He put the electronics manufacturing agenda right on the top few items which the country needs to drive in the next decade. His call to “Make in India” and manufacturing of electronic goods as a part of “Digital India” vision was a clarion call to industrialists, academia and young generation to look at this sunrise sector as the next big opportunity. Also, he exhorted the youth and micro and small entrepreneurs to come to this field thereby emphasizing the relevance and importance of small scale units in this sector. Taiwan, Japan and Korea, three giants of electronics manufacturing, have over 50 percent of units as SMEs and Indian SMEs have a huge role to play in this regard. The Hon’ble Prime Minister made yet another very important point for our sector. He highlighted the absolute need for quality. He spoke about defect free manufacturing and this is cardinal to electronics where to compete in global market quality is absolutely a must. The Prime Minister’s words aptly portray the salient needs of this sector. We are thankful for his vision and guidance. All stakeholders need to respond to the call now. I urge industry friends, youth of the country, academia from engineering colleges and institutions, governmental and regulatory bodies, let us resolve this Independence Day that we will together make the country liberated of the import dependence from electronics and make India a “Net Zero Import” country by 2020. The invitation to “Make in India” is not only for India but for the world. Companies which look at India as a large market need to start looking at India as the next place to manufacture and supply to the India as also to rest of the world. India has the talent, the scale and the policies in position. But above all, today’s India has the vision and determination to overcome the obstacles and disabilities which had prevented it from being the global leaders in electronics. India did it in the IT sector. India will do it again in electronics. Come join the bandwagon and be part of this golden opportunity. Dear Readers, The call made by Hon’ble Prime Minister Shri Narendra Modi from the ramparts of Red Fort, on the 68th Independence Day was electrifying to the electronics world of India. He put the electronics manufacturing agenda right on the top few items which the country needs to drive in the next decade. His call to “Make in India” and manufacturing of electronic goods as a part of “Digital India” vision was a clarion call to industrialists, academia and young generation to look at this sunrise sector as the next big opportunity. Also, he exhorted the youth and micro and small entrepreneurs to come to this field thereby emphasizing the relevance and importance of small scale units in this sector. Taiwan, Japan and Korea, three giants of electronics manufacturing, have over 50 percent of units as SMEs and Indian SMEs have a huge role to play in this regard. The Hon’ble Prime Minister made yet another very important point for our sector. He highlighted the absolute need for quality. He spoke about defect free manufacturing and this is cardinal to electronics where to compete in global market quality is absolutely a must. Proposal for Development of Indian Conditional Access System (CAS) approved by DeitY

DeitY has been taking steps to promote indigenous manufacturing of Set Top Box (STB) for Cable / DTH TV, keeping in

view the huge indigenous requirement on account of roadmap for digitalization of the broadcast sector. The Core

Advisory Group for Research and Development (R&D) in Electronics Hardware (CAREL), the empowered group formed

under the auspices of the Office of the Principal Scientific Adviser has identified six products for design, development and

manufacture indigenously and one of the products is Set Top Box.

In this direction, in the Budget 2013-14, basic customs duty on Set Top Boxes has been increased to 10% and the DGFT

vide Public Notice No.51(RE2012)/2009-14 dated 5th March, 2013 has included Set Top Boxes [covered under ITC(HS)

Code 85287100] under the Special Focus Product Scheme of the Foreign Trade Policy. Hence, Set Top Boxes are now

entitled for Duty Credit Scrip equivalent to 5% of FOB value of exports.

A major impediment in design and development of domestic Set Top Boxes is the license of Conditional Access System

(CAS) players. Therefore, the need as well as an opportunity was felt to develop indigenous CAS for boosting the

development of Set Top Boxes in the country. Based on the recommendations of a Committee of Experts, DeitY took an

initiative to develop and maintain (with appropriate upgrades) a CAS for the use of operators for Head-end and Set Top

Boxes (STBs) to promote indigenous manufacturing of these equipment.

In this regard, DeitY had floated an EoI and the RFP following which DeitY has approved the proposal for “Development of

Indian Conditional Access System (CAS)” to be implemented by M/s. ByDesign India Pvt. Ltd., Bangalore in association

with Centre for Development of Advanced Computing (C-DAC), a Scientific Society of the Department of Electronics and

Information Technology (DeitY) at the total project cost of `29.99 crores (Rupees Twenty Nine Crores and Ninety Nine

Lakhs only) including DeitY's support amount of `19.79 crores (Rupees Nineteen Crores and Seventy Nine Lakhs only).

The developed Indian CAS would meet all the technical requirements as per the Scope of Work given in para 2 of DeitY

RFP document No.:8(22)/2012-IPHW dated August 6, 2013 and the performance criteria given in the Technical Proposal

submitted by M/s. ByDesign India Pvt. Ltd., Bangalore, in response to the RFP. The developer would be required to

upgrade/develop updated versions and maintain the CAS on an on-going basis, so that the CAS remains relevant. The

Framework for development of Indian CAS shall be as given in para 3 of DeitY RFP document No.:8(22)/2012-IPHW dated

August 6, 2013. The Developer shall always make available Indian CAS license for domestic manufacturers of Head-end

and STBs. The domestic manufacturers of Set Top Box shall always have Indian CAS license available for any domestic

manufacturing.

The total project duration for development of CAS is expected to be 4 Years – Development Stage* (1 Year) +

Implementation Phase (3 Years)

*Indian CAS is required to be built, tested and be ready for deployment within 12 months of award of contract

Micro Small & Medium Enterprises Applications for MSIPS supported by DeitY In its effort to boost MSME in ESDM sector, DeitY actively encourages MSMEs to apply for MSIPS incentives. Till now, DeitY has received following applications from MSMEs for various projects. More MSMEs are invited to make use of this opportunity and be part of the expanding world of Indian ESDM sector. All the Industry Associations are also requested to communicate and encourage various MSMEs to avail MSIPS and other MSME centric policies of DeitY to create a vibrant ESDM ecosystem in the country.

Review of M-SIPS Policy The policy for Modified Special Incentive Package Scheme (M-SIPS) has been under implementation for nearly 20 months. However, during the implementation of the scheme, certain areas of improvement have been experienced. Additionally, several suggestions and inputs have been received from the applicants of M-SIPS, Industry Associations and other stakeholders. As per para 5.1.2 of the policy, the review process has been initiated and inputs are sought from all Industry Associations. In this regard, a meeting was organized on 19th June 2014 which was attended by more than 20 participants from the Industry Associations. “Connect with India” Event at Semicon West 2014

A Government – Industry Delegation led by Dr. Ajay Kumar, Joint Secretary, DeitY visited San Francisco, USA to participate in Semicon West 2014 and to promote investment in Electronics Sector from July 8-10 2014. The delegation consisted of Shri SK Marwaha, Director, DeitY, Shri MN Vidyashankar, President, IESA, Shri Deven Verma, Chairman and CEO, HSMC (along with other representatives of HSMC consortium), Mr Russell Ellewanger, CEO TowerJazz (along with other representatives of Jaypee consortium), Shri Nilaya Verma, Dr. Abhinav Akhilesh and Shri Varun Chandra, all Accenture. SEMI, on the side-lines of SEMICON West 2014, organized an event named as “Connect with India – The Next Semiconductor Manufacturing Region”. The intent of this event was to herald and announce India’s arrival on the global Semiconductor manufacturing stage, more so in the context of the recently approved FABs. The event was well attended by over 150 leaders of the industry, as well as Industry Analysts, Academia, and Media. Dr. Ajay Kumar presented to the gathering about the Electronics Manufacturing agenda of India and also elaborated on the various policy level initiatives, including financial incentives that the Government of India has put in place to promote manufacturing of Electronic Hardware in India. An overview of the two proposed FABs was also presented to the gathering. The consortia setting up FABs in India (led by M/s Jaiprakash Associates and M/s HSMC respectively) also made presentations highlighting their business plans and outlining investment opportunities around their FABs. The India Electronics and Semiconductor Association (IESA) president, Mr. MN Vidyashankar, also presented the industry’s view of the opportunity in India. Subsequent to the presentations, the floor was thrown open to questions from the attendees, and a panel comprising of Dr. Ajay Kumar, Mr. Russell Ellwanger (CEO, TowerJazz), Mr. Bharat Gupte (President HSMC), Professor Krishna Saraswat (Stanford University), Mr. Aninda Moitra (Country President, Applied Materials), Mr. Ashok Kumar (Imperial Capital) and Mr. MN Vidyashankar (President, IESA) took the questions and also voiced their view on the potential for electronics manufacturing in India. The following main viewpoints were discussed:

i. India is undertaking very big and critical projects with the two FABs, and it is important to ensure an on-schedule build-out and commercial success of the planned semiconductor FABs, including development of the up and downstream ecosystems, technology/market positioning and roadmap definition.

ii. It is important to build the IP and design ecosystem to sustain FABs. iii. The government should focus on ramping up expertise and manpower to meet needs of FABs. iv. There are enough and more business opportunities for the fab ecosystem in India and several players expressed interest to

participate in the ecosystem of the proposed FABs. The event was very successful and generated a lot of interest from the industry. There are lot of firms and individuals who are

interested in participating in the India semiconductor story.

DEFTECH 2014: Second CII-CENJOWS International Seminar & Exhibition on Defence Technology

CII in collaboration with CENJOWS organised second edition of DEFTECH: International Seminar & Exhibition on Defence Technology on 16th July 2014 with the focus on Technology: the Key to Indigenization. Shri Kapil Sharma, Senior Consultant, DeitY represented DeitY at the event and made a presentation on the DeitY’s policies and initiatives to encourage and promote Electronics System Design & Manufacturing in general and Strategic Electronics Sector in particular. A number of queries were raised by the members of the defence industry regarding the setting up of FABs in India and its strategic implications, policy initiatives supporting defence electronics, benefits available to MSME companies in defence sector and the R&D related incentives in the DeitY policies. The aim of seminar was to encourage Research and Development and to have higher degree of self-reliance and Indigenization through import substitution. On inaugural session, Chief Guest Mr G C Pati, Secretary (Defence Production), Mr Sumit Mazumder, President Designate CII, Dr PS Ahuja Director General Council of Scientific & Industrial Research, Dr Sudershan Kumar, Distinguished Scientist & Chief Controller R&D (PC & SI) DRDO and Maj Gen (Retd) K B Kapoor, Director, Centre for Joint Warfare Studies formally opened the seminar and exhibition. DEFTECH was primarily aimed to increase investment in defence R&D in India. According to present statistics, industry’s and Government’s investment in R&D across all sectors is around 0.3% and 0.7% of GDP respectively. In order to improve the situation the two day seminar was planned to generate understanding among various defence industry stakeholders to scale-up R&D funding in defence sector. In parallel, exhibition stalls from various defence industries was organised to increase focus of private industry visibility in defence sector. The B2B meetings also facilitated Indian defence industries to exchange views and business ideas to deepen the engagement between Indian and foreign defence industries. Also present at the seminar were government officials, serving people from three services, DRDO scientists, private sector representatives, foreign dignitaries who took part in the brainstorming post every session to induce R&D in the Indian defence sector. In conclusion, participants at the seminar unanimously agreed to improve defence R&D culture in India. The major suggestions from seminar includes: 1) Import substitution has to be the top priority. 2) Creating platform integration capabilities within the country, 3) In the interim, however there is a need to an eco-system wherein most of the critical components and sub-systems are also developed within the country through collaboration or independently. 4) To create a more platforms under Public Private Partnership (PPP), and Joint Ventures between Indian and foreign companies. 5) India should create conducive environment for those companies interested to invest in Research & Development so that Intellectual Property Rights stay within India.

Consultation held with BIS on CRS / New Labelling Guidelines

The second meeting of Policy Advisory Committee for Compulsory Registration Scheme for Electronics & IT Goods was held at MoCA on 16.07.14 and was chaired by Additional Secretary (MoCA). The meeting was held largely to reconsider the labelling requirements under CRS. It was agreed that:

The compliance statement shall preferably be included in the data plate or label typically containing marking like ratings, specification, model number, serial number, brand name etc. & where other certification marks are also present, when available.

When compliance statement is not a part of the data plate, it may printed / screen printed, embossed, engraved or affixed using separate metallic labels (Aluminium deposition with plastic/ metalized polyester) or Sticker made of PVC / PET/ Polycarbonate / Polyester / Polypropylene/ BPA or any other similar material

In case the statement is affixed by a separate metallic / sticker as per Para 7(ii) (d) of the draft labelling Order, the same shall be permanently affixed in a manner so as to remain on the product till the end of life of product. The exemption of slot for separate metallic / sticker is made available till 31st December, 2015 or for a period of six months from the date of release of unique logo by BIS, whichever is earlier.

Further, the request to reduce the size of the compliance statement was not accepted.

Online Application System Portal for CRS enabled by Bureau of Indian Standards

BIS has informed the Policy Advisor Committee in its second meeting held on 16.07.2014 that BIS has enabled portal for online submission / processing of applications for the Compulsory Registration Scheme. Stating that the portal has been made operational w.e.f. 23rd June 2014, DG BIS stated that it was now mandatory to file applications online. Acknowledging the ground work done for the portal by DeitY, BIS stated that it had ambitions to make this portal applicable for all products that are envisaged to be covered under the CRS by various departments / Ministries. It was also announced that data of the registrations already granted would also be ported into the portal. DeitY intends to use this data for the planned surveillance activities for registered items.

Empowered Committee meeting of Secretary on skill development The 3rd meeting of the Empowered Committee for the ‘Scheme for Financial Assistance to select 06 (Six) States/ UTs for Skill Development in the ESDM Sector’ was held on 19th June 2014 in DeitY under the Chairmanship of Shri R S Sharma, Secretary, DeitY. The Committee recommended the proposals of the States of Karnataka and Uttar Pradesh. With the inclusion of these two (02) states, besides the five (05) states already selected under the scheme, the total number of selected states would now come to seven (07). Further, the Secretary desired that, an expanded Phase-II of the Scheme also needs to be brought up for consideration of the Government at an early date. Computex Taipei is the largest ICT trade show in Asia and the second largest in the world. This year’s exhibition was held in Taipei from June 3 -7, 2014. More than 150 representatives from the Taiwanese ICT industry and representatives of India from Department of Electronics and Information Technology (DeitY), Telecom Sector Skill Council of India, Ernst & Yong and HCL Technologies participated in the event.

Smt Vandana Srivastava, Additional Director, DeitY and Shri. Sanjay Koul, Senior Technical Officer, DeitY interacted with key industry players, and highlighted various policy initiatives of Government of India regarding promotion of ESDM sector in the country.

On the side-lines of the exhibition, ITA in cooperation with Taipei Computer Association (TCA) organized an Investment Seminar in the ICT Sector in India and a networking event on 6th June, 2014 at Taipei International Convention Center.

During the seminar, Shri Pradeep Kumar Rawat, DG, ITA made remarks and urged Taiwanese companies to utilize the excellent incentive schemes under ESDM policy to setup their operations in India. Mr. Davis Hsu, Deputy Director General, Bureau of Foreign Trade (BoFT), Mr. Enoch Du, Secretary General, Taipei Computer Association (TCA) also spoke during the seminar. Detailed presentations on the opportunities in India were made by experts from India and Taiwanese side.

The seminar and the networking event helped to create awareness among the Taiwanese ICT sector companies. There is a renewed interest among the Taiwanese electronic companies towards Indian market. ITA will follow-up on some of the queries received from the Taiwanese companies during the event.

9th IESA Vision Summit 2014

The ninth edition of the IESA Vision Summit, the annual flag-ship event of the India Electronics & Semiconductor Association (IESA) was held on February 3-4, 2014 in Bengaluru. The biggest ever till date, Vision Summit 2014 was attended by over 630 national and global leaders; the summit also saw the highest ever participation from the government, with 8 state governments joining the summit during the two days. With 40 exhibition booths, the Vision Summit 2014 Expo was also the largest till date. The event will be launched in Bengaluru in 2014 and will move to Delhi in 2015, and thereafter shuttle between the two cities.

First meeting of Working Group on Smart Card, Biometric and RFID DeitY has constituted a Joint Working Group under the Chairmanship of Dr. Ajay Kumar, Joint Secretary, DeitY for Smart Card, Biometric and RFID Industries. The JWG consists of members from the Government, concerned Industry/Associations including R&D organizations of DeitY. The 1st meeting of Working Group was held on 17th July, 2014 at DeitY, Electronics Niketan, New Delhi. A presentation was made by DeitY covering overview of the industry. The deliberations during the meeting covered the following: i. Rationalization of tariff structure for promotion of indigenous manufacturing. ii. Incentives for promotion of investment in manufacturing of Smart Cards, Biometric and RFID. iii. Policy initiatives for increasing usage of Smart Cards, Biometric and RFID. iv. Action plan for enhancing value addition and manufacturing capabilities. v. Strengthening the eco-system for indigenous manufacturing of Smart Card, Biometric and RFID. The representatives of the Industry/Industry Associations were requested to send their inputs and proposals for the consideration of the Working Group.
