1.0 GENERAL INFORMATION ABOUT THE FACTORY

Emergency is defined as sudden occurrence / incident either caused by human

being or Nature, which may bring disruption in the normal activities potential to cause

injury, loss of life or damage to property, within or outside the factory premises.

The objective of this plan is to be prepared to respond to emergency situations

that may arise despite best preventive measures and to minimize loss / damage to life

or property.

The scope of this plan is the on-site activities of M/s. RUNGTA MINES LTD.

(Kamanda Steel Plant), At/Po-Kamanda, Dist-Sundargarh, Odisha.

This covers the identification of various hazardous substances used and stored

in the plant and the possible hazards which may arise during any eventuality, the impact

of such accident / incident on the plant and the surroundings. This plan also covers the

facilitates available, the persons responsible along with the emergency combat

procedure to meet the emergency situation.

Any emergency occurring within the factory premises may cause injuries of loss

of life and / or damage to the property or disruption inside as well as outside the factory.

The emergency in factory premises could be as a result of abnormal functioning within

the facilities or caused by third parties or by natural factors. Considering the activities

carried out inside our premises and importance of preserving life and property within an

outside the premises, the management has set up following as objectives of On-site

Emergency Control Plan.

3. To identify the dead / injured persons and inform their relatives.

4. To restore normalcy.

5. To maintain communication, both internal and external.

6. To preserve evidence and records for enquiry.

7. To comply with statutory obligations.

8. To modify the Emergency Control Plan, if necessary.

The requirement of On-site Emergency Plan with detailed Disaster Control

Management Plan is applicable to the factory of M/s. RUNGTA MINES LTD. (Kamanda

Steel Plant), At/Po-Kamanda, Dist-Sundargarh, Odisha for compliance under

Section 41-B (4) of the Factories Act (Amended) 1987.

1.1 BRIEF MANUFACTURING PROCESS:

1.1.1 Direct Reduced Iron Plant (DRI)

The Plant has Six Rotary Kilns of 100 TPD each, capable of producing 600 MT of

Sponge Iron per day and another rotary kiln of capacity 1x300TPD DRI Kiln of

producing 300 MT of Sponge Iron per day. Iron ore lumps, coal and dolomite are fed to

the kiln through conveyor belts. Coal fines (injection coal) are fed from other end of the

Kiln for firing and to build up the temperature. The Kiln is rotated at set RPM, the Iron

ore while travelling from feeding end to discharge end, at different temperature levels

along with coal is transformed (change in chemical composition) in to Sponge Iron. At

discharge end, the DRI is at high temperature which is required to be brought down to

80-90 deg. C. This is achieved by passing through Cooler, where this is cooled with

water spraying system. From cooler discharge DRI is conveyed to Product separation

unit, having Magnetic separators, via Intermediate Bins, where DRI is separated from

coal. DRI lumps & fines are filtered by screen and stored in storage bunkers.

1.1.2 MANUFACTURING PROCCESS OF POWER PLANT

Power is generated by steam, where the chemical energy of fuel is

converted in-to mechanical energy at the turbine shaft.

This power plant operated under the rankine cycle. In Power Plant,

Turbine is a prime mover which is steam driven. Water is heated, turns into

steam and spins a Steam. Turbine which drives an electrical generator

(Alternater). After steam passes through the turbine, the steam is condensed in

a Condenser and recycled to where it was heated, this is known as rankine

cycle. Our power plant will operate under modified rankine cycle with the

addition of regeneration feed water heating. To improve the efficiency of the

cycle, the feed water from the Condenser is heated with the steam extracted

from the Turbine. The steam from AFBC Boiler and WHR Boiler enter into

Common Steam Distribution Header from where it goes to the Turbine. After

passing steam through the turbine, it condensates in Condenser and this steam

is cooled in the cooling tower. The condensate steam is used for feed water

heating. The make-up water which is (4-5% including all losses in system) will

be added in the cycle. The generation of make-up water will be controlled by

the Deaerator level control system. The condensate water is mainly from the

surface Condenser and collected in the Hot well and then passes through CEP

(Condensate Extraction Pump).

The power generation in TG will be 11 KV level, and it will operate with

parallel. to Electricity Board Grid. The excess power will be exported to the

Grid, for which step-up transformer will be installed.

The total requirement of water for power plant will be taken from KARO

river. Which contains impurities in the form of floating solids, suspended solids,

colloids, dissolved gases. For removal of such impurities in raw water, the RO

plant has been installed.

20 MW power each will be generated from AFBC boiler & WHR Boilers.

For which 6x10 TPH + 1x35 TPH WHR Boilers & 1x115 TPH AFBC Boiler have

been installed.

1.2.1 AFBC BOILER : In AFBC boiler coal 75% and Dolochar 25% as a fuel is used for heating

feed water. Steam generation capacity is 115 TPH at steam pressure 88kg/cm2

and temperature 5150C.

1.2.2 WHRB BOILERS:

6x10TPH & 1x35TPH WHR Boilers have been installed. 10 TPH WHR-

Boiler is having steam generation capacity 10 TPH at steam pressure

88kg/cm2 and temperature 5150C. WHR- Boiler 1x35TPH is having

steam generation capacity 35TPH at steam pressure 88kg/cm2 and

temperature 5150C.

1.2.3 COMMON STEAM DISTRIBUTION HEADER : (CSDH) :

Steam produced from AFBC Boiler & WHR-Boilers through steam

piping’s comes to Common Steam Distribution Header and from here it

is distributed to Turbine No.1 & Turbine No.2.

1.2.4 TURBINE :

2X20MW Turbines have been installed. This Turbine is single flow with

19 stages and downward exhaust. The steam inlet parameter to Turbine

is as follows.

Steam pressure = 84kg/cm2

Steam Temperature = 5150C±50 C

Steam Flow = 77.4 TPH

1.2.5 CONDENSER:

Cooling water is supplied into the tubes of Condenser and steam flows

from shell side. The cooled water takes away the heat from steam and

the steam is condensed into water.

1.2.6 DEAERATOR:

Dissolved Oxygen is removed from DM and condensate water through

deaeration process. Hydrazine chemical is dosed at Deaerator suction

line and water temperature is maintained at 1200C . Deaerator tank

water holding capacity is 97.52cum.

1.2.7 BOILER FEED PUMP:

The main function of Boiler Feed Pump is to supply feed water to Boiler

(Steam Drum) from Deaerator storage tank.

(a) Pumps for AFBC Boiler, total 3 nos. of flow rate 77.65 cubic

meter/hour and at pressure 120kg/ cm2, have been installed.

(b) Pumps for WHR Boilers, total 3 nos. of flow rate 63.93 cubic

meter/hr. and at pressure 120kg/ cm2 have been installed.

1.2.8 CEP (CONDENSATE EXTRACTION PUMP) :

Condensate extraction pump transfers water from Hot Well to Deaerator.

1.2.9 COOLING TOWER:

Cooling Tower capacity is 9800 cum/hr. From condenser hot water

comes at temperature 400 C and flows from top of cooling tower to bottom

through splash bars and air moves from bottom to top through air suction

created by fans installed at top of cooling tower. During this process the water

is cooled down to 280 C and then it goes to condenser.

1.2.10 DM WATER PLANT:

The clear water from Clear Water Settling Tank is processed in DM plant

through ultra filtration and reverse osmosis. DM plant capacity is 13 TPH of

following quality parameters, PH=9.0 to 9.2, conductivity 0.3 micro/siemens,

dissolved solids = 0.007ppm Silica�0.02ppm, Chloride = Nil & residual

hydrazine <0.02 ppm. DM water storage tank capacity is 2X200 Cum.

1.2.11 INTAKE WELL & WATER RESERVOIR STORAGE TANK:

From Karo river water is pumped by water pump 2 X600 Cum/hr. at 5kg/ cm2 in

the water reservoir. Capacity of Reservoir water tank is 2 X 14000cum. From

this tank water is transferred by using Transfer Pumps 2X255 Cum/hr. to

HRSCCT (High Rate Solid Content Clarifier Tank). Water is cleared from

suspended solids with or without addition of coagulant. Outlet flow rate from

HRSCCT is 250 TPH and goes to CWST (Clear Water Storage Tank). This

clear water is transferred to Cooling Tower at flow rate 200.9TPH. and to DM

plant through multi grade filter. Multi grade inlet flow is 24TPH.

1.1.3 MANUFACTURING PROCESS OF STEEL MELTING SHOP

Induction furnace is heating and melting device for scrap, sponge iron and

others consumables whose top is open for deslagging and additives addition. We add scrap into the furnace by EOT crane fitted with magnet which demagnetize and scrap into the furnace DRI is charged into the furnace continuously through vibro feeder and rate of feeding is controlled as per melting rate of DRI in the furnace.

After inspecting the furnace scrap along with calcined petroleum coke is charged at the bottom of furnace and power is put on.

Immediately after switching on the furnace melting start and then feeding of DRI is done and filled the furnace to required level.

After few minutes slag starts coming out at the top of burden which is spoon out continuously or drained out if volume is sufficient.

Furnace is filled with liquid metal till it reached to ¾ of height. A list sample is taken and after getting analysis for carbon required level of liquid is filled and then complete deslagging is done for addition of additives.

Temperature is raised to 1600 0C approximately of addition of Si-Mn is done in the furnace to required chemistry.

Temperature is raised to 1670 0C and furnace liquid metal is tapped in refractory lined hot ladle.

Then the ladle is brought to CCM for casting and placed on ladle stand and metal is allowed to fall into the container called Tundish.

As soon as ¾ of Tundish level of liquid is achieved Tundish nozzle is opened and metal is allowed to flow into water cooled copper mould. This mould oscillates in up and down and solidified strand from outer surface approx 5 mm thick is pulled with dummy bar and travels in apron chamber, where again cooled by spraying water all around by water spray nozzle.

As soon as billet is sufficiently pulled ahead of straightner drive, it is cut in required length.

After cutting in required length of billet it allowed to cool down in cooling bed, after cooling below 600 0C it is stacked in billet yard for further cooling to room temperature for further inspection

After final inspection billet get ready for dispatch/sale.

8.0 IDENTIFICATION OF HAZARDS:-

Hazard is in fact the characteristics of a system / plant / storage that

presents potential for an accident and risk the probability of occurrence of

hazard. Hence, hazard identification is of prime significance for the

quantification of risk and for cost-effective control of accidents in any industrial

installation. Various techniques of predictive hazard evaluation and quantitative

risk analysis suggest identification of hazard which has very important role in

estimation of probability of an undesired event and its consequence on the

basis of risk quantification in terms of damage to personnel, property and

environment.

Hazards are mostly manifested in the form of pool-fire or fire. Each

anticipated hazard scenario associated in the unit is described along with its

assessment of impact on plant and locality in the following table. :

9.0 IDENTIFICATION OF MOST CREDITABLE HAZARD SCENARIO:

9.1 Case-1 Fire Hazard in HSD Storage Tank

Fire Hazard in HSD Storage Tank is considered as most Credible

Scenario because of the following reasons:-

HSD is a flammable liquid as per schedule-1, Part-II (b) (v) having flash

point of 660C and auto ignition temperature of 2560C and explosive limit of 5-

7% volume in air. So, it is susceptible to fire hazard. Whenever HSD catches

fire it shall manifest in the form of pool fire. Taking into consideration of the

meteorological data of the area and the above mentioned physical and

chemical property of HSD, it is considered most credible Hazard scenario. In

case of fire in HSD storage tank the effect distance of significant heat radiation

assessed in different season is given in the table given below.

9.2 Case-2 : Fire in Coal Storage Yard

Fire Hazard in Coal Storage Yard is considered as a Credible Scenario

because of the following reasons.

During storage of coal in the coal yeard, weathering of coal takes place

due to mild oxidation, which is an exothermic process. If the heat liberated is

not completely dissipated, the temperature of Coal rises as Coal is a bad

conductor of heat. The rate of oxidation is doubled with 10oC rising

temperature. The bulk of Coal may reach critical temperature i.e. its ignition

point 50-80oC and may burst into flame. This phenomenon is known as

spontaneous ignition of Coal.

prevention of spontaneous ignition of Coal.

• The exposed surface area of the coal heap is restricted to the minimum

possible so as to avoid the contact of oxygen with coal.

• The exposed surface area is reduced by avoiding segregation and by

packing the coal tightly and uniformly.

• The ventilation at the coal heap is suppressed so that weathering is

avoided due to cut-off of oxygen.

• Coals of different sizes stored in a pile so that air voids are reduced to a

great extent.

• The coal is consumed before the critical temperature is reached.

• Water Sprinkling is done to reduce the temperature.

• Coal is stored away from the heat source i.e. Rotary Kiln.

9.3 Case-3 Fire Hazard in Transformer Oil Storage Area

Fire Hazard in Transformer Oil Storage Area is considered as

Credible Scenario because of the following reasons:-

Transformer Oil is a flammable liquid as per schedule-1, Part-II (b) (v)

having flash point of 1200C and slightly flammable as categorized in NFPA 704

hazard class. So, it is only susceptible to fire hazard. Taking into consideration

of the meteorological data of the area and the above mentioned physical and

chemical property of Transformer Oil, it is considered only a credible Hazard

scenario. In case of fire in Transformer Oil the effect distance of significant

heat radiation assessed in different season is given in the table given below.

12.0 ROLE OF KEY PERSONS OF EMERGENCY COMMAND STRUCTURE

12.1 WORKS MAIN CONTROLLER (WMC):-

� On being informed, rush to the scene and take overall charges of the

situation

� Make quick assessment of the situation and decide declaration of

emergency by blowing the siren in appropriate code [intermittent three

times with half minutes interval]

� Direct respective leaders through Site Incident Controller to take control

of the situation in the affected area

� Make continuous review and assess the possible developments to

determine the extent of damage to plant and human beings

� Direct shut-down the plant, if necessary

� Orders evacuation process by consulting with key persons

� Ensure that casualties are receiving adequate attention

� Liaise with the fire services, police services and other statutory

� Declare closure of the emergency by blowing the siren [only once long

13.1 ROLE OF KEY PERSONS IN SILENT HOUR COMMAND STRUCTURE

� Silent Hour is the time when General Shift people are not available

� The command structure for the silent hour shall be same as during

normal hour, however, during the silent hour the Shift-in-charge /

Security incharge shall act as Works Main Controller-cum Site

Incidence Controller , till the arrival of the Works Main Controller

� Since during these hours Works Main Controller, Site Incident Controller,

Combat Team Leader, Rescue Team Leader and the Auxiliary Team

Leader may not be available inside the plant, they shall be informed by

the Security In-charge (Works Main Controller during Silent Hour) either

by telephone or by sending special messenger to their residences

� On receiving the information the Works Main Controller, Site Incident

Team Leader shall reach the site at the earliest and simultaneously

Assembly Points:-

In an emergency, it will be necessary to evacuate people from the

affected zones or the zones likely to be affected, to safe areas. The safe areas

are identified and designated as Assembly Points (AP). The location of the

assembly point is the vacant space shown in the Plot Plan. Arrangements for

taking head count of persons, reconciling the head count with the attendance

rolls, temporary shelter and further evacuation if necessary to safer place

outside factory campus can be made.

ESCAPE ROUTES AND WIND SOCKS

Escape Routes:-

Escape routes are those that allow reasonably safe passage of persons

from the work areas to the Assembly Point. These routes would be different for

different wind directions. For fire explosion scenarios, evacuation decisions and

escape routes are to be based on the distances at which heat radiation flux

reaches a level harmful to human beings (4.5KW/m2 for heat radiation). Escape

routes are marked on the drawings that would facilitate site incident controller

to precisely announce the routes in case of evacuation.

Wind Socks:-

During emergencies, the knowledge of exact wind direction helps the

factory personnel to decide on the escape route to be taken for safe evacuation

of personnel and also the safe assembly point and Emergency Control Centre.

Therefore, the windsock is provided at the top-most point of the factory building

(at TG Building) for easy identification of the wind direction.

COMMUNICATING THE EMERGENCY AND MEDICAL AID

For communicating the declaration of emergency and evacuation

decision to the plant personnel, it is envisaged that the siren would be utilized.

Declaration of emergency : - Intermittent three times with

Half-minute interval

Normal factory siren : - Continuous for 30 secs.

All-clear signal : - Continuous for 3 mins.

Emergency Medical arrangement:-

� The first-aid box is available in each department – 40 nos.

� First-aid boxes are maintained in each department

� Adequate stock of essential medicines, bandages and other appliances

are being maintained.

� Fire Hydrant System

Fire Hydrant System is provided at different locations inside the plant as shown

in plot plan. Fire Hydrant hoses are 63mm. dia rubber line hose . Three motors

along with three suitable pumps which can discharge 273 m3 of water per hour

are with pump capacity 110KW provided to main header to maintain a pressure

of 8.8 Kg/cm2. In case of temporary power failure, the fire pumps are run

through (3 X 750 KVA, 1 X 1250 KVA) DG sets. One water reservoir having

capacity of 16800Cum.with height of 3.5mtr. length 80 width 40m are supplying

water to the fire main line.

In case of in adequacy mutual aid help is taken from nearby adjacent industries

as well as from Govt. fire station near Bonai.

� General Safety Precaution to Hazards:

1. Wear only cotton/approved work clothes while on duty in the plant.

2. Don't resort to short cuts.

3. Don't attempt to operate any equipment to which you are not specifically assigned.

4. Don't use the defective equipments of any kind.

5. Use the PPE to work safely.

6. Insist your fellow workers to observe the safety rules.

FIRE ALARM SYSTEM

There is an electric siren, installed at emergency control room, which

A. POTENTIAL HEATH EFFECTS

� Inhalation: - Irritation of the upper respiratory tract and eyes, with

possible euphoria, dizziness, headache, disco ordination, ringing in the

ears, convulsions, coma, and respiratory arrest.

� Ingestion: - Irritation of the mucous membranes of throat, esophagus

and stomach which may result in nausea and vomiting; central nervous

system depression may occur, if absorbed (see inhalation symptoms

above). If aspirated, chemical pneumonitis may occur with potentially

fatal results. Possible kidney and liver damage may be delayed.

� Skin Contact: - Defeating of the skin may occur with continued and

prolonged contact. Irritation and burning sensation may occur on

exposure to the liquid or mists.

� Eye Contact: - Severe burning sensation with temporary irritation and

swelling of lids.

B. FIRSTAID MEASURES

� Inhalation: Get person out of contaminated area to fresh air. !f breathing

has stopped resuscitate and administer oxygen if readily available.

SEEK MEDICAL ATTENTION IMMEDIATELY.

� Ingestion: Never give anything by mouth to an unconscious person. If

swallowed, do not induce vomiting. If vomiting occurs spontaneously,

keep airway clear. SEEK MEDICAL ATTENTION IMMEDIATELY.

� Skin Contact: - Wash contaminated areas with plenty of soap and

water. A soothing ointment may be applied to irritated skin after

thoroughly cleansing. Remove contaminated clothing and footwear.

� Eye Contact: - Immediately flush eyes with large amount of water for

at least 15 minutes holding lids apart to ensure flushing of the entire eye

surface. SEEK IMMEDIATE MEDICAL ATTENTION.

� Note to Physician: Do not induce vomiting, use gastric lavage only.

Aspiration of liquid into the lungs could result in Chemical pneumonitis.

Use of adrenaline is not advised. Treat symptomatically.

C. FIRE FIGHTING MEASURES

� Fire Fighting Instructions:- Use water fog, C02, foam, dry chemical or

Halon to extinguish. Keep personnel removed from and up-wind of fire.

Cool adjacent structures and storage drums with water spray. Evacuate

area. Prevent runoff from fire control dilution from entering streams or

drinking supply.

D. HANDLING AND STORAGE

� Store only in approved containers. Protect containers against physical

damage. Outside or detached storage is preferred. Separate from

construction away from possible sources of ignition. Keep away, from

incompatible materials.

� Product Use: This product is intended for use as a fuel in engines and

heaters designed for kerosene or diesel fuels, and for use in engineered

processes. Use in other applications may result in higher exposure; and

require additional controls, such as local exhaust ventilation and

personal protective equipment.

E. PERSONAL PROTECTION

� Airborne Exposure Limits: None established.

� Ventilation System: Not expected to require any special ventilation.

� Personal Respirators: Respiratory protection is not required unless

product is sprayed or heated. Use approved respiratory protection

following manufacture's recommendations where spray, mists, or vapors

may be generated. Supplied air respiratory protection is required for

IDLH areas.

� Skin protection: Wear protective glove and clean body-covering

clothing.

� Eye protection: Face shield and goggles or chemical goggles should be

worn where mist or spray may be generated, and where splashing

occurs. Shower and eyewash facilities should be accessible.

ACCIDENTAL RELEASE MEASURES

� If material is spilled, steps should be taken to contain liquid and prevent

discharges to streams or sewer systems and control or stop the loss of

volatile materials to the atmosphere. Spills or releases should be

� Small Spills: Remove ignition sources. Absorb spilled material with non-

combustible materials such as cat litter, dirt, sand, or petroleum as

sorbent pads/pillows. Do not use combustible materials like rags, wood

chips, or saw dust. Remove contaminated materials to an appropriate

disposal container.

� Large Spills: Remove ignition sources. Dike spill area with sand or dirt

to contain material and cover sewers/drains. Remain upwind and keep

unnecessary people away. Contact trained emergency response team

for cleanup. Remove liquid using grounded suction pumps, isolate

hazard area and deny entry.

G. TRANSPORTATION

� It is transported as combustible liquid following the transport rules of

hazardous chemicals.
