Student Handbook definition: “Bullying occurs when a student or group of

students directs written or verbal expressions or physical conduct against another student and the behavior results in harm to the student or the student’s property, places a student in fear of harm to himself or his property, or is so severe, persistent, or pervasive that it causes an intimidating, threatening or abusive education environment. “

Student Code of Conduct: Bullying is listed in the general conduct

violations among mistreatment of others. It’s also listed as misconduct that may

result in a DAEP Placement. A definition of bullying is also included in the

Glossary.

Employee Handbook All employees are required to report student

complaints of bullying to the campus principal. The district’s policy that includes definitions and procedures for reporting and investigating bullying of students is listed in FFI (Local)

main board policy concerning bullying is found in FFI (LOCAL).

Additional board polices related to bullying:

BQ (Legal): Discipline Management is listed as one of the strategies for the improvement of student performance. 

FDB (Legal): addresses victims of bullying, including transfers.

FNC (Legal): addresses bullying as a component of a district’s improvement plan.

FNC (Local): refers to FFI (Local) FNG (Local): refers to FFI (Local) FO (Legal): gives definition

EM-S ISD Bullying Prevention Plan:

1. Administrator and Counselor Training: District level—Annual Discipline / Behavior Meeting in August. Will emphasize RtI Behavior interventions, along with Second Step Character Education program, which has a bullying component.

2. Teacher Training: Campus level

3. Student Training: Campus level

4. Parent Training: Campus and district level

5. Resources: Administrative Procedures Document created along with district-wide standardized forms including: incident reporting, administrative investigation, and counseling forms to be utilized in conjunction with board policy FFI (Local).
