Policy to provide preference to domestic manufacturers in Government procurement has been approved. Bilateral collaboration is underway with Japan and Israel. Industry from Taiwan is also showing significant interest. Scheme to develop skill sets needed by electronics industry has been approved. A scheme to provide for a quantum jump in the PhDs in electronics has been taken up. Scheme to support MSME in the sector, National Awards to recognize the industry have also been approved. However, the journey has only begun and miles to go. Implementing the policies successfully is an ongoing challenge. ..continued from page 1 system required to support such a project. Needless to say, this has to be priority. Modified SIPS experience has given feedback for improvement. The preference to domestic manufacturers needs to be enforced with political will. We need to develop collaboration with other major strongholds of electronics including Korea, Germany, France, Belgium, US, Singapore etc. The policy agenda is yet incomplete. Some of the things which we need to pursue include the Electronics Development Fund (EDF) Policy, the National Electronics Commission, Promotion of fabless design, National Centres of Excellence in Large Area Electronics and in Devices for Homeland Security, Setting up of Incubators, Rationalization of tariff structure, Incentive scheme for manufacture of ITA products in DTA, Leveraging defense requirements to develop domestic capabilities in electronics. This is not an exhaustive list and we need to have a feedback loop which will inform us to take up initiatives as we go along. However, if I were to pick one item for immediate decision, it would be the EDF Policy. This has transformational potential as it unleashes the R&D and innovation potential of the country and not merely of some select institutions. Without the industry aggressively pursuing the agenda of innovation, it is unlikely that our goal of vibrant ESDM ecosystem can realistically happen or sustain. Another area of focus has to be components. Now that we have started receiving good response from OEMs, we need to give focused attention to components which cut across all verticals. Lithium ion batteries, displays, PCBs, sensors and rare earths need to be taken up on priority. Specialized projects, as for semiconductor wafer fabs may have to be taken up for the components. The Department of Electronics & Information Technology (DeitY) has been awarded EFY Award 2013 for the “Special Jury award for Exemplary Policy initiatives”. This is in recognition for stellar support provided by DeitY to electronics industry by the formulation of National Policy on Electronics and the efforts in implementation of its pivotal schemes like M-SIPS, EMC, PMA, Skill Development and more. The award was received by Ms Vandana Srivastava (Additional Director) at EFY Awards function held on 14th March, 2014 at Hotel Le Meridian, Bengaluru.

National Centre of Excellence in Technology for Internal Security (NCETIS) at IIT Bombay
DeitY has given in principle approval for evolving setting up of “National Centre of Excellence in Technology for Internal
Security (NCETIS). A proposal in this regard has been submitted by Prof Abhay Karandikar, IIT Bombay and the same was
considered by a meeting of various stakeholders including Central and State Police officers, R&D institutions, academia
and industry held on 23rd Jan 2014 under the Chairmanship of Shri J Satyanarayana, Secretary, DeitY.
The National Policy on Electronics, interalia, envisages setting up of various National Centres of Excellence, with the
objective of developing critical level of expertise, R&D capability, IPR etc. One of the essential aspects of the proposed
Centres is involvement of the industry in setting up of these Centres and ensuring the projects taken up have commercial
demand. Even though the Centre is proposed to be housed in IIT Bombay, as a National Centre envisages to support
research by other academic and research institutions in the area.
The main objectives of the proposed National Centre of Excellence in Technology for Internal Security include undertaking
projects involving technology innovation to address the challenges of homeland security.
Based on the feedback received from various stakeholders, IIT Bombay was requested to prepare a Detailed Project
Report. IIT Bombay has submitted the DPR and the same is under consideration of DeitY. Next steps by DeitY include
preparation of EFC memo and seeking approval of the EFC regarding the project.

DGS&D to provide Preference to Domestic Manufacturers of Electronics Goods Department of Electronic & IT (DeitY) vide Notification No. 33(3)/2013-IPHW dated 23.12.2013 has laid down the PMA policy for providing preference to domestically manufactured products in procurement of Electronic goods. Under this policy DeitY has so far notified 6 items namely by Desktop PC, Dot Matrix Printers, Laptop PCs, Tablets, Smartcards and LED products for Government procurement and DOT has notified 23 items. The delegation received an encouraging response from delegates of various government bodies, companies and industry/
trade bodies. Secretary, DeitY had successful meetings with Siemens, Continental and Infineon Technologies. An India
Seminar on Electronics System Design and Manufacturing was also held at the fair wherein presentations regarding the
opportunities in the ESDM sector in India were made by the Indian delegation.
In a meeting with India Business Forum, it was suggested that DeitY may organize a series of road-shows in Germany, in
the month of September, 2104 and that DeitY should create a Calendar of International events in which they intend to
participate in the year, for example, CeBIT in Germany, Electronics EXPO in Taipai, Taiwan etc.
The delegation also met Mr. Luc Van Den Hove, President & CEO, Mr. Barunerm Dutta, Chief Scientist and Mr. Prasanth
Perugupalli, MD-IMEC India at IMEC, Brussels. The IMEC team explained their unique “Open Innovation Model” and made
a presentation highlighting their role in conducting joint research in Semiconductor area. It was suggested by the
Secretary that DeitY could set up a Joint Working Group consisting the representatives of DeitY, IMEC, IESA and a few
members of Academia for creating a roadmap for collaboration between IMEC and DeitY.

Inputs invited regarding formulation of Standards in Electronics
The Bureau of Indian Standards, under the aegis of the Ministry of Consumer Affairs, Govt. Of India, formulates Indian Standards and products and processes in various technology areas. The Indian Standards are formulated by technical committees of experts constituted from various stakeholders from the relevant field. The Indian Standards relevant to Electronics are given in Table 1 below. It may be seen that as against hundreds of electronic products, standards have been developed for only a few products. Standards need to be formulated and enforced for many more products. The details of electronic products for which standards are currently under formulation are given in Table 2 below. Inputs are invited from all stakeholders, consumers, industry and academia, regarding possible subjects on which further standardization work can be taken up in the electronics domain. Based on inputs received, DeitY would take up the matter with BIS.

Visit of Indian delegation led by Secretary, DeitY to Japan
A delegation led by Shri J. Satyanarayana, Secretary, DeitY consisting of Prof. Rajat Moona, DG, CDAC, Shri Deepak
Sharma, Addl. Director and Shri Pankaj Mahindroo, President, ICA visited Japan during 24-26 March 2014 to participate in
Japan-India Technology Fair and meetings with major technology companies to promote the investment plan into ESDM
sector in India. The event was organized by Ministry of Economy, Trade and Industry (METI) for Japanese industry to
promote Japanese investment in India. The delegation presented the policy initiatives and incentives offered by
Government of India to promote ESDM sector in India during the event at Tokyo.
The delegation had extremely fruitful discussions with industry associations like Keidanren (Japan Business Federation),
JCCI, JETRO, JEITA and with companies like Panasonic, Sonic Corporation, Terra Motor, Calsonic Kansei, and Hitachi
amongst others. The delegation also met senior officials of Ministry for Economic Trade and Industry (METI) during the
visit.
There is significant interest in the Japanese companies and the industry associations to consider investments into the
ESDM sector in India. DeitY will vigorously pursue with the companies and industry associations met during the visit on
the specific line of action agreed in the meetings.
NPE presented in Singapore Dr. Ajay Kumar, Joint Secretary visited Singapore to attend the Governmental Advisory Committee of ICANN Board from Mar 23-27, 2014. At the sideline of the Governmental Advisory Committee of ICANN Board meeting, Dr. Kumar met with Singaporean ESDM companies to promote investment in the electronics sector. Singapore is also a major global hub for electronics design and manufacturing activities. Singapore has a strong electronics design and manufacturing industry with size of around USD 80 Billion. Singapore also has significant semiconductor wafer fab with 14 front-end and nearly 23 back-end facilities with the big three including Global Foundry, UMC and ST Microelectronics. Dr. Kumar had fruitful discussions with several companies and industry associations including Singapore Manufacturing Federation, Singapore Semiconductor Industry Association (SSIA) & International Enterprise (IE) and academia. During the visit, CII-IBF and the High Commission of India has also organized an interactive session with some of the Electronics and IT Industry. Dr. Kumar also met with senior officials of the Ministry of Trade and Industry (MTI), Government of Singapore and presented to policies regarding promotion of electronics sector in India. Various potential opportunities for collaboration were also discussed during the meeting. The meetings held during the visit helped creating first level of interest. There is definite need to engage more with Singapore, both at Government and business levels. There is a need create institutional mechanism between the two Governments for collaboration in electronics design and manufacturing. Possible areas of collaboration could be joint promotion of research and development, collaboration between Sector Skill Councils for greater collaboration and standardization in skill development; collaboration for implementing standards in area of electronics design and manufacturing, skill development for fabless design, joint fund for R&D, etc.

9th IESA Vision Summit 2014
Shri J Satyanarayana, Secretary, DeitY addressing IESA Vision Summit 2014 via Video Conferencing
The ninth edition of the IESA Vision Summit, the annual flag-ship event of the India Electronics & Semiconductor Association (IESA) was held on February 3-4, 2014 in Bengaluru. The biggest ever till date, Vision Summit 2014 was attended by over 630 national and global leaders; the summit also saw the highest ever participation from the government, with 8 state governments joining the summit during the two days. With 40 exhibition booths, the Vision Summit 2014 Expo was also the largest till date. Shri. J Satyanarayana, IAS, Secretary, DeitY, Government of India addressed the inaugural session. During the summit, IESA signed a MoU with Messe München International (MMI and launched DEFTRONICS - India's first ever platform for Aerospace and Defence electronics that is slated to be held in September 2014 along with Electronica and Productronica India. The event will be launched in Bengaluru in 2014 and will move to Delhi in 2015, and thereafter shuttle between the two cities.

Scheme to expand PhD Base in Electronics Design and Manufacturing
The National Policy on Electronics (NPE 2012) gives special thrust on significantly increasing the number of PhDs in the country to
enable India to compete globally in the coming decades, to develop an ecosystem of research, development and IP creation in these
knowledge intensive sectors. The NPE 2012, inter alia, sets an objective of creating 2500 PhDs annually by 2020 in Electronics System
Design and Manufacturing (ESDM) and related fields. The DeitY has approved a scheme which proposes to enhance the number of
PhDs in ESDM significantly. The details of the scheme are available at www.deity.gov.in/esdm/hrd.
The scheme aims at generating a total of 1500 PhDs for each of ESDM and IT/ITES sectors over a period of 5 years. Out of the above,
500 PhDs for each of ESDM and IT/ITES sectors would be full-time PhD candidates have fellowship support as described in the
scheme; and the other 1000 PhDs for each of ESDM and IT/ITES sectors would be part-time PhD candidates who would receive one-
time incentive as described in the scheme. The scheme will also identify and support 200 Young Faculty to encourage and recognize
Young Faculty involved in research and technology development in the areas of ESDM and IT/ITES with the objective to retain as well
as attract young faculty in these sectors.
All PhD granting institutions are eligible for support under the scheme. Financial support to the following would be provided under
the scheme
i. Full time PhD candidates: Fellowship @ `22,500 per month in 1st and 2nd year, and @`25,000 per month in 3rd, 4th, 5th
years of PhD. In addition, an Annual contingency grant/support: @ `30,000/- per year per full time PhD candidate for consumables
etc. is provided. Reimbursement of House Rent is also provided for those fulltime PhD candidates who are not provided
accommodation or choose not to avail the accommodation provided by the institution. Support for attending two International
conferences @ up to maximum of `50,000/- for each international conference is provided.
ii. Part-time PhD candidates: Part-time candidates who do not avail of any PhD Fellowship/scholarship/stipend from any
Central or State Government shall be provided a one-time incentive of Rs 2.5 lakh on successful completion of the PhD degree.
iii. Institutions registering PhD candidates under the scheme: Infrastructure grant for up gradation/creation of the laboratory,
equipment etc. (excluding civil construction/expansion of the building) @50% of the actual cost subject to a ceiling of `5 lakhs per
full time candidate under the scheme. This grant would be one-time. In addition, Institutional over heads: @ `25,000/- per year per
full time candidate under the scheme for a maximum of five year for each candidate.
iv. Identified Young Faculty for undertaking research and technology development Research Fellowship @ `20,000 per month,
in addition to regular income, for a maximum of five years. Also, Contingency/research grant of `5 lakhs per annum for presenting
paper and research-work at national and international conferences and other research expenses for a maximum of five years.
The assistance will be provided for the academic year 2014-15 itself. This assistance under the scheme will be routed through eligible
academic institutions only. No direct funding is provided to PhD students or to Young Research Faculty. Interested institutions have
been requested to approach DeitY immediately.
Deity is in the process of finalizing an implementation framework for the scheme. This is expected to be in place in a month or so.

ESDM Skill Development Courses in 50 CABA-MDTP Centres Throughout India
Department of Electronics and Information Technology (DeitY), Govt. of India, has issued approval for Skill Development in
Electronics Hardware to be implemented jointly by National Council of Promotion of Urdu Language (NCPUL) (www.
http://www.urducouncil.nic.in/) and National Institute of Electronics and Information Technology(NIELIT) Chandigarh. NCPUL is an
autonomous institution under the Ministry of Human Resource Development.
Under the said project, courses approved by Electronics Sector Skills Council and Telecom Sectors Skills Council will be imparted at 50
select CABA-MDTP Centres of NCPUL in 5 states namely Bihar, Delhi, Jharkhand, Uttar Pradesh and Jammu and Kashmir. The project
outlay is Rs 23.2 Crore and it is proposed to train 10,000 youth in a period of 3 years. The DeitY grant is being used to equip the
CABA-MDTP Centres with requisite lab infrastructure required for the purposes of the training.
