Introduction

What the proposal means and how it may affect you and the people who use your services.

Eligibility Criteria are a set of rules that the Council have to use when they are deciding who can receive council funded adult social care services.

The definition of eligibility criteria the Council uses are set by the Department of Health.

What is Eligibility?

What are Eligibility Levels?

When a worker completes a Community Care Assessment, they look at what support a person needs.

There are 4 levels of need and they are low, moderate, substantial and critical.

What are critical needs?

The person’s life could be threatened

Very bad health problems

They have no choice about what is around them

Abuse could happen or will happen

They cannot look after themselves properly

They cannot go to work or school

They cannot make and keep friends

There is serious risk of harm to themselves and others

They cannot get out in their community

What are substantial needs?

They only have a small amount of choice and control about what is around themAbuse could happen or will happenThey cannot carry out most routines to look after themselvesGoing to work or school is very difficult Making and keeping friends is hardThere is some risk of harm to themselves or othersThey do have some ability to access their communityThey cannot carry out essential day to day tasks

What are moderate needs?

They cannot carry out a few routines to look after themselves

They can have some involvement in work and education

Making and keeping friends is hard

Their ability to access their community is limited

What Happens Now?

At the moment the Council provides services to people who have moderate, substantial and critical levels of support needs.

The Council does give advice and information to everyone, no matter what level of need they are.

The Council also commissions a range of preventative services where people do not need to meet eligibility criteria

What do we want to change?

The Council is looking to raise the level of need for the people they provide services to.

This means that they would only be providing care services for people with substantial and critical levels of support needs.

Who would be affected by the changes?

This would affect adults aged 18 years old or over who use community care services that are provided or arranged by the Council or who may need services in the future.

Helping people to be Independent

The Council want to help people to be more independent and will provide some short term services to all service user groups for up to 6 weeks.

The Council will also make sure advice and information and other preventative services are better and will help and support people in local communities to get other support through Personalisation.

What will happen next?

When the consultation ends in December 2010 the results will then go to the County Council’s Cabinet Meeting in January 2011. The Cabinet will look at the results and then make the final decision.

What would happen next?

If the Council raises the level of support to substantial and critical this will happen from April 2011.

This would mean that some service users will no longer be able to get the services they are getting now.

What help would people be given?

The services would not stop straight away for existing service users.

Service users, carers and family members would be fully involved in what is happening.

They would be given lots of advice about how they can get other services and they will be given plenty of time to change over to those other services.

What alternative services are available?

• Keep the same home care provider and pay the agency or service provider direct, perhaps using Attendance Allowance or Disability Living Allowance.

• Look at different ways of meeting your needs, using facilities like leisure centres or joining a community group rather than day care.

• The Council can provide equipment and technological solutions to common problems, that can help people to be more independent.
