Introduction

Tower Grove Christian School was founded in 1978 as a ministry of Tower Grove Baptist Church. We are located in St. Louis city, near Tower Grove Park and Missouri Botanical Garden; we serve nearly 200 students from in and around this area. Tower Grove can be described as a school that nurtures the whole student: body, mind, and spirit. Leading students to a life in Christ, based on Biblical foundations, is first and foremost. Additionally, we provide a challenging and comprehensive elementary, middle, and high school academic program, preparing students for college and career. The program consists of classes that meet 21st century standards for education. Finally, we have programs aimed at physical fitness; these include physical education and a sports program for both boys and girls.

The 2013-2017 Technology Plan was developed by the school Technology Leader and supports the vision and mission of Tower Grove Christian School. This plan provides a framework for hardware/software improvements and teacher training. It applies to administration, teachers, students, and resources/support.

The Tower Grove Christian School Technology Plan includes sections as outlined by the Department of Elementary and Secondary Education [DESE].

Once the Technology Plan is approved by the TGCS Administration, it will be adopted. The plan will be reviewed according to the evaluation plan and revised every 5 years.

Vision and Mission

Vision: By continuously improving our technology resources and providing training, Tower Grove Christian School can ensure that our teachers and students are proficient users of new technologies. Through professional development, teachers acquire the knowledge and skills necessary to effectively integrate technology in the classroom and they are held accountable for doing so. Students are engaged in curriculum that teaches “life and career skills, learning and innovation skills, and information, media, and technology skills” (P21, 2011, graphic). The school has current technology (hardware and software) readily available to students and teachers.

Curriculum

The basic goal of education has not changed and we believe that we have developed a solid curriculum, which is reviewed on a continuous basis. However, the tools to achieve the goal of education have changed and with these changes have come additional opportunities to enhance education. Integration strategies and methods will be ingrained into the curriculum as the Curriculum Team continues its review. National Educational Technology Standards [NETS] for students and teachers will be used as a basis.

Needs Assessment

Existing Resources: Prior to moving forward, it is necessary to provide a clear picture of where we currently stand.

The following list is an overview of our current technology resources:

School is hardwired to provide Internet and network connections Wireless access is available building-wide 2-24 station computer labs are readily available (elementary and middle/high school) A minimum of one networked computer in each classroom for teacher use The Administration, Support Faculty, and Teachers use Sycamore to track student

information. Parents and students can access student information online (Sycamore). All computers have Microsoft Office 2000 installed There are 6 TV and VCR/DVD carts available. A projector and Smart Board are available in the elementary computer lab. A quality digital camera is available (Yearbook)

The following list is an overview of our current human technology resources:

Elizabeth Hoelker -Serves as our Librarian/Instructional Technologist and Technology Leader. She has substantially guided the increase in technology throughout the school, since taking over this position in the fall of 2008. Our K-12 computer teacher, who has added several upper-level class offerings in the 2012-2013 school year. Assists in day to day technology needs as well as presenting professional development sessions.

Keith Wheeler -Volunteers as the IT director for the building. He is available to do the more complex aspects of the school technology. He often assists remotely to keep the system functioning.

Donna Kohlberg -Officially the Middle/High school principal; is an “early adopter” of technology and provides valuable input. She helps staff members gain proficiency in new school-wide technology mandates, such as Sycamore.

Kathi Smith and Mike Gregory -Our elementary principal and school administrator; they are supportive of technology advances and changes necessary to the school. They play a vital role in encouraging the faculty and staff to adopt and use technology.

Faculty and Staff -The entire faculty and staff have great attitudes and are willing to adopt and use technology to better the education provided by Tower Grove Christian School.

New Resources:

The following is an overview of additional hardware/software resources required to fully implement this plan (See the Appendix for Action Plans, which will give more specific information.):

Teaching:

Obtain video editing software to facilitate new classes. Obtain classroom management software that will allow the instructor to view and

control student desktops.

Training:

No additional purchases necessary; our staff Technology Leader is qualified to administer professional development.

Software:

Determine uniform software to be used and obtain at least 100 seats/licenses. Update keyboarding software (25 seats/licenses). Update paint software (25 seats/licenses).

Hardware:

Additionally, the Technology Plan will be placed on the school website and a comment section will be made available, where stakeholders (parents, teachers, staff, and community) can offer comments and constructive criticism. The input will be organized and changes to the plan will be made based on priority.

Goals and Objectives

Training

A good understanding of the use of technology tools, as well as how to implement technology into the curriculum is essential for classroom teachers. Tower Grove Christian School is committed to providing professional development in these areas. On-going training opportunities will be made available for the teachers and staff; the training will focus on the technology tools available for use, as well as integration strategies. Training will consist of direct and indirect instruction, along with mentoring and collaboration, creating a community where teachers can learn from one another.

Direct and Indirect Instruction: This training will take the form of professional development sessions, led by an instructor. Topics covered will range from using MS Office (Word, Excel, PowerPoint, Publisher), to free on-line applications, working with email, and much more; as 6 | Tower Grove Christian School Technology Plan 2013-2017

new technologies are introduced, for example the iPad, training will be made available. The school Technology Leader will administer the professional development. Topics will be selected based on observation, as well as surveys of teacher needs/preferences. (See appendix A)

Mentoring and Collaboration: Faculty/Staff who are seen as “early adopters” and more proficient with technology will be selected to take on the role of “Mentor”. These mentors will collaborate with assigned teams to help encourage increased use and adoption.

Budget and Funding

The costs for the improvements will be based on the current market values, which will take into account tangible costs for items such as the hardware, software, and training. These tangible costs are visible in the Rough Order of Magnitude (Appendix G), which shows estimates of what the project will cost, within -50% to + 100%.

We anticipate the following sources of funding:

Grant funding and hardware/software donations are somewhat unpredictable and effect the time it takes for this project to be complete; these funds will be used for Blu-ray Players, Document Cameras, iPads and iPad carts. Funds raised through fundraising will be used toward the software upgrades. Additional grant funds and budget allocations will be saved and used toward hardware upgrades, such as computers, laptops, and projectors.

Evaluation

The four main areas of assessment align directly with the goals of this plan. The overall purpose of these evaluations is to determine “if a project met its anticipated objectives” and “determine what project teams could have done better” (Management, p. 1).

Training: A Teacher Survey (Appendix A) will be done to analyze the needs for training and technology tools (hardware/software). Following each training teachers will complete a Training Survey (Appendix B) regarding the effectiveness of the training. This will be formative evaluation in an effort to “take a look at what is or isn’t working and make adjustments while the activities are still fluid” (Evaluation, p. 187). After quarterly training sessions, a summative evaluation will be done, the Teacher Survey (Appendix A) will be done again and the results from the initial survey and the final survey will be reviewed “in order to make decisions about 7 | Tower Grove Christian School Technology Plan 2013-2017

the value of the entire initiative” (Evaluation, p. 187); this will be completed each year and will assist in determining the effectiveness of the technology tools and training.

Teaching: In order to evaluate the level of technology integration, teachers will be held accountable for submitting a minimum of one technology integration lesson each week using the Integrating Technology into Education-Lesson Plan Guideline form (Appendix C); initial training will cover these guidelines as well as National Educational Technology Standards for Teachers [NETS-T]. The NETS-T are “the standards for evaluating the skills and knowledge educators need to teach, work, and learn in an increasingly connected global and digital society” (ISTE, 2012, p. 1). Administration will observe instruction and use a Teacher Evaluation and Observation Checklist (Appendix D) to further evaluate for NETS-T; this will be done quarterly and the results will be recorded and used to gauge the increase in technology integration.

Learning: In order to make “Realistic evaluations of instructional technology’s impact on students and their academic achievements” (Evaluation, p. 182), data will be collected from a variety of teacher created evaluation tools and reviewed yearly. These tools will include: observations, checklists, rating scales, and rubrics created by the teachers as assessment tools for various lessons. Additionally, standardized tests will be administered each year and scores will be compared. The data review and test comparison will provide insight into the positive effects on student learning of the new technology tools and the increase in technology integration.

Resources: Hardware will be evaluated based on a set of evaluation criteria (Appendix E). The Information Technology Leader will also report on the number of problems observed throughout the year with hardware. Software will be evaluated based on a set of evaluation criteria (Appendix F). Teachers will complete hardware/software surveys yearly. The data from these evaluations will be used in making changes and updates.

Finally, a yearly review of each section of the Technology Plan will be completed. The review will determine “What went well, what didn’t go well, what could have been done better and what steps could have been taken to improve a project’s quality” (Management, p. 2). Updates will be made accordingly.

Surveys will be administered during staff meetings when appropriate; others will be made available using free applications such as Jot Form, Survey Monkey, or Google Forms.

Much research has gone into the basis for this plan. According to the National Education Association [NEA], “Far more important is the educator’s role in employing today’s technologies to make material accessible and engaging—in other words, encouraging students to create, communicate, and collaborate in ways never before possible.” (NEA, 2013, p. 1). The NEA supports training teachers in the use of technology and believes all schools should have technology available for students. Additionally, a previous action plan was conducted at the school (The Relationship Between Professional Development and Classroom Technology Integration by Elizabeth Hoelker), in which the teachers were questioned on their technology usage over a two week period prior to instruction. The responses were recorded and used as base data for later comparison. During the study, the group of teachers participated in professional technology instruction for a period of one hour. Two weeks post instruction, the same classroom teachers were re-questioned on their technology usage. The responses were recorded and used as data. The original set of data was compared to the final set of data and changes in teacher responses were noted. The study clearly showed that professional development in technology integration does have an effect on technology usage. As a result of the instruction, many of the teachers changed their beliefs regarding ways technology could be used in the classroom, as well as their beliefs about how their skills impact technology use. It is believed that if teachers were administered further instruction on basic computer skills and technology integration an increase in technology usage in the classroom would be more evident. Thus, we have made it our goal that training will be made available to all teachers in how to use technology tools and how to effectively integrate them into the curriculum. It is believed that as a result of this training, our second goal will be attainable and all teachers will model instructional strategies that clearly show effective technology integration strategies. Further, the NEA describes what a 21st century classroom should look like:

“Interactive demonstration boards that allow the class to work through the material together. Access via the Internet to engaging and transformative content from around the globe via tested and reliable learning portals. Pens that record audio and data while writing like a regular pen help keep students organized and allow educators to share their notes easily (add audio and you’ve created a “pencast”). Mobile devices with long-lasting batteries that allow students to learn on the go. Desktop and mobile devices that are not bound by old-fashioned school wiring. Web-based applications that connect students, parents, and educators” (NEA, 2013, p. 1).

Therefore, our third goal, to add additional resources, will help support our goals for teaching and training.
