PROGRESS DURING THE 2ND QUARTER (September – November 08) Outcome 1 Children have access to improved infrastructure and safe learning environment. Output 1.1: Physical rehabilitation of 35 girls’ primary schools After various Project Orientation Meetings and Strategic Planning Discussions with key stakeholders

both at provincial and district levels including Secretary Education, District Coordination Officers, Executive District Officers (Education/Literacy, Planning & Finance), representatives of partner organizations, MoUs between ITA and each target district government were signed (Annex -1) and ITA district teams were provided spaces (capacious room/s) in govt. comprehensive/high schools to establish district project offices as resource centres. Each district resource centre has been functional with project specific hired staff, necessary furniture/fixture and office equipment.

ITA’s Project Team of main office Lahore initially got facilitation from Mr. Ahad Khan Cheema – Additional Programme Director PESRP Government of the Punjab in getting current profiles of target districts depicting tehsil and UC wise missing facilities in all schools of the districts. Keeping in view the budgetary allocation per WSIP school for the infrastructural Improvement (rehabilitation/renovation), EDO Education of each concerned district proposed a list of potential schools for DC Project. Education promoters in the supervision of concerned district managers started visiting target localities and initiated baseline assessment survey addressing 5 key areas of the school including infrastructural needs/missing facilities in the schools, assessment of learning levels of students (Science, Math & English – primary level), teachers’ training need assessment (TNA), learning environment particularly in classrooms and the overall school in general, governance – status of the school councils and household baseline survey. Baseline Assessment Study Report is annexed. (See Annex-2 as separate document titled, “Baseline Assessment Study Report”).

In order to establish a relationship of mutual understanding, trust and coordination, education promoters conduct a hopes and fears sessions (See Annex-3) with teachers and school administration not only to

share the background, key objectives of the partnership with district government and ITA’s involvement in schools as a facilitator for a specific time duration but also to dispel so many doubts and apprehensions of schools’ administration regarding NGO’s “intrusion”. Field teams in each district have completed more than 90% hopes and fears sessions in the schools.

Civil Engineer was hired by ITA under one of the 2nd quarter’s inputs with the facilitation of Oxfam’s senor engineer from Islamabad through proper advertisement and HR procedures. The engineer is preparing BOQs and other technical documents with detailed construction plan with strong site based support of under the supervision of Oxfam’s senior engineer. (Annex-4)

Output 1.2: 35 schools are supplied with learning materials, furniture and para teachers A sample of standardized package of Teaching/Learning Materials (TLMs) for each school with

inventory checklist has been prepared by ITA keeping in view the need identified during the baseline survey pertaining to learning environment. (Annex-5)

Provision of Furniture / Fixture and para teachers has been planned for the next quarter. Outcome 2: Issues relating quality of education are addressed. Output 2.1: Various enrichment activities promoting quality of teaching and learning, basic

health & hygiene, life skills are introduced. At the initial phase of the project, a child friendly link is established through activity based sessions on

Students’ Aspirations “What do I wish to see in my school?” After Hopes and Fears Sessions with teachers, Education Promoters extend their mobilization efforts towards students. Education promoters visit each classroom one by one and distribute blank papers with coloured pencils among each class. Students are asked to draw all those things which they aspire to see in their classrooms and schools. Students come up with wonderful and innocent ideas which depict a wide range of facilities which are missing in their schools such as fans, furniture, play equipment, flowers and trees and so on. (Annex-6)

No other activities were planned under this output during this quarter. Output 2.2: Community mobilization through strengthening of School Councils (SCs) As the 2nd quarter of the project signifies “people’s mobilization phase at school level”, general body

meetings with parents of students and other community members are organized in schools and community to involve community members in the planning and execution of school improvement activities. In the 2nd quarter of the project, field teams remained busy in reviewing and reconstituting school councils in these meetings. In some WSIP schools, new school councils have been formed according to the new school council policy of Govt. of Punjab. These school council members are strategically involved in the preparation of Annual School Development Planning Sessions (Annex-7).

No other activities were planned under this output during this quarter.

Output 2.3: Capacity Building of key stakeholders (including Children, teachers, SC members

and project staff) is ensured. In order to implement the training component of the project, a comprehensive training

strategy has been developed by ITA after visits to the field, feedback from the district teams

and results of baseline assessment surveys. A series of planning and consultative meetings by ITA’s Oxfam Project Team, in-house trainers, material developers, senior faculty of the Institute for Professional Development (IPD) and the project advisor have contributed towards the conceptual framework of the strategy. Keeping in view Oxfam’s critical emphasis on Gender Sensitization and Girls Mainstreaming, a conscious effort has been made to incorporate all such elements in the training strategy and resource materials which are essential for the target community to understand, internalize and practically implement in their day to day life. Although students will be the center of all activities and inputs of the project but the strategy concurrently caters to the capacity building needs of the teachers, head teachers, SMC/SC members, district education officials and community based organizations. In this regard, a training of trainers/orientation on training strategy was conducted in ITA’s resource centre Multan where project teams from each districts were invited and resource persons from ITA’s main office Lahore joined them to facilitate the training .(Annex-8)

No other activities were planned under this output during this quarter. Output 2.4: Influencing Policy, Behaviours and Practices through Advocacy at all levels. Project Advocacy Strategy and Work Plan have been prepared. (Annex-9). Communication Strategy

has jointly been prepared by ITA and Oxfam. The process of Influencing change at local level with local communities to change attitudes and

behaviour for action within and outside through school based activities has been initiated. In this regard, ITA organized a provincial level gathering at Lahore on 5th October 2008 to commemorate World Teachers’ Day where representatives from Dubai Cares Project target districts were invited. At school level, Global Hand Washing Day was celebrated on October 15, 2008 in all WSIP schools of target districts where students so zealously participated. On 20th November 2008, Universal Children Day was celebrated in all target schools under Dubai Cares Project with active involvement of students, teachers, community and district education officials with proper depiction in media/newspapers as well. (Annex-10)

PLANNED ACTIVITIES FOR NEXT QUARTER (December 2008 – February 2009) In line with Detailed Implementation/Work Plan

Outcome 1: Children have access to improved infrastructure and safe learning environment.

Output 1.1: Physical rehabilitation of 35 girls’ primary schools School Development Plan –SDP is prepared (35 Schools) Preparation of BOQs and other technical documents with schools’ individual

profiles with detailed construction plan by ITA’s engineer under the supervision of Oxfam’s senior engineer and project is commissioned to local contractors after fulfilling due procedural requirements

Construction committees are formed in each school with active involvement of School Council members and key community members at local level with complete coordination with education and other concerned district departments to initiate, facilitate, supervise and sustain infrastructural improvements during and after the project.

Orientation Training of Project Committee in monitoring the construction process is conducted: Oxfam’s engineer arrange training workshop or guidelines/manual for project committee to build their capacity to monitor construction process.

quarter Challenges and Measures Taken:

Challenges Measures Taken Delay in the signing of MoU by the district government Muzaffargarh.

DM Multan/M.garh with his team kept on meeting with EDO Education and other concerned officials with relevant project documents. ITA’s Main Office Project Team also remained in touch with EDO and got succeeded in getting MoU singed between ITA and district government Muzaffargarh.

Field teams’ movement in the rural field in extreme weather and passive response of community in some localities.

ITA’s newly hired field teams for Dubai Cares Project were given detailed orientation on all the dimensions and challenges of their work both at district level by the district managers at the time of their hiring. ITA’s Project Advisor and Project Manager from main office Lahore have also been involved in the initial orientation of the staff. In this regard, a 3 days project mobilization workshop was organized in Multan where districts teams from each target district were invited for their capacity building for the better, speedy and unhampered execution of the project with all the conceptual understanding of all the component of the project. Despite all the challenges in field, District teams are skilled enough to sort out such issues through focused group discussions, PRA techniques, and general body meetings.

Lessons Learnt: (2nd quarter – Sep 08 to Nov 08)

Almost each activity planned in such school improvement projects is based on very meticulously selected/identified schools as the initial baseline assessment surveys and all other school based activities from the planning to implementation depends on it. One of the big lessons learnt for both ITA and Oxfam was to agree on the criteria of the selection of the schools and sticking to it keeping in view the specific budget allocation for the construction/ rehabilitation component of the project. ITA’s district teams and their interaction with concerned district officials regarding infrastructural improvement has been revolving around the valid premise that all those schools need to be added in the list of WSIP schools which are in accordance with the allocated budget which was up to Rs. 583,586 per WSIP school as agreed and jointly signed by Oxfam and ITA in the budget review meeting held on August 12, 2008 in Oxfam ISB Office.

So, initially specifically in district Multan, department of education shared the list of schools which were inline with the allocated budget in the project. Later, Oxfam’s Education Program team and ITA’s Project team jointly visited schools in district Muzaffargarh and Multan and recommended to revise the lists of schools and opt for those schools which after project’s interventions may produce better concrete results in contrast to pre-adoption condition of schools. To sort out this issue and to avoid any further delay in the implementation of the fast-paced activities/development of the project, both program managers from Oxfam and ITA sat together to review, assist and revise project’s key documents (proposal, M&E, budget, implementation plan) facilitated by Oxfam’s Education Program Manager. In light of this, various changes/cut-backs were recommended by Pashmina while reviewing the budget. Although the activities were important and supplemented school improvement plan, however, due to resource constraints Pashmina suggested that separate concept notes be submitted so that additional funds can be sought. Both teams agreed to meet regularly, share experiences, lessons learnt and take key decisions to keep the operation running smoothly. In the follow up meetings, the issues such as provision of vehicles in district Muzaffargarh and Jhang, procurement issues and rationalization of redundant activities were sorted out. Teachers’ Perception regarding initiation of Dubai Cares Project in District Jhang

1. Tanvir Kousar Head Teacher Govt. Girls Primary School 126 Colony.(33210813) We are working in difficult and harsh environment. There are only two classrooms for more than 140 students and six classes. The boundary wall and toilet block need to be reconstructed. We hope that Dubai Cares Girls Education Project would not only improve the physical infrastructure of the school but also the training component would enhance capacity of teachers with better pedagogical skills. 2. Sadia Manzoor Head Teacher Govt.Girls Primary School Moza Jhamb.(33210828) I was very much worried about the increasing enrolment of the students and shortage of teachers in this school. The only room is insufficient for the strength of the students. ITA’s and Oxfam work for the improvement of the schools would be fruitful to improve the learning level of the students. She hopes that Dubai Cares’ adoption of the school would bring a positive change for the betterment of the school. 3. Shazia Manzoor Head Teacher Govt. Girls Primary School Kot Muhammad Yar. I am expecting that the infrastructure would be improved by Dubai Cares Girls Education Project’s interventions in collaboration with Oxfam and ITA. But at the same time I fear whether all the claims would be met or like many other NGOs, ITA and Oxfam would also back out from the promises. 4. We spent 15 years without any room and proper building. Our dream of separate school building would come true if Dubai Cares project succeeds. Our enrolment would also increase tremendously. 7. Naheed Bashir, Head Teacher of Govt. Girls Elementary School, Hersa Sheikh. We have been facing shortage of rooms since 2005 earthquake, the upper two rooms have been declared dangerous but we are forced to sit there because there is no other option. The whole management will go in the hands of the adopter and new rules will be imposed on them. The attitude of the NGO’s representatives will change and will become more forceful. Will they have any importance as the Idara emphasizes a lot on parents? The Idara will charge additional fee from students and take money from school fund. The adoption will effect their (old staff) govt. service or their pension.

Proceedings: First of all, Mr. Saeed-ul-Hassan, Project Manager welcomed the participants and a brief introductory session was held. Then the district teams were asked to give a presentation about the project. Firstly, Ms. Amina from Multan District gave a detailed report about the project. Secondly, Ms. Shumaila Perveen from Rahim Yar khan District came forward and gave a comprehensive report about the activities done in the district. Thirdly, Mr. Aurangzeb Malik, District Manager Jhang told about the newly launched project. Dr. Baela heard the proceedings and she urged upon the teams that they should own the things on their part and work whole heartedly. The second session started and the whole employees of ITA were present in the session. Ms. Afshan Huma gave a presentation on IPD-ITA in detail. She also told that the training manuals will be developed at IPD. She shared the schedules of trainings to be held in districts under ITA-Oxfam Project. She talked about the mechanism of trainings of Teachers, Head Teachers, School Councils, Subject Based Trainings etc. The ending views were delivered by the Chairperson. She emphasized that all employees should follow the norms and expectations of the Idara. She told that all should take the responsibility to enhance the quality education in the country because if there will be quality education in the country, the whole nation will be benefited.

COMMUNITY MOBILIZATION & SCHOOL DEVELOPMENT PLAN The session of community mobilization was conducted by Mr. Aurang Zaib Malik (DM-Jhang). He involved the participants in brainstorming and group work and shared all the theoretical and practical dimension of community mobilization, its significance and the role and responsibilities of community and community mobilizers. Participants openly shared their concerns and experiences regarding community. Project manager and ITA’s WSIP team dispelled trainees’ apprehension by sharing their own success stories and community’s inputs for the sustainability of development activities in schools and ownership. GENDER PARITY This session was conducted by Shazeena Siddiqui (Manager Gender & Quality) who shared international context and Oxfam’s strong emphasis and intensive work on gender parity in Pakistan. She highlighted that how gender is closely linked with each segment of our project. Participants took keen interest in the session and gave their inputs. It was agreed that Oxfam’s training manual and other studies can be very useful for the conceptual clarity. All the team members agreed to abolish this widespread issue in schools and community. Base line Assessment Ms. Raheela, representative of ITA’s Research and Documentation Department shared her presentation on baseline assessment survey which is one of the key activities of the project at the initial phase of the project. She was accompanied by Mr. Alam (Research Associate) who who shared the basic objectives of the baseline study its detailed strategy with methodology and all relevant tools and formats which had to be tested during the field visits which were scheduled in the very next day.
