    Foreword:T his handbook has been prepared for the conve-

    n ience of our members, electrical contractors, buildersand an y others engaged in providing electrical wiring

    service in order to acquaint th e reader with South PlainsElect ric Cooperatives requirements for electric meterinstallat ions. This handbook will establish theCooperatives requirements for new elect ric service andmeter installat ions, for relocat ing or modifying meterinstallat ions and upgrading the service capacity. The

    handbook contains specificat ions for both overhead an dun derground delivery.

    T he information presented in th is handbook is notin ten ded to conflict in any way with th e N ationalElectrical Code, any city or county ordinances, or anystate rules. Some of the service requirements, as pre-

    sented, are the result of past experience and deemednecessary to insure safe, adequate and reliable service forthe member. If this handbook does not cover a part icularmetering situation , please contact one of our officeslisted below before proceeding with your work.

    A. GENERAL INFORMATIONT he following informat ion has been assembled so

    those engaged in elect rical wiring or the installat ion ofmet ering equipmen t might comply with the servicerequirements of South Plains Electric Cooperative.Members and/or contractors planning new construc-t ion , altering, or rewiring exist ing facilit ies shouldbecome familiar with the handbooks requirements. If

    you determine after reading th e handbook that yoursituat ion is not covered, please contact the Coopera-t ive for better direction before proceeding.

    South Plains Elect ric Cooperative will make everyreasonable effort to provide our members with safe,reliable, adequate electric service. To accomplish th is

    goal, the Cooperative should be contacted in advanceof your required service date. Service availability mayvary within our service area. It is always best to con ferwith the local office before beginning your work. It isth e Cooperatives recommendat ion th at additionalcapacity be provided whenever possible for future use.

    Perman ent residen tial services shall have a minimuminstalled capacity of 100 amperes at 120/240 volts,single phase.

    T he informat ion in th is handbook refers to servicerequirements for lighting and power installat ions atsecondary voltages. Services requiring primary volt-

    ages are subject t o contractual agreement between themember and th e Cooperative and the meteringrequirements will be determined at th at time.

    Warn ing It is unlawful for you to operateany equipment with in ten (10) feet of a highvoltage line. If you must work close to any of theCooperatives elect rical lines, please contact your localoffice. Your Cooperat ive will assist you in performingyour needed work safely.

    C. NUMBER OF SERVICEST he Cooperat ive will normally connect on ly one

    set of service conductors to a h ome or building. Themember will provide for metering in a locat ionacceptable to the Cooperative.

    Large apartmen t buildings, shopping centers andindustrial complexes may require special applicat ionsof th e N ational Electrical Code. The Cooperativeshould be contacted during the design stage for th eseprojects to obtain guidance and agreement on th ein terpret at ions of these special metering consider-

    ations.

    D. GROUNDINGAll service systems operat ing below 600 volts shall

    contain a grounded neutral or a grounded phaseconductor used as a circuit conductor in the system.

    T he neut ral or grounded phase conductor shall begrounded at the supply transformer an d shall beconnected t o th e grounding terminal in th e serviceentran ce equipment provided by th e member. T he

    N EC requires an adequate grounding system as part ofth e wiring with a grounding conductor tied to th eservice entran ce raceway and to the neut ral terminalin th e disconn ecting means. All of th ese connectionsto th e grounding conductor shall be accessible forinspection by Cooperative personnel.

    Members requiring an ungrounded service foroperat ion of a ground detect ion system shall maketheir request in writing. If supplying an un groundedservice results in additional costs to the C ooperative,the additional cost may be passed on to th e member.

    E. EQUIPMENT REQUIRINGINDIVIDUAL CONSIDERATION

    Providing service for power con suming equipmentsuch as welders, large motors, high frequency induc-t ion furnaces, or sensit ive electronic equipmen t mayrequire individual considerat ion and agreemen t by theCooperative. By design, the Cooperative can minimizethe emission or distort ions on the electrical system.

    O ne member will not be permitt ed to affect t heservice quality of another member. By un derstandingthe equipmen ts power requiremen ts in these specialsituations, the Cooperative can make certain th ateach member can coexist with their neighbor.

    Somet imes, the equipmen t may require very stable

    voltage, system isolat ion, or un interrupted con tinuityof service. The Cooperative, by agreement, may beable to supply service level requirements that areabove th e normally acceptable levels. The Coopera-t ive desires to assist its members with any specialequipmen t problems especially during the planning

    and design stages of the projects.

    F. INSPECTIONT he wiring shall be installed in accordance with

    the latest requiremen ts of the Nat ional ElectricalCode (N EC) and any stat e or county or municipalinspection requirements as may be in force at th e t imethe installat ion is completed.

    A ll wiring and other electrical equipment will beinstalled, operated, and maintained by th e member atall t imes in conformity with good electrical pract iceand the requiremen ts of the regional regulatoryauthority. The inspect ing authority will leave aninspection tag on th e members service entranceequipment to notify th e Cooperative th at th e wiring isapproved for service connection. In areas where th ereis no inspect ion authority, the Cooperatives personnelwill inspect the service en trance for compliance to theN EC. The Cooperative does not assume any responsi-bility for the design, operat ion , or condition of themembers wiring past the service en trance equipmen t.

    G. METER TAMPERINGT he metering equipment belongs to the Coopera-

    tive and must n ot be disconn ected, removed orrelocated except by authorized C ooperative personnel.T he Cooperat ive shall seal all meters and meterinstallat ion equipment. Law forbids tampering withth e meter or with conductors carrying meteredcurren t . If it is necessary to gain access to an y meter-

    ing equipment t hat has been sealed by th e Coopera-tive, the member or his cont ractor shall cont act theservice departmen t for inspection and resealing of themeter after the work has been completed.

    H. TYPES OF SERVICE

    1. Single Phasea. 120-volt, 2-wire serviceT his type of service may be used to serve a small

    electrical load n ot h aving any 240-volt requ iremen ts

    such as a sign , fence charger, or fireworks stand. T hemaximum meter capacity is 60 amperes.

    b. 120/240-volt, 3-wire serviceThis type of service is the most typical electrical

    service and may be used t o serve loads such as aresiden ce, ranch or farming operation, mobile home,hun ting cabin, domestic well, or small commercial

    office building. N ormally, the service capacity is 100 or200 amperes. If the service requiremen ts are 400amperes or greater, con tact your local office for specialmetering instruct ions.

    c. 240/480-volt, 3-wire serviceT his is a special service normally used by the

    Texas H ighway Department for h ighway lighting.

    2. Three Phase Servicea. 120/240-volt, 4-wire, delta serviceT his is th e most common th ree phase electric

    service and is used for commercial, home, and someirrigat ion loads. Members use th is voltage for smallthree phase loads with some lighting requirements.T his service voltage works well in overhead distribu-t ion systems; however, it is not available in un der-ground distribution applications.

    120/240-volt, 3-phase,4-wire

    Domestic Service

    b. 480-volt, 4-wire serviceIt is common on irrigat ion and oil field applica-t ions. This is a common electric service for irrigat ionpivot system with wells and/or booster pumps. It is alsoavailable for oil wells an d industrial loads.

    c. 120/208-volt or 277/480-volt, 4-wire, wyeconnected service

    T his wye con nected electrical system is usedwhere there is large lighting load and three phasemotor load. T his system permits the balancing of thelighting load across all three ph ases of the system. Thistype of service is used in schools, churches, commer-cial complexes and industrial parks. This is thepreferred service for underground applicat ions.

    d. 240 or 480-volt, 3-wire service, deltaconnected service

    This is a common electric service for irrigationpivot system with wells and/or booster pumps. It is alsoavailable for oil wells an d industrial loads. This is arestricted use service.
