Telecom equipment is subject to obligatory confirmation of conformity when it is connected with wire, opticfibre or radio interface to Common Telecommunication Network of Russian Federation. There are two forms of conformity assessment: obligatory certification or declaration of conformity, depending upon type of equipment.
TELECOM APPROVAL Our certification body provides turn-key solution to obtain telecom certificates and to register declarations for telecom and radio equipment of following standards. PSTN, DECT, GSM, CDMA, VoIP •phones and terminals WiFi 802.11a/b/g/n, BT •GPRS, EDGE, WCDMA, HSDPA •routers and switches •video conference equipment •billing systems for provider •telematic servers
REPRESENTATIVE SERVICE In compliance with national technical regulations, declarant must be Russian resident company only. If manufacturer doesn’t have representative company in Russia, our company can provide representative service and to register declaration in Federal agency of communications

Voluntary Becomes Obligatory
First of all — there is no radio certificate or declaration or any other special approval for radio equipment in Russia or Custom Union at all. Radio equipment may independetly fall under several CU or National regulations. It's shown by diagram below. By the way an HS-code dosn't matter for any approvals in telecommunication area at all.

Basic facts Regulated by FAC — Federal Agency of Communication
Scope of regulation is any equipment and software installed or connected to CTN (Common
Telecom Network) to transfer data, voice, broadcasting etc. or provide any services

21 — under declaration procedure (radio telecom technologies like GSM, LTE, WiFi, BT,
DECT etc. among them)

Why everybody makes an effort to approve telecom equipment if it’s voluntary, no
obligatory mark, no penalty for violation?
There are two simple reasons:
1) nobody buys consumer electronic if it’s not approved;
2) telecom operator never gets commercial
licence to provide any commercial services if its equipment and soft not approved by FAC
No direct recognition of any other overseas certificates, declarations, test reports and factory
inspections
Our partner labs can reissue CB/CE reports in accordance with telecom requirements
without retesting if they find all necessary information in your test reports and
documentations
Declarant of declaration procedure should be local Russian company only
Date and # of contract between declarant and manufacturer should be pointed on declaration
Our company provides local declaration services for manufacturer who doesn’t have a local
representative company
Only single model should be specified on FAC (telecom) declaration — no series, no family,
no similar models in FAC declaration
There can be several similar models, series or family specified in FAC (telecom) certificate
