Ethical, social and political issues are closely linked. The ethical is typically reflected in social and

political debate. Imagine society a one pond , a delicate ecosystem

in partial equilibrium with individual and with social and political institution.

Individual knows how to do act in the pond. Because the social institutions have developed

rules of behavior.

Now toss a rock into the center of the pond . What happen? Ripples occur. The new information technology has ripple effects,

raising new ethical, social and political issues that must be dealt with on individual , social and political level.
