What’s the Phenomenon ‘El Niño’
11/19/2015 3
Temperature rise
Reduced rainfall
In Colombia
– Reduction in rainfall of 60% in the third quarter of year.
– In early 2016 severe dry temperature.
– Reduction of water reserves.

What the plan?
11/19/2015 6
1. Increase the supply of gas
– Imports from Venezuela.
– Pipeline: Cartagena – Sincelejo.
– Flexible gas costs. (short term).
2. Stimulate the offer
– Manage input: Tasajero II, Carlos Lleras Restrepo and San Miguel.
– Resolution CREG 171 of 2015 (participation smaller plants).
6
The minister of mines and energy Tomás González, announces 5
actions to deal the phenomenon ‘El Niño’.

What the plan?
11/19/2015 7
3. Adjusting the market
– Avoid use of water reserves in this year.
– Resolution CREG 172 of 2015. (restriction in the bag)
4. Assure thermal supply. Restoring loss levels of thermal
generators.
– 2/3 two-thirds of the
contributions is borne by
generators.
– 1/3 one-third of the
contributions are borne by
the government and
consumers.

Conclusions
11 11/19/2015 11
One developing country, must not have energy outages. caused by natural phenomena such as ‘El niño’.
Colombia depends on hydropower for the generation, and should find new forms of sustainable energy.
We have to practice efficient and rational energy consumption.
