a time for taking action, initiating new projects, and pushing personal plans ahead, this is it. You are gutsier, braver, and more energetic in March. The 4-10th brings increased personal power. Be prepared to take a new path or direction. Mid-month is especially strong for money-making ideas and endeavors, although most of March is favorable for money and gifts coming in. Love matters, however, will be stronger in April. You have a "wait and see" attitude in love until the 27th.

MOIS DE LA FRAnCOPHOnIE

FRAnCOPHOnE MOntH

From March 11 to the 30 2011, everyone will be invited to celebrate the bond of solidarity around the traditional “International Day of the Francophonie”, which, thanks to the sharing of language, sets up the feeling of belonging to a community. The French language, which borrows accents or covers different statutes from Quebec to Paris, while passing by Acrra, Dakar, Djibouti or Port-au-Prince, belongs indeed to all those who speak it, as they received it as their heritage or as they chose to learn it. It is their common homeland.

Through the French language, a body of imaginary, values, views, singular projects are created that are related to the world and to which everyone can have access. This bond between the French-speaking people is all the more deep and fruitful as it is enriched by memberships of other cultures, other identities and other languages. As a shared language, French is also a language of sharing, an invitation to be open to others.

The annual celebrations of the French language and the Francophonie, whether they take the form of a Week, a Month or a Day, will never have deserved their title as much: to celebrate a shared language with words of sharing and solidarity.
