Reducing inequalities at the core of the new framework

• Tackling all dimensions of social and economic inequalities that exist along the lines of gender, wealth, geography, culture, disability, age and identity is essential to meet the proposed goals

• Under each goal, we must commit to focus first on those children who are the most marginalised and hardest to reach

• We must establish targets that monitor progresses against income deciles and specifically consider the ratio between top and bottom groups

• We must also monitor the pace of progresses for all groups for all goals. Only be doing this, persistent inequalities will be revealed and tackled.

As Save the Children, we welcome in the report:•The focus of the report of ending extreme poverty in all its forms•The commitment to end preventable infant and under-five deaths•The strong narrative on inequality and the recommendation that no goal should be considered met if it is not met across all social and economic groups•The integration of key elements that we missing in the MDGs, especially a focus on eliminating all forms of violence against children

As the post 2015 process goes forward, Save the Children will seek to strengthen the commitments on universal access to high quality services (including Universal Health Coverage) and stronger attempts to address income inequality

Financing the post 2015 agenda• Any post-2015 framework must be underpinned by a robust

financing plan, with detailed financing strategies developed in every country context

• The national financing plan should identify potential sources of funding for each goal; these are likely to include a mix f taxation, domestic and foreign private investment, and in some contexts, aid (more for the Low Income Countries)

• Central to national financing strategies should be the attention to equitable distribution of investment (appropriate level of investment per area, sector and target populations)

• Tax and domestic resource mobilisation accounts for a bigger and bigger part of the development financing envelope. Strengthening domestic tax revenue collection should be a priority

• The relative importance of ODA vis-à-vis other forms of finance has declined. Donors need to strategically align their aid to those countries least able to raise domestic revenues or least able to attract foreign investment

Reflections on the role of China and the post 2015 agenda

• China has been very successful to meet the MDGs targets. Lessons learnt from China can inform the post-2015 framework, especially in terms of reduction of extreme poverty and reduction of child mortality

• China has now become a significant donor and a key player of the South/South cooperation. China views of financing the post 2015 framework will be essential to forge a truly global partnership

• China has acknowledged the challenges raised by increased inequality and has set up innovative policies for inclusive growth. As reduction of inequality should be at the core of the post 2015 framework, China can greatly contribute to forge this critical aspect of the new framework

• China is being confronted with significant environmental problems affecting the sustainability of development. Chinese approach to address these issues could be extremely valuable for the development of the post 2015 framework
