What Has Changed?

Program has changed from Self-Declaration to Third-Party Certification.

ENERGY STAR® Program Overview

What is a Certification Body? •  An ISO/IEC Guide 65 accredited organization for conducting conformity

assessment programs in specific disciplines •  Serves as the technical reviewer and certifier of new products to use the

ENERGY STAR® mark •  Issues Certificate of Compliance authorizing use of the ENERGY STAR® mark •  Conduct ongoing verification of all ENERGY STAR® Qualified products

UL was one of the first certifiers to earn recognition by the EPA as an approved Certification Body.

What is a Recognized Laboratory? •  Laboratories that are ISO 17025 accredited to the required product test method

and have been approved as recognized laboratories by the EPA •  Laboratories that are approved by a recognized CB’s Data Acceptance Program

as either: •  A Supervised Manufacturer Test Laboratory (SMTL) •  A Witnessed Manufacturer Test Laboratory (WMTL)

Partner with a Certification Body

•  Effective Jan 1, 2011, all new product qualifications received by the EPA for inclusion in the program must be from a CB

CB’s will review test report and submit all necessary paperwork directly to the EPA on behalf of the manufacturer.

Manufacturers no longer have to fill out applications and submit paperwork to DOE / EPA Consultants for review and approval.

Certification Bodies (CB’s) are required to retest a minimum of 10% of the base models in their program annually to ensure continued product compliance.

(Based on the total number of basic models enrolled by product category with the CB)

ENERGY STAR® Verification Testing

How will products be selected?

About half of the above models will be selected at random, with an exception given to models that have been tested recently

as part of verification or challenge testing

The remainder shall be selected considering previous base model failures, referrals from consumers, input from

consumer groups or regulatory agencies, and the sales

volume of models provided to the EPA

Model procurement for verification testing

The CB will make selections in priority order:

Manufacturers are not allowed to self select product for testing.

• Off the Shelf

• From a Warehouse

• Off the Line

Location of Verification testing

At the CB’s chosen, EPA recognized, third party laboratory for models selected off the shelf and from a warehouse.

If selected off the line, then the manufacturer’s first party laboratory can be used, provided it is EPA recognized and witnessed by the CB.

What if a Product Fails Annual Verification Testing?

The EPA requires the CB to notify the EPA of the failure within 2 business days. Partner will be given the opportunity for testing a second sample

What Happens if an ENERGY STAR® Certified Product is Challenged?

•  The challengee is notified

•  If the challenge is proved to be false, UL will notify the challenger, provide the results, and retain the deposit

•  If the challenge is proven true, UL will refund the challenger’s deposit, suspend the certification, and notify the EPA to determine the next course of action.

Client Test Data Program CTDP-CB’s Client Test Data Program

•  Equivalent to EPA’s SMTL •  CTDP is available to all qualified clients •  Can be an expansion of existing scope •  CTDP utilizes Manufacturer’s test

laboratories •  Data generated through CB’s CTDP can be

submitted to CB for compliance to Energy Efficiency Regulations

CTDP Assessments are conducted initially and annually thereafter and include :

•  Audit Scope •  Laboratory Quality Program •  Physical Resources •  Equipment •  Qualified Personnel and Procedures

Witness Test Data Program WTDP-CB’s Witness Test Data Program

•  Equivalent to EPA’s WMTL

•  Tests conducted on premise under the supervision of UL personnel.

•  Test facility must have equipment, environment, consumables, and personnel appropriate to conduct tests.

•  Instruments used for testing must be calibrated by an accredited calibration laboratory to a nationally or internationally recognized standard of measure.
