ThisCodegovernstheminimumsafetystandardsfortheoperating,maintenance,constructionandinstallationofpowersystemsinNamibia.ThepurposeofthisCodeisthreefold,namely,toensurethesafetyofallpersons,tosafeguardapparatusandtoprovidecontinuityofsupply.

ThisCodeisanextensionof,andmustbereadinconjunctionwith,theprovisionsoftheElectricityAct,2007,andtheLabourAct,2007(withparticularemphasisonHealthandSafetyRegulationsmade thereunder), and all other applicable laws, anddoes not supersede, overrule or negate anyprovisionscontainedintheElectricityAct,theLabourActorsuchotherlaws.

INTRODUCTION

A. PURPOSE OF CODE

A.1 ThisCodegovernstheminimumsafetystandardsfortheoperating,maintenance,constructionandinstallationofpowersystemsinNamibia.ThepurposeofthisCodeisthreefold,namely,toensurethesafetyofallpersons,tosafeguardapparatusandtoprovidecontinuityofsupply.

A.2 ThisCodeisanextensionof,andmustbereadinconjunctionwith,theprovisionsoftheElectricityAct,2007,andtheLabourAct,2007(withparticularemphasisontheHealthandSafetyRegulationsmadethereunder),andallotherapplicablelaws,anddoesnotsupersede,overruleornegateanyprovisionscontainedintheElectricityAct,theLabourActorsuchotherlaws.

B. CODE GOVERNANCE FRAMEWORK

ThefollowingdiagramillustratestheextentofinteractionamongthekeystakeholdersintheNamibianElectricityIndustryasfarastheadministrationandenforcementofelectricitysafetystandardsareconcerned.

C. SAFETY GOVERNANCE ORGANISATIONAL STRUCTURE

C.1 Thefollowingorganogramservestoillustratefromasafetygovernanceperspective,anditmipamongthevarious‘Keyroleplayerswithintheorganisationalstructureofalicensee.

C.2 The vertical and/or horizontal extension or curtailment of this structure dependslargelyonthesizeanduniqueorganisationalstructureofeachlicensee.

ThisCodeentersintoforceandbecomescompulsoryonthesecondanniversaryofthedateofpublicationthereofintheGovernmentGazette.

E. REVISION OF CODE

E.1 ThisCode is revised annually by theElectricityControlBoard (ECB)on a datedetermined by the ECB after consultationwith the StandingWorkingGroup onElectricitySafetyregardingitsscope,contentandimplementation.ThemembershiporganisationsofthisWorkingGroupare:

E.3 ArevisionofthisCode,orpartthereof,isissuedinprint,publishedintheGovernmentGazetteintermsofsection3(4)anddistributedbytheECBtoalllicensees.RevisioncontrolisexercisedbytheECB.

F. GENERAL INSTRUCTIONS

F.1 Every licensee shall be in possession of a copy of this Code and all relevantlegislation pertaining to the Namibian Electricity Industry. The licensee isresponsible for complyingwith theminimum safety standards prescribed in thisCodeandforensuringthatallrelevantroleplayerswithinthelicensee’sorganisationareacquaintedtherewith.

F.2 ThelicenseemayassigninwritingtheresponsibilityforenforcingcomplianceandadherencetothesafetystandardsprescribedinthisCode.

F.3 Where an interconnection exists between two or more power systems, whetherbetween two licensees or between a licensee and another power producer ordistributor,appropriatecommunicationandcoordinationmeansmustbeestablishedandmaintainedwithregardtooperationalmattersunderjointauthority.

F.4 AbbreviationsusedinthisCodearereflectedinAnnexure9.

F.5 Ifsorequiredbythecontext,anyreferencetothesingularincludesthepluralandviceversa,andanyreferencetothepresenttenseincludesthepastandfuturetensesandviceversa.

F.6 Wheretheword“include”or“including”isusedinthisCode,itmeans“includeswithoutlimitation”or“includingwithoutlimitation”.

F.7 Wheretheword“should”isusedinthisCode,itmeansarequirementwhichneedstobeequalledorexceededsothatanobligationisdischarged.IfthisCodestatesthatsomething“shouldbedone”,therequirementistodowhatthisCoderequiresordoitinamannerwhichisequaltoorbetter(electricallysafer)thanprescribedinthisCode.

F.8 Wheretheword“must”isusedinthisCode,itmeansamandatoryrequirement.

F.9 Wheretheword“shall”isusedinthisCode,itmeansanobligatoryactionorseriesofactionswithoutalternatecourseordeviationfromthesafetystandardinquestion.

F.10 Acleardistinctionmustbeobservedbetweencertainwords, suchas“earth”and“earthing”,andmustnotbemisinterpretedasbeing thesame termorhaving thesamemeaningorreferringtothesameaction,applicationorobject.

SECTION 1: DEFINITIONS

1.01 OFFICIALS AND PERSONS

InthisCode,includingitsintroduction,unlessthecontextotherwiseindicates-

1.01.1 appointed operator (A/O)meansaqualifiedpersonauthorised tocarryout safeoperatingonthepowersystemofalicenseeoninstructionofthesystemcontrollerinaccordancewiththisCode;

1.01.2 authorised person(A/P)meansaqualifiedpersonauthorisedtoaccessastationtoperformdesignatedfunctionsinaccordancewiththisCode;

1.01.3 competent person means a person certified in writing by an inspector to becompetenttoperformaspecifictask;

1.01.4 contractormeansapersoncontractedtodoworkonapowersysteminaccordancewiththisCode;

1.01.5 consumermeansanenduserofelectricitywhoconsumessuchelectricity;

1.01.6 customermeansapersontowhomelectricityisdeliveredbyalicensee,andincludesaconsumer;

1.01.7 inspectormeansapersonappointedasalabourinspectorundersection124oftheLabourAct;

1.01.8 licenseemeanstheholderofanelectricitylicenceissuedundertheElectricityAct;

1.01.9 MinistermeanstheMinisterresponsibleforenergy;

1.01.10 official in chargemeansaqualifiedpersonemployedbyalicensee,whois-

1.01.10.1 inchargeofadefinedsectionofapowersystem;and1.01.10.2 authorised to make decisions and give instructions on deviations from normal

operatingprocedures;

1.01.11 power station control room officialmeansapersondeployedbyalicenseeinthepower station control roomandgenerally in control of the operationof a powerstationinaccordancewiththisCode;

1.01.12 qualified personmeansapersonwhoisabletosubmitdocumentaryproofthatheorshehas-

1.01.12.1 receivedappropriatetheoreticalandpracticaltraining;and1.01.12.2 gainedadequateexperienceinelectricitysafety;

1.01.13 responsible official(R/O)meansaqualifiedpersonemployedbyalicensee,whoisresponsibleforensuringcomplianceandauthorisingpersonstoensurecompliancewiththisCode,andintheeventofnosuchpersonbeingemployedbythelicensee,means,inthecaseofthelicenseebeing:

1.01.13.1 Acompany,themanagingdirectororchiefexecutiveofficer;1.01.13.2 aclosecorporation,themanagingmember;1.01.13.3 atrust,thechairpersonoftheboardoftrustees;1.01.13.4 apartnership,themanagingpartner;1.01.13.5 aproprietorship,theowner;1.01.13.6 an association, the chairperson of the executive committee or management

committee;or1.01.13.7 aco-operative,thechairpersonoftheboardofdirectors;

1.01.14 responsible person (R/P)means a personwho has been authorised to work onapparatuscoveredinaworkpermitoraliveworkdeclaration;

1.01.15 responsible employee (R/E) means a person employed by a licensee, who isresponsibleforensuringthatanyworkonapparatusintermsofthisCodecanbecarriedoutwithsafety;

1.01.16 systemcontroller(S/C)meansapersononduty,whoisresponsiblefor-

1.01.16.1 thegeneraloperationandcontrolofapowersystem;and1.01.16.2 theissuingofinstructionstoanappointedoperatororauthorisedpersonforthesafe

operationofgeneration,transmissionanddistributionsystemsinaccordancewiththisCode;

1.01.17 workermeansapersonemployedtoworkonapowersystem.

1.02 OPERATING TERMS

InthisCode,includingitsintroduction,unlessthecontextotherwiseindicates-

1.02.1 accessmeansauthorisedentryintoaprohibitedarea,livechamberorstationonapowersystem;

1.02.2 access lockmeansalockthatformspartofaseriesoflockspermittingaccesstoprohibitedareasorstations,whichcanonlybeopenedwithamasterkeyfor theseriesoflocks;

1.02.3 additional earthmeansaregisteredearthorearthinggearthatmaybeappliedtoabusbaroralinewiththepriorapprovalofasystemcontroller;

1.02.4 alivemeanselectricallycharged,andlivehasasimilarmeaning;

1.02.5 apparatusmeansany-

1.02.5.1 electricalequipmentsuchasgeneratingplant,switchgear,transformer,regulatinggear,busbar,cluster-bar, feeder, line,auxiliaryapparatus, includingallassociatedcontrolandprotectionequipment,operatedatdifferentvoltages;or

1.02.5.2 anyotherapparatusinstalledonasite,formingpartofapowersystem;

1.02.6 approved meansapprovedinwritingbyalicensee;

1.02.7 authorisedmeansauthorisedinwritingtoperformpredefinedduties;

1.02.8 authorised operationmeans anywork executed under instruction of the systemcontroller;

1.02.9 auto-reclose(ARC)meansapresetfunctionappliedoncertainbreakersorreclosers,whichallowsautomaticreclosureofthebreakersorreclosersafteropeningonfaultoccurrences;

1.02.10 auxiliary apparatusmeanssecondaryapparatus,andincludesauxiliarysupplyoranysupportingapparatusinastationforensuringtheproperfunctionofapparatus,suchasprotectionschemes,controlsystems,communicationsystemsandAC/DCsupplies;

1.02.11 barricade meansbarrier,andbarricadedhasasimilarmeaning;

1.02.12 barriermeansanapproveddevicedesignedtorestrictapproachtoliveapparatus;

1.02.13 basic insulation level(BIL)meansaspecificinsulationlevel,expressedinkilovolt (kV),towhichapowersystemisdesignedandconstructed;

1.02.14 baymeansalltheapparatusinthesamecircuitsituatedinoneormorefloorsina buildingorthroughastructure,fromandincludingthebusbarlinks;

1.02.15 breakermeansadevicedesignedtomake,carryorbreakelectriccurrentboth undernormalandfaultconditions,andrecloserhasasimilarmeaning;

1.02.16 busbar means a conductor or group of conductors that serves as a commonconnectionfortwoormorecircuitswithinastation;

1.02.17 cablemeansafeeder,normallyunderground,andincludestheterminations;

1.02.18 chambermeansanenclosureinwhichapparatusisseparatedfromotherapparatusbypartitionwallsorothermeans,theaccesstowhichisrestrictedbyinterlocks;

1.02.19 circuitmeansthearrangementofconductorsandapparatusfromandincludingthebladesofall linksor thecontactsofotherapparatusprovidedforcompleting theconnectiontothebusbar;

1.02.20 circuitbreakermeansbreaker;

1.02.21 close proximitymeansapositioninwhichanybodypartofapersonortoolbeingusedbyapersonmayinadvertentlybreachtheminimumsafeworkingclearance;

1.02.22 cluster-bar meansthecentralconnectionpoint,mountedonapoleatapointbelowaperson’sfeet,wherealltheclampsoftheportableearthsbetweentheearthspikeandtheconductorsareconnected;

1.02.23 commissioning means the pie-determined sequence of inspections, tests andenergisingproceduresdesignedfor theintegrationofnewapparatus intoapowersystem;

1.02.24 communication setincludesatelephone,cellularphone,radiooranyotherdevicedesignedforcommunicationpurposes;

1.02.25 connectmeansmakinga connectionor seriesof connections toobtain electricalcontinuityinacircuit,orbetweenapparatus,orbetweenapparatusandearth;

1.02.26 conductormeans anybar, pin, tube, socket,wire, jumper, dropper, cableor lineusedforconductingelectricity,whichissoarrangedtobeconnectedtoasourceofelectricalpotential;

1.02.27 consumptionmeanselectricityconsumedinkilowatthour(kWh);

1.02.28 control centre means a place from where the safe operation of generation,transmissionordistributionofelectricitytocustomersiscontrolledordirected;

1.02.29 control panel means the panel onwhich auxiliary apparatus aremounted, suchascontrolswitches,protectiverelays,measurementdevicesorotherequipmenttocontrol,measureandprotectapparatus,andincludesaprotectionpanel,aninterfacepanel,asupplementarypanel,amimicpanel,ameteringpanelandanalarmpanel;

1.02.30 control switchmeansaswitchprovidedforcontrollingtheoperationandfunctionofapparatusandauxiliaryapparatus;

1.02.31 dangermeansariskoflossofhumanlife,bodilyinjuryordamagetohealthfromelectricshock,burnoranyhazardouscondition,orlossofordamagetoapparatus,arisingfromtheprovisionoruseofelectricity;

1.02.32 dead means that any apparatus so described is at or about zero potential anddisconnectedorisolatedfromallpossiblesourcesofelectricalpotentialoranylivepowersystem;

1.02.33 de-energisedmeansthattheapparatusisnotelectricallyconnectedtoalivepower systemandhasnotbeendischarged,isolated,safetytestedorearthed;

1.02.34 dischargedmeans-

1.02.34.1 connectedtoearthandthattheapparatusisfreeofanyresidualorinducedelectricalpotential;and

1.02.34.2 thatstoredenergyhasbeenreleased,suchasaclosingspringinabreaker,hydraulic,pneumaticorgaspressure ina system,orenergystored inabatteryorcapacitorbank;

1.02.35 disconnectedmeansapparatusisnotconnectedtoasourceofelectricalpotentialachievedbytheremovalofaconnectionorseriesofconnectionstherebyinterruptingor breaking electrical continuity in a circuit, or between apparatus, or betweenapparatusandearth,butmaystillhavetobedischarged;

1.02.36 distribution,inrelationtoelectricity,meanstheconveyanceofelectricitythroughadistributionsystem,whichconsistswhollyormainlyofmediumandlowvoltagenetworks,toacustomer;

1.02.37 distribution systemmeansthenetworkofstations,transformers,linesandcableswherebyelectricityisdistributedtoacustomer;

1.02.38 double circuit structure means a structure supporting two circuits of the samevoltage on the same structure but situated on opposite sides of the centre of thestructure;

1.02.39 droppermeansaconductorinstalledtoconnectapparatustoalineorabusbar;

1.02.40 drop out fusemeansasinglephasepolemountedoutdoorairinsulatedmechanicallyoperateddevicechargedwithafuseforprotectingapparatusintheeventofafaultoccurrence;

1.02.41 earth -

1.02.41.1 asanoun,meansthegeneralmassoftheearthandisregardedtobeatzeropotential;1.02.41.2 asaverb,meansapplyingearthinggearorconnectingapparatustoearthinamanner

thatwillensureanimmediatesafedischargeofelectricalenergyatalltimes;

1.02.42 earth matmeans thesubterraneanconductivematerial installed inastation,atastructureoronatransformer,pylonorpoleorunderalinetoensurethataconnectioncanbemadebetweenapparatusandearth;

1.02.43 earthing gear meansthefixedorportableearthingdevices,suchasearthinglinks/switchesorportableearths,usedforearthingapparatus;

1.02.44 earthing link/switchmeans earthing gear,mechanically or electrically operated,permanentlyconnectedatonepointtotheearthmatanddesignedtoearthapparatus;

1.02.47 electrical connection means the permanent or temporary connection betweenapparatusorapparatusandearththusprovidingacontinuouspathwherebyanyformofelectricalenergy,chargeorcurrentflowcanbeconductedsafely;

1.02.48 Electricity ActmeanstheElectricityAct,2007(ActNo.4of2007),asamendedorsubstituted;

1.02.49 emergency means a situation where danger can only be avoided by immediateaction;

1.02.50 emergency switchingmeanstheopeningonlyofsuchbreaker,recloser,switchorsimilardeviceasmaybenecessarytoavoiddanger;

1.02.51 enclosuremeansanyroom,chamber,yardorenclosedareainwhichitispossibleforapersonfromground/floorleveltomakeinadvertentcontactwith,orcomeintocloseproximityofliveconductorsorapparatus;

1.02.52 energisedmeansapparatusisconnectedtoalivepowersystemandisinservice;

1.02.53 exportmeanstheprovisionofelectricitytocustomersoutsidethephysicalbordersofNamibia;

1.02.54 factor of safetymeans the ratio of a component’s failing load to themaximumworkingloadforwhichithasbeendesigned;

1.02.55 fault meansanunplannedoccurrenceordefectinanitemwhichmayresultinoneormorefailuresoftheitemitselforofassociatedapparatus;

1.02.56 feedermeansabay,apowerlineoracable,whetherundergroundornot-

1.02.56.1 inorfromastation;or1.02.56.2 betweentwoormorestations;or1.02.56.3 fromastationtoacustomer,andincludesallstructures,supports,conductorsand

relatedhardware;

1.02.57 footing resistancemeanstheresistancebetweenastructureandearth;

1.02.61 ground/floor level means the general surface a person walks on, including astructureorapparatusplinthotherthanastructureorapparatusplinththathasbeenconstructedtoobtainsafeworkingclearanceorsafegroundclearance;

1.02.62 hand backmeans the transferof responsibility for apparatus, as specified in thehandout,byanappointedoperatororauthorisedperson to thesystemcontroller,detailingallworkperformedandtherebyauthorisingthesafereturnoftheapparatustoservice;

1.02.63 hand outmeansthetransferofresponsibilityforspecificapparatusbythesystemcontroller to an appointed operator or authorised person,whereby the appointedoperatororauthorisedpersonisauthorisedtoworksafelyontheapparatus;

1.02.64 hand overmeans thedetailed confirmationbyanappointedoperator, authorisedperson or responsible person to the system controller that new or refurbishedapparatusisreadytobecommissionedandplacedinservicewherebysuchapparatuswillbecometheresponsibilityofthesystemcontroller;

1.02.65 Health and Safety RegulationsmeanstheRegulationsrelatingtotheHealthandSafetyofEmployeesatWork,1997,asamendedorsubstituted;

1.02.66 high voltagemeansavoltageofmorethan44000volt(RMS);

1.02.67 human machine interface(HMI)meansacomputer,normallyinastationorcontrolcentre-

1.02.67.1 onwhichisdisplayedthelayoutandoperationalstateofapparatusinastationorapowersystem;and

1.02.67.2 whichrecordseventsandallowsremotemonitoringandoperationofcertain apparatus;

1.02.68 import means the supply of electricity to Namibia from electricity providers,independent power producers or power utilities outside the physical borders ofNamibia;

1.02.69 incident meansaworkrelateddetrimentaloccurrence;

1.02.70 in commissionmeansapparatusisavailableforimmediateuse,althoughitmaynotactuallybeinservice;

1.02.71 inductionmeanstheelectricalchargeproducedinaconductorduetothevariationofamagneticfieldinitsvicinity,suchasinadjacentcircuitsandstaticchargebuildupduetoweatherconditions;

1.02.72 in servicemeansapparatusisenergisedandinuse;

1.02.73 insulated means covered, enclosed, surrounded or apparatus supported withinsulatingmaterialofsuchthicknessandpropertiesthatitwillpreventtheflowofelectricalenergyorpotentialbetweentheobjectsocoveredanditssurroundingsoranyexternalobject incontactwithit, includingthepreventionofmakingcontactwithearth;

1.02.74 insulating materialmeansanynon-conductivematerialsuchasglass,porcelainorothercompositematerialused forcovering,enclosing,surroundingorsupportingapparatusorpartthereof;

1.02.77 interlocking lock meansaseriesoflocksinastationforwhichonlyonespecifickeyexiststoperformsafeoperationsonaninterlockingsystem;

1.02.78 in writingmeanshandwritten,typedorprinted,dulysignedanddated,andincludesatransmissiontotheintendedrecipientconcernedbymeansoffacsimileorelectronicmail;

1.02.79 isolate means disconnecting apparatus from all possible sources of electricalpotentialtocreateavisiblegapbetweenalivepartandade-energisedpart,whichmaybeobtainedby-

1.02.79.1 openingorremovingfusesordropoutfuses;1.02.79.2 openinglinks,isolatorsordisconnectors;1.02.79.3 removingdroppersorjumpers;1.02.79.4 openingairbreakswitches;1.02.79.5 withdrawingtruck-typeswitchgear;1.02.79.6 immobilisingbreakershavingvisiblecontactseparation,andnotfittedwithgrading

capacitors;1.02.79.7 utilising an approved changeover breaker, switch, link or similar device with

mechanicalinterlock,

1.02.84 Labour Actmeans the LabourAct, 2007 (ActNo. 11 of 2007), as amended orsubstituted,andincludestheHealthandSafetyRegulations;

1.02.85 line means an overhead feeder consisting of conductors, supports and relatedhardwarebetweenpowerstations,stationsandcustomers;

1.02.87 linkingmeans the opening or closing of a link, isolator, disconnector or similardisconnectingdevicewhennoloadcurrentisflowing;

1.02.88 live chamber means any chamber in which inadvertent human contact withconductors or live parts of apparatus working at high voltage is possible fromground/floorlevel;

1.02.89 live partmeansanyconductivepartofapparatus,whichisaliveandinnormaluse,andincludestheneutralconductor;

1.02.90 load currentmeansthecurrentflowinginacircuitthatisassociatedwithelectricityconsumption;

1.02.91 loadingmeansthematchingofelectricitygenerationanddemandofapowersystem;

1.02.92 local control centremeansatemporarylocationfromwheresafeoperationsonapre-definedsectionofapowersystemmaybecontrolledordirectedinaccordancewithparagraph7.05ofthisCode;

1.02.93 lock includesanaccess lock, an interlocking lock, amarriage lock, anoperatinglock,asafetylock,aservitudelockandauniquelock;

1.02.94 low voltagemeansavoltageof1000volt(RMS)orless;

1.02.95 made safe means de-energised, isolated and earthed as required to allow thenecessaryworktobecarriedoutwithoutdanger;

1.02.96 marriage lockmeansa lockplaced in serieswithanother lockallowingvariouspersonstohaveaccesstoservitudesandpremises,andmarriagelockinghasasimilarmeaning;

1.02.97 medium voltagemeansavoltageofmorethan1000volt(RMS)butnotmorethan44000volt(RMS);

1.02.98 operatingmeansswitching,linking,safetytestingandearthingoperationsinthatspecificorder;

1.02.99 operating diagram/mimicmeans thepermanentsingle linediagraminacontrolcentre or station indicating the operating position and operational state of allapparatus;

1.02.107 point of supplymeansanypointwhereapower systemora sectionofapowersystemcanbemadealive;

1.02.108 portable earth means amobile flexible earthing gear, whichmay be used as aregisteredearth,workingearth,additionalearthoranyothersafeearthingapplicationasmayberequired,andportableearthinggearhasasimilarmeaning;

1.02.109 power linemeansanelectriclinewhoseconductorsaresupportedaboveground,generally by means of insulators and appropriate supports erected to conveyelectricityforanyotherpurposethancommunication,butexcludingtheoverheadcontactorcatenaryconductorsofanelectrictractionsystem,andoverheadlinehasasimilarmeaning;

1.02.110 power stationmeansasiteonwhichelectricityisgenerated;

1.02.111 power station control room meansthepermanentlocationatapowerstationfromwherethesafeoperationsofthepowerstationiscontrolledordirected;

1.02.112 power system meanstheinterconnectedsystemcomprisingpowerstations,feeders,stations and apparatus used in connection with the generation, transmission,distributionandsupplyofelectricity;

1.02.113 prohibited areameansanormallyenclosedareainwhichliveconductorsorliveparts of apparatus are accessible, but situated in such a position that inadvertenthumancontacttherewithisnotpossible;

1.02.114 registered earthmeansanyearthinggearappliedorremovedoninstructionfromasystemcontroller;

1.02.115 remote control means the operation or operating of apparatus from a place notimmediatelyadjacenttotherelatedapparatus;

1.02.116 restricted area meansanareaotherthanalivechamberoraprohibitedarea,whichisenclosedforthepurposeofpowersystemsecurityandthesafetyofpersons;

1.02.117 safe working clearancemeanstheminimumsafedistancetobeobservedbetween-

1.02.117.1 differentlivepartsofapparatus;or1.02.117.2 livepartsofapparatusandearth,

topreventashort-circuitorinadvertenthumancontactwithsuchliveparts;

1.02.120 safety testingmeansthetestingofapparatustoascertainwhetheritisaliveordeadbymeansofapprovedtestequipmentprovidedforthispurpose;

1.02.121 sectionalisermeansaswitchintendedtoopenautomaticallytodisconnectpartofapowersystem,duringtheopentimeofarecloserorbreaker,whichhastripped,toclearafault;

1.02.122 servitude lockmeansalockformingpartofaseriesoflockstogainaccesstolineservitudesandisoperatedbyamasterkey;

1.02.123 shuttermeansamechanicallyoperatedsafetycoverfororonanorificetopreventaccesstolivepartsofswitchgear;

1.02.124 single-line diagram means a diagramdepicting the layout of a system,whetherpolyphaseornot,byuseofequivalentsinglelinesymbols;

1.02.125 source of supply meansthatportionofapowersystemfromwhichtheapparatuscanbemadealive;

1.02.126 special operating proceduresmeansanapprovedsequenceforensuringthesafeoperatingofapparatusatidentifiedstations,whicharedevelopedandmaintainedbytheresponsibleofficial;

1.02.127 stationmeansapowerstation,transmissionstation,distributionstation,switchingstation,isolatingstation,mobilestationorotherstationorsubstationwithapparatusmaintaining,controlling,supportingor formingpartofapowersystem,andmaycontaingeneratingplant,transformersorswitchingorlinkingapparatus;

1.02.128 staymeansasteelwire,rope,rodorotherdevicethatsupportsapoleorstructure;

1.02.129 supervisionmeans overseeing the actions of a person to prevent any danger orcontraventionofthisCode;

1.02.130 supply,inrelationtoelectricity,meansthedeliveryofelectricitytoacustomerasacommodity;

1.02.131 supply pointmeansthepointatwhichelectricityisreceivedbyacustomer;

1.02.132 switchmeansadevice,otherthanabreaker,designedformakingandbreakingaratedflowofelectriccurrent,and includesanairbreakswitch,aspringoperatedlink,aweightoperateddisconnector,aloadbreaklink,atransrupteroranysimilardevice;

1.02.135 transmission, in relation to electricity,means the conveyance of electricity bymeansofatransmissionsystem,whichconsistswhollyormainlyofhighvoltagenetworksandelectricalplant,fromanenergysourceorsystemtoacustomer;

1.02.136 transmission line meansanoverheadpowerlineoperatingathighvoltagetotransferlargeamountsofelectricity;

1.02.137 transmission systemmeans thenetworkof stations, transformers, feeders, lines,cablesandotherapparatuswherebyelectricityistransmitted;

1.02.138 tripmeanstheopeningonlyofabreaker,recloser,switchorsimilardeviceactivatedbymeansofinstalledprotectiononoccurrenceofafaultonapparatus;

1.02.139 underground cablemeansanelectriclinewithinsulatedconductorsburieddirectlyintheground,orlaidincableducts,trenches,pipesortroughs;

1.02.140 unique lockmeansadedicatedlockforwhichonlyonekeyexists,toisolateandlockapparatusoracustomersupplypointfromapowersystemtoensuresafeseparatedoperations;

1.02.141 voltagemeanstheelectricpotentialbetweentwopointsthatgivesrisetotheflowofelectricityandwherespecified,theRMSvalueofthevoltage;

1.02.142 work meansallphysicalactivitiesinconnectionwithapparatus,excludingoperatingandothernon-dangerousactivities,whichwillnotaffect thehealthandsafetyofpersonsorthesafeoperationofapparatus;

1.02.143 working earthmeansthevisible,supplementary,portableearthinggearappliedonallsidesandascloseaspossibletothepointofwork;

1.02.144 workplace meanstheplacewherephysicalworkisdoneonapowersystem.

1.03 PRINTED FORMS, BOOKS AND NOTICES

InthisCode,includingitsintroduction,unlessthecontextotherwiseindicates-

1.03.1 authoritymeansaletterofauthoritysignedbytheresponsibleofficial,stipulatingthelevelofauthorityandresponsibilitieswithregardtooperations,services,accesstoprohibitedareasorlivechambersorliveworkonapowersystem,whichletterofauthority-

1.03.1.1 mayextendtoallvoltagelevelsfromthepointofgenerationuptoasupplypoint;1.03.1.2 isvalidforthemaximumperiodspecifiedbyalicensee;1.03.1.3 maybecancelled,alteredorwithdrawnatthediscretionofthelicenseeatanytime

duetoanymisconduct,resignation,transferoroperationalchange;

1.03.2 control panel label/tagmeansanoticedisplayedona controlpanel in a stationindicating that apparatus is being worked on and may indicate the position ofearthinggear;

1.03.3 indemnity formmeansaformthatmustbecompletedbyallpersonsasrequiredbythelicensee;

1.03.4 licence means a licence for the generation, transmission, trading, distribution,supply,importorexportofelectricity,issuedintermsoftheElectricityAct;

1.03.5 logbook means a book provided for keeping a record of all events, incidents,operations,operationcounterreadingsandrelatedactivities,whichisaccessibleatalltimes;

1.03.6 operating drawingmeansasinglelinediagramthatdepictsthelayoutofapowersystem,stationandlinesbetweenstationsandcustomersfortheissuingandexecutionofoperatinginstructions;

1.03.7 operating instruction form (OIF) means the printed form used for recordinginstructions issuedby a systemcontroller to an appointedoperator or authorisedpersonrelatingtotheoperationstobecarriedoutonapparatus;

1.03.8 recordmeansanyrecordingsystem,book,formorstatement,whetherprintedornot,tokeepallinformationanditsdailyactivitiesuptodate;

1.03.9 warning noticemeansanoticeprovided-

1.03.9.1 toindicateandwarnthatworkisinprogressonapparatus;or1.03.9.2 toindicateanyspecialoperatingconditioninforce;

1.03.10 work permit means a document permitting work to be carried out on specificapparatus,whichhasbeenpreparedinaccordancewiththisCodesothattheIntendedworkmaybecarriedoutwithsafety;

1.03.11 work permit form means the printed form containing the application, permit,clearance and worker’s declaration for the authorisation of work to be done onapparatusinaccordancewiththisCode;

1.03.12 worker’s declarationmeans a declaration signedby the appointedoperator, theresponsiblepersonandtheworkerconcerned,confirming-

1.03.12.1 thatapparatustobeworkedonwasmadesafe;and1.03.12.2 anunderstandingoftherestrictionsanddetailsoftheworktobecarriedout;

1.03.13 workers register means a register of workers assigned to do work, which iscompletedbyanauthorisedpersonoraresponsibleperson.

SECTION 2: CONTROL OF A POWER SYSTEM

2.01 DUTIES AND RESPONSIBILITIES OF A SYSTEM CONTROLLER

2.01.1 Thesystemcontrollershallberesponsiblefortheoverallcontrolofapowersystemand in addition to any other duties or responsibilities specified elsewhere in thisCode,forcarryingoutthefollowingduties:

2.01.1.1 Ensuringthesafetyofhumanlife,safetyofequipmentandthecontinuityofpowersupplytocustomers,inthatorderofpriority;

2.01.1.2 issuinginstructionsfortheloadingofgeneratingplantandthecontroloffrequencyandvoltageofthepowersystemunderhisorhercontrol;

2.01.1.3 issuinginstructionsassetoutinthespecialoperatingprocedures;2.01.1.4 issuinginstructionsforsafeoperationsonthepowersystemunderhisorhercontrol.

2.01.2 The following operations are regarded as exceptions and are not executed underdirectinstructionsfromthesystemcontroller:

2.01.2.1 Emergencyswitching;2.01.2.2 workingearthsonapparatus;2.01.2.3 operatingonauxiliaryapparatusinstationsbelow1000volt(RMS);2.01.2.4 operatingviasupervisoryremotecontrolperformedbyasystemcontroller;2.01.2.5 operatingunderthejurisdictionofanestablishedlocalcontrolcentre.

2.01.3 Before issuing any operating instruction to an appointed operator or authorisedperson,thesystemcontrollershallensurethatallpartieshavecorrespondingupdatedoperatingdrawingsintheirpossession.

2.01.4 Thesystemcontrollershallkeeparecordof-

2.01.4.1 thetimesanddetailsofalloperatingcarriedoutbythesystemcontrollerorunderhisorherinstructions;and

2.01.4.2 thenamesofthepersonsinstructedtocarryouttheoperating,andshallrecordandactuponallalarmsthatmayappearasaresultofsuchoperating.

2.01.5 Thesystemcontrollershallkeeparecordof-

2.01.5.1 thetimesanddetailsofallemergencyswitching;and2.01.5.2 thenamesofthepersonswhohavecarriedouttheemergencyswitching,andshall

record and act upon all alarms that may appear as a result of such emergencyswitching.

2.01.6 Thesystemcontrollershall-

2.01.6.1 updatetheoperatingdiagram/mimicinthecontrolcentreinsuchawayastoindicateatalltimestheoperationalstateofbreakers,switchesandlinksandthepositionofearthsthroughoutthesectionofthepowersystemunderhisorhercontrol;and

2.01.8.1 Thesystemcontrollershallgive to therelievingsystemcontroller, for theproperdischargeofhisorherduties-

2.01.8.1.1 all the required information as to the stateof thepower systemunderhis or hercontrol;and

2.01.8.1.2 anyotherinformationthatmaybenecessary,

2.01.8.2 The relieving system controller shall obtain this information from the systemcontrollerandreadtherelevantentriesintherecords.

2.02 KEEPING OF RECORDS

2.02.1 Operating records

2.02.1.1 Arecordshallbemaintainedinthecontrolcentreof-

2.02.1.1.1 the names and contact details of all appointed operators, authorised persons andresponsiblepersons,togetherwiththeextentoftheirauthorisation;and

2.02.1.1.2 permanentandtemporarysettingsofallrelaysandprotectivegear.

2.02.2 Logbook

2.02.2.1 Thelicenseeshallprovidealogbookateachstationinwhichtheappointedoperator,theauthorisedpersonandtheresponsiblepersonshallrecordalloperatingorworkcarriedoutonapowersystem.

2.02.2.2 All operating performed by an appointed operator must be written down on anoperatinginstructionform,includingtheproceduresforapparatushandover,handoutandhandback,whichproceduresshallalsoberecordedinthelogbook.

2.02.2.3 Allswitchingoperationsperformedonauxiliaryapparatusbyanauthorisedpersonmustbewrittendownonanoperating instructionform, including theproceduresforapparatushandover,handoutandhandback,whichproceduresshallalsoberecordedinthelogbook.

2.02.2.4 Everyentryrelatingtotheapplicationofearthingdevicesshallstatethelocationinthecircuitwhereeachearthingdeviceisapplied.

2.03 ISSUE AND RECEIPT OF OPERATING INSTRUCTIONS AND THE USE OF OPERATING INSTRUCTION FORMS

2.03.1 Permission to operate

Nopersonshall carryoutanyoperatingoroperationonapower systemwithoutthe prior authorisation by the system controller, except in cases as stipulated inparagraph2.01.2ofthisCode.

2.03.2 Issueandreceiptofoperatinginstructions

2.03.2.1 Allinstructionsfromthesystemcontrollertoanappointedoperatororauthorisedpersonrelatingtooperatingoroperationofapparatusshallbegivenindetailandsequentiallywithoutabbreviation,stating-

2.03.2.1.1 thedate;2.03.2.1.2 thenameofthestation;2.03.2.1.3 theapparatustobeworkedon;2.03.2.1.4 thenatureoftheoperationtobecarriedout;2.03.2.1.5 thetimeofreceivingandcompletionoftheinstruction;and2.03.2.1.6 thesignatureandprintednameoftheappointedoperatororauthorisedperson.

2.03.2.2.1 Eachseparatestepintheinstructionshallbewrittenonanewlineontheoperating instructionform.

2.03.2.2.2 Operating instructions for switching and linking may be written on the sameoperatinginstructionformandinthatorder.

2.03.2.2.3 Safety testing and earthing instructionsmust be written on a separate operatinginstructionform.

2.03.2.3.1 Theinstructionsmustbereadbackbytheappointedoperatororauthorisedpersontothesystemcontroller,whoshallconfirmor,ifnecessary,correcttheinstructions.

2.03.2.3.2 Ifbothpartiesagreethattheexecutionoftheinstructionscanbeperformedsafely,theoperatinginstructionformreferencenumbermustbegiventothesystemcontrollerandtheinstructionsconfirmedwiththeissueofatime,whichmustbenotedasthetimereceivedforcommencement.

2.03.2.3.3 Theformmustthenbesignedbytheappointedoperatororauthorisedperson.

2.03.2.4.1 The instructions may be pre-written on the operating instruction form by theappointedoperatororauthorisedpersondoingtheoperating,orpersonauthorisedtotransmitoperatinginstructions.

2.03.2.4.2 Iftheinstructionshavebeenincorrectlypre-written,theymustbecancelledandre-writtencompletelyonanewoperatinginstructionformunderinstructionfromthesystemcontroller.

2.03.2.5 Acopyoftheoperatinginstructionformshallremainadjacenttothecommunicationsetuntilcompletionoftheoperatingdetailedonit.

2.03.2.6.1 Theoriginaloftheoperatinginstructionformshallbetakentotheplacewheretheoperatingistobecarriedout.

2.03.2.6.2 The instructions shall be read by the appointed operator or authorised personcarrying out the operating, who shall verify that the apparatus and the intendedoperatingcorrespondwiththewritteninstructionbeforetheoperatingdetailedontheoperatinginstructionformiscommenced.

2.03.2.7 Eachinstructionontheoperatinginstructionformshallbecarriedoutinitsentiretywithoutunduedelayandeachitemasdetailedontheoperatinginstructionform

shallbetickedoffaseachstepofoperatingiscompleted.

2.03.2.8.1 Whenapersonisbeingtrained,boththeappointedoperatororauthorisedpersonand the traineeshallsatisfy themselves that theapparatusand intendedoperatingcorrespondwith the instructionas receivedfromthesystemcontrollerbefore theoperatingiscommenced.

2.03.2.8.2 Theoperatinginstructionformshallbesignedbythetraineeandcountersignedbytheappointedoperatororauthorisedperson.

2.03.2.8.3 Nooperatinginstructionsshallbeissuedbyonetraineetoanothertrainee.

2.02.2.9 Intheeventofanunforeseendelayintheexecutionoftheinstructionsintheirentirety,theoperatingmustbe terminatedand thecause reported to the systemcontrollerwhereupontheexistinginstructionsmustbecancelledandnewinstructionsissued.

2.03.3 Report back on completed operating

2.03.3.1 The system controller shall be informed as soon as possible after an operatinginstructionhasbeencompleted.

2.03.3.2 Reportbackoncompletedoperatingshallbegiveninfulltothesystemcontrollerbytheappointedoperatororauthorisedpersonandalldetailsloggedaccordingly.

2.03.3.3 Thesystemcontrollershallthenissuethecompletiontimetotheappointedoperatororauthorisedperson.

2.03.3.4 Theoriginaloperatinginstructionformrelatingtoacompletedoperatingshallberetained for aminimum period of sixmonths at the location determined by thelicensee.

2.03.3.5 Each completed operating instruction book containing the copies of operatinginstructionformsmustbearchivedforaperiodoffiveyears,whereafteritmaybedestroyedifnoqueryhasarisenregardinganyentriesduringthattime.

2.03.4 Relay of operating instructions through a third person

Where operations are required on a power system in the absence of directcommunication between the system controller and the appointed operator orauthorisedperson,therelatedoperatinginstructionsmayberelayedthroughathirdperson,inwhichcasethethirdpersonshallrelaythepreciseoperatinginstructionsandindoingso,complyundertheguidanceofthesystemcontrollerwiththerelevantrequirementsspecifiedinthisCode.

2.03.5 Issue and receipt of pre-authorised instructions

2.03.5.1 In theeventofpoorornocommunicationbetween thesystemcontrollerand theappointed operator or authorised person when operating is required on a powersystemandtherelayofoperatinginstructionsbyathirdpersonisnotpracticable,pre-authorisedoperatinginstructionsmaybeissued.

2.03.5.2.1 Pre-authorisedoperatinginstructionsmayonlybeissuedonthedaythattheoperatingtakesplace.

2.03.5.2.2 Thesystemcontrollerandtheappointedoperatororauthorisedpersonmaydiscussandpre-writetheinstructionsbeforehand.

2.03.5.2.3 Thepre-authorisedinstructionsshallonlyenterintoforceoncethesystemcontrollerhasauthorisedtheinstructionsbyissuingacommencementtime.

2.03.5.3.1 Pre-authorisedoperating instructions toanappointedoperator shallbe issued fortheswitching,linking,safetytesting,earthingorworktobeperformedanduponcompletion,thesequentialrestorationofapparatustoservice.

2.03.5.5.1 Intheeventoflossofsupplyduetoatriptomultiplecustomersonafeederwithonlyonesourceofsupply,apre-authorisedoperatinginstructionmaybeissuedtoanappointedoperator.

2.03.5.5.2 Thepre-authorisedoperatinginstructionshallapplytotheaffectedfeederonly.

2.03.5.5.3 Additionalappointedoperatorsmayassistunderinstructionoftheappointedoperatorinchargetorestorethesupply.

2.03.5.5.4 Thepre-authorisedoperatinginstructionincludespermissiontooperatethefeederbreaker,otherswitchgearorlinksinthesamecircuitasrequired.

2.03.5.6.1 Intheeventoflossofsupplytoasinglecustomerwithonlyonesourceofsupply,a pre-authorised operating instructionmaybe issued to an appointed operator torestorethesupply.

2.03.5.6.2 Thepre-authorisedoperatinginstructionshallapplytotheaffectedcustomersupplypointonlyasfromthetransformerdropoutfusestothecustomer.

2.03.6 Circumstances when an operating instruction shall be cancelled

2.03.6.1 Shouldthesafetyofpersonsorapparatusbeindangerduringtheexecutionofanyoperating instruction in circumstances other than those indicated in paragraphs2.03.2.4.1and2.03.2.4.2and2.03.2.9ofthisCode,alloperationsmustbeterminatedimmediatelyandtheoperatinginstructioncancelledeitherbythesystemcontrollerortheappointedoperatororauthorisedperson,whodetectedthedanger.

2.03.6.2 Thesystemcontrollershallthendeterminethefurtheractions.

2.04 CONTROL OF LOADING OF POWER STATIONS UNDER NORMAL AND ABNORMAL CONDITIONS

2.04.1.1 Thesystemcontrollerandthepowerstationcontrolroomofficialshallliaisecloselyregardingall events andconditions thatmayaffect the loadingof thegeneratingplantandcontinuityofsupply.

2.04.1.2 The system controller shall keep the power station control room official fullyinformedastotheprobabledemandwhichwillbemadeonthegeneratingplantinthepowerstationandthecapacityofsuchgeneratingplant,whichisrequiredtobeinreservetoensurethattheobligationofsupplyanddemandaremet.

2.04.2.1 Thepowerstationcontrolroomofficialshallnotifythesystemcontrollerregularlyastotheconditionofthegeneratingplant.

2.04.2.2 Any change, which may affect loading arrangements previously made, shall bereportedtothesystemcontrollerimmediately.

2.04.3.1 Intheeventofconditionsarisingwhichmayaffectthesafetyofthegeneratingplant,thepowerstationcontrolroomofficialshallbesolelyresponsibleforsohandlingand loading each portion of such generating plant to ensure its safety and shallimmediatelytakecorrectiveaction.

2.04.3.2 Thesystemcontrollermustbenotified,assoonaspossible,ofanychangeduringtheeventandnewarrangementsshallbemadefortheloadingofsuchgeneratingplant.

2.04.4.1 Forworkongeneratingplant, thepowerstationcontrol roomofficial shallmakethenecessaryarrangementswiththesystemcontrollerforthegeneratingplanttobetakenoutofcommission.

2.04.4.2 Oncompletionofthework,thepowerstationcontrolroomofficialshallnotifythesystemcontrollerthatthegeneratingplantisavailableforservice.

2.04.4.3 Shouldanydelayariseinreturningthegeneratingplanttoserviceaspre-arranged,thepowerstationcontrolroomofficialshallimmediatelyadvisethesystemcontrollerofthedelaysothatalternativearrangementsmaybemade.

2.04.5 Generatingplantshallbedeemedtobe-

2.04.5.1 outofcommissionimmediatelyafterthesystemcontrollerhasgivenpermissionforworktobecommencedthereon;

2.04.5.2 incommissionassoonasthesystemcontrollerhasbeenadvisedthatsuchgeneratingplantisavailableforservice.

2.04.6.1 Shouldabnormalconditionsariserequiringdeviationfromanypre-arrangedworkprogramme,allpartiesconcernedshalladjusttothealteredconditionsinthemostefficientandexpeditiousmanner.

2.04.6.2 Any alternative arrangements shall be reported to the system controller and allpartiesconcernedshallbeinformedofthealternativearrangements.

2.05 CONTROL AND LOADING OF TRANSMISSION AND DISTRIBUTION APPARATUS

2.05.1 Subjecttoparagraph2.01ofthisCode,theappointedoperatororauthorisedpersonshallberesponsibleforapparatusinserviceandtheloadingthereofateachstation.

2.05.2 Wheneverapparatushas tobe takenoutof commission forwhatever reason, theappointedoperatororauthorisedpersonshallmakearrangementswiththesystemcontrollerandthecustomersbeforehand,whereapplicable,topreventoverloadingofapparatusremaininginservice.

2.05.3 In an emergency, the system controller shall take the required action andwherenecessary, inconsultationwith theappointedoperatororauthorisedpersonat thestationandshall,assoonaspossible,notifytherelevantseniorofficials.

2.06 ORDER OF PRECEDENCE IN USE OF COMMUNICATION SYSTEM

Allcallsormessagesinconnectionwiththeoperationofapowersystem,toandfromthesystemcontroller,appointedoperator,authorisedpersonorpowerstationcontrolroomofficialonanycommunicationsystemshallatalltimesbegivenpreferencebythesystemcontrolleroverallothercallsormessages.

2.07 COMMISSIONING OF APPARATUS ON FIRST INSTALLATION OR AFTER ALTERATION OR REPAIR

2.07.1.1 Noapparatusshallbeplacedincommissiononfirstinstallationunlesstheapparatushasbeenhandedover,withpriorarrangement,byanappointedoperatororauthorisedpersontothesystemcontroller.

2.07.2.1 Thesystemcontrollershallconfirmwiththeappointedoperatororauthorisedpersonthatallnecessarytestsforcommissioningwereconducted.

2.07.2.2 Thesystemcontrollershall logall relevant information, including thenamesanddesignationsofpersonsresponsibleforthetests.

2.07.3 Thesystemcontrollershallberesponsibleforarranging,wherenecessary,fortheapplicationoftemporarysettingsofrelaysonfirstinstallationofapparatus.

2.07.4.1 Whereapparatushasbeendisconnected fromapower system forpurposesotherthansectionalising,bytheremovalofdroppersorjumpersorbytheopeningoflinkswhicharelockedoutwithauniquelock,thekeyofwhichisinthecustodyofanappointedoperatororauthorisedpersonnotdirectlyinvolvedwiththeoperating,theapparatusshallbedeemednottobepartofthepowersystem.

2.07.4.2 Anyearthsnecessaryontheapparatusshallbetheresponsibilityofthepersoninchargeofthework.

2.07.5.1 The apparatus being installed shall onlybecome the responsibility of the systemcontrolleronceaconnectionismadebetweensuchapparatusandthepowersystemwherebyitbecomespossiblefortheapparatustobeenergised.

2.07.5.2 Suchapparatusshallthenbehandedovertothesystemcontrollerasbeingreadyforcommissioning.

2.07.6 Theappointedoperatororauthorisedpersonshallreportallrequireddetailsoftheapparatustothesystemcontrollerandthenumberandpositionsofappliedearthswhenhandingoverorhandingbacksuchapparatus.

2.07.7 Allearthsappliedontheapparatustobecommissionedshallhenceforthresortunderthesystemcontroller.

2.08 USE OF OPERATING DIAGRAM/MIMIC

2.08.1 The operating diagram/mimic at a control centre, power station control room orstationshallbeadjustedasmaybenecessarytoindicatetheexactoperationalstateofallapparatusonthepowersystemorinsuchstation.

2.08.2 In the event of operating being performed in any of the depicted stations, suchoperatingshallnotbedeemedtobecompleteduntiltheoperatingdiagram/mimicconcernedhasbeenadjustedandtherequiredwarningnoticesaffixedtoindicatethecorrectoperationalstateoftheapparatusaffected.

SECTION 3: ACCESS

3.01 ACCESS TO LIVE CHAMBERS AND PROHIBITED AREAS

3.01.1 Persons authorised to enter live chambers or prohibited areas

3.01.4 Locking of doors and gates

3.01.4.1 Every door andgate giving access to a live chamber or prohibited areamust beclosedandlockedatalltimes,exceptwhenpersonsauthorisedtodoso,haveenteredthelivechamberorprohibitedareawherebyitispermittedtoleaveagateordoorunlockedbutclosedtofacilitateemergencyexit.

3.01.4.2.1 Undernocircumstancesshallmarriagelockingbeappliedtoanyaccessdoor,gateorapparatusatorinalivechamber.

3.01.4.2.2 Marriage locking may be applied at or within certain prohibited areas whereapparatus,whichbelongstomorethanoneparty,ishoused.

3.01.4.2.3 Marriagelockingmaybeappliedatorwithinbarricadedsectionsofprohibitedareasonlywhereaworkpermithasbeenissued.

3.01.4.2.4 Marriagelockingofservitudegatesispermissibleinmutualagreementwiththelandowner.

3.02 PROCEDURES FOR ACCESS TO LIVE CHAMBERS OF PERSONS OTHER THAN PERSONS AUTHORISED

3.02.1 Accesstoalivechamberbyapersonotherthananappointedoperatorshallonlybepermittedwhenthepersonisaccompaniedanddirectlysupervisedbytheappointedoperatorsoauthorisedforaccessandsupervision.

3.02.2 Whenworkhastobeperformedinalivechamberbyapersonotherthananappointedoperator,thepersonshallonlybeallowedtoworkunderthedirectsupervisionofanappointedoperatorsoauthorisedforaccessandsupervision.

3.02.3.1 Noaccessorworkmaycommenceunlesstheliveapparatusinalivechamberhasbeenbarricadedsoastoaffordreasonableprotectiontotheworkersconcerned.

3.02.3.2 Inaddition,theworkersshallsigntheworker’sdeclarationasstipulatedinsection6ofthisCode.

3.03 PROCEDURES FOR ACCESS TO PROHIBITED AREAS OF PERSONS OTHER THAN PERSONS AUTHORISED

Accesstoaprohibitedareabyapersonotherthananappointedoperatororauthorisedpersonshallonlybepermittedwhenthepersonis:

3.03.1 Undersupervisionofanappointedoperatororauthorisedperson;

3.03.2 workingonground/floor levelunderaworkpermitwiththeworker’sdeclarationdulysignedandtheworkplacesuitablybarricaded;

3.03.4 inasectionofaprohibitedarea,segregatedfromtheremainderoftheprohibitedareainwhichaccessorworkmustbecarriedout,inwhichcasethesectionoftheprohibited area no longer constitutes a prohibited area and no supervision by anappointedoperatorisrequired.

3.04 DUTIES TO PERFORM WHEN GAINING ACCESS TO PROHIBITED AREAS OR LIVE CHAMBERS

3.04.1 An appointed operator gaining access to a prohibited area, live chamber, stationorbuildingandanauthorisedpersongainingaccesstoaprohibitedarea,stationorbuildingmustobserve,logandreportabnormalitiesontheconditionofallwarningnotices,nameplates,locksandfencing,earthing,oilleakages,vegetation,obstacles,trenches, covers, air conditioning (if installed) and the general condition of thevisitedarea.

3.04.2 Anappointedoperatororauthorisedpersonmustdenyaccess toanyunidentifiedperson.

3.05 STAYING OVERNIGHT IN LIVE CHAMBERS OR PROHIBITED AREAS

3.05.1 Stayingovernightinalivechambershallnotbepermittedunderanycircumstance.

3.05.2 Stayingovernightwithinanyprohibitedareaorbuildingisnormallynotpermittedto any person, but an appointed operator or authorised person with or withoutaccompanyingpersonsmayundercertaincircumstancesstayovernight,if-

3.05.2.1 thelogbookisproperlyfilledindepictingclearlythecircumstancesthatrequiresthisexception;

3.05.2.2 thesystemcontrollerhasbeeninformed;3.05.2.3 thepersoninchargehasbeeninformed.

3.05.3 The appointed operator or authorised person and accompanying persons, if any,shallobservethefollowingrestrictionsatalltimes:

3.05.3.1 Noopenfireispermittedinthebuilding;3.05.3.2 openfiresforheatingorpreparationoffoodshallonlybepermittedinanareaoutside

thebuildingdemarcatedforthatpurposebythepersonincharge;3.05.3.3 noalcoholicbeverageispermittedinanyprohibitedarea,livechamberorbuilding.

3.06 ELECTRIC FENCES

3.06.1 Onlyafenceenergiserthatdeliversimpulsesofelectricitytoanelectricfence,whichareequaltoorwithinthefollowingvalues,maybeinstalled:

3.06.1.1 Peakvalueofvoltage:10kilovolt(10kV);3.06.1.2 maximumdurationofimpulse:50milliseconds(50ms);3.06.1.3 minimumintervalbetweenimpulses:0,75second;3.06.1.4 maximumquantityofelectricityperimpulse:2,5millicoulomb(2,5mC)(electrical

3.06.3 Afenceenergiser,whichreceivesitselectricalchargefromapowersystem,maynotbeinstalled-

3.06.3.1 in locations where the energiser is likely to sustain mechanical damage or betamperedwith;

3.06.3.2 onanypoleofapowerorcommunicationlineexceptapolethatcarriestheconductoroftheenergiser;and

3.06.3.3 unlesstheoutputcircuitisisolatedfromthesupplybymeansofadouble-woundedisolatingtransformer.

3.06.4 Theearthofafenceenergisershallbefreeandatleasttwometresawayfromtheearthofanyotherapparatus.

3.06.5.1 Barbedwiremay not be electrified but only smoothwire or such article aswillenableapersontouchingittoletgoimmediately.

3.06.5.2 Smoothwireattachedtoabarbedwirefencemaybeelectrified.

3.06.6 Inthecaseofafenceenergiserreceivingelectricityfromabatterychargedbymeansofchargingapparatus,whichreceivesitselectricalchargefromapowersystem,thechargingapparatusshallbeofdouble-woundedisolationconstruction.

3.06.7 Whereanelectricfenceisinstalledalongapublicroadorinanurbanarea-

3.06.7.1 theelectrifiedwiresorarticles shall, as faras ispracticable,bemounted in suchpositionsthatpersonscannotinadvertentlycomeintocontacttherewith;and

3.06.7.2 noticesshallbedisplayedconspicuously,warningpeoplethattheareaisprotectedbyanelectricfence.

3.07 PROCEDURES FOR ACCESS OF PERSONS TO RESTRICTED AREAS OTHER THAN PERSONS AUTHORISED

Access to restricted areas shall be allowed only to a person who has obtainedpermissionthroughanauthorisedmethod.

SECTION 4: KEYS

4.01 ISSUING AND CONTROL OF MASTER KEYS

Theresponsibleofficialshallissueandcontrolallmasterstationkeys.

4.02 ISSUING AND USE OF STATION KEYS

4.02.1 Stationkeysshallonlybeissuedtospeciallytrainedpersonsonthewrittenauthorityofthepersonauthorisedbytheresponsibleofficialtoissuestationkeys.

4.02.2 Stationkeysshallonlybeissuedtoapersonotherthanaspeciallytrainedpersonwiththepriorwrittenapprovaloftheresponsibleofficial.

4.02.3.1 Theissuingofastationkeymustberecordedinalogbook,statingtowhomthekeyisbeingissuedandthetimeanddateofissue.

4.02.4.1 Anypersontowhomastationkeyhasbeenissued,isheldsolelyresponsibleforsuchkeywhileinhisorherpossession.

4.02.4.2 Thepersonmaynotletanysuchkeypassoutofhisorherpossession.

4.02.5 The special operating procedures shall include without limitation, procedurespertainingto-

4.02.5.1 therequirementsofakeysafesystem;4.02.5.2 themarkingofkeysandlocks;4.02.5.3 theissuinganduseofkeysatstationsforlivechambersandprohibitedareas;4.02.5.4 thesurrenderorlossofkeys;and4.02.5.5 theuseofkeyswhenchangingoverbusbars.

SECTION 5: WORK PERMITS

5.01 CIRCUMSTANCES WHEN A WORK PERMIT IS REQUIRED

Aworkpermitisrequiredforallworkonapparatusorinlivechambersandprohibitedareas at anyplace in a power stationor on a transmission system, a distributionsystemoralowvoltagesystem,exceptasprovidedforinparagraph5.03.14ofthisCode.

5.02 FORMS IN DUPLICATE

5.02.1 Theappointedoperatorshallmakeoutworkpermitformsinduplicate.

5.02.2 Theauthorisedperson,responsiblepersonorcontractorshallretaintheoriginal.

5.02.3 Acopyshallbeleftintheworkpermitbook,whichshallberetainedbytheappointedoperatoruntilitiscancelled.

5.03 USE OF WORK PERMIT FORM

5.03.1 Applicationandpermit

5.03.1.1 When work under the permit procedure is to be carried out, the responsibleemployeeshallprovidetheappointedoperatorwithallthedetailstobefilledinontheapplication,confirmthedetailsandsigntheapplicationstating-

5.03.1.1.1 theapparatusrequiredtobemadesafe;5.03.1.1.2 thenatureoftheworktobecarriedout;5.03.1.1.3 thepointsofisolation;5.03.1.1.4 thenumberandpositionofearthinggearnecessary;and5.03.1.1.5 thetimeanddateonwhichtheworkhastocommence.

5.03.1.2 Aftersigningtheapplication,theappointedoperatorshallmakearrangementswiththesystemcontrollertohavetheapparatusisolated,earthedandbarricaded.

5.03.2 Work permit

5.03.2.1 Theappointedoperatormustissuetheworkpermittotheresponsibleperson,aftertheyhavephysically inspectedandagreed that the requiredapparatus is isolated,earthed,barricaded(ifrequired)andhandedoutaccordingtotheapplication.

5.03.2.2 Theresponsiblepersonmustensurethatallpersonsworkingundertheworkpermitareinformedaboutthesafetyoftheapparatustobeworkedon.

5.03.2.3 Theworker’sdeclarationhastobefilledinandsignedbyallworkersengagedintheworkandtheresponsiblepersonmustkeeptheoriginaldeclarationinsafecustody.

5.03.2.4 Theappointedoperatorandtheresponsiblepersonmust thensignandrecordthedateandtimeoftheworkpermit.

5.03.2.5 Theoriginalworkpermitformmustbedetachedfromthepermitbookandhandedto the responsible person togetherwith anykeys necessary to give access to theapparatusconcerned.

5.03.2.6 Theworkpermitformreferencenumbermustbereportedtothesystemcontroller,uponwhichtheresponsiblepersonisdeemedtohavetakenovertheapparatustobeworkedon.

5.03.3 Worker’s declaration

5.03.3.1 Theresponsiblepersonmustexplain thenatureof theworkcoveredbytheworkpermit to all workers engaged in thework andmust obtain all their names andsignaturesontheworker’sdeclarationform.

5.03.3.2 Theresponsiblepersonmustkeeptheworker’sdeclarationupdatedforthedurationoftheworkpermit.

5.03.3.3 Uponcompletionofthework,allworkersengagedintheworkmustsignoff thedeclaration understanding that the work has been completed and that nobody ispermittedanylongerintheworkplace.

5.03.4 Clearance

5.03.4.1 Oncompletionof anywork forwhichaworkpermitwas issued the responsiblepersonmustensurethatallworkersengagedintheworkarewithdrawnfromtheapparatusorthelivechamberorprohibitedareaconcernedandmustlockalldoorsorgatesgivingaccesstotheapparatus,livechamberorprohibitedarea.

5.03.4.2 Theresponsiblepersonmustthenfillinandsigntheclearancesectionoftheworkpermitforminhisorherpossessionandmustreturnanykeysissuedforthework,togetherwiththeoriginalformoftheworkpermitformtotheappointedoperator.

5.03.4.3 Theappointedoperatormust-

5.03.4.3.1 inspectthecompletedworkandtheremovalofallsurplusmaterialsandtools;and5.03.4.3.2 checkallelectricalclearances;and5.03.4.3.3 ensure that all contractors and workers are withdrawn, before the clearance is

countersigned.

5.03.4.4 Atpowerstations,whenworkiscompletedatmorethanoneplaceinacircuit,eachworkpermitmustbecancelledbytheissueofaclearanceonthecompletionofeachseparate itemof theworkbutnoearthsmayberemovedfromanysectionof theapparatusuntilclearancesarereceivedforallworkpermitswhichwereissuedforworkonthecircuit.

5.03.4.5 Beforethehandbackofthefeederorapparatusforcommissioning,theappointedoperatormustensurethatallwarningnoticeshavebeenremoved.

5.03.4.6 Shouldtheappointedoperatortowhomthefeederorapparatuswashandedoutforworknotbeavailableforanyreason,thesystemcontrollermustliaisewithanotherappointedoperatorastothepresentoperationalstateofthefeederorapparatusandthendecidewhichotheravailableappointedoperatormustbeinstructedtodothehandbackofthefeederorapparatus.

5.03.4.7 IneithercasethesystemcontrollermusttakeallreasonablestepstoensurethatnodeviationfromthisCodewillariseasaresultofsuchtransferofresponsibility.

5.03.4.8.1 If the responsible person towhomaworkpermitwas issued, is not available tocomplete and sign the clearance section on the work permit form and to returntheworkpermit form to the appointedoperator concerned, the systemcontrollermustliaisewiththeofficialinchargeastowhichotherresponsiblepersonmustbeinstructedtosupervisethecompletionofthework,ifnecessary,andtocompleteandsigntheclearancesectionontheworkpermitform.

5.03.4.8.2 Suchother responsiblepersonmustfirst countersign theworkpermit applicationsectiontoindicatethatheorsheisfullyawareoftheworkthatwastobeperformedonthefeederorapparatus.

5.03.5 Return to service

Theappointedoperatormustcompletetheclearancesectionbysigningitandmustnotifythesystemcontrollerthattheclearanceoftheworkpermitofthefeederorapparatusandtheoriginalworker’sdeclarationwasreceivedandthatthefeederorapparatusisreadytobehandedback.

5.03.6 Non-availability of original form

5.03.6.1 Iftheoriginaloftheworkpermitformisnotavailablewhentheclearanceoftheworkpermitisrequired,theappointedoperatormustconfirmthatallworkershavebeen withdrawn from the workplace and the appropriate section of the workersregisterhasbeensigned.

5.03.6.2 Theappointedoperatormustthencountersignthecopyoftheworkpermit,whichsignatureauthorisestheappointedoperatortocleartheworkpermitinquestion.

5.03.7 Non-availability of responsible person

5.03.7.1 Intheeventoftheresponsiblepersontowhomaworkpermithasbeenissuednotbeingavailabletocleartheworkpermit,thesystemcontrollermustliaisewiththeofficialinchargeastowhichotherresponsiblepersonshallcleartheworkpermit.

5.03.7.2.1 Suchotherresponsiblepersonshallfirstcountersigntheworkpermit,orcompletethe“changeofresponsibility”portionontheworkpermitform,toindicatethatheorsheisfullyawareofwhatwastobedoneontheapparatus.

5.03.7.2.2 Suchotherresponsiblepersonshallsupervisethecompletionofthework,fillinandsigntheclearanceontheworkpermitformandreturntheworkpermitformtotheappointedoperatorconcerned.

5.03.7.3 IneithercasethesystemcontrollermusttakeallreasonablestepstoensurethatnodeviationfromthisCodewillariseasaresultofsuchtransferofresponsibility.

5.03.8 Original forms

5.03.8.1 Alloriginalworkpermit formsshallbedestroyedoncompletionof theworkforwhichtheywereissued.

5.03.8.2.1 Eachcompletedworkpermitbookcontainingthecopiesofworkpermitformsshallbereturnedtotheofficialinchargewhenanewbookisputinuse.

5.03.8.2.2 Suchcompletedbookmaybedestroyedoninstructionsfromtheofficialinchargeafter the expiry of the period determined by the licensee, if no query has arisenduringsuchperiodregardinganyentrycontainedinit.

5.03.9 Duration of permit

Apermitshallremaininforceuntilitiscancelledbytheissuingofaclearance.

5.03.10 Application form made out in advance for planned work

5.03.10.1 Permit applicationsmaybefilled in and signed by the responsible employee atanytimenotexceedingthreeworkingdaysandnotlessthenoneworkingdayinadvanceofthedayonwhichtheworkwillcommence.

5.03.10.2 The appointed operator responsible for preparing the apparatus and issuing thenecessaryworkpermitshallsignsuchapplicationwhenthenecessaryoperatingistobedone.

5.03.11 Work may only be done under one permit at a time

Nopersonmayworkundermorethanoneworkpermitatatime.

5.03.12 Issuing of more than one permit

A responsible personmay be issuedwithmore than onework permit at a time:Providedthattheresponsiblepersonisnotdirectlyinvolvedwiththeworkandcanexerciseanadequatelevelofsupervisionateachworkplace.

5.03.13 Work permits are required for each circuit

Whenitisnecessarytoperformworkonapparatusatapowerstationinmorethanonechamberonthesamecircuit,aseparateworkpermitshallbeissuedfortheworkineachseparatecircuit.

5.03.14 Work on apparatus involving licensees, customers and contractors

5.03.14.1.1 Whereitisnecessarytoisolateandearththesupplyapparatusofalicensee,customerorcontractortoenableworkonsuchapparatus,aworkpermitmustbeused.

5.03.14.1.2 Arepresentativeofthelicensee,customerorcontractormustsigntheworkpermitastheresponsibleperson.

5.03.14.2 In the event of apparatus being isolated by a licensee or customer without anestablishedcontrolcentreandtherecouldbeapossiblebackfeedintothesupplysystem,thesystemcontrollerandtheappointedoperatorareresponsibleforrenderingsuchisolatingequipmentinoperative,bylockingoutsuchapparatuswithauniquelockfortheperiodthattheworkisinprogress.

5.03.14.3 If the licensee or customer has an established control centre, the work permitproceduredoesnotapplyandallrequiredoperatingmustbeeffectedbetweenthecontrolcentreandtherelatedcontrolcentreconcerned,butallapparatusonwhichworkhastobeperformedmustbelockedwithauniquelock.

5.03.15 Caseswhereaworkpermitisnotrequired

5.03.15.1 Noworkpermitisrequiredwhenonlyanappointedoperatorcarriesoutworkonafeederorapparatustogetherwiththeworkersworkingunderthedirectsupervisionoftheappointedoperator.

5.03.15.2 Noworkpermitisrequiredwhenanauthorisedpersoniscarryingoutspecificpre-definedworkinaprohibitedarea.

5.03.15.3 Noworkpermitisrequiredwheretestingofequipmentiscarriedoutinaccordancewithparagraph6.03.15ofthisCode.

SECTION 6: AUTHORISED OPERATIONS

6.01 PERSONS AUTHORISED TO PERFORM SWITCHING, LINKING, SAFETY TESTING AND EARTHING OPERATIONS

6.01.1 Onlyappointedoperatorsshallcarryoutswitching,linking,safetytestingorearthingoperations to the extent of their authorisation under instruction of the systemcontroller.

6.01.2 Personsbeingtrainedforoperatingauthorityshalloperateunderthedirectsupervisionofanappointedoperator,ifthesystemcontrollerhasbeendulyinformedofsucharrangement.

6.01.3 Authorisedpersonsinstationsmayrenderauxiliaryservicesonpre-definedauxiliaryapparatus, excluding the switching of auxiliary apparatus on auxiliary circuitsby handor remote control, and the hand out and handback proceduresmust beconfirmedwiththesystemcontrollerandmustbelogged.

6.01.4 Ifanyworkistobeperformedonauxiliaryapparatus,thehandoutandhandbackproceduresmustbefollowedandlogged.

6.01.5 Changingofrelaysettingsonapparatusmustbeconfirmedwiththesystemcontrollerandissubjecttopriorhandoutandhandbackprocedures.

6.02 PROCEDURE FOR WORK IN LIVE CHAMBERS

Nopersonmayenterorbeallowedtoperformanyactivityorworkinalivechamber,unlesstheliveapparatusinthechamberhasbeeneffectivelybarricadedorisolatedandearthed.

6.03 MAKING FEEDERS AND APPARATUS SAFE TO WORK ON

6.03.1 All operating to be carried out under instruction from the system controller

6.03.1.1 Alloperatingonapparatusonapowersystemshallbecarriedoutunderinstructionofthesystemcontroller.

6.03.1.2.1 Beforeanyinstructionsareissued,theauthorisedpersonshalldiscussindetailwiththesystemcontroller,allworktobecarriedout,includingpotentiallydangerous

conditionswhichmayexist.

6.03.1.2.2 Allpartiesshall refer tocorrespondingoperatingdiagramsandshallagree to therelevantoperating.

6.03.2 Emergency switching

6.03.2.1 Inthecaseofanemergency,anypersonmayopenanyswitchorcircuitbreaker,butonlyinsofarasitisnecessarytopreventlossoflifeorinjurytopersonsordamagetoproperty.

6.03.2.2 Fulldetailsofeverysucheventshallbereportedtothesystemcontrollerassoonaspossibleaftertheevent.

6.03.3 Isolating from supply under direct instruction from system controller

6.03.3.1.1 Whereitisnecessarytooperateattwoormorepoints,whicharenotatthesamelocation,theoperatingmaybeperformedbyacorrespondingnumberofappointedoperators, but all the operating detailed in thisCodemust be performed by oneappointedoperatoronlyforeachpoint.

6.03.3.1.2 The system controller shall inform the authorised person that the breakers andisolatorsateachpointcontrollingthefeederhavebeenopened.

6.03.3.2 Wherecontinuousshiftworkingisinoperationatastation,theappointedoperatoror authorised person may hand over the shift to another appointed operator orauthorisedpersononlyifalloperatinginstructionsissuedbythesystemcontrollertosuchappointedoperatororauthorisedpersonhavebeenfullycarriedout.

6.03.3.3.1 Where it is impracticable for one or more appointed operators to obtain directcommunicationwith thesystemcontroller, instructionsmayberelayed throughathirdpersontoanotherappointedoperator.

6.03.3.3.2 Thethirdpersonmustwritedowntheoperatinginstructionsasissuedbythesystemcontroller,andre-readthemwordforwordtotheappointedoperator.

6.03.3.4 Where a breaker of links can be controlled from a remote point overwhich theappointedoperatorhasnocontrol,suchfacilitiesshallbeswitchedofforotherwisemadeinoperativebytheappointedoperatorbeforeisolationiscommenced.

6.03.3.5.1 Noearthingoperationshallbeauthorisedbythesystemcontrolleruntilisolationhas beencompletedatallpointsofsupply.

6.03.3.5.2 Thesystemcontrollershallinformtheappointedoperatorthatthebreakersandlinksateachpointofsupplycontrollingthefeederhavebeenopened.

breakerorsectionaliser(intank)isnotisolation;6.03.3.6.3 theremovalofdropoutfusesoropeningoflinksonallphases;6.03.3.6.4 thephysicalremovalofsuitableconnectionsonallphases.

6.03.3.7 Exceptinthecaseofanemergency,operatingshallnotbecarriedoutuntilallpersonsnotdirectlyperforming theoperatinghavewithdrawntoa reasonabledistance incaseofafaultwhileswitchingistakingplace.

6.03.4 Links and drop out fuses

6.03.4.1 Linkswhichareaccessibletopersonsnotauthorisedtopossessstationkeysshallbekeptlockedatalltimesexceptwhenbeingoperated.

6.03.4.2 Linksshallonlybeoperatedwithallloadremovedfromthecircuittheycontroland,ifpossible,withthecircuitde-energised.

6.03.4.3.1 Dropoutfusesshallbeoperatedwithdueregardtothelikelyloadcurrentandthepowersystemconditions.

6.03.4.3.2 If theprospective loadcurrent is high, the load shall be removedor the linede-energisedbeforeoperatingthefuses.

6.03.4.4.1 Dropoutfusesshallnotbereclosedafterafaultunlessthelinehasbeende-energisedorthefaulthasbeenpositivelyidentifiedandcorrected.

6.03.4.4.2 Dropoutfusesofsingletransformersmaybereclosedwithallloadfromthelowvoltagesideremoved.

6.03.4.5 Linksanddropoutfusesshallonlybeoperatedwithanapprovedoperatingstickfromoutsidethesafeworkingclearanceunlessthecircuithasbeenisolated,safetytested,earthedandhandedouttotheappointedoperator.

6.03.5 Bypassing of interlocks

6.03.5.1 Except as expressly permitted in this Code, interlocks shall not be bypassed ordefeatedwithouttheexpressauthorityofthepersonincharge.

6.03.5.2 Eachincidenceofbypassinganinterlockshallbespecificallyrecordedinthelogbookkeptbythesystemcontroller,andthelogbookinthestation.

6.03.6 Safety-testing of feeders and apparatus after isolating from supply

6.03.6.1 Immediatelybeforeapplyinganearthatapoint,theappointedoperatorshalluseatestingdeviceprovidedforthepurposetoensurethatthefeederorapparatusisdeadateachsuchpointwhereanearthistobeapplied.

6.03.6.2 The appointed operatormust ensure that the testing device is in properworkingorderandsuitablyratedforthevoltagelevelsbeforeitisused.

6.03.6.3 Inthecaseofcertainapparatuswhichcannotbesafetytestedbeforeearthing,theearthshallbeappliedinamannerapprovedbythelicenseetopreventdanger.

6.03.6.4.1 Wherecableshavebeenisolatedandearthedandworkoneitheroftheendterminalsisnecessary,withouttheseendterminalshavingbeentested,theterminalboxeswillbeopenedandtheterminalstestedwithanapprovedtestingdevice.

6.03.6.4.2 Covered terminals shall be tested before any attempt is made to intrude on thecovering.

6.03.6.5 Whereacablehastobecut, thecableshallbespikedusinganapprovedspikingdevicebeforethecableiscut.

6.03.6.6 Afterafeederorapparatushasbeenearthed,theappointedoperatorshallbesatisfiedthatthefeederorapparatusisdischarged.

6.03.7 Warning notices and earth labels

6.03.7.1 Exhibitionofwarningnoticesinstations

6.03.7.1.1 Before isolatinga feederor apparatus, awarningnotice shallbe affixedoneachcontrolpanelcorrespondingwithsuchapparatus.

6.03.7.1.2 Noisolationofafeederorapparatusshallbedeemedtobecompleteuntilasuitablewarningnoticehasbeenaffixedateachpointfromwhichsuchfeederorapparatuscaninadvertentlybemadealive.

6.03.7.1.3 Thewarningnoticemaynotbedetacheduntilallearthshavebeenremovedandthefeederorapparatusisreadytobemadealive.

6.03.7.1.4 Awarningnoticeonthecontrolpanelshallbethelasttoberemoved.

6.03.7.2 Useofcontrolpanellabels/tagsatpowerstations

6.03.7.3 Useofwarningnoticesatstations

6.03.7.3.1 Afterapparatushasbeenisolatedandtestedtobedead,earthsmustbeappliedinpreparationtoworkon.

6.03.7.3.2.1 Warning notices must be affixed to the related control panel by the appointedoperator.

6.03.7.3.2.2 Theappointedoperatormustremoveallthewarningnoticesaftertherelatedearthshavebeenremovedasinstructedbythesystemcontroller.

6.03.8.2 Onlyanapprovedmeansofearthingshallbeused.

6.03.8.3 Minimum earthing requirements

6.03.8.3.1 Stations

6.03.8.3.1.1 Apparatus

WhenapparatusotherthanalineorabusbarhasbeenisolatedfromallpointsofsupplyandtestedinaccordancewiththisCode,itshallbeearthedatleastatallsuchisolatedpointsofsupply.

6.03.8.3.1.2 Busbar

6.03.8.3.1.2.1 Whenabusbarhasbeenisolatedfromallpointsofsupplyandtestedtobedead,itmustbeearthedatleastatonesuchisolatedpointofsupply.

6.03.8.3.1.2.2 Forworkonbusbars,priorarrangementsmustbemadewiththesystemcontrollerfortheapplicationofanadditionalearth.

6.03.8.3.1.2.3 Anadditionalearthmaybeappliedandmovedalongthebusbarasrequiredduringthecourseofworkwithoutfurtherreferencetothesystemcontroller.

6.03.8.3.1.2.4 Shouldanyotherearthberequiredonabusbar,workingearthsmaybeapplied.

6.03.8.3.1.2.5 Forearthingofbusbarsinswitchingstations,priorarrangementsmustbemadewiththesystemcontrollerwhensequencekeysareusedfortheapplicationofabusbarearth.

6.03.8.3.1.3 Transformers

6.03.8.3.1.3.1 Whenatransformerhasbeenisolatedfromallpointsofsupplyandtestedtobedead,eachwindingof the transformermustbe earthed at its isolatedpointsof supply,exceptwhenatransformerwindingcannotbeearthedatitspointofsupplyoratanyotherpartofthecircuitbetweenthewindinganditspointofsupply.

6.03.8.3.1.3.2 Itispermittedtoworkonthecircuitifithasbeenisolatedandtheotherwindings ofthetransformerhavebeenearthedattheirisolatedpointsofsupply.

6.03.8.3.1.3.3 Anauxiliaryortertiarylowvoltagesupplyfromatransformermustbeisolatedatallpointsofsupplyandthebreakersorisolatorslockedintheopenpositionwithaninterlockingkey,safetylock,uniquelockoroperatinglock,wherepossible.

6.03.8.3.1.3.4 Ifitisnotpossibletolockoutbreakersorisolators,awarningnoticemustbeaffixedtotherelevantbreakerorisolatorindicatingthatworkisinprogressonthecircuit.

6.03.8.3.1.4 Metalcladswitchgear

6.03.8.3.1.4.1 Totally enclosed metal clad switch gear shall be earthed only by means of theapprovedearthinggearprovidedaspartoftheswitchgear.

6.03.8.3.2.2 Beforeanyworkmaycommence,thelinemustagainbetestedtoprovethatit isdeadwhereaftertheappointedoperatorshallapplysufficientworkingearthsonthelineonallsidesof thepointofwork,whichareclearlyvisiblefromthepointofwork.

6.03.8.3.2.3 Where sectionsof theoverheadguardconductorof a lineare insulated from thetower,andthepossibilityofinductionexists,theoverheadguardconductorshallbeearthed.

6.03.8.3.2.4 Whenastaticvarcompensator(SVC)orcapacitorbankhasbeenisolatedfromallpointsofsupplyandtested,itshallbeearthedatallpointsofsupply.

6.03.8.3.2.5 Adequate earths shall be applied in accordancewith equipment specific earthingprocedure to ensure that all possible trapped charges will be discharged for thedurationofthework.

6.03.8.3.3 Workingearths

6.03.8.3.3.1 Ifworkmustbedoneonexposedconductorsanditisnotobviousfromtheworkplacethattheapparatushasanearthapplied,anadditionalearthwhichisclearlyvisiblefromtheworkplaceshallbeaffixedtotheapparatus.

6.03.8.3.3.2 Iftheconductorsaretobecutorotherwiseseparated,additionalworkingearthsshallbeappliedbeforeseparatingtheconductorssothatoneworkingearthisoneachsideofthebreak.

6.03.8.3.3.3 The person in charge of work may also at his or her discretion arrange for anadditionalearthtobeaffixedtotheapparatus.

6.03.8.3.3.4 Workingearthsshallbeappliedandbondedonallsidesoftheworkplace.

6.03.8.3.4 Portableearthinggear

6.03.8.3.4.1 Testingtobedeadonallthreephases,whereapplicable,asanoperatinginstruction,mustbeperformedbeforeanyearthinggearmaybeapplied.

6.03.8.3.4.2 Whenusingportableearthinggear,itmustfirstbeconnectedtoearthedmetalwork,orasuitableearthspikedriventoaminimumof750mmintothegroundwherenoearthedmetalworkisaccessible.

6.03.8.3.4.3 The other tails of the portable earths shall then be connected to the feeder orapparatustobeearthed,makinguseofanapprovedoperatingsticksuitablyratedfortheoperatingvoltage.

6.03.8.3.4.7 Onremovaloftheearth,theproceduremustbereversedbyfirstremovingthetailsfromthefeederorapparatusandlastlytodisconnectthetailconnectedtotheearthedmetalwork,earthmatorearthspike.

6.03.8.3.5 Earthinglinks/switches

6.03.8.3.5.1 Whenapparatusequippedwithearthing links/switchesare required tobeearthedatmorethanoneplace,theearthinglinks/switchesshallalwaysbeclosedfirstandthereafteranynecessaryearthinggearmaybeaffixedtotheapparatus.

6.03.8.3.5.2 Inremovingearthsforpreparationtomaketheapparatusalive,allworkingearthsmustberemovedfirst, followedbyremovingadditionalearths, ifapplicable,andthentheearthinglinks/switchesmustbeopenedlast.

6.03.9 Work on lines

6.03.9.1 Handing over a line or section of a line for work

6.03.9.1.1 Beforehandingoutalineorsectionofalineforwork,thesystemcontrollershallensure that theauto-reclose featuresonallbreakerscontrolling the supply to thelinehavebeenswitchedoffor rendered inoperativeand thatwarningnoticesaredisplayedonallthebreakercontrolpoints.

6.03.9.1.2 Thelineshallthenbehandedovertotheappointedoperatorbythesystemcontroller,who shall authorise the application of working earths, where required, and oncompletionofthework,theremovalofallsuchworkingearths.

6.03.9.1.3 Immediatelyafteralineorsectionofalinehasbeenhandedovertotheappointedoperator,thesystemcontrollershallaffixthenameofsuchappointedoperatortothelineorsectionofthelineontheoperatingdiagram/mimic.

6.03.9.2 Isolated power lines

6.03.9.2.1 Fullunderstanding

Beforethecommencementofanyworkonapowerline,theresponsiblepersoninchargeofthatworkshallensurethateverypersonwhoistoworkonanypartofthepowerlineisfullyinformedofandunderstandsonwhichcomponentstheworkistobecarriedoutandthatthepersonsignsaworker’sdeclarationformthatheorshesounderstands.

6.03.9.2.2 Towerspolesandhighstructures

6.03.9.2.2.1 Anypersonworkingonanytowerpoleorhighstructureshallmakeproperuseofhis orhersafetybelt.

6.03.9.2.3.1 Noworkshallbestartedonanypowerlineuntilworkingearthsinadditiontotheregisteredearthshavebeenappliedundertheimmediatepersonalsupervisionoftheauthorisedpersoninchargeoftheworkateachsideoftheworkplacewithinhisorhersight.

6.03.9.2.3.2 Theworkingearthsshallbeissuedbytheauthorisedperson,whoshallberesponsiblefor ensuring that they are all returned tohimorher before thehandback to thesystemcontrollerisgiven.

6.03.9.2.4 Disconnectingpartofapowerline

6.03.9.2.4.1 Before disconnecting part of a power line from the portion being worked on,additionalworkingearthsshallbeappliedasspecifiedinparagraph6.03.9.2.3ofthisCodetoensurethateachofthesectionsofthepowerlinesodisconnectedcomplieswiththeearthingrequirements.

6.03.9.2.4.2 Theworkingearthsshallbeleftconnectedtothepowerlineforaslongasanyoneisworkingoneitherofthetwodisconnectedsections.

6.03.9.2.5 Breakinwork

If theauthorisedpersoninchargeof theworkleavestheworkplacesothatheorshecannotseethepointofworkandlaterreturnstorestartwork,heorsheshallpersonallyverifythatallworkingearthsarestillinplacebeforeworkrecommences.

6.03.9.2.6 Adverseweatherconditions

Intheeventofthenearapproachofalightningstormorifthewindspeedrisestoalevelwheretheauthorisedpersoninchargeoftheworkconsidersittobedangerous,allworkshallbesuspendedandallworkerswithdrawntoground/floorleveluntilconditionsbecomesafeagain.

6.03.9.3 Special conditions for power lines

6.03.9.3.1 Ifnecessarybecauseofdistanceandtimeconstraintsandiftheauthorisedpersoninchargeoftheworkissatisfiedthatthereisnoopportunityformisunderstanding,thefollowingproceduremaybeusedforpowerlinework:

6.03.9.3.1.1 Theauthorisedpersoninchargeoftheshutdownshalltaketheresponsiblepersontothesectionofthelinewhereworkistobecarriedoutandensurethattheresponsiblepersonisfullyawareoftheworktobeperformed;

6.03.9.3.1.2 the authorised person shall give the responsible person a work permit which iscompleteinalldetailsexceptthetime,whichhasbeenomitted;

6.03.9.3.2 The authorised person shall then proceed to the point where supply is to bedisconnectedandinconjunctionwiththesystemcontrollerhavethefeederisolatedandearthedandreceiveahandoutonthefeeder.

6.03.9.3.3 Oncetheauthorisedpersonhashadthefeederhandedouttohimorher,theauthorisedpersonshallinstructtheresponsiblepersontosigntheworkpermit,fillinthetime,applyworkingearthstothepowerlineandproceedwiththeworkrequired.

6.03.9.3.4.1 Oncompletion,theresponsiblepersonshallremoveallworkingearths,signofftheworkpermitandreportbacktotheauthorisedperson.

6.03.9.3.4.2 Theauthorisedpersonshallsignhisorhercopyoftheworkpermittoacknowledgethattheresponsiblepersonhasinformedhimorherofthecompletionofwork.

6.03.9.3.5 Whenalltheworkpermitsissuedforthepowerlinehavebeencleared,theauthorisedpersonshallhandbackthecircuittothesystemcontroller.

6.03.9.3.6.1 All communications for work in terms of this section shall be done over thetelecommunication systemof the licenseeand, ifpossible, themessages shallberecorded.

6.03.9.3.6.2 The completedwork permit shall be returned to the authorised person,who hasissuedit,withinsevendaysfromthedateofissue.

6.03.9.4 Work on a line at more than one place at the same time

6.03.9.4.1 Forworkatseveralremotepointsonaline,whichhasbeenpreparedinaccordancewiththisCode,thelinemaybehandedovertomorethanoneappointedoperator.

6.03.9.4.2 Thesystemcontrollershallaffixontheoperatingdiagram/mimicthenameofeachappointedoperatortowhomthelinehasbeenhandedout.

6.03.9.5 Work in close proximity to live conductors of a line

6.03.9.5.1 Iftheactivity,taskoractionisofsuchanaturethatitcouldinadvertentlyencroachontheminimumsafeworkingclearance,thenthisisinterpretedascloseproximity.

6.03.9.5.2 Iftheminimumsafeworkingclearancebetweenpersons,machineryorobjectsandlive apparatus or lines cannot bemaintained, the live apparatus or lines shall beisolatedandearthedatasafetypanel.

6.03.9.5.3.1 Whereworkistobecarriedoutonthestructureofaline,theresponsiblepersonmaynotworkonsuchstructureunlessheorsheissupervisedbyanappointedoperator,whowill ensure that safeworkingclearanceswith respect to live conductors aremaintainedatalltimes.

6.03.9.5.3.2 Theworkshallonlycommenceafterthesystemcontrollerhashandedoutthelinetotheappointedoperator.

6.03.9.5.4 Nobreakercontrollingthesupplytothelineshallbereclosedafterabreakertripuntilthesystemcontrollerhasconfirmedwiththeappointedoperatortowhomthelinehasbeenhandedoutthatitissafetodoso.

6.03.9.6.2 Ifaworkerisrequiredtoworkonastructuresupportingliveconductors,theworkershall at all times be under the immediate personal supervision of a responsibleperson.

6.03.10 Work on insulated conductors and underground cables

6.03.10.1 Interference with conductors

Nopersonshall interferewith the insulation thatcoversorsupportsanymediumorhighvoltageconductorunlesstheconductorhasfirstbeenisolated,earthedandhandedouttohimorher.

6.03.10.2 Cutting into cables

6.03.10.2.1 Before carryingout anyworkonmediumorhighvoltagecableswhich involvescuttingintoorremovingtheinsulatedcoveringorearthedmetalsheathofthecable,theauthorisedpersoninchargeoftheworkshallensurethatthecableisisolated,earthedatbothendswherepossibleandidentified.

6.03.10.2.2 Inallcaseswherethereisanydoubtastoidentity,thecableshallbespikedwithanapprovedspikinggun.

6.03.11 Workinstationswithexposedliveconductors

6.03.11.1 Live chambers

6.03.11.1.1 Except to theextentnecessary forsafety testingandearthing,nopersonshallbepermitted towork ina livechamberuntilallapparatus in thatchamberhasbeenisolatedandearthed.

6.03.11.1.2 Capacitorsmustdischargeforatleast10minutes.

6.03.11.2 Prohibited areas

6.03.11.2.1 Barriersandclearances

6.03.11.2.1.1 Ifapersonisrequiredtoworkinaprohibitedareawhereahandoutoraworkpermitisrequired,unlessallapparatusinthatenclosurehavebeenmadesafe,thesectionthathasbeenmadesafeandearthedforworktobecarriedoutshallbedefinedasfaraspossiblebytheuseofbarriers,dangertapeorropeswithwarninglabelswheredeemednecessary.

6.03.11.2.3 Distinguishingmarkers

6.03.11.2.3.1 The section that has beenmade safe forwork, shall be distinguished by havingreflagsplacedon thenon-workingsideof thebarriers,danger tapeor ropesatadistanceof0,5mto1,0mfromthebarriers,dangertapeorropesandseparatedbynotmorethan6m.

6.03.11.2.3.2 Theworkingareamayalsobebarricadedwithsafetynets.

6.03.11.2.3.3 Ifworkistotakeplaceatnightandthelightingconditionsaresuchthattheredflagscannotbeadequatelydistinguished,theflagsshallbereplacedorsupplementedbyredlights.

6.03.12 Use of ladders and long objects

6.03.12.1 Permission to use

6.03.12.1.1 Ladders and other long objects may not be used without the permission of theauthorisedpersoninchargeofthework.

6.03.12.1.2 Nometalladdersmaybeusedinhighvoltageyards.

6.03.12.2 Type and size

Laddersforuseinaprohibitedareashallbeofanapprovedtypeandmaynotbeofanexcessivelengthfortheworkinvolved.

6.03.12.3 Movement and erection

6.03.12.3.1 Themovementanderectionofladdersandlongobjectsshallbecarriedoutundertheimmediatepersonalsupervisionofaresponsibleperson.

6.03.12.3.2 Whenbeingmovedatground/floorlevel,theyshallbecarriedinahorizontalpositionandnotabovewaistheight.

6.03.13 Metal clad switch gear

6.03.13.1 Busbar spouts

Whenworkistobecarriedoutonbusbarspouts,thefollowingoperationsshallbecarriedoutinstrictsequence:

6.03.13.1.1 Thesectionofthebusbarstobeworkedonshallbemadesafe;6.03.13.1.2 allshuttersoflivespoutsshallbelockedsothattheycannotbeopened.If,because

Whenworkistobecarriedoutonfeederorvoltagetransformerspouts,thefollowingoperationsshallbecarriedoutinstrictsequence:

6.03.13.2.1 Thefeedershallbemadesafe;6.03.13.2.2 theshuttersofalllivespoutsonthecircuitshallbelockedsothattheycannotbe

opened;6.03.13.2.3 if,becauseofthedesignoftheswitchgear,itisnotpossibletolocktheshutters,the

authorisedpersonshall takespecialprecautions tomarkanyspouts thathavenotbeenmadesafeforwork;

6.03.13.2.4 thecircuitshallbetestedbymeansofanapprovedvoltageindicatortoverifythatitisnotlive;

6.03.13.2.5 thevoltageindicatoritselfshallbetestedbeforeandafteruse;6.03.13.2.6 the circuit shall be earthed bymeans of approved earthing gear at all points of

6.03.13.3 Removal of covers

6.03.14 Work on transformers

6.03.14.1 Isolation

6.03.14.1.1 When work is to be carried out on or in the proximity of the conductors of atransformer, theisolatorsforallwindingsshallbeopened,evenwhenthereisnoalternativesourceofsupplytoawinding.

6.03.14.1.2 Whenthereisavoltageorauxiliarytransformerassociatedwiththetransformer,itshallbeisolatedorthelowvoltagefuseswithdrawntopreventthepossibilityofthetransformerbeingmadealivethroughthevoltageorauxiliarytransformer.

6.03.14.2 Common neutral earthing equipment

6.03.14.2.1 Where the transformer is connected toneutral earthing equipment,which is alsousedbyothertransformers,theisolatinglinkbetweenthetransformerandtheneutralequipmentshallbeopenedbeforethetransformerismadeavailableforwork.

6.03.14.2.2 Thedisconnectionofsolidlyearthedneutralsorneutralequipmentconnectedsolelytothetransformeronwhichworkistobecarriedout,isnotrequired.

6.03.14.3 Neutral bushing

Whereworkistobecarriedoutonthetankofatransformerwithanexposedneutralbushing, which is not solidly connected to earth, the transformer must be fullyisolatedandearthed.

6.03.14.4 Tap changers

6.03.14.4.1 Before work is carried out on tap changer mechanisms, which may operateautomaticallyorbyremotecontrol,allsecondaryvoltagesuppliestothetapchangershallbeisolated.

6.03.14.4.2 Thisrequirementdoesnotexcludetestsandadjustmentsonthemechanismwherethesecondarysuppliesmustbeconnectedforthetestsifallpersonsworkingontheequipmentareawareofthesituation.

6.03.15 Testing of medium and high voltage equipment

6.03.15.1 Person in charge

6.03.15.1.1 Whenanyhighvoltageapparatusistobesubjectedtoatestvoltagebeforebeingconnected to thepowersystem, the test shallbecarriedoutunder the immediatepersonalsupervisionofanauthorisedperson.

6.03.15.1.2 The authorised person shall ensure that such apparatus is adequately guarded topreventdangerandthatwarningnoticesareattachedinconspicuousplacesforthedurationofthetest.

6.03.15.2 Discharging of equipment

6.03.15.2.1 Allapparatusshallbedischargedbeforeandaftertheapplicationofthetestvoltage.

6.03.15.2.2 Earthsshallbereconnectedtoallpointssoconnectedbeforethetest.

6.03.15.3 Test conductors

Temporaryconductorsusedfor testingpurposesshallbeadequately ratedfor thepurposeandshallbeeasilyvisible.

6.03.15.4 Test connections

6.03.15.4.1 Testconnectionsshallnotbeappliedinacompartmentwherethereareanyexposedlivemetalpartsatmediumorhighvoltageunlessthesafeworkingclearancesaremaintainedbetweentheapparatustobetestedandthelivemetalparts.

6.03.15.4.2 Thisrequirementdoesnotexcludetheuseofapprovedvoltageindicatorsorapproveddevicesforphasingoutcircuits.

6.03.16 Work on low voltage systems

6.03.16.1 Step down medium to low voltage stations and pole mounted transformers

6.03.16.1.1 Awork permit shall be issued to a responsible person or contractor before anyoperatingisundertakenonthelowvoltageapparatusinanystepdownstationoronanypolemountedtransformer.

6.03.16.1.2 Theworkpermitshallincludethedetailsoftheworktobeundertakenonthelowvoltagesystemandtheappropriateproceduresspecifiedinsection5ofthisCodeshallbefollowedwiththeissuingandclearanceoftheworkpermit.

6.03.16.2 Low voltage power lines

6.03.16.2.1.1 Nopersonshallbeallowedtoworkonlivelowvoltagepowerlineswithexposedconductors.

6.03.16.2.1.2 The lines shall be isolated and a work permit issued as specified in paragraph6.03.16.1ofthisCode.

6.03.16.2.2.1 Apersonwhohasbeentrainedandauthorisedtomakeliveconnectionsoninsulatedaerialbundleconductorpower lines,maymakeconnectionsonsuchpower lineswithoutaworkpermitbeingissuedifsuchworkiscarriedoutusingapprovedtoolsandinsulatedpiercingconnectors.

6.03.16.2.2.2 Nootherworkmaybecarriedoutonaerialbundleconductorpowerlineswithoutaworkpermitbeingissuedandthefeederbeingisolated.

6.03.16.3 Low voltage distribution kiosks

6.03.16.3.1.1 Nopersonshallbeallowedtoundertakeworkinalowvoltagedistributionkioskwithoutthesupplytothekioskeitherbeingisolatedatthepointofsupplyorlocallyinthekioskiffacilitieshavebeenprovidedinthekioskforthatpurpose.

6.03.16.3.1.2 Liveworkmaybeundertakenifsuitablyratedsafetyglovesareused.

6.03.16.3.1.3 Aworkpermitshallbeissuedandtheappropriateproceduresspecifiedinsection5ofthisCodeshallbefollowedpriortothecommencementofthework.

6.03.16.3.2.1 Meterreadersshallbeallowedaccesstometeringkioskstoreadtheconsumermetersifsuchmetersareinstalledinacompartmentwherenolivebusbars,conductorsorterminalsareexposedorcanbereached.

6.03.16.3.2.2 Thekiosksshallhaveseparate,differentlocksforthemeteringcompartmentandforthelivecompartment.

6.03.16.3.3.1 Apersontrainedandauthorisedtodoso,shallbeallowedtodisconnectanyconsumerfromthesupplyfornonpaymentbyswitchingofftheconsumercircuitbreaker.

6.03.16.3.3.2 The person shall not be authorised to isolate the supply by disconnecting liveconductors.

6.03.16.3.3.3 Circuitbreakerswhichhavebeenswitchedoff,forwhateverreason,shallbetaggedtoindicatethatthecircuithasbeenswitchedoffandthatthecircuithasnottripped.

6.04 RETURNING FEEDERS AND APPARATUS TO SERVICE

6.04.1 Under normal conditions

6.04.1.1 Beforereturninganyfeederorapparatustoserviceafterworkcarriedoutthereonhas been completed, the appointed operator shall personally be satisfied that allpersonshavebeenwithdrawnfromthefeederorapparatusandfromallchambersandenclosurescontainingsuchapparatusandthatanypermanentbarrierhavebeenre-installed.

6.04.1.2 Theappointedoperatorshalladvise thesystemcontroller that theworkhasbeencompletedand,whereapplicable, thatallworkingearthshavebeenremovedandthatheorsheishandingbackthefeederorapparatus.

6.04.1.3 Thesystemcontrollershallremovefromthefeederorapparatusontheoperatingdiagram/mimicthenameoftheappointedoperatorandshallissueinstructionsfortheremovalofallotherearths.

6.04.1.4 Wherealinehasbeenhandedtomorethanoneappointedoperator,noearthsmayberemovedfromthelineuntilallappointedoperatorsinvolvedhavereportedtothesystemcontrollerthecompletionoftheirworkandtheremovalofallworkingearthsfromtheirportionoftheline.

6.04.1.5 At power stations,whenwork is done atmore than one place in a circuit, eachwork permit shall be cancelled by the issue of a clearanceon the completionofeachseparateitemoftheworkbutnoearthsmayberemovedfromanyportionoftheapparatusuntilclearanceshavebeenreceivedforallworkpermitswhichwereissuedforworkonthecircuit.

6.04.1.6 Beforefinallyreturningthefeederorapparatustoservice, theappointedoperatormustensurethatallaffixedwarningnoticeshavebeenremoved.

6.04.2 When the responsible person or appointed operator is not available

6.04.2.1 Iftheresponsiblepersontowhomaworkpermithasbeenissuedisnotavailabletofill in and sign the clearanceon theworkpermit formand to return theworkpermitformtotheappointedoperatorconcerned,theofficialinchargeshallinstructanotherresponsiblepersontosupervisethecompletionofthework(ifnecessary)andtofillinandsigntheclearanceontheworkpermitform;inwhichcasetheotherresponsiblepersonshallfirstcountersigntheworkpermitapplicationtoindicatethat

heorsheisfullyawareofwhatwastobedoneontheapparatus.

6.04.2.2 Wheneveritisnecessarytoreturnafeederorapparatustoserviceandtheappointedoperatortowhomthefeederorapparatushasbeenhandedoutforworkisnotavailableforanyreason,thesystemcontrollershallconsultwiththeofficialincharge,whoshallinstructanotherappointedoperatortoreturnthefeederorapparatustoservice.

6.04.2.3 Ineithercasethesystemcontrollershalltakeallreasonablestepstoensurethatnodangerarisesfromsuchtransferofresponsibility.

6.05 EXEMPTION FROM GENERAL PROCEDURE

6.05.1 Work to be done on a line controlled from a single source of supply

Whenworkhastobedonebyanappointedoperatoronalineonthedistributionsystemwhichiscontrolledfromasinglesourceofsupply,theappointedoperator

6.05.2 Replacing of drop out fuse links without reference to the system controller

6.05.2.1.1 Anappointedoperatormaywithoutreferencetothesystemcontrollerreplaceoneortwodropoutfuselinksupto33kVonathree-phasecircuit,whenfoundblown,butmustreplaceallthreephasedropoutfuselinkfuses,andmaythereafterclosethedropoutfuselinksonceonly.

6.05.2.1.2 The appointed operatormay not replace the drop out fuses if all three fuses areblownunlesstheconsentofthesystemcontrollerhasbeenobtained.

6.05.2.2.1 Anappointedoperatormaywithoutreferencetothesystemcontrollerreplaceonefuseonadropoutfuselinkupto33kVonadualphasecircuit,whenfoundblown,butmust replaceboth fuse linkfuses,andmay thereafterclose thedropout fuselinksonceonly.

6.05.2.2.2 Theappointedoperatormaynotreplacethedropoutfusesifbothfusesareblownunlesstheconsentofthesystemcontrollerhasbeenobtained.

6.05.2.3 Anappointedoperatormaynotreplacethefuseofadropoutfuselinkonasingle-linecircuit,asonSWER(singlewireearthreturn)reticulations,whenfoundblown,butmustfirstreportthesituationtothesystemcontrollerforfurtherinstructions.

6.05.2.4.1 Anappointedoperatormaynotreplaceblownfusesondropoutfuselinksoncircuitsof44kVorhigher,unlessinstructedbythesystemcontrollertodoso,inwhichcaseonlytheblownfuseorfusesmaybereplacedonsealedtypefuses.

6.05.2.4.2 Intheeventofasinglefusebeingblowninaholderwithareplaceablefuseelement,allthreefusesmustbereplaced.

6.05.2.5 Thesystemcontrollershallbenotifiedassoonaspossibleafterthefusehasbeenreplacedandclosed.

6.05.3 Piggyback systems

Whenworkhastobedonebyanauthorisedpersononapiggybacksystem,alllineson thepiggyback systemshall beopen, isolated and earthedandhandedover inaccordancewiththisCodebeforeanyworkmaycommenceonanyofthelines.

6.05.4 Station isolation

6.05.4.1 Wheretotalstationisolationisrequested,thestationshallbeisolatedandearthedatallpointsofsupply.

6.05.4.2.1 Thestationshallbehandedovertooneauthorisedperson,withpermissiontoapplyandremoveworkingearthsasrequired.

6.05.4.2.2 Thenumberofworkingearthsthatwereappliedandremovedshallbedeclaredathandback.

6.06 SUPERVISION OF WORK

Responsiblepersons,contractorsorworkersshallberesponsiblefortheexecutionofallworkcarriedoutonapparatusandfeedersincompliancewiththisCode.

6.07 TEMPORARY ABSENCE OF PERSONS IN CHARGE OF WORK

6.07.1.1 Intheeventofanauthorisedpersoninchargeofanyworkbeingunabletobepresentfor thedurationof theworkinprogress, theauthorisedpersonshall, inallcases,beforedeparting,delegatetoanotherauthorisedpersontotakechargeduringhisorherabsence.

6.07.1.2 The system controllermust be informed prior to the departure of the change ofresponsibilities.

6.07.2 Shouldanotherauthorisedpersonnotbeavailable,allworkersshallbewithdrawnfromtheworkduringthetemporaryabsenceoftheauthorisedpersonincharge.

6.08 TESTING APPARATUS

6.08.1.1 Whereitisnecessaryforteststobecarriedoutonapparatusbyaresponsiblepersonor apersonauthorised todo so, the systemcontroller shall issue instructions fortheapparatustobeisolatedandearthedinaccordancewiththisCode,afterwhichthe system controller shall permit the appointed operator to remove the earth, ifnecessary,forsuchtests.

6.08.1.2 Where the appointed operator is not also the responsible person, the appointedoperator may only remove such earth under the supervision of the responsibleperson.

6.08.2.1 Itshallbetheresponsibilityofthepersoncarryingouttheteststowarnand,wherenecessary,totemporarilywithdrawtheworkersfromtheapparatusforthedurationofthetests.

6.08.2.2 Upon completion of the tests, the appointed operator shall replace the earth andinform the system controller that the apparatus has been restored to the originalcondition.

6.08.3.1 Ifitisnecessaryforthepurposeofcarryingoutteststoenergisetheapparatusfromthepowersystemwhilesuchapparatusisinanabnormalcondition,theresponsiblepersonandtheappointedoperatormustmakespecialarrangementswiththeofficialinchargesothattheoperatingproceduresmaybeagreeduponbeforehand.

6.08.3.2 TheagreedoperatingproceduresmustbecarriedoutinaccordancewiththisCode.

6.08.3.3 Forthepurposesofparagraph6.08.3.1ofthisCode,anabnormalconditionisoneinwhichtheapparatusisnotinaconditiontotakenormalloadduetojumpersbeingbrokenortemporaryconnectionshavingbeenmade,orforsomesimilarreason.

6.09 NO OPERATING WHILE WORK IS IN PROGRESS IN LIVE CHAMBER

Shouldanyoperatingotherthanemergencyswitchingbenecessaryatanystationonapparatusinalivechamberinwhichinspectionormaintenanceworkisinprogress,allworkers shall bewithdrawn from the chamber until such operating has beencompleted.

SECTION 7: ABNORMAL CONDITIONS

7.01 ABNORMAL CONDITIONS TO BE REPORTED TO SYSTEM CONTROLLER

The system controller must be advised as soon as possible of any failure orinterruptionofsupplytoanypartofapowersystem,oranyabnormalconditionsincludingsignsofapproachingadverseweatherconditions.

7.02 EMERGENCY SWITCHING

7.02.1 When emergency switching has been carried out, all intended work shall besuspendedand immediateattention shallbegiven to thecauseof theemergencyswitchingoperation.

7.02.2.1 Soleattentionmustbegiventoinjuriessustainedbyanyperson.

7.02.2.2 Promptandeffectivefirstaidmustbeadministeredbyacompetentpersonandthepatientmustbeevacuatedanddeliveredforprofessionalmedicaltreatment.

7.02.3.1 Thecausemustbeevaluatedandreportedtothesystemcontroller.

7.02.3.2 Thesystemcontrollermustreportthemattertoallrelevantpersonsinvolvedwithincidents.

7.02.3.3 Thereafterthesystemcontrollermayproceedtoattendtotherepairorreplacementofapparatus,ifnecessary.

7.02.4 Continuityofsupplymustthenberestored.

7.03 COMMUNICATION SYSTEM

7.03.1 Anymessagetoandfromthesystemcontrollershallbegivenpreferenceatalltimesinaccordancewithparagraph2.06ofthisCode.

7.03.2 During periods of abnormal conditions, the system controller may interrupt, orinstructanypersontodeferorinterrupt,callsormessagesotherthanthoserelatingtothecontrolofapowersystem.

7.04 RESTORATION OF SUPPLY IN THE ABSENCE OF COMMUNICATION

7.04.1.1 Incaseswherecommunicationwiththesystemcontrollercannotbeestablished,anappointedoperatororauthorisedpersonmay,athisorherdiscretion,closebreakersinordertoresumesupply:Providedthatwheretwoormorefeedersenterastation,only the breakers of feeders originating from one point may be closed withoutpermissionofthesystemcontroller.

7.04.1.2 Thediscretionof theappointedoperatororauthorisedpersonmustbe ledby theflagsalarmsandthestabilityofthepowersystem.

7.04.2.1 Theclosingofabreakertoresumesupplyshallbereportedtothesystemcontrollerassoonaspossiblethereafter.

7.04.2.2 Theoperatinginstructionformmustbedulycompleted.

7.05 ESTABLISHMENT OF LOCAL CONTROL CENTRE

7.05.1 Ifnecessary,anauthorisedpersonmay,subject toparagraph7.05.2of thisCode,establishalocalcontrolcentreandtakeoverthedutiesofthesystemcontrollerinrespectoftheareaaffected.

7.05.2 Alocalcontrolcentreshallnotbeestablisheduntileitherthesystemcontrollerhasgiven permission, or every possible effort has beenmade to contact the systemcontrollerbuthasfailedandallappointedoperators,whoareoperatingintheareaaffected,havebeenadvisedoftheestablishmentofthelocalcontrolcentre.

7.05.3 All operating must be logged during this period, and when communication ornormalconditionsarerestored,thesystemcontrollermustbegivenfulldetailsoftheoperatingaswellasthepositionsofallbreakers,linksandearthinggearatthetimeofhandingbacktothesystemcontroller.

7.05.4 The authorised person in charge of the local control centre shall be responsiblefortheoperationofthesectionofthepowersystemlocatedintheareaaffectedinaccordancewiththisCode,butmaynotpersonallycarryoutanyoperating.

SECTION 8: LIVE WORK

8.01 DEFINITIONS

8.01.1 Officials and persons

Inthissection,unlessthecontextotherwiseindicates-

8.01.1.1 deputy team leader means a person specifically authorised to take over theresponsibilitiesoftheteamleaderinrespectofliveworkinprogressforpurposesofcompletingaspecifictaskonly;

8.01.1.2 live workermeansaworkerauthorisedtocarryoutlivework;

8.01.1.3 team leadermeanstheauthorisedpersoninchargeoflivework.

8.01.2 Operating terms

Inthissection,unlessthecontextotherwiseindicates-

8.01.2.1 chassismeansacommercialvehicleortrailer(frame)onwhichtheinsulatingaerialdeviceismountedtoperformlivework;

8.01.2.2 electrical distance means the electrical distance in air, which protects againstelectricalbreakdown,namelytheminimumdistancebetweentwoelectrodesrequiredtoensurethattheprobabilityofelectricalbreakdownisnegligiblewhensubjectedtothemostsevereelectricalstresslikelytoariseundertheconditionsstipulatedinthisCode,whichmayrefertophase-to-phaseorphase-to-earthdistancesandalsotoelectricaldistance,ergonomicdistanceandsafeworkingdistance;

8.01.2.3 ergonomic distancemeansthedistancethatallowsforinadvertentbodymovementandjudgmentofdistancesduringtheworkrequiredtobecarriedoutattheminimumsafeworkingdistancewhenperforminglivework,andincludeselectricaldistanceandsafeworkingdistance;

8.01.2.4 insulate means covered, enclosed, surrounded or supporting live conductors orapparatus with insulating material of such thickness and properties that it willprevent theflowof electricityorpotentialbetween theobject so coveredand itssurroundingsoranyexternalobject incontactwith it includingthepreventionofmakingcontactwithearth;

8.01.2.5 insulating aerial device means an aerial device comprising an insulating boomdesigned to position the liveworker and the equipment for liveworking,whichdeviceismountedinafixedpositionoronatrailerormoregenerallyonavehiclechassis;

8.01.2.6 insulating boommeans that portion of an aerial device used for livework thatinsulatestheliveworkers’platformfromearthandfromwhichaliveworkermayworksafelyonliveapparatus;

8.01.2.7 live partmeansanyconductivepartofapparatus,whichisaliveandinnormaluse,andincludestheneutralconductor;

8.01.2.8 live workmeansmaintenance,repair,buildingandconstructionworkcarriedoutonliveandoperationalapparatususingapprovedtechniquesandequipmentasspecifiedinthissection,andliveworkinghasasimilarmeaning;

8.01.2.9 platformmeanstheliveworker-carryingcomponentofanaerialdevice,suchasabucket;

8.01.2.10 safe working clearance means the minimum distance that must be maintainedbetween any parts of the body of a live worker, or the conductive tool directlyhandled,andlivepartsatdifferentpotentials,whichminimumdistanceisthesumoftheelectricaldistanceandergonomicdistance;

8.01.3 Forms, books, notices, documents and other printed media

Inthissection,unlessthecontextotherwiseindicates-

8.01.3.1 live work declaration form means a printed form containing declaration andclearancesectionsfortheauthorisationofallliveworktobedoneonlive,operationalapparatusintermsofthisCode;

8.01.3.2 live work warning noticemeansanyportablewarningnoticeprovidedtoindicatethat livework is in progress on apparatus and to indicate any special operatingconditioninforceonanypanelorcircuitwhileliveworkisinprogress.

8.02 ABNORMAL CONDITIONS TO BE REPORTED TO SYSTEM CONTROLLER

8.02.1 Persons in charge of live work

Onlypersonswhohavebeenspecificallyauthorised tobe inchargeof liveworkshall takeover live apparatus for liveworking and issue a liveworkdeclarationform.

8.02.2 Persons who may perform live work

8.02.2.1 Subject toparagraph8.02.2.2of thisCode, liveworkmayonlybeperformedbypersonswhohavebeenspecificallyauthorisedtodoso.

8.02.2.2 Unauthorised personsmay be permitted to perform live work while undergoingtrainingifsuchpersonsareundersupervisionofaninstructor,whohasbeen

authorisedtoperformlivework.

8.02.3 Persons who may deputise for the team leader

Onlyadeputyteamleadermaytakeovertheresponsibilitiesoftheteamleaderforpurposesofcompletingthespecifictask.

8.03 LIVE WORK AT POWER STATIONS OR ON THE DISTRIBUTION SYSTEM

8.03.1 Circumstances requiring a live work declaration form

Aliveworkdeclarationformshallberequiredforallliveworkonlivehighvoltageapparatus at any power station or at any place on the transmission system ordistributionsystem.

8.03.2 Forms in duplicate

8.03.2.1 Aliveworkdeclarationformshallbemadeoutinduplicate.

8.03.2.2 Theoriginalshallberetainedbytheauthorisedpersoninchargeoftheliveworkandthecopyshallbeleftintheliveworkdeclarationbook.

8.03.3 Preparation and handing over of apparatus for live work

8.03.3.1 Whenliveworkistobecarriedoutonanyhighvoltageapparatus,theauthorisedpersoninchargeoftheliveworkshallnotifythesystemcontrollerofthefollowing:

8.03.3.1.1 Theapparatustobeworkedon;8.03.3.1.2 thenatureoftheworktobecarriedout;8.03.3.1.3 thetimethattheworkistocommenceandtheestimateddurationofthework.

8.03.3.2 The authorised person in charge of the livework shall arrangewith the systemcontrollerforliveworkwarningnoticestobeaffixedtoallcontrolpanelsofbreakerscontrollingthesupplytotheapparatusconcernedandforallauto-reclosingfeaturesonsuchbreakerstobeswitchedofforotherwisemadeinoperative.

8.03.3.3.1 Wheretheauto-reclosefunctionofalineismadeinoperativeviasupervisoryremotecontrol,itisnotnecessarytoapplyaliveworkwarningnoticetothecontrolpanel.

8.03.3.3.2 Iftheauto-recloseismadeinoperativemanually,theliveworkwarningnoticeshallbeapplied.

8.03.3.3.3 AllSCADAcontrolstotheaffectedcircuitshallbemadeinoperative.

8.03.3.4 Whenliveworkwarningnoticeshavebeenaffixedtoallcontrolpanelsofbreakerscontrollingthesupplytotheapparatusconcernedandallauto-reclosingfeaturesonthesebreakershavebeenswitchedofformade inoperative, thesystemcontrollershallsoinformtheauthorisedpersoninchargeoftheliveworkandshallhandovertheapparatustotheteamleader.

8.03.3.5.1 Forliveworkonlinesof33kVandbelow,itmaynotbenecessaryforauto-reclosefeaturestobeswitchedofforotherwisemadeoperative.

8.03.3.5.2 Thismust be recorded by the system controller and all SCADA controls to theaffectedcircuitshallbemadeinoperative.

8.03.3.5.3 Itwillnotbenecessarytoapplytheliveworkwarningnoticeifallworkisdonein strict accordance with the approved high voltage live working standards andprocedures.

8.03.4 Issue of a live work declaration form

8.03.4.1.1 Theteamleadertowhomthesystemcontrollerhashandedoverapparatusforlivework, shall explain to all the personswhowill be engaged in the livework thearrangementsmadewiththesystemcontroller.

8.03.4.1.2 The authorised person in charge of the livework shall identify the apparatus tobeworkedon, the operational voltageof the apparatus to beworkedon and thecorrespondingsafeworkingclearancetobemaintained.

8.03.4.2 Thepersonstobeengagedintheliveworkshallacknowledgetheirunderstandingofthesedetailsandrestrictionsbysigningtheliveworkdeclarationformbeforetheyproceedwiththelivework.

8.03.5 Cancellation of a live work declaration form

8.03.5.1.1 When live work has been completed, or is suspended for any reason, and theapparatusistobereturnedtonormalservice,theauthorisedpersoninchargeoftheliveworkshallwithdrawallpersonsfromtheliveapparatus.

8.03.5.1.2 Theauthorisedpersoninchargeoftheliveworkshallremovealltoolsandequipmenttoasafepositioninrelationtotheliveapparatus.

8.03.5.2 Theauthorisedpersoninchargeoftheliveworkshalladvisethepersonsengagedintheliveworkthattheapparatusistobehandedbacktothesystemcontrollerandthatnofurtherworkmaybeperformed.

8.03.5.3 Theauthorisedpersoninchargeoftheliveworkshallnotifythesystemcontrollerthattheliveworkiscompleteorotherwiseoftheexactstateoftheapparatusandwhethertoolsor

equipmenthavebeenleftontheapparatus.

8.03.5.4 Theauthorisedpersoninchargeoftheliveworkshallcompleteandsigntheclearancesectionontheoriginalandduplicateliveworkdeclarationform.

8.03.6 Original and duplicate forms

Originalliveworkdeclarationformsandcompletedbooksshallberetainedfortheperioddeterminedbythelicensee.

8.03.7 Restrictions on re-closing breakers

8.03.7.1 Whenthesystemcontrollerhashandedoveranyapparatusforlivework,thenameof the team leader shallbeaffixed to theoperatingdiagram/mimic in thecontrolcentre.

8.03.7.2 Nooperatingotherthantheemergencyopeningofbreakersshallbeperformedonthebreakerscontrollingsupplytotheapparatusuntiltheauthorisedpersoninchargeoftheliveworkhashandedbacktheapparatustothesystemcontroller.

8.03.7.3 From the time that theapparatus ishandedover to the time that theapparatus ishandedbacktothesystemcontroller,nobreakerwhichcontrolsthesupplytotheapparatusandwhichhastrippedforwhateverreason,shallberecloseduntilsuchtimeastheauthorisedpersoninchargeoftheliveworkhascontactedthesystemcontrollerandhasstatedthatitissafeforthebreakertobereclosed.

8.03.8 Duration of live work declaration

Itistheresponsibilityoftheteamleadertodecidewhenconditionsaresuchthatliveworkcanno longerproceedsafely,whereuponthe liveworkdeclarationshallbecancelledinaccordancewithparagraph8.03.5ofthisCode.

8.03.9 When the team leader is not available

8.03.9.1 Iftheauthorisedpersontowhomapparatushasbeenhandedoutisforanyreasonnotavailable,anotherpersonauthorisedintermsofparagraph8.02.1or8.02.2ofthisCodemaytakeovertheresponsibilitiesoftheauthorisedpersoninchargeofthelivework.

8.03.9.2 This person shall countersign the original of the live work declaration form toindicate thatheorshe is fullyawareofwhatmustbedoneon theapparatusandinformthesystemcontrollerthatheorshehastakenovertheapparatus.

8.03.9.3 Thesystemcontrollershallremovethenameoftheoriginalauthorisedpersonfromtheoperatingdiagram/mimicinthecontrolcentreandshallrecordthenameoftheauthorisedpersontheninchargeofthelivework.

804 SUPERVISION OF LIVE WORK

8.04.1 Theteamleadershallberesponsibleforthesafeexecutionoflivework.

8.04.2.1 Theteamleadershallatalltimesobservetheworkinprogresstoensurethatitiscarriedoutinasafemanner.

8.04.2.2 When the team leader needs to withdraw from the workplace, another personauthorisedintermsofparagraph8.02.2of thisCodeshall takechargeof theliveworkandshallobservetheliveworkinprogresstoensurethatitiscarriedoutinasafemanner.

8.04.3 Wheretheteamleadercannotobservepartofthework,theobservationofthatpartoftheworkshallbedelegatedtoanotherpersonauthorisedintermsofparagraph8.02.2ofthisCode.

9.04.2 STANDARD MINIMUM ELECTRICAL CLEARANCES/DISTANCES

The standard minimum electrical clearances/distances shall not be less than theclearances/distancesindicatedinthefollowingtable,Table 2:

9.04.3 Clearances between parallel independent structures

9.04.3.1 Theseparationbetweenanoverheadcommunicationlineandapowerlineortwopowerlineserectedparalleltoeachotheralongthesameroute,shallbesuchthattheclearancebetweenanyconductorofthehighervoltagelineandanyconductororearthwireofthelowervoltagelineisneverlessthantheminimumphase-to-phaseclearanceapplicabletothehighervoltageline.

9.04.3.2.1 Theseparationbetweenparallellinesshallbesuchthat,shouldeitherlineoverturn,itwillnottouchanypartoftheadjacentline.

9.04.3.2.2 Ifthisseparationcannotbeprovided,thesupportsofthelinethatcouldtouchtheotherlineshallbedesignedtowithstandthebroken-wirecondition.

9.044 Clearances between circuits on common structures

9.04.4.1 Thehighervoltagelineshallbeabovethelowervoltagelineorcommunicationlinewherelinesareerectedoneabovetheotheroncommonstructures.

9.04.4.2 Thevertical separationbetween thenearest conductorsof any two lines shall bein accordancewith thephase-to-phase clearancesgiven inTable I for thehighervoltageline.

9.04.5 Clearances between conductors of lines with a vertical configuration

Attentiontoensurecompliancewiththephase-to-phasevoltageclearanceswherea higher-mounted conductor could operate at full load andmaximum sagwith alowermountedconductoratambienttemperature.

9.04.6 Aerial bundle conductors

An aerial bundled conductor may be considered to be an insulated cable fordeterminingclearances.

9.04.7 Induced voltages

The distance between the power line and any other system (such as atelecommunication, railwayorpipeline)shallbesuch that inducedvoltagesshallnotexceed:

9.04.7.1 ARMSvoltageof50Vinsteadyoperationalstate;9.04.7.2 aRMSvoltageof430Vonpowerlineswhereanearthfaultisclearedinmorethan

9.04.8 Electrolytic corrosion

9.04.8.1.1 WhereariskexistsofelectrolyticcorrosionofundergroundservicesintheproximityofapowerlineduetostraycurrentsfromDCservicesenteringtheearthingsystemofapowerlineerectedclosetotheDCservice,suitableprotectivemeasuresshallbetakentoreducetheriskofelectrolyticcorrosion.

9.04.8.1.2 This will usually take the form of separating the earthing system from the DCsystemandprovidinginterposinginsulatingmaterial.

9.04.8.2 Corrosion protectionmeasures shall complywith Imust be developedwith duerecognitionofSANS1200-HC,SANS0120-3-HGandSANS0121.

9.05 CONDUCTORS AND EARTH WIRES FOR POWER LINES

9.05.1 Corrosion

Allconductorsandearthwiresshallbeofmaterials thathaveadequatecorrosionresistancetotheatmospheretowhichtheyarelikelytobeexposedinservice,orshallbesuitablyprotectedagainstcorrosion.

9.05.2 Minimum size

9.05.2.1 Theminimumsizeoftheconductorortheconductorbundleshallbedeterminedbythefollowingkeyfactors:

9.05.2.1.1 Thethermalratingthatisrequired;and9.05.2.1.2 theshort-circuitcurrent.

9.07 FOUNDATIONS FOR POWER LINE

9.07.1 Structureserectedonconcretefoundationsinthecaseoflatticesteelstructuresordirectlyinthegroundinthecaseofwooden,concreteorsteelpolesshallbesosetinthegroundthattheyarecapableofwithstanding,withoutappreciablemovementinthegroundandwithanadequatefactorofsafety,theforcesimposedbytheloadingonthestructureundernormalorbrokenconductororerectionconditions.

9.07.2.1 Asafebearingpressureofabout200kPacanbeassumedforcheckingresistancetodownwardorlateralforcesinthecaseofordinarysoilandattheaveragefoundationdepths.

9.07.2.2 Thevaluecouldbethreeorfourtimesthisvalueinhardrockysoiland,perhaps,onethirdofthisvalueinsandyorboggyground.

9.07.2.3 Inthecaseofwoodenpoles,foundationfailurebeforepolefailureisdesired,andavalueof345kPacanbeassumed.

9.07.3 Thesafebearingpressureofthesoilinwhichafoundationorastructureistobeinstalled,shouldbedeterminedbysitetests.

9.08 INSULATORS AND FITTINGS

9.08.1 Mechanical strength requirements

9.08.1.1 Themechanicalstrengthofinsulatorsandfittingsusedinstrainstructuresshouldbesuchthattheyareatleastasstrongastheminimumbreakingstrengthofthephaseorearthconductortowhichtheyareattached.

9.08.1.2 Thestrengthofsuspensionassembliesshouldbesuchthatafactorofsafetyofatleast1,5isprovidedundertheloadingimposedunderbrokenconductorconditions.

9.08.2 Electrical insulation levels and footing resistance requirements

9.08.2.1 Thebasicinsulationlevelrequiredforapowerlineofagivenvoltagedependsonmany factors, suchas theanticipatedmagnitudeofvoltagescausedbyswitchingsurgesorfaults,thealtitudeoftheline,thepossibilityofcontaminationofinsulatorsandthedesireddegreeofimmunityfromlightning.

9.08.2.2 Minimum insulation levels are given in the following table, Table 6, but it isemphasized that the insulation of each line should be designed for its specificconditions.ThelistofinsulationlevelsisinaccordancewithIEC60071-1andIEC60071-2.

9.10.1.1 Allmetalpowerlinestructuresandanymetalworkonwoodenorconcretestructures,whichcouldinadvertentlybecomealiveandwhicharewithin2.4moftheground,shallbeearthed.

9.10.1.2.1 Theeffectivenessoftheearthingofastructureshallbedeterminedbymeasuringitsresistancetoearth.

9.10.1.2.2 Ifthisresistanceissohighthatthestructureisnotearthed,asupplementaryearthingsystemshouldbeprovidedinaccordancewith/withduerecognitiontoSANS10199.

9.10.1.3 A footing resistanceof less than10U is recommended for terminal structuresatstationsandafootingresistanceoflessthan20Uisrecommendedforthesecond,thirdandfourthstructuresfromastation.

9.10.3.3 Coveranglesof30°orlessfortheouterconductorsanda60°coverangletotheconductorsbetweentheearthwiresisrecommendedfortwoearthwires.

9.10.3.4 Whereearthwiresareonlyusedtoprovideareturnpathforearthfaultcurrents,theyshouldpreferablybelocatedbelowthelineconductorssothatifaconductorbreaks,thereisapossibilitythatitwillmakecontactwiththeearthwire.

9.10.3.5 Earthwires installedas lightningprotectionshouldbeconnected toearthateachpowerlinesupport,eitherthroughthesupportinthecaseofmetalsupports,orbyanearthingconductorinthecaseofsupportsofnon-conductingmaterials.
