ThisCodeisanextensionof,andmustbereadinconjunctionwith,theprovisionsoftheElectricityAct,2007,andtheLabourAct,2007(withparticularemphasisonHealthandSafetyRegulationsmade thereunder), and all other applicable laws, anddoes not supersede, overrule or negate anyprovisionscontainedintheElectricityAct,theLabourActorsuchotherlaws.
E.1 ThisCode is revised annually by theElectricityControlBoard (ECB)on a datedetermined by the ECB after consultationwith the StandingWorkingGroup onElectricitySafetyregardingitsscope,contentandimplementation.ThemembershiporganisationsofthisWorkingGroupare:
E.2 Arevisionof thisCodemust,before theapprovalof theMinisterresponsibleformines and energy is sought under section3(4) of theAct, be consultedwith theMinisterresponsibleforlabourandtheLabourAdvisoryCouncil.
F.1 Every licensee shall be in possession of a copy of this Code and all relevantlegislation pertaining to the Namibian Electricity Industry. The licensee isresponsible for complyingwith theminimum safety standards prescribed in thisCodeandforensuringthatallrelevantroleplayerswithinthelicensee’sorganisationareacquaintedtherewith.
F.3 Where an interconnection exists between two or more power systems, whetherbetween two licensees or between a licensee and another power producer ordistributor,appropriatecommunicationandcoordinationmeansmustbeestablishedandmaintainedwithregardtooperationalmattersunderjointauthority.
1.01.10 official in chargemeansaqualifiedpersonemployedbyalicensee,whois-
1.01.10.1 inchargeofadefinedsectionofapowersystem;and1.01.10.2 authorised to make decisions and give instructions on deviations from normal
operatingprocedures;
1.01.11 power station control room officialmeansapersondeployedbyalicenseeinthepower station control roomandgenerally in control of the operationof a powerstationinaccordancewiththisCode;
1.01.13.1 Acompany,themanagingdirectororchiefexecutiveofficer;1.01.13.2 aclosecorporation,themanagingmember;1.01.13.3 atrust,thechairpersonoftheboardoftrustees;1.01.13.4 apartnership,themanagingpartner;1.01.13.5 aproprietorship,theowner;1.01.13.6 an association, the chairperson of the executive committee or management
1.01.14 responsible person (R/P)means a personwho has been authorised to work onapparatuscoveredinaworkpermitoraliveworkdeclaration;
1.01.15 responsible employee (R/E) means a person employed by a licensee, who isresponsibleforensuringthatanyworkonapparatusintermsofthisCodecanbecarriedoutwithsafety;
1.02.23 commissioning means the pie-determined sequence of inspections, tests andenergisingproceduresdesignedfor theintegrationofnewapparatus intoapowersystem;
1.02.24 communication setincludesatelephone,cellularphone,radiooranyotherdevicedesignedforcommunicationpurposes;
1.02.28 control centre means a place from where the safe operation of generation,transmissionordistributionofelectricitytocustomersiscontrolledordirected;
1.02.29 control panel means the panel onwhich auxiliary apparatus aremounted, suchascontrolswitches,protectiverelays,measurementdevicesorotherequipmenttocontrol,measureandprotectapparatus,andincludesaprotectionpanel,aninterfacepanel,asupplementarypanel,amimicpanel,ameteringpanelandanalarmpanel;
1.02.30 control switchmeansaswitchprovidedforcontrollingtheoperationandfunctionofapparatusandauxiliaryapparatus;
1.02.32 dead means that any apparatus so described is at or about zero potential anddisconnectedorisolatedfromallpossiblesourcesofelectricalpotentialoranylivepowersystem;
1.02.34.2 thatstoredenergyhasbeenreleased,suchasaclosingspringinabreaker,hydraulic,pneumaticorgaspressure ina system,orenergystored inabatteryorcapacitorbank;
1.02.35 disconnectedmeansapparatusisnotconnectedtoasourceofelectricalpotentialachievedbytheremovalofaconnectionorseriesofconnectionstherebyinterruptingor breaking electrical continuity in a circuit, or between apparatus, or betweenapparatusandearth,butmaystillhavetobedischarged;
1.02.37 distribution systemmeansthenetworkofstations,transformers,linesandcableswherebyelectricityisdistributedtoacustomer;
1.02.38 double circuit structure means a structure supporting two circuits of the samevoltage on the same structure but situated on opposite sides of the centre of thestructure;
1.02.40 drop out fusemeansasinglephasepolemountedoutdoorairinsulatedmechanicallyoperateddevicechargedwithafuseforprotectingapparatusintheeventofafaultoccurrence;
1.02.44 earthing link/switchmeans earthing gear,mechanically or electrically operated,permanentlyconnectedatonepointtotheearthmatanddesignedtoearthapparatus;

1.02.45 earth spikemeansacoppercladsteelrod,ofadequatecurrentcarryingcapacity,which is driven into the ground to ensure that an electrical connection is madebetweenapparatusandearth;
1.02.46 electric fencemeansafenceonwhichanelectricfenceenergiserisconnectedtodeliveraperiodicnonlethalamountofelectricitytothefencetopreventunauthorisedaccesstocertainareas;
1.02.47 electrical connection means the permanent or temporary connection betweenapparatusorapparatusandearththusprovidingacontinuouspathwherebyanyformofelectricalenergy,chargeorcurrentflowcanbeconductedsafely;
1.02.61 ground/floor level means the general surface a person walks on, including astructureorapparatusplinthotherthanastructureorapparatusplinththathasbeenconstructedtoobtainsafeworkingclearanceorsafegroundclearance;
1.02.62 hand backmeans the transferof responsibility for apparatus, as specified in thehandout,byanappointedoperatororauthorisedperson to thesystemcontroller,detailingallworkperformedandtherebyauthorisingthesafereturnoftheapparatustoservice;
1.02.63 hand outmeansthetransferofresponsibilityforspecificapparatusbythesystemcontroller to an appointed operator or authorised person,whereby the appointedoperatororauthorisedpersonisauthorisedtoworksafelyontheapparatus;
1.02.64 hand overmeans thedetailed confirmationbyanappointedoperator, authorisedperson or responsible person to the system controller that new or refurbishedapparatusisreadytobecommissionedandplacedinservicewherebysuchapparatuswillbecometheresponsibilityofthesystemcontroller;
1.02.65 Health and Safety RegulationsmeanstheRegulationsrelatingtotheHealthandSafetyofEmployeesatWork,1997,asamendedorsubstituted;
1.02.66 high voltagemeansavoltageofmorethan44000volt(RMS);
1.02.67 human machine interface(HMI)meansacomputer,normallyinastationorcontrolcentre-
1.02.68 import means the supply of electricity to Namibia from electricity providers,independent power producers or power utilities outside the physical borders ofNamibia;
1.02.78 in writingmeanshandwritten,typedorprinted,dulysignedanddated,andincludesatransmissiontotheintendedrecipientconcernedbymeansoffacsimileorelectronicmail;
1.02.79 isolate means disconnecting apparatus from all possible sources of electricalpotentialtocreateavisiblegapbetweenalivepartandade-energisedpart,whichmaybeobtainedby-
1.02.84 Labour Actmeans the LabourAct, 2007 (ActNo. 11 of 2007), as amended orsubstituted,andincludestheHealthandSafetyRegulations;
1.02.85 line means an overhead feeder consisting of conductors, supports and relatedhardwarebetweenpowerstations,stationsandcustomers;

1.02.86 link means a device, such as an isolator, disconnector or similar disconnectingdevice,formakingorbreakingacircuitwhennoloadcurrentisflowing;
1.02.87 linkingmeans the opening or closing of a link, isolator, disconnector or similardisconnectingdevicewhennoloadcurrentisflowing;
1.02.88 live chamber means any chamber in which inadvertent human contact withconductors or live parts of apparatus working at high voltage is possible fromground/floorlevel;
1.02.89 live partmeansanyconductivepartofapparatus,whichisaliveandinnormaluse,andincludestheneutralconductor;
1.02.92 local control centremeansatemporarylocationfromwheresafeoperationsonapre-definedsectionofapowersystemmaybecontrolledordirectedinaccordancewithparagraph7.05ofthisCode;
1.02.93 lock includesanaccess lock, an interlocking lock, amarriage lock, anoperatinglock,asafetylock,aservitudelockandauniquelock;
1.02.95 made safe means de-energised, isolated and earthed as required to allow thenecessaryworktobecarriedoutwithoutdanger;
1.02.96 marriage lockmeansa lockplaced in serieswithanother lockallowingvariouspersonstohaveaccesstoservitudesandpremises,andmarriagelockinghasasimilarmeaning;
1.02.97 medium voltagemeansavoltageofmorethan1000volt(RMS)butnotmorethan44000volt(RMS);
1.02.99 operating diagram/mimicmeans thepermanentsingle linediagraminacontrolcentre or station indicating the operating position and operational state of allapparatus;
1.02.101 operating proceduresmeans approved detailed sequences for ensuring the safeoperatingofapowersystem,orpartthereof,whicharedevelopedandmaintainedbytheresponsibleofficial;
1.02.107 point of supplymeansanypointwhereapower systemora sectionofapowersystemcanbemadealive;
1.02.108 portable earth means amobile flexible earthing gear, whichmay be used as aregisteredearth,workingearth,additionalearthoranyothersafeearthingapplicationasmayberequired,andportableearthinggearhasasimilarmeaning;
1.02.109 power linemeansanelectriclinewhoseconductorsaresupportedaboveground,generally by means of insulators and appropriate supports erected to conveyelectricityforanyotherpurposethancommunication,butexcludingtheoverheadcontactorcatenaryconductorsofanelectrictractionsystem,andoverheadlinehasasimilarmeaning;
1.02.110 power stationmeansasiteonwhichelectricityisgenerated;
1.02.111 power station control room meansthepermanentlocationatapowerstationfromwherethesafeoperationsofthepowerstationiscontrolledordirected;
1.02.112 power system meanstheinterconnectedsystemcomprisingpowerstations,feeders,stations and apparatus used in connection with the generation, transmission,distributionandsupplyofelectricity;
1.02.113 prohibited areameansanormallyenclosedareainwhichliveconductorsorliveparts of apparatus are accessible, but situated in such a position that inadvertenthumancontacttherewithisnotpossible;
1.02.118.1 onlyonespecifickeyisinuse;and1.02.118.2 amaster keymay be used under extreme circumstances to override the specific
safetylock;
1.02.119 safety panel means apparatus or a line that has been isolated and earthed as aprecautionarymeasure toprevent contactwith the livehighvoltageapparatusorlinewhere there is a riskof encroaching inpersonorwithmachineryorobjectsonthesafeworkingclearancewhenworkisbeingperformednearorclosetosuchapparatusorline;
1.02.124 single-line diagram means a diagramdepicting the layout of a system,whetherpolyphaseornot,byuseofequivalentsinglelinesymbols;
1.02.125 source of supply meansthatportionofapowersystemfromwhichtheapparatuscanbemadealive;
1.02.126 special operating proceduresmeansanapprovedsequenceforensuringthesafeoperatingofapparatusatidentifiedstations,whicharedevelopedandmaintainedbytheresponsibleofficial;
1.02.134 trading, in relation to electricity,meansthewholesaleorretailbuyingandsellingofelectricity;
1.02.135 transmission, in relation to electricity,means the conveyance of electricity bymeansofatransmissionsystem,whichconsistswhollyormainlyofhighvoltagenetworksandelectricalplant,fromanenergysourceorsystemtoacustomer;
1.02.136 transmission line meansanoverheadpowerlineoperatingathighvoltagetotransferlargeamountsofelectricity;
1.02.142 work meansallphysicalactivitiesinconnectionwithapparatus,excludingoperatingandothernon-dangerousactivities,whichwillnotaffect thehealthandsafetyofpersonsorthesafeoperationofapparatus;
1.02.143 working earthmeansthevisible,supplementary,portableearthinggearappliedonallsidesandascloseaspossibletothepointofwork;
1.03.2 control panel label/tagmeansanoticedisplayedona controlpanel in a stationindicating that apparatus is being worked on and may indicate the position ofearthinggear;
1.03.4 licence means a licence for the generation, transmission, trading, distribution,supply,importorexportofelectricity,issuedintermsoftheElectricityAct;
1.03.5 logbook means a book provided for keeping a record of all events, incidents,operations,operationcounterreadingsandrelatedactivities,whichisaccessibleatalltimes;
1.03.7 operating instruction form (OIF) means the printed form used for recordinginstructions issuedby a systemcontroller to an appointedoperator or authorisedpersonrelatingtotheoperationstobecarriedoutonapparatus;
1.03.10 work permit means a document permitting work to be carried out on specificapparatus,whichhasbeenpreparedinaccordancewiththisCodesothattheIntendedworkmaybecarriedoutwithsafety;
1.03.11 work permit form means the printed form containing the application, permit,clearance and worker’s declaration for the authorisation of work to be done onapparatusinaccordancewiththisCode;
1.03.12 worker’s declarationmeans a declaration signedby the appointedoperator, theresponsiblepersonandtheworkerconcerned,confirming-
1.03.13 workers register means a register of workers assigned to do work, which iscompletedbyanauthorisedpersonoraresponsibleperson.
SECTION 2: CONTROL OF A POWER SYSTEM
2.01 DUTIES AND RESPONSIBILITIES OF A SYSTEM CONTROLLER
2.01.1 Thesystemcontrollershallberesponsiblefortheoverallcontrolofapowersystemand in addition to any other duties or responsibilities specified elsewhere in thisCode,forcarryingoutthefollowingduties:
2.01.3 Before issuing any operating instruction to an appointed operator or authorisedperson,thesystemcontrollershallensurethatallpartieshavecorrespondingupdatedoperatingdrawingsintheirpossession.
2.02.1.1.1 the names and contact details of all appointed operators, authorised persons andresponsiblepersons,togetherwiththeextentoftheirauthorisation;and
2.02.2.2 All operating performed by an appointed operator must be written down on anoperatinginstructionform,includingtheproceduresforapparatushandover,handoutandhandback,whichproceduresshallalsoberecordedinthelogbook.
2.02.2.3 Allswitchingoperationsperformedonauxiliaryapparatusbyanauthorisedpersonmustbewrittendownonanoperating instructionform, including theproceduresforapparatushandover,handoutandhandback,whichproceduresshallalsoberecordedinthelogbook.
2.03 ISSUE AND RECEIPT OF OPERATING INSTRUCTIONS AND THE USE OF OPERATING INSTRUCTION FORMS
2.03.1 Permission to operate
Nopersonshall carryoutanyoperatingoroperationonapower systemwithoutthe prior authorisation by the system controller, except in cases as stipulated inparagraph2.01.2ofthisCode.
2.03.2.4.1 The instructions may be pre-written on the operating instruction form by theappointedoperatororauthorisedpersondoingtheoperating,orpersonauthorisedtotransmitoperatinginstructions.
2.03.2.6.2 The instructions shall be read by the appointed operator or authorised personcarrying out the operating, who shall verify that the apparatus and the intendedoperatingcorrespondwiththewritteninstructionbeforetheoperatingdetailedontheoperatinginstructionformiscommenced.
2.03.2.8.1 Whenapersonisbeingtrained,boththeappointedoperatororauthorisedpersonand the traineeshallsatisfy themselves that theapparatusand intendedoperatingcorrespondwith the instructionas receivedfromthesystemcontrollerbefore theoperatingiscommenced.
2.02.2.9 Intheeventofanunforeseendelayintheexecutionoftheinstructionsintheirentirety,theoperatingmustbe terminatedand thecause reported to the systemcontrollerwhereupontheexistinginstructionsmustbecancelledandnewinstructionsissued.
2.03.3 Report back on completed operating
2.03.3.1 The system controller shall be informed as soon as possible after an operatinginstructionhasbeencompleted.
2.03.3.4 Theoriginaloperatinginstructionformrelatingtoacompletedoperatingshallberetained for aminimum period of sixmonths at the location determined by thelicensee.
2.03.3.5 Each completed operating instruction book containing the copies of operatinginstructionformsmustbearchivedforaperiodoffiveyears,whereafteritmaybedestroyedifnoqueryhasarisenregardinganyentriesduringthattime.
2.03.4 Relay of operating instructions through a third person
Where operations are required on a power system in the absence of directcommunication between the system controller and the appointed operator orauthorisedperson,therelatedoperatinginstructionsmayberelayedthroughathirdperson,inwhichcasethethirdpersonshallrelaythepreciseoperatinginstructionsandindoingso,complyundertheguidanceofthesystemcontrollerwiththerelevantrequirementsspecifiedinthisCode.
2.03.5 Issue and receipt of pre-authorised instructions
2.03.5.1 In theeventofpoorornocommunicationbetween thesystemcontrollerand theappointed operator or authorised person when operating is required on a powersystemandtherelayofoperatinginstructionsbyathirdpersonisnotpracticable,pre-authorisedoperatinginstructionsmaybeissued.
2.03.5.3.2 All operations and detail of thework performed shall be reported to the systemcontroller as soon as possible whereupon the system controller shall issue acompletiontime.
2.03.5.4.2 All operations and detail of thework performed shall be reported to the systemcontroller as soon as possible whereupon the system controller shall issue acompletiontime.
2.03.5.6.1 Intheeventoflossofsupplytoasinglecustomerwithonlyonesourceofsupply,a pre-authorised operating instructionmaybe issued to an appointed operator torestorethesupply.
2.03.6 Circumstances when an operating instruction shall be cancelled
2.03.6.1 Shouldthesafetyofpersonsorapparatusbeindangerduringtheexecutionofanyoperating instruction in circumstances other than those indicated in paragraphs2.03.2.4.1and2.03.2.4.2and2.03.2.9ofthisCode,alloperationsmustbeterminatedimmediatelyandtheoperatinginstructioncancelledeitherbythesystemcontrollerortheappointedoperatororauthorisedperson,whodetectedthedanger.
2.04 CONTROL OF LOADING OF POWER STATIONS UNDER NORMAL AND ABNORMAL CONDITIONS
2.04.1.1 Thesystemcontrollerandthepowerstationcontrolroomofficialshallliaisecloselyregardingall events andconditions thatmayaffect the loadingof thegeneratingplantandcontinuityofsupply.
2.04.1.2 The system controller shall keep the power station control room official fullyinformedastotheprobabledemandwhichwillbemadeonthegeneratingplantinthepowerstationandthecapacityofsuchgeneratingplant,whichisrequiredtobeinreservetoensurethattheobligationofsupplyanddemandaremet.
2.04.2.2 Any change, which may affect loading arrangements previously made, shall bereportedtothesystemcontrollerimmediately.
2.04.3.1 Intheeventofconditionsarisingwhichmayaffectthesafetyofthegeneratingplant,thepowerstationcontrolroomofficialshallbesolelyresponsibleforsohandlingand loading each portion of such generating plant to ensure its safety and shallimmediatelytakecorrectiveaction.
2.05.3 In an emergency, the system controller shall take the required action andwherenecessary, inconsultationwith theappointedoperatororauthorisedpersonat thestationandshall,assoonaspossible,notifytherelevantseniorofficials.
2.06 ORDER OF PRECEDENCE IN USE OF COMMUNICATION SYSTEM
2.07.4.1 Whereapparatushasbeendisconnected fromapower system forpurposesotherthansectionalising,bytheremovalofdroppersorjumpersorbytheopeningoflinkswhicharelockedoutwithauniquelock,thekeyofwhichisinthecustodyofanappointedoperatororauthorisedpersonnotdirectlyinvolvedwiththeoperating,theapparatusshallbedeemednottobepartofthepowersystem.
2.07.5.1 The apparatus being installed shall onlybecome the responsibility of the systemcontrolleronceaconnectionismadebetweensuchapparatusandthepowersystemwherebyitbecomespossiblefortheapparatustobeenergised.
2.08.1 The operating diagram/mimic at a control centre, power station control room orstationshallbeadjustedasmaybenecessarytoindicatetheexactoperationalstateofallapparatusonthepowersystemorinsuchstation.
2.08.2 In the event of operating being performed in any of the depicted stations, suchoperatingshallnotbedeemedtobecompleteduntiltheoperatingdiagram/mimicconcernedhasbeenadjustedandtherequiredwarningnoticesaffixedtoindicatethecorrectoperationalstateoftheapparatusaffected.
SECTION 3: ACCESS
3.01 ACCESS TO LIVE CHAMBERS AND PROHIBITED AREAS
3.01.1 Persons authorised to enter live chambers or prohibited areas
3.01.4.1 Every door andgate giving access to a live chamber or prohibited areamust beclosedandlockedatalltimes,exceptwhenpersonsauthorisedtodoso,haveenteredthelivechamberorprohibitedareawherebyitispermittedtoleaveagateordoorunlockedbutclosedtofacilitateemergencyexit.
3.03.3 protectedbybarricading,erected insuchawaytoensure that inadvertenthumancontact with live apparatus adjacent to the barricaded area is not possible fromwithinthebarriersandwithinsafeworkingclearance;
3.03.4 inasectionofaprohibitedarea,segregatedfromtheremainderoftheprohibitedareainwhichaccessorworkmustbecarriedout,inwhichcasethesectionoftheprohibited area no longer constitutes a prohibited area and no supervision by anappointedoperatorisrequired.
3.04 DUTIES TO PERFORM WHEN GAINING ACCESS TO PROHIBITED AREAS OR LIVE CHAMBERS
3.04.1 An appointed operator gaining access to a prohibited area, live chamber, stationorbuildingandanauthorisedpersongainingaccesstoaprohibitedarea,stationorbuildingmustobserve,logandreportabnormalitiesontheconditionofallwarningnotices,nameplates,locksandfencing,earthing,oilleakages,vegetation,obstacles,trenches, covers, air conditioning (if installed) and the general condition of thevisitedarea.
3.05.2 Stayingovernightwithinanyprohibitedareaorbuildingisnormallynotpermittedto any person, but an appointed operator or authorised person with or withoutaccompanyingpersonsmayundercertaincircumstancesstayovernight,if-
3.06.7.1 theelectrifiedwiresorarticles shall, as faras ispracticable,bemounted in suchpositionsthatpersonscannotinadvertentlycomeintocontacttherewith;and
Aworkpermitisrequiredforallworkonapparatusorinlivechambersandprohibitedareas at anyplace in a power stationor on a transmission system, a distributionsystemoralowvoltagesystem,exceptasprovidedforinparagraph5.03.14ofthisCode.
5.03.1.1 When work under the permit procedure is to be carried out, the responsibleemployeeshallprovidetheappointedoperatorwithallthedetailstobefilledinontheapplication,confirmthedetailsandsigntheapplicationstating-
5.03.2.1 Theappointedoperatormustissuetheworkpermittotheresponsibleperson,aftertheyhavephysically inspectedandagreed that the requiredapparatus is isolated,earthed,barricaded(ifrequired)andhandedoutaccordingtotheapplication.
5.03.2.5 Theoriginalworkpermitformmustbedetachedfromthepermitbookandhandedto the responsible person togetherwith anykeys necessary to give access to theapparatusconcerned.
5.03.3.1 Theresponsiblepersonmustexplain thenatureof theworkcoveredbytheworkpermit to all workers engaged in thework andmust obtain all their names andsignaturesontheworker’sdeclarationform.
5.03.3.3 Uponcompletionofthework,allworkersengagedintheworkmustsignoff thedeclaration understanding that the work has been completed and that nobody ispermittedanylongerintheworkplace.
5.03.4 Clearance
5.03.4.1 Oncompletionof anywork forwhichaworkpermitwas issued the responsiblepersonmustensurethatallworkersengagedintheworkarewithdrawnfromtheapparatusorthelivechamberorprohibitedareaconcernedandmustlockalldoorsorgatesgivingaccesstotheapparatus,livechamberorprohibitedarea.
5.03.4.3.1 inspectthecompletedworkandtheremovalofallsurplusmaterialsandtools;and5.03.4.3.2 checkallelectricalclearances;and5.03.4.3.3 ensure that all contractors and workers are withdrawn, before the clearance is
5.03.4.8.1 If the responsible person towhomaworkpermitwas issued, is not available tocomplete and sign the clearance section on the work permit form and to returntheworkpermit form to the appointedoperator concerned, the systemcontrollermustliaisewiththeofficialinchargeastowhichotherresponsiblepersonmustbeinstructedtosupervisethecompletionofthework,ifnecessary,andtocompleteandsigntheclearancesectionontheworkpermitform.
5.03.6.1 Iftheoriginaloftheworkpermitformisnotavailablewhentheclearanceoftheworkpermitisrequired,theappointedoperatormustconfirmthatallworkershavebeen withdrawn from the workplace and the appropriate section of the workersregisterhasbeensigned.
5.03.8.2.2 Suchcompletedbookmaybedestroyedoninstructionsfromtheofficialinchargeafter the expiry of the period determined by the licensee, if no query has arisenduringsuchperiodregardinganyentrycontainedinit.
5.03.10 Application form made out in advance for planned work
5.03.10.1 Permit applicationsmaybefilled in and signed by the responsible employee atanytimenotexceedingthreeworkingdaysandnotlessthenoneworkingdayinadvanceofthedayonwhichtheworkwillcommence.
5.03.10.2 The appointed operator responsible for preparing the apparatus and issuing thenecessaryworkpermitshallsignsuchapplicationwhenthenecessaryoperatingistobedone.
5.03.11 Work may only be done under one permit at a time
Nopersonmayworkundermorethanoneworkpermitatatime.
5.03.12 Issuing of more than one permit
A responsible personmay be issuedwithmore than onework permit at a time:Providedthattheresponsiblepersonisnotdirectlyinvolvedwiththeworkandcanexerciseanadequatelevelofsupervisionateachworkplace.
5.03.13 Work permits are required for each circuit
5.03.14.2 In the event of apparatus being isolated by a licensee or customer without anestablishedcontrolcentreandtherecouldbeapossiblebackfeedintothesupplysystem,thesystemcontrollerandtheappointedoperatorareresponsibleforrenderingsuchisolatingequipmentinoperative,bylockingoutsuchapparatuswithauniquelockfortheperiodthattheworkisinprogress.
5.03.14.3 If the licensee or customer has an established control centre, the work permitproceduredoesnotapplyandallrequiredoperatingmustbeeffectedbetweenthecontrolcentreandtherelatedcontrolcentreconcerned,butallapparatusonwhichworkhastobeperformedmustbelockedwithauniquelock.
6.01 PERSONS AUTHORISED TO PERFORM SWITCHING, LINKING, SAFETY TESTING AND EARTHING OPERATIONS
6.01.1 Onlyappointedoperatorsshallcarryoutswitching,linking,safetytestingorearthingoperations to the extent of their authorisation under instruction of the systemcontroller.
6.01.3 Authorisedpersonsinstationsmayrenderauxiliaryservicesonpre-definedauxiliaryapparatus, excluding the switching of auxiliary apparatus on auxiliary circuitsby handor remote control, and the hand out and handback proceduresmust beconfirmedwiththesystemcontrollerandmustbelogged.
6.03.3 Isolating from supply under direct instruction from system controller
6.03.3.1.1 Whereitisnecessarytooperateattwoormorepoints,whicharenotatthesamelocation,theoperatingmaybeperformedbyacorrespondingnumberofappointedoperators, but all the operating detailed in thisCodemust be performed by oneappointedoperatoronlyforeachpoint.
6.03.3.1.2 The system controller shall inform the authorised person that the breakers andisolatorsateachpointcontrollingthefeederhavebeenopened.
6.03.3.2 Wherecontinuousshiftworkingisinoperationatastation,theappointedoperatoror authorised person may hand over the shift to another appointed operator orauthorisedpersononlyifalloperatinginstructionsissuedbythesystemcontrollertosuchappointedoperatororauthorisedpersonhavebeenfullycarriedout.
6.03.3.3.1 Where it is impracticable for one or more appointed operators to obtain directcommunicationwith thesystemcontroller, instructionsmayberelayed throughathirdpersontoanotherappointedoperator.
6.03.3.4 Where a breaker of links can be controlled from a remote point overwhich theappointedoperatorhasnocontrol,suchfacilitiesshallbeswitchedofforotherwisemadeinoperativebytheappointedoperatorbeforeisolationiscommenced.
6.03.7.2.1.1 When any apparatus at a power station is earthed in preparation forwork on it,or any feeder is earthed forwork external to the station, as soon as the earthingoperationhasbeenreportedtothesystemcontroller,acontrolpanellabel/tagshallbe completed by the appointed operator stating the number and position of theearthinggearandthepermitnumber,ifonehasbeenissued.
6.03.7.2.2 The appointed operator shall on the instruction of the system controller removethecontrolpanellabel/tagaftertheapparatushasbeenhandedbackandwhentheoperationortheremovaloftheearthinggeartowhichitrelates,hasbeencompleted.
6.03.8.3.1.3.1 Whenatransformerhasbeenisolatedfromallpointsofsupplyandtestedtobedead,eachwindingof the transformermustbe earthed at its isolatedpointsof supply,exceptwhenatransformerwindingcannotbeearthedatitspointofsupplyoratanyotherpartofthecircuitbetweenthewindinganditspointofsupply.
6.03.8.3.2.3 Where sectionsof theoverheadguardconductorof a lineare insulated from thetower,andthepossibilityofinductionexists,theoverheadguardconductorshallbeearthed.
6.03.8.3.2.5 Adequate earths shall be applied in accordancewith equipment specific earthingprocedure to ensure that all possible trapped charges will be discharged for thedurationofthework.
6.03.8.3.4.3 The other tails of the portable earths shall then be connected to the feeder orapparatustobeearthed,makinguseofanapprovedoperatingsticksuitablyratedfortheoperatingvoltage.
6.03.9.1 Handing over a line or section of a line for work
6.03.9.1.1 Beforehandingoutalineorsectionofalineforwork,thesystemcontrollershallensure that theauto-reclose featuresonallbreakerscontrolling the supply to thelinehavebeenswitchedoffor rendered inoperativeand thatwarningnoticesaredisplayedonallthebreakercontrolpoints.
6.03.9.1.2 Thelineshallthenbehandedovertotheappointedoperatorbythesystemcontroller,who shall authorise the application of working earths, where required, and oncompletionofthework,theremovalofallsuchworkingearths.
6.03.9.2.3.2 Theworkingearthsshallbeissuedbytheauthorisedperson,whoshallberesponsiblefor ensuring that they are all returned tohimorher before thehandback to thesystemcontrollerisgiven.
6.03.9.2.4 Disconnectingpartofapowerline
6.03.9.2.4.1 Before disconnecting part of a power line from the portion being worked on,additionalworkingearthsshallbeappliedasspecifiedinparagraph6.03.9.2.3ofthisCodetoensurethateachofthesectionsofthepowerlinesodisconnectedcomplieswiththeearthingrequirements.
If theauthorisedpersoninchargeof theworkleavestheworkplacesothatheorshecannotseethepointofworkandlaterreturnstorestartwork,heorsheshallpersonallyverifythatallworkingearthsarestillinplacebeforeworkrecommences.
6.03.9.3.2 The authorised person shall then proceed to the point where supply is to bedisconnectedandinconjunctionwiththesystemcontrollerhavethefeederisolatedandearthedandreceiveahandoutonthefeeder.
6.03.9.3.6.1 All communications for work in terms of this section shall be done over thetelecommunication systemof the licenseeand, ifpossible, themessages shallberecorded.
6.03.9.3.6.2 The completedwork permit shall be returned to the authorised person,who hasissuedit,withinsevendaysfromthedateofissue.
6.03.9.4 Work on a line at more than one place at the same time
6.03.9.5.2 Iftheminimumsafeworkingclearancebetweenpersons,machineryorobjectsandlive apparatus or lines cannot bemaintained, the live apparatus or lines shall beisolatedandearthedatasafetypanel.
6.03.9.5.3.1 Whereworkistobecarriedoutonthestructureofaline,theresponsiblepersonmaynotworkonsuchstructureunlessheorsheissupervisedbyanappointedoperator,whowill ensure that safeworkingclearanceswith respect to live conductors aremaintainedatalltimes.
6.03.9.5.5.2 Workmay be done on the line links and the feeder bay in the station, after theequipmenthasbeenearthedusingaspecialtechnique,ascontainedinanoperatingprocedure.
6.03.9.6 Special precautions for lines with live conductors
6.03.9.6.1 Workmay be carried out by an authorised person on a pole or structure whichsupportsconductorsaliveatmediumorhighvoltageiftheauthorisedpersondoesnotgoaboveground/floorlevelandobtainsahandout.
6.03.9.6.2 Ifaworkerisrequiredtoworkonastructuresupportingliveconductors,theworkershall at all times be under the immediate personal supervision of a responsibleperson.
6.03.10 Work on insulated conductors and underground cables
6.03.10.1 Interference with conductors
Nopersonshall interferewith the insulation thatcoversorsupportsanymediumorhighvoltageconductorunlesstheconductorhasfirstbeenisolated,earthedandhandedouttohimorher.
6.03.10.2 Cutting into cables
6.03.10.2.1 Before carryingout anyworkonmediumorhighvoltagecableswhich involvescuttingintoorremovingtheinsulatedcoveringorearthedmetalsheathofthecable,theauthorisedpersoninchargeoftheworkshallensurethatthecableisisolated,earthedatbothendswherepossibleandidentified.
6.03.11.1.1 Except to theextentnecessary forsafety testingandearthing,nopersonshallbepermitted towork ina livechamberuntilallapparatus in thatchamberhasbeenisolatedandearthed.
6.03.11.2.1.2 Thebarriers,dangertapeorropesshallbesoarrangedthataworkercannotcomewithin the safeworking clearances of live parts from any position inwhich theworkerispermittedbythebarriers.
6.03.11.2.2 Additionalprecautions
If, in theopinionof the authorisedperson in chargeof thework, the stated safeworkingclearancesarenotsufficienttoavoiddanger,othersuitablemeansshallbetakentoensuretherequireddegreeofsafety.
6.03.11.2.3 Distinguishingmarkers
6.03.11.2.3.1 The section that has beenmade safe forwork, shall be distinguished by havingreflagsplacedon thenon-workingsideof thebarriers,danger tapeor ropesatadistanceof0,5mto1,0mfromthebarriers,dangertapeorropesandseparatedbynotmorethan6m.
6.03.13.2.5 thevoltageindicatoritselfshallbetestedbeforeandafteruse;6.03.13.2.6 the circuit shall be earthed bymeans of approved earthing gear at all points of
6.03.14.1.1 When work is to be carried out on or in the proximity of the conductors of atransformer, theisolatorsforallwindingsshallbeopened,evenwhenthereisnoalternativesourceofsupplytoawinding.
6.03.14.2.1 Where the transformer is connected toneutral earthing equipment,which is alsousedbyothertransformers,theisolatinglinkbetweenthetransformerandtheneutralequipmentshallbeopenedbeforethetransformerismadeavailableforwork.
Whereworkistobecarriedoutonthetankofatransformerwithanexposedneutralbushing, which is not solidly connected to earth, the transformer must be fullyisolatedandearthed.
6.03.14.4 Tap changers
6.03.14.4.1 Before work is carried out on tap changer mechanisms, which may operateautomaticallyorbyremotecontrol,allsecondaryvoltagesuppliestothetapchangershallbeisolated.
6.03.15 Testing of medium and high voltage equipment
6.03.15.1 Person in charge
6.03.15.1.1 Whenanyhighvoltageapparatusistobesubjectedtoatestvoltagebeforebeingconnected to thepowersystem, the test shallbecarriedoutunder the immediatepersonalsupervisionofanauthorisedperson.
6.03.15.1.2 The authorised person shall ensure that such apparatus is adequately guarded topreventdangerandthatwarningnoticesareattachedinconspicuousplacesforthedurationofthetest.
6.03.16.1 Step down medium to low voltage stations and pole mounted transformers
6.03.16.1.1 Awork permit shall be issued to a responsible person or contractor before anyoperatingisundertakenonthelowvoltageapparatusinanystepdownstationoronanypolemountedtransformer.
6.04.1.1 Beforereturninganyfeederorapparatustoserviceafterworkcarriedoutthereonhas been completed, the appointed operator shall personally be satisfied that allpersonshavebeenwithdrawnfromthefeederorapparatusandfromallchambersandenclosurescontainingsuchapparatusandthatanypermanentbarrierhavebeenre-installed.
6.04.1.2 Theappointedoperatorshalladvise thesystemcontroller that theworkhasbeencompletedand,whereapplicable, thatallworkingearthshavebeenremovedandthatheorsheishandingbackthefeederorapparatus.
6.04.1.5 At power stations,whenwork is done atmore than one place in a circuit, eachwork permit shall be cancelled by the issue of a clearanceon the completionofeachseparateitemoftheworkbutnoearthsmayberemovedfromanyportionoftheapparatusuntilclearanceshavebeenreceivedforallworkpermitswhichwereissuedforworkonthecircuit.
6.04.2 When the responsible person or appointed operator is not available
6.04.2.1 Iftheresponsiblepersontowhomaworkpermithasbeenissuedisnotavailabletofill in and sign the clearanceon theworkpermit formand to return theworkpermitformtotheappointedoperatorconcerned,theofficialinchargeshallinstructanotherresponsiblepersontosupervisethecompletionofthework(ifnecessary)andtofillinandsigntheclearanceontheworkpermitform;inwhichcasetheotherresponsiblepersonshallfirstcountersigntheworkpermitapplicationtoindicatethat
may,subjecttoparagraph2.03.5ofthisCode,makecompletepriorarrangementswith the system controller and may receive pre-authorised instructions to open,isolateandearththelineandsubsequentlyreturnittoservicewiththeexceptionthatitwillnotbenecessarytoadvisethesystemcontrollerthatworkhasbeencompletedbeforethelineismadealive.
6.05.2 Replacing of drop out fuse links without reference to the system controller
6.08.1.1 Whereitisnecessaryforteststobecarriedoutonapparatusbyaresponsiblepersonor apersonauthorised todo so, the systemcontroller shall issue instructions fortheapparatustobeisolatedandearthedinaccordancewiththisCode,afterwhichthe system controller shall permit the appointed operator to remove the earth, ifnecessary,forsuchtests.
6.08.1.2 Where the appointed operator is not also the responsible person, the appointedoperator may only remove such earth under the supervision of the responsibleperson.
6.08.2.2 Upon completion of the tests, the appointed operator shall replace the earth andinform the system controller that the apparatus has been restored to the originalcondition.
6.09 NO OPERATING WHILE WORK IS IN PROGRESS IN LIVE CHAMBER
Shouldanyoperatingotherthanemergencyswitchingbenecessaryatanystationonapparatusinalivechamberinwhichinspectionormaintenanceworkisinprogress,allworkers shall bewithdrawn from the chamber until such operating has beencompleted.

SECTION 7: ABNORMAL CONDITIONS
7.01 ABNORMAL CONDITIONS TO BE REPORTED TO SYSTEM CONTROLLER
The system controller must be advised as soon as possible of any failure orinterruptionofsupplytoanypartofapowersystem,oranyabnormalconditionsincludingsignsofapproachingadverseweatherconditions.
7.02 EMERGENCY SWITCHING
7.02.1 When emergency switching has been carried out, all intended work shall besuspendedand immediateattention shallbegiven to thecauseof theemergencyswitchingoperation.
7.03.2 During periods of abnormal conditions, the system controller may interrupt, orinstructanypersontodeferorinterrupt,callsormessagesotherthanthoserelatingtothecontrolofapowersystem.
7.04 RESTORATION OF SUPPLY IN THE ABSENCE OF COMMUNICATION
7.04.1.1 Incaseswherecommunicationwiththesystemcontrollercannotbeestablished,anappointedoperatororauthorisedpersonmay,athisorherdiscretion,closebreakersinordertoresumesupply:Providedthatwheretwoormorefeedersenterastation,only the breakers of feeders originating from one point may be closed withoutpermissionofthesystemcontroller.
7.05.2 Alocalcontrolcentreshallnotbeestablisheduntileitherthesystemcontrollerhasgiven permission, or every possible effort has beenmade to contact the systemcontrollerbuthasfailedandallappointedoperators,whoareoperatingintheareaaffected,havebeenadvisedoftheestablishmentofthelocalcontrolcentre.
7.05.3 All operating must be logged during this period, and when communication ornormalconditionsarerestored,thesystemcontrollermustbegivenfulldetailsoftheoperatingaswellasthepositionsofallbreakers,linksandearthinggearatthetimeofhandingbacktothesystemcontroller.
7.05.4 The authorised person in charge of the local control centre shall be responsiblefortheoperationofthesectionofthepowersystemlocatedintheareaaffectedinaccordancewiththisCode,butmaynotpersonallycarryoutanyoperating.
SECTION 8: LIVE WORK
8.01 DEFINITIONS
8.01.1 Officials and persons
Inthissection,unlessthecontextotherwiseindicates-
8.01.1.1 deputy team leader means a person specifically authorised to take over theresponsibilitiesoftheteamleaderinrespectofliveworkinprogressforpurposesofcompletingaspecifictaskonly;
8.01.1.2 live workermeansaworkerauthorisedtocarryoutlivework;
8.01.1.3 team leadermeanstheauthorisedpersoninchargeoflivework.
8.01.2.2 electrical distance means the electrical distance in air, which protects againstelectricalbreakdown,namelytheminimumdistancebetweentwoelectrodesrequiredtoensurethattheprobabilityofelectricalbreakdownisnegligiblewhensubjectedtothemostsevereelectricalstresslikelytoariseundertheconditionsstipulatedinthisCode,whichmayrefertophase-to-phaseorphase-to-earthdistancesandalsotoelectricaldistance,ergonomicdistanceandsafeworkingdistance;
8.01.2.4 insulate means covered, enclosed, surrounded or supporting live conductors orapparatus with insulating material of such thickness and properties that it willprevent theflowof electricityorpotentialbetween theobject so coveredand itssurroundingsoranyexternalobject incontactwith it includingthepreventionofmakingcontactwithearth;
8.01.2.5 insulating aerial device means an aerial device comprising an insulating boomdesigned to position the liveworker and the equipment for liveworking,whichdeviceismountedinafixedpositionoronatrailerormoregenerallyonavehiclechassis;
8.01.2.6 insulating boommeans that portion of an aerial device used for livework thatinsulatestheliveworkers’platformfromearthandfromwhichaliveworkermayworksafelyonliveapparatus;
8.01.2.7 live partmeansanyconductivepartofapparatus,whichisaliveandinnormaluse,andincludestheneutralconductor;
8.01.2.8 live workmeansmaintenance,repair,buildingandconstructionworkcarriedoutonliveandoperationalapparatususingapprovedtechniquesandequipmentasspecifiedinthissection,andliveworkinghasasimilarmeaning;
8.01.2.10 safe working clearance means the minimum distance that must be maintainedbetween any parts of the body of a live worker, or the conductive tool directlyhandled,andlivepartsatdifferentpotentials,whichminimumdistanceisthesumoftheelectricaldistanceandergonomicdistance;
8.01.3 Forms, books, notices, documents and other printed media
Inthissection,unlessthecontextotherwiseindicates-
8.01.3.1 live work declaration form means a printed form containing declaration andclearancesectionsfortheauthorisationofallliveworktobedoneonlive,operationalapparatusintermsofthisCode;
8.01.3.2 live work warning noticemeansanyportablewarningnoticeprovidedtoindicatethat livework is in progress on apparatus and to indicate any special operatingconditioninforceonanypanelorcircuitwhileliveworkisinprogress.
8.02 ABNORMAL CONDITIONS TO BE REPORTED TO SYSTEM CONTROLLER
8.02.1 Persons in charge of live work
Onlypersonswhohavebeenspecificallyauthorised tobe inchargeof liveworkshall takeover live apparatus for liveworking and issue a liveworkdeclarationform.
8.03 LIVE WORK AT POWER STATIONS OR ON THE DISTRIBUTION SYSTEM
8.03.1 Circumstances requiring a live work declaration form
Aliveworkdeclarationformshallberequiredforallliveworkonlivehighvoltageapparatus at any power station or at any place on the transmission system ordistributionsystem.
8.03.3.2 The authorised person in charge of the livework shall arrangewith the systemcontrollerforliveworkwarningnoticestobeaffixedtoallcontrolpanelsofbreakerscontrollingthesupplytotheapparatusconcernedandforallauto-reclosingfeaturesonsuchbreakerstobeswitchedofforotherwisemadeinoperative.
8.03.3.5.2 Thismust be recorded by the system controller and all SCADA controls to theaffectedcircuitshallbemadeinoperative.
8.03.3.5.3 Itwillnotbenecessarytoapplytheliveworkwarningnoticeifallworkisdonein strict accordance with the approved high voltage live working standards andprocedures.
8.03.4 Issue of a live work declaration form
8.03.4.1.1 Theteamleadertowhomthesystemcontrollerhashandedoverapparatusforlivework, shall explain to all the personswhowill be engaged in the livework thearrangementsmadewiththesystemcontroller.
8.03.4.1.2 The authorised person in charge of the livework shall identify the apparatus tobeworkedon, the operational voltageof the apparatus to beworkedon and thecorrespondingsafeworkingclearancetobemaintained.
8.03.5 Cancellation of a live work declaration form
8.03.5.1.1 When live work has been completed, or is suspended for any reason, and theapparatusistobereturnedtonormalservice,theauthorisedpersoninchargeoftheliveworkshallwithdrawallpersonsfromtheliveapparatus.
8.03.7.1 Whenthesystemcontrollerhashandedoveranyapparatusforlivework,thenameof the team leader shallbeaffixed to theoperatingdiagram/mimic in thecontrolcentre.
8.03.7.3 From the time that theapparatus ishandedover to the time that theapparatus ishandedbacktothesystemcontroller,nobreakerwhichcontrolsthesupplytotheapparatusandwhichhastrippedforwhateverreason,shallberecloseduntilsuchtimeastheauthorisedpersoninchargeoftheliveworkhascontactedthesystemcontrollerandhasstatedthatitissafeforthebreakertobereclosed.
8.03.9.2 This person shall countersign the original of the live work declaration form toindicate thatheorshe is fullyawareofwhatmustbedoneon theapparatusandinformthesystemcontrollerthatheorshehastakenovertheapparatus.
8.04.2.2 When the team leader needs to withdraw from the workplace, another personauthorisedintermsofparagraph8.02.2of thisCodeshall takechargeof theliveworkandshallobservetheliveworkinprogresstoensurethatitiscarriedoutinasafemanner.

9.03 EQUIPMENT AND MATERIAL
Material and equipment to be used on power lines shall comply with the latestapplicablestandardspecifications.

9.04.5 Clearances between conductors of lines with a vertical configuration

9.04.6 Aerial bundle conductors
An aerial bundled conductor may be considered to be an insulated cable fordeterminingclearances.
9.04.7 Induced voltages
The distance between the power line and any other system (such as atelecommunication, railwayorpipeline)shallbesuch that inducedvoltagesshallnotexceed:
9.05.4.2 Ifthereisapossibilityofconductorvibrationwhichcouldleadtothefailureoftheconductordue to fatigue, the risk shouldbe reducedbyusinga lower conductortensionthanthemaximumpermitted.

Saginformationandthecorrectiontableforincreasedtimebetweenstringingandregulating should be obtained from themanufacturer of the chosen conductor inordertoproducesagcharts.
Inthecaseofsteellatticestructuresandsteelcomponentssuchasbuilt-upcross-armsandbracingmembers, the factor of safety shall be 2,5 on tested failing load or,when calculated, on tensilestrengthoftensionmembersandoncripplingstrengthofcompressionmembers.
With a line that has a single conductor per phase, the assumptions given in thefollowingtable,Table 5,inrespectoftheloadsimposedonthestructuresthatsupportthespaninwhichthebreakoccurs,expressedaspercentagesofthemaximumdesignloadatatemperatureof-5°Candwhensubjectedtoawindpressureof700Pa,canbeusedforthedesignloadingofastructure.

9.08.2.2 Minimum insulation levels are given in the following table, Table 6, but it isemphasized that the insulation of each line should be designed for its specificconditions.ThelistofinsulationlevelsisinaccordancewithIEC60071-1andIEC60071-2.

(i) 132kV:20Ωand (ii) 220kV:30Ω.(c) Range C, for 275 kV to 400 kV lines:Themaincriterionistheswitchingovervoltage
The criteria for insulation coordination in conditions of pollution are based onSANSIEC60815andonthecorrespondingproposedcreepagedistancesgiveninthefollowingtable,Table 7.

9.09.1.1 A stay shouldbe attached to the structure at thepoint of applicationof the loadwhichitisdesignedtocounteractandshouldbeinstalledinadirectionoppositetothatofsuchload.
9.09.1.3.2 Where this is unavoidable, stays should be installed in such away thatworkersworkingonthepolesorwiresofthecommunicationlinecannotcomecloserthantheappropriatephase-to-earthclearancetoanyportionofthestaythatcouldbecomealiveunderfaultconditions.
