1. TEST RESULTS

1.1 MEASUREMENT AGGREGATION INTERVALS The test results are that the Encore Series 61000 System complies with the requirements of section 4.4 of 61000-4-30 for aggregation over time limits of cycle-by-cycle, 200msec, 3 second, 10 minute, and 2 hour intervals as required for the parameters of rms variations, harmonics, interharmonics, unbalance using sequence components, under/over deviation, flicker (Pst and Plt), and magnitude of supply, as appropriate.

1.2 TIME CLOCK UNCERTAINITY The test results are that the Encore Series 61000 System complies with the requirements of section 4.6 of 61000-4-30 for free-running clock of 1 second/day or +/- 1 cycle at 50/60Hz when synchronized with GPS option.

1.3 FLAGGING The test results are that the Encore Series 61000 System complies with the requirement of section 4.7 of 61000-4-30 for flagging intervals where rms variations have occurred through the use of the time stamped, detailed characterized event lists

1.4 FREQUENCY The test results are that the Encore Series 61000 System measurements complies with section 5.1 of 61000-4-30 for the specified measurement accuracy of ± 0.01 Hz. Also, during the frequency variation tests did not have any influence on Flicker, Harmonics, Interharmonics, Unbalance, or Voltage Magnitude measurements during the evaluation.

1.5 VOLTAGE MAGNITUDE

The test results are that the Encore Series 61000 System measurements complies with section 5.2 of 61000-4-30 for the specified measurement accuracy of ± 0.1% of the declared voltage for Udin 230 V, 50 hz and Udin 120 V, 60 hz. Also, during the voltage variation tests did not have any influence on Flicker, Frequency, Harmonics, Interharmonics, or Unbalance measurements during the evaluation

1.6 FLICKER

61000-4-15 The test results are that the Encore Series 61000 System measurements complies with section 5.3 of 61000-4-30 for the specified measurement accuracy of ± 0.05 pst. Also, during the flicker variation tests did not have any influence on Frequency, Harmonics, Interharmonics, Unbalance, or Voltage Magnitude measurements during the evaluation.

61000-4-30 The test results are that the Encore Series 61000 System measurements complies with section 5.3 of 61000-4-30 for the specified measurement accuracy of ± 0.1 Pst for a known Pst of 1. This then translates to ±10% for Pst levels above 1, for example a Pst of 20 would allow a tolerance of ±2 Pst. Also, during the flicker variation tests did not have any influence on Frequency, Harmonics, Interharmonics, Unbalance, or Voltage Magnitude measurements during the evaluation.

1.7 DIPS , SWELLS, & INTERRUPTIONS The test results are that the Encore Series 61000 System measurements complies with sections 5.4 and 5.5 of 61000-4-30 for the specified hysteresis of ± 2% and detection within a 0.5 cycle for fixed nominal, reporting the required magnitude and duration parameters.

1.8 UNBALANCE The test results are that the Encore Series 61000 System measurements complies with section 5.7 of 61000-4-30 for the specified measurement accuracy of ± 0.15% of the negative sequence divided by positive sequence for a known unbalance of 1%. This then translates to ± 0.15% for each 1% unbalance levels above 1%, for example an unbalance of 5% would allow a tolerance of ± 0.75%. Also, during the voltage unbalance variation tests did not have any influence on Flicker, Frequency, Harmonics, or Interharmonics measurements during the evaluation.

The test results are that the Encore Series 61000 System measurements complies with section 5.8 of 61000-4-30 for the specified measurement accuracy of ±5% maximum allowable error for harmonic signals greater than 1%. Also, during the harmonics variation tests did not have any influence on Frequency, Flicker, Interharmonics, Unbalance, or Voltage Magnitude measurements during the evaluation.

1.10 INTERHARMONICS 61000-4-7

The test results are that the Encore Series 61000 System measurements complies with section 5.9 of 61000-4-30 for the specified measurement accuracy of ± 5% maximum allowable error for harmonic signals greater than 1%. Also, during the interharmonics variation tests did not have any influence on Frequency, Flicker, Harmonics, Unbalance, or Voltage Magnitude measurements during the evaluation.

1.11 MAINS SIGNALLING The test results are that the Encore Series 61000 System measurements complies with section 5.10 of 61000-4-30 for the specified measurement for mains signaling frequencies under 3KHz using the 5 Hz bins from the calculations of the harmonics/interharmonics.

1.12 UNDER/OVER DEVIATION The test results are that the Encore Series 61000 System measurements complies with section 5.12 for the specified measurement in section 5.12 of 61000-4-30 for over/under deviations based on the nominal voltage over the aggregation intervals of 200msec and 10 minutes.

2. POWER QUALITY TEST AND SPECIFICATIONS

2.1 Range of Influence The range of influence for each parameter per EN61000-4-30 table 1 is applicable for Class A performance. For the equipment under test Class A performance is claimed for the test results.

Frequency - 42.5 Hz - 57.5 Hz for 50 Hz Systems and 51 Hz - 69 Hz for 60 Hz Systems

Voltage Magnitude - 0% -200 % of the declared voltage. Flicker - 0% to 20% pst Unbalance- 0% to 5% Harmonics - twice the values of IEC 61000-2-4, Class 3 Interharmonics - twice the values of IEC 61000-2-4, Class 3 Dips and Swells - 2% hysteresis

2.2 Accuracy of Parameters The accuracy of each parameter is defined as specified by the applicable standard(s) for a given parameter.

Frequency - EN 61000-4-30 specifies within ± 0.5 Hz Voltage Magnitude - EN 61000-4-30 specifies ± 1 % Flicker - EN 61000-4-15 specifies ±0.1 pst and for EN61000-4-30

specifies < 0.5 state 1 and ±0.1 for states 2 and 3. Unbalance- EN 61000-4-30 specifies ± 0.5 % Harmonics - EN 61000-4-30 speciifes ± 3 % Interharmonics - EN 61000-4-30 specifies ± 0.5% Dips and Swells - EN 61000-4-30 specifies ± 2%

2.5 QUALITY SYSTEM Dranetz-BMI operates a quality system that is fully documented, in terms

of its procedures. The company has been granted and maintained continuous ISO 9001 Certification by Quality Management Institute (a division of CSA) since 1994. Also, the company has been granted and maintained continuous ISO 17025 Certification by Technology International (Europe), Ltd. since 2004. A copy of these certificates can be found in Annex A of this report.

3.2 Equipment Under Test – Constructional Details Product Family

The product family of compliance for Dranetz-BMI Models 61000PQ, 61000VCM, and 61MVS are claimed under the basis of similarity of construction and functionality and are described as follows.

Series 61000PQ - Power Quality Monitor instrument capable of measuring power quality parameters in nominal frequency range of 50/60 Hz and including impulse transients.

Series 61000VCM - Power Quality Monitor same as 61000PQ measures parameters in nominal frequency range of 50/60 but does not measure transients.

3.3 PRODUCT VARIANTS The product models and variant model numbers are briefly described below. Similarities of Construction

Construction variants of models 61000PQ and 61000VCM are functional derived from the same platform and compliance is claimed by similarities of design and functionality. Also, the noted constructional differences do not have an impact on the test results.

4.3 Technical Statements

Dranetz-BMI has been a leader in the market of Power parameter measurements since being first established in 1963. Later evolving into Power Quality Monitoring and Measurements by introducing its first Power Disturbance Analyzer in 1975. For over thirty years the company's reputation has long been established at the forefront of Power Measuring and Monitoring techniques and considered by many as the leader and competent in this area of expertise.

To establish the validity of our test approach and test results we have employed the services of

Since 1992, Technology International (Europe) Ltd. was appointed by the UK Department of Trade and Industry, and notified to the EU Commission, as a Competent Body for the EMC Directive, and later appointed as a Notified Body for the Low Voltage Directive, Machinery Directive and Radio and Telecommunication Terminal Equipment Directive. Dranetz-BMI contracted the services of Technology International Ltd. as an independent third party to competently audit the requirements of IEC 61000-4-30 , verify our testing methods and test results. Technology International Ltd. has audited our test process and as a competent body issued Dranetz-BMI certification to ISO 17025 to competently perform the tests required by IEC 61000-4-30. Additionally, Technology International Ltd. verified and audited the testing process on site, verified the test results, and issued a certificate of compliance to the requirements of the IEC 61000-4-30 standard: 2003, Class A for the Encore Series 61000 System. A copy of the certificate of compliance is included in Annex A of this report.
